1 Massachusetts High School Club Bowling Association Bylaws ARTICLE I - Mission Statement Section 1.01 Mission Statement: The mission of the Massachusetts High School Bowling Club is to integrate bowling as a sanctioned interscholastic high school club activity. Section 1.02 Objectives: The method to accomplish this mission includes the successful attainment of the following objectives: (a) To develop bowling programs for Massachusetts High School students. (b) To develop Co-Ed teams at the High School level. (c) To elevate High School club bowling teams to school sponsored club bowling teams (d) To develop the organizational and regulatory groundwork to satisfy the MIAA. ARTICLE II Eligibility Section 2.01 Teams: The Massachusetts High School Bowling Club shall be open to all High Schools in Massachusetts. The season is a winter sport and may not start official matches until the Monday following Thanksgiving. Practices may start in November. It is not affiliated with MIAA or any Athletic Department. Section 2.02 Students: Membership in the league shall be open to males and females from High Schools with participating teams. By District rule, the individual team shall determine who is eligible. Section 2.03 Schools: All school policies for participation eligibility will take precedence. Home schooled students will participate on the public school team from their jurisdiction. Players must meet eligibility rules as set forth by MIAA for bona Fide Students. Section 2.04 Absent from school: Team members may not participate if absent from school on the day of practice or events. (Exception; A prearranged medical appointment has the student out of school and the student has a note from the doctor). Section 2.05 Academics: Players must produce report cards to their team manager after each marking period to insure the eligibility of all players. Section 2.06 Report cards: Marking period runs from report card to report card. Section 2.07 Violations: Violation of the eligibility rule will result in all scores for the ineligible player being thrown out for that match and the match re-computed. If a student bowls in the Baker games, then those points will be forfeited. The student is ineligible for the NEXT scheduled match. ARTICLE III Admissions Section 3.01 Admissions: All teams must declare at the October meeting if they are to have a Varsity and/or JV team for that season. After that date teams may not be added. Member teams must fill out a registration form with a Team Manager and Coaches contacts by October meeting for all teams and pay the registration fee per team (District Optional). The JV s will have their own league schedule. A 2/3 vote of the board is required to add a new team.
2 ARTICLE IV - Team Manager/Coach s Section 4.01 Manager responsibility: The Team Manager holds the franchise for his team and is the voting member for his district. He assigns the coaches and a booster club director or treasurer to oversee that a true and accurate record is kept of all funds collected in the name of the club and shall be the signer along with the booster club director for all club expenses. Each club is responsible for their own finances. They pay their own lineage and do their own fundraising. The Team Manager is responsible for submitting bowling fees to the bowling center, (when home team) shall appoint a competition manager for each match and shall sign the opponent's scorebook verifying the accuracy of the scores. The home team will be responsible for forwarding the completed results to the district director or his secretary with 24 hours and notifying the local newspaper of the results. The Team Manager must abide by all conference and participation rules and is solely responsible for eligibility of their coaches and players. Section 4.02 Coach s: Each team shall have a coach for both Varsity and JV present at each match. Coaches are responsible for keeping all players in the bowling area and making all substitutions. He is also responsible for the behavior of his players. ARTICLE V Officers Section 5.01 State Commissioner: Shall preside at all meetings of the State board of directors and shall appoint such committees as shall be necessary. He, along with the District Directors and Team Managers, shall enforce the rules and regulations of the program. The State Commissioner is elected by the State Board of Directors. Section 5.02 District Director : He or his secretary shall keep an accurate record of all meetings and results along with averages and post standing sheets. The Conference will be under the supervision of the District Director, who shall operate the conference in cooperation with the participating clubs, bowling center management and the district board of directors. The District Board of Directors shall elect the District Director. The District