1 Downloaded from SIRS Manual 9.17 (issued July 9, 2014) New York State Identification Test for English Language Learners (NYSITELL) (This information appears on pages 49 & 50 of the SIRS Manual) The New York State Identification Test for English Language Learners (NYSITELL) will be administered for the first time in This test is used to assess the English language proficiency of new entrants whose home language is other than English, as indicated on their Home Language Questionnaire. It is used to determine if the student is in need of bilingual education and/or English as a Second Language (ESL) services. The NYSITELL has eight levels. In K 3, the levels are different between the fall and spring for each grade to account for the significant developmental changes between semesters. Students entering in the middle of the school year are expected to perform different developmentally appropriate tasks with different language expectations. Therefore, the NYSITELL provides level tests to determine students language proficiency relative to the expectations at that point in the school year. In the later grades, the tasks are more aligned between fall and spring; therefore, the language expectations do not differ as significantly as in the earlier grades. As such, students are administered the same NYSITELL level regardless of the time of year. The table below shows the eight NYSITELL levels and identifies which level is administered to each new entrant, depending upon the grade in which the student is enrolling and the date on which the test administration begins.
