ASEP CERTIFICATION FOR COACHES: All head coaches, assistant coaches, and team assistants of any County Team, must attend an American Sports Education Program (ASEP) and complete a criminal history check prior to being sanctioned to coach in any sport. Sanction I.D Badge must be worn at all games and official events. This certification is for a two calendar year period. Please call for ASEP course information. I. SPONSORING GROUP: This is the adult organization supporting the administration and operation of an individual member unit which has been accepted as a member unit by the Board of Directors of the Prince George s County Boys & Girls Club, Incorporated. II. III. MEMBERSHIP REQUIREMENTS: A. Child must be a resident of Prince George s County. B. Must join the member club within the boundaries of his/her residence. (Refer to Section V "Rules for Membership, Registration, Initial Registration, Seasonal Transfer and the Grandfather Clause" Article A & C). C. Must submit a PGCBGC Membership Application Card to the PGCBGC, Incorporated Office accompanied by membership dues. This application, when submitted properly (signed by child, parent, and president of the Member Club) constitutes a permanent registration, and is kept on file in the PGCBGC office. MEMBERSHIP DUES: A. Must be paid to the PGCBGC, yearly, commencing March 1 st, of each year. B. These dues cover the applicant with insurance for the current PGCBGC year. C. All membership registration should be the responsibility of one person designated by each club as their membership chairperson. D. All membership registration is to be submitted by the membership chairperson on the official PGCBGC Incorporated Membership Form only, unless other arrangements are approved. E. No new or renewal of membership dues will be taken by telephone in the PGCBGC office - must be submitted on the official form.
2 PRINCE GEORGE'S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 2 IV. PGCBGC IDENTIFICATION CARD: A. Furnished to all participants in the programs scheduled by the PGCBGC Office. B. The responsibility of obtaining and maintaining completed (sanctioned, laminated with picture) ID Cards is the responsibility of the member club. C. All ID Cards must be filled in completely (printed or typed) and signed by the child with a picture attached (picture taken front face of head and shoulders approximately l-l/2"x2", a school picture is ideal). This picture is to be attached to the ID Card and the child's name and club is to be printed on the reverse side of the picture. D. When all of the above has been completed, the ID Card is submitted to the PGCBGC office. At this time one of the staff verifies birth date, upon receipt of proof of birth (birth certificate, school ID, passport, driver's license, or letter from his/her school on school stationery signed by the principal or guidance counselor). The staff member checks all other information on the card, sanctions and laminates it. The child then has an OFFICIAL PGCBGC ID CARD. E. ID cards will be valid for 3 years expiring March 31 st of the 3 rd year from the date of issuance. The requirements to update cards are: (1) the previously sanctioned ID card and (2) a new completed ID card with picture. It is not necessary to present proof of birth date for an updated card. A child with an expired yellow card is deemed ineligible. F. Lost ID Cards - If ID cards are lost, coaches must immediately (before their next game) report this to the Executive Director of the PGCBGC or the M-NCPPC Program Coordinator or their next game is subject to disciplinary action (including forfeiture). Duplicate ID Cards - replacement or duplicate ID cards may be secured from the PGCBGC Office upon receipt of a completed ID Card with picture, at a cost of $5.00 per duplicate. It is not necessary to present proof of birth for a duplicate card. Additionally, football players also need to make an appointment to be reweighed. G. Presentation of ID Cards 1. All ID Cards presentation must be made prior to the start of the game, to the Field Supervisor, if present, or to the opposing coach. Each player in all countywide PGCBGC Sanctioned games and official events must have a valid ID card in order to be eligible to participate. 2. Failure to present ID Cards for each child participating when the request is made prior to the game will result in the forfeiture of the game. In this instance the game official should sign the scorebook/lineup sheets that the ID Card check was requested before the game and state which team did not have their card(s). However, if both coaches agree to play the game, no forfeit will result and it will be an official game. (This does not apply to football.) 3. LATE PLAYERS - must present their ID cards to the Field Supervisor, if present, or to the opposing coach - prior to entering the game. 4. If eligibility is questioned, any or all contested players in a game must sign the scorebook or line-up sheet when requested. Failure to do so will result in forfeiture of the game.