Directors shall have final say in all matters of conflict in each conference. ARTICLE VI Meeting/Board of Directors Section 6.01 Meetings: Annual district organizational and registration meeting will take place in October and a state meeting to review the just completed season and set dates for the next season in June. A special meeting can be called by any director or coach with notification being given to the center management. A league member may file a written complaint or protest with the commissioner and/or league official requesting a meeting with the league's board of directors. A majority of the board of directors, along with the presence of the league commissioner, shall constitute a quorum. Section 6.02 State Board of Directors: Each member of the board is elected for a two years. The Board of Directors shall consist of the following: (a) State Commissioner Elected by State Board (b) All District Directors Elected by District Board (c) Proprietors (2) Appointed by State Commissioner (d) Secretary (Non-Voting Member) Appointed by State Commissioner
3 Massachusetts High School Club Bowling Association Rules Section: ARTICLE VII - Conduct Rules: Section 7.01 Electronic devises No electronics, I-pods, cell phones, text messaging will be allowed during matches for any roster player. If they take them out, take them away until after the match. Section 7.02 Early leaving: All roster players must stay in Settee area during matches at all times. Bowlers may not leave matches before the completion of the 3 rd game if they are on the roster that day, unless prior arrangements are made in advance with the Team Manager. Section 7.03 Ejection: Any bowler being ejected from a match for violation of rules or conduct will be suspended for the remainder of the match. Taunting or any other unsportsmanlike conduct is not allowed and violators will be subject to a 2 match suspension if removed from a match for unsportsmanlike conduct. Section 7.04 Policy: The MIAA and school drug and tobacco policy will be strictly enforced. ARTICLE VIII Match Rules Section 8.01 Rosters: Any eligible member may bowl as long as they are registered and on the game roster before play begins. A bowler may not participate in both JV and Varsity in the same match except when there are no more varsity members and an injury occurs to a bowler who cannot continue (see injured player). Players may not participate in more than one sport activity in a day. This will be strictly enforced. (See violation of eligibility rule). Section 8.02 New players: New players must have signed their medical release and conduct forms before they can participate. Teams must also send registration information BEFORE the bowler participates to the District Director. Section 8.03 More than 1 varsity team: In Districts where teams have more than one Varsity team: A player may not move between teams. Once on a club roster for the current season he must remain on that roster. Players removed for any reason by the Team Manager will not be allowed back on another roster. Section 8.04 Multiple Sports: Bowlers must only play one school sports per season (MIAA). Bowlers competing in another school sport are ineligible. Bowlers may compete in a non-school sports during the season but may not participate in both in the same day. Penalty: Bowler who participates in two sports in the same day shall be suspended for the next two matches or two weeks, whichever is longer. Section 8.05 Dress Code: All team members listed for play that night must be dressed in a full uniform. Each shirt/jersey shall display the school name or school nickname. Each shirt/jersey shall be of adequate size and length to allow the player freedom of movement and still totally cover the player below the waist. If desired players name may be displayed on the jersey/shirt. Only the player s proper name may be displayed. Nicknames or other slang is strictly prohibited. Graphics other than school logo or appropriate bowling artwork is also prohibited. Team bottoms must all be the same color and style. No shorts, skorts, sweat pants, skirts will be allowed. There are NO exceptions. If a player forgets his uniform he will not be allowed to participate. Section 8.06 Postponements - Pre-Bowled Games: All Conference matches must be bowled as scheduled unless they are postponed by the home team. Prebowled or post bowl games will not be allowed. The manager must grant a postponement when a club is