3 PRINCE GEORGE'S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 3 V. RULES FOR MEMBERSHIP, REGISTRATION, INITIAL REGISTRATION, SEASONAL TRANSFERS AND THE GRANDFATHER CLAUSE: A. Registration - It is the responsibility of the Unit Clubs that they must register only the children living within their own designated Boys/Girls Club boundaries for County participation. Also, all children participating in intramurals, including out-of-county, must be registered. B. Membership - An application for membership is a one-time permanent County application with renewal of dues yearly. C. Initial Registration - To register, a youth must complete a County Membership Record card with the unit serving the area in which he/she resides, and pay dues. Membership Chairpersons, or anyone acting on their behalf, have this responsibility. If in doubt the Chairperson must request proof of residency. D. Seasonal Transfer - If a member's home Club Unit fails to provide supervised County competition in the age and/or weight category, of the participant, he/she may then participate with an adjoining unit for that season only. The gaining club is responsible for paying membership dues to the county. If no adjoining units register teams in that age/weight category, the member may participate with any of the next adjoining units, for that season only. The participant must return to his/her unit for the next sport. A seasonal transfer request must be in writing on the approved PGCBGC transfer form and signed by the President of the Unit Club or their designee. HOWEVER, SEASONAL TRANSFERS MUST BE COMPLETED TWO WEEKS PRIOR TO THE SCHEDULED OPENING DATE OF THAT SEASON. NO SEASONAL TRANSFERS WILL BE HONORED AFTER THAT DATE!! NO EXCEPTIONS! 1. The Prince George's County Boys & Girls Club Executive Director has the option of granting a seasonal transfer after conferring with the Unit Presidents' involved. E. Grandfather Clause: Any properly registered child or children whose family moves from the territory of one Unit Club to the territory of another Unit Club, has the option of continuing registration with the same Unit Club or registering with the new Unit. If, however, that child chooses to register with the new Unit Club, he/she may not return to the old Unit Club. This also applies to any younger member of the same family who was not registered with a Unit Club of Prince George s County Boys & Girls Club, Inc., prior to the move. However, any properly registered child or children whose family moves out of Prince George's County may not continue to be a member of the Prince George s County Boys & Girls Club after the sport in which he/she is participating. All violations of residence and transfer rules and regulations will result in automatic forfeiture of all games participated in by the player/s in violation. PROOF OF RESIDING: Acceptable proofs of residence are as follows: 1. Prince George's County Tax Bill. 2. W2 Form or other IRS Certification. 3. Certification of residence from Prince George's County School (on School Letterhead).
4 PRINCE GEORGE'S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 4 VI. BOUNDARIES: A. The master map showing the boundaries of all Unit Clubs is posted in the PGCBGC office. B. The establishment of new boundaries and the adjustment of existing boundaries is under the authority of the Admissions and Boundaries Committee, subject to approval of the Board of Directors. C. Fund drives and Field/Facility usage must be conducted within the unit boundaries, except on mutual agreement between units. VII. QUESTIONNAIRE: A PGCBGC form must be submitted to the PGCBGC Office for each sport. This form is provided to all Clubs prior to each sport season. The completed form must be returned by the Club on or before the date due (refer to current "Dates to Remember"). VIII. ROSTER: An official PGCBGC Roster Form must be submitted for each team entered in any PGCBGC sport. A. The number of players listed on a roster is unlimited, but rosters must contain a minimum of 7 names for basketball, 12 for baseball, softball, spring and fall soccer and 15 for football. Cheerleading rosters are limited - refer to individual Sports Rules. B. Names of all players participating MUST appear on the roster form listed alphabetically, with birthday, and uniform number (where required) to be eligible to play. Names are to be printed or typed. C. Rosters are to be signed by the unit club president, athletic director, or sport commissioner. D. All players on rosters MUST BE ELIGIBLE and on the roster PRIOR to their participation in league play. IT IS THE COACH'S AND UNIT'S RESPONSIBILITY TO VERIFY THEIR ELIGIBILITY. (Refer to II, V and XI). E. To ascertain that all players on rosters are eligible (membership application on file with PGCBGC Office, dues paid to PGCBGC Office, age verified by PGCBGC Office, have a sanctioned, picture PGCBGC laminated ID Card and weighed in and met his/her required weight for football) it is the responsibility of each coach to check with the PGCBGC office. A WEEK PRIOR TO PLAYOFFS, COACHES MUST OBTAIN CURRENT COPY OF THEIR OFFICIAL ROSTER TO HAVE PRESENT AT GAME. F. Any player added to your roster by the closing date may take part in a PGCBGC league game providing he/she has met all other eligibility requirements. EXCEPTION - THE CLOSING DATES FOR SEASONAL TRANSFERS, AS IN ITEM V, D,1 IS TWO WEEKS (14 DAYS) PRIOR TO THE CLOSING DATE OF EACH INDIVIDUAL SPORT. Refer to "Dates to Remember" and rules governing each individual sport for closing dates. Adds must be made on an official PGCBGC roster add form - No Adds Per Phone. No adds after close date. Refer to individual sports "Dates to Remember" for close date.
5 PRINCE GEORGE S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 5 G. LINE-UP SHEETS AND SCORES MUST BE SUBMITTED TO THE PGCBGC OFFICE WITHIN 72 HOURS AFTER EACH GAME. IX. AGE GROUPS: Age groups except football and baseball are based on the age the player becomes between January 1 and December 31 of the current year. Refer to individual Sports Rules for ages offered. Age groups for FOOTBALL ONLY are based on the age the player is on July 31 st of the current year. Age groups for BASEBALL ONLY are based on the age the player is on May 1 st of the current year. X. FRANCHISE FEE: Franchise fees are not charged for the following sports: baseball, football, softball, soccer, basketball, and cheerleading. A. A franchise fee is charged for track and any tournaments. B. Franchise fees must be paid prior to the sport, along with a questionnaire submitted, if participating in this PGCBGC Sanctioned event. XI. ELIGIBILITY: Special rules govern each sport. Review game rules for details for each sport. The following rules also apply: A. A child may play with only one team in any sport. B. In order for a child to participate on a #2 team he/she must first have tried-out for the #1 team and been cut from the #1 team. EXCEPTION: #2 Level teams in Soccer and Softball are based on level of play. NOTE: In soccer and softball, leagues will be formed for lesser skilled teams in each age group as long as there are enough teams to form leagues. C. A child is eligible to play when he/she has met all the requirements set forth in the PGCBGC "Ground Rules" "Rules for Membership, Registration, Seasonal Transfers and the Grandfather Clause" and individual sport rules. D. Any player/s listed on a High School Varsity or Junior Varsity roster as of opening day of the PGCBGC Sport may not participate in the same PGCBGC Sport, exception baseball and softball. XII. INELIGIBLE PLAYERS AND PENALTY FOR USE OF INELIGIBLE PLAYERS Use of ineligible players will result in forfeiture of all games in which the ineligible player participated. However, if both teams use ineligible players, a double forfeiture will result. The player(s) may be suspended for the current season, at the discretion of the Executive Director. Also the coach may be subject to disciplinary action by the Executive Director after a review of the circumstances.
6 PRINCE GEORGE S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 6 XIII. PROTESTS: A. NO PROTEST WILL BE ACCEPTED ON JUDGEMENT CALLS BY GAME OFFICIALS. B. GAME RULE PROTESTS MUST BE RECEIVED in writing on PGCBGC Protest Form in the Sports Office, or THE ENVELOPE with U.S. POSTMARKED, within 2 working days after the game to which it refers was played and a $50.00 deposit must also accompany the protest form. Protest fee must be paid in form of cash, club check, money order or certified check. NO PERSONAL CHECKS WILL BE ACCEPTED. In order for a game Rules Protest to be valid, the protest must be lodged with the official AT THE TIME OF THE INFRACTION. AN OFFICIAL MUST SIGN THE SCOREBOOK FOR BASKETBALL, BASEBALL AND SOFTBALL OR THE LINE-UP SHEET, FOR FOOTBALL OR SOCCER AT THE TIME THAT A PROTEST IS LODGED. C. ELIGILBILITY PROTEST: 1. Eligibility Protests may be made anytime prior to the completion of the last scheduled game of the season currently being played. However, protests regarding the last scheduled game must be: A. Received in writing in the Sports/Permit Division office or the envelope must be U.S Postmarked within two (2) working days after the game was played. B. Protests of playoff games only participating teams may protest. Upheld protests will result in forfeit of playoff games only. All protest must be on the PGCBGC Form PF- 1 and must be signed by the Club s Commissioner s of the sport being protested and the Club s President. All upheld ELIGIBILITY PROTESTS will result in the forfeiture of all games in which the protested player has participated. D. AGE PROTEST: May be lodged at any time during the season at no charge. E. WEIGHT PROTEST: (Football Only) The weight protest must be received in writing in the Sports Office, or the envelope U.S. postmarked within 2 working days after the scheduled game to the Program Specialist and be accompanied by a $50.00 deposit per player protested. Any weight protests submitted by a coach must also be signed by the Club's Football Commissioner or President. The player in question will be weighed by the Program Specialist within 2 working days after the written protest has been received. If the player is overweight, the previous games in which he played will be forfeited and the player will automatically be moved up to the next weight class if he/she so desires or dropped from the team -- whichever is applicable. The $50.00 deposit will be refunded if the protest is valid. Individual players may be subject to re-weighing anytime during the season, at the discretion of the Executive Director and/or his staff. F. All decisions of the Protest Board may be final and subject to review by the Executive Director. G. The PGCBGC Executive Director has the authority to review and rule on ALL protests.