4 unable to appear due to reasons beyond its control. Postponed matches must be bowled under the same rules governing district play on the next available day following the match date. Team and individual unopposed bowling is not allowed. Bowling out before your team finishes will not be allowed. Note: It is the home team manager s responsibility to immediately contact the opposing team s manager when a match is cancelled and make arrangements for a make up date with the proprietor being notified. Opposing coaches MUST stay in contact. Section 8.07 Tardy Players: Any player who is in the lineup and arrives late shall begin play at that point and their score shall consist of the total pins knocked down during the frames bowled. Games including more than one bowler will be credited to the bowler starting the game. Section 8.08 Competition Rules: Competition shall be governed by a competition Committee. The opposing Club Managers shall serve as the competition Managers with the Home Coach designating 3 rd party to serve as competition committee member for matters of conflict. Section 8.09 Roster/Lineup: No later than 5 minutes before the start of a match, a team manager shall submit to the opposing coach an accurate roster on the team for that Varsity and JV match. The coach shall also designate the starting lineup prior to the start of each game. The coaches shall swap lineup cards. After each game the coaches may change their lineup but not the eligible roster members. Top (2) averages of the competing teams in each game shall bowl in the 4 th and 5 th slots (Varsity) and 3 rd and 4 th slots (JV). During Baker Games teams may designate any order for bowlers. [*Roster size and number of bowlers are optional for each district] Section 8.10 Injured Player:r In case of an injury to a bowler that has no other bowlers on their varsity roster then a JV can replace the injured player. Both Team Managers must agree on the replacement. In case they cannot agree the 3 rd member of the competition committee shall rule on the replacement. * This only applies to districts that use JV / Varsity Section 8.11 Format: The first two games will be match play. The final set shall be 3 Baker Games. (a) Match Play: Each Individual match winner will be awarded 2 points (1 for tie) and the winning Team 1 point (½ for tie) (b) Baker Style: Each Baker game winner will be awarded 3 points (1 ½ for tie). (c) Total points for a match is 31 * Each district can modify this format if they wish. Section 8.12 Position Standings: Position standings shall be determined on a point s won-lost percentage. Section 8.13 League Championships Playoffs: When a tie occurs for a division championship or playoff position then tiebreakers will be as follows. 1 st - Head to head competition 2 nd - Total Points against the opponents involved in the tie. Districts will decide the style and type of playoff they have.
5 STATE CHAMPIONSHIP TOURNAMENT RULES ARTICLE IX State Team Championship rules Section 9.01 State Championships: Will be a two-day event with teams on Saturday on the 1 st Saturday in March, at a place to be determined at 4:00 by the board of directors at the annual meeting in June. Section 9.02 Qualifying for the State Tournament: All league playoff champions and all district teams finishing the regular season with a.500 or better record will qualify. The registration fee for the tournament will be set by the board. Section 9.03 Deadline for entry: All team qualifying for the State Championship must have completed the state entry form completed with entry fee to the State Commissioner by March 31 st of the current season. Section 9.04 Rosters: Teams will be limited to 7 players for the state Championship on their roster. Players must have competed during the regular season. Changes can be made until 3:00 the day of the event. Section 9.05 Format: Teams will bowl 2 regular games and 5 Baker Games. Teams will move after each regular game. Odd Lanes to the right and even lanes to the left. During Baker Games each team will bowl all five Baker games on the same pair. The top four teams will advance to the Step Ladder Finals (4 vs. 3 ECT)and bowl a two baker game total pin fall match. ARTICLE X State Individual Championship rules Section Individual qualifying: The top 8 average Boys and the Top 6 average girls from each district will compete for the State Individual Boys and Girls Championship. To be eligible bowlers must participate in 50% of the number of games bowl by the district. (12 weeks=12 games). Bowlers do not have to be on a qualifying team. Entry Fee will be set by the board. Section Format: Bowlers will bowl 3 games over 3 pairs of lanes moving each game (Odd lane right and even lane left). After 3 games the field will be reduced to the top 6 boys and top 6 girls. They will bowl 1 position round game with the winner receiving 30 bonus pins for a win (15 for a tie). The top 3 bowlers with total pins plus bonus pins for the 4 games will advance to step ladder finals with 3 vs 2 and the winner bowling No 1 for the State Individual Championships. To be eligible bowlers must participate in 50% of the number of games bowl by the district. (12 weeks=12 games)..