7 PRINCE GEORGE S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 7 XIV. CONDUCT: A. Each coach is responsible for his staff, players and also for the conduct of his/her spectators. Stress sportsmanship with parents and spectators. Chanting and yelling at the opposing team or game officials will not be tolerated. The coach will he held responsible. B. Ejected players and coaches from any game due to misconduct will be subject to an automatic one game (next scheduled game) suspension. C. The Executive Director has the authority to impose additional disciplinary action in accordance with the PGCBGC s policies and procedures, within three (3) business days. D. Spectators are also subject to disciplinary action by the Executive Director of the Prince George's County Boys and Girls Club. E. COACHES CODE OF CONDUCT: To ensure that the principles of sportsmanship, fair play, skill development and mutual respect among players, coaches, officials and spectators are the primary consideration governing our competition within the Prince George s County Boys and Girls Club Programs. The following Code of Conduct has been established and adopted for all head coaches and/or assistant coaches: The Coach(s) primary responsibility is to foster the stated purpose of the Prince George s County Boys and Girls Club, which is to promote a healthy, pleasant and safe environment for boys and girls to participate. To meet this responsibility they must: i. Fully abide by the policies, rules and guidelines set forth in the PGCBGC game rules and ground rules. ii. Respect the game officials and refrain from communicating with them in an abusive manner. iii. Encourage the team s spectators to conduct themselves with maturity and sportsmanship at all times while in attendance at PGCBGC functions, i.e., games, practices, etc. iv. Assist the game officials in maintaining control of spectators during games. v. Be a positive role model for PGCBGC players by never: 1. Using or tolerating indecent, obscene or hate language or conduct. 2. Physically, verbally intimidating, abusing or assaulting a player. 3. Consuming, allowing the consumption of alcohol or being in an inebriated state during practices, games or in the presence of his or her players. 4. Encouraging, tolerating or indulging in substance abuse. 5. Smoking, using tobacco products in front of players during practice, games or other official team functions 6. Possessing, using or distributing weapons or instruments used as weapons 7. Fighting, allowing players and spectators to fight during practice, games or any team 8. Indulge in improper touching or any form of sexual harassment.

COACHES MUST: Accept and support the principals established by this code of conduct and understand their responsibilities are not limited to those listed above. Fully understand that participating in sports should be a fun, rewarding and positive learning experience for all participants and playing time is key to providing that experience for players. Acknowledge the conditions of this Code of Conduct and understand that any violations will be subject to disciplinary actions by the Executive Director of the Prince George s County Boys and Girls Club, Inc. or a Sports/Permits Program Specialist. XV. FORFEITS: A. Refer to PGCBGC Rules governing each sport. B. The forfeiting team will be billed $ by the PGCBGC for the cost of the officials for that game. C. ID card presentation as defined in Rule #IV - G. (Page 2). D. If both teams use ineligible players, a double forfeiture will result. E. Teams forfeiting two games are subject to being dropped from the league. F. Once a team accepts a forfeit from another team, they may not decide to play or request to be rescheduled. XVI. FINES: A. Any club dropping/adding a team from a league after the specified drop/add date (refer to "Dates to Remember" for each sport) will be charged a $75.00 fine for each team dropped/added. If schedules are completed, teams may not be added. B. Football - Refer to Game Rules (lack of restraining ropes). C. Soccer - Refer to Game Rules (lack of restraining ropes). XVII. GAME OFFICIALS: The cost of game officials is paid by the PGCBGC for all but the following: A. The cost of second (or more) officials in any game where extra officials are requested by a club. B. Cost of officials for Volleyball Program. XVIII. AWARDS: The PGCBGC does not furnish awards except as listed below: Awards for track, cheerleading and any Tournaments are furnished. Each club participating, shares in the cost of the awards and this is included in the franchise fee for that sport.
9 PRINCE GEORGE S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 9 XIX. BILLING: A. Each club treasurer (where known), or president will ensure each registrant s dues are paid upon a club s submission of any teams into PGCBGC s Sanctioned Programs. These bill must be paid in advance before the beginning of the season for that sport. B. Each participating unit club will be mailed a bill, as soon as possible after the completion of a sport, by the PGCBGC Office, which is known as the Sports Bill. These Sports Bills will contain charges for officials for forfeited games, extra officials (when requested), fines, duplicate ID Cards, and other charges that might be outstanding. C. ALL CLUBS MUST PAY THEIR OVERDUE SPORTS BILLS PRIOR TO THEIR PARTICIPATION IN ANY OTHER SPORT FOR THE CURRENT YEAR. FAILURE TO DO SO WILL EXCLUDE THEM FROM PARTICIPATION IN THAT SPORT. D. Should any club have financial problems and find it impossible to pay their bill, they are requested to immediately contact the Executive Director, who will then advise the Executive Committee. XX. STANDINGS: The best won-lost record will determine Division winners and league standings. A win equals 2 points and ties are 1 point. If an unequal number of games have been played, then the winner or berth will be determined by winning percentage. If teams are still tied after applying these criteria then the following tiebreaker procedures for division championships and playoff berths will be used: Head to Head competition (best won-lost record between tied teams) Point differential in head to head competition between the tied teams (points scored minus points against) Point differential for all league games XXI. POSTPONEMENTS: A. No game shall be postponed unless: (1) School Function - a written verification from the School (on their stationery) is required for special school functions when THREE or more team members are involved. This WRITTEN verification must be RECEIVED by the PGCBGC office at least two working days prior to the scheduled game. (2) The Sports Specialist and/or the Executive Director may authorize a postponement due to circumstances they deem extenuating. B. THE PROGRAM SPECIALIST WILL RESCHEDULE ALL POSTPONED GAMES DUE TO REASONS LISTED ABOVE OR WEATHER CANCELLATIONS. RESCHEDULES ARE MAILED AND ED IN BULLETIN FORMAT TO ALL COACHES AND COMMISSIONERS. COACHES ARE ONLY CALLED IF THE RESCHEDULE IS LESS THAN ONE WEEK AWAY. IT IS THE COMMISSIONERS' RESPONSIBILITY TO CALL ALL COACHES TO MAKE SURE THEY HAVE RECEIVED THEIR RESCHEDULES. COMMISSIONERS SHOULD CHECK WITH THE SPORTS OFFICE ON A WEEKLY BASIS TO MAKE SURE INFORMATION IS COMPLETE. C. If a team postpones a game their club will be charged for the cost of the officials if it leaves a single game.
10 PRINCE GEORGE S COUNTY BOYS & GIRLS CLUB GROUND RULES Page 10 XXII. PLAY-OFFS: For AAA leagues with (2) two divisions, the first (4) four teams in each division will be eligible for the playoffs. For AA leagues with (2) two divisions, the first (2) two teams in each division*- will be eligible for the playoffs. For single divisions in both the AAA and AA Leagues, playoffs will be limited to no more than the first (4) four teams. This may vary depending on the number of teams in the Division. There will be NO playoffs for Recreational (A) League teams. XXIII. GAME POINTS - Used to determine standings are: WIN POINTS; TIE POINT; LOSS POINTS XXIV. LEAGUE CLASSIFICATIONS There will be two league classifications for participation in the PGCBGC programs. The leagues will be AAA (Competitive) and AA (Developmental). If necessary a third league will be formed A (Recreational) if a sufficient number of teams wish to participate at that level. For a Recreational (A) team, the club must have a team in either the Competitive or Developmental League in the same age group. Unit clubs will designate the league in which their individual teams will participate and submit their request with the Sport Questionnaires for each PGCBGC Sanctioned Sport. PPC-REC-BGC: 05/11
