2 BYA Softball Rules Draft Rules The Vice President of Softball or designate(s) will oversee the draft. 1) Player selection will be made by the team mangers. 2) There will be no returning teams in Shetland, Pinto, Mustang or Bronco age brackets. 3) Team draft order will be determined by a drawing at the draft sight. The draft order will alternate each round (i.e: first round 1 to 10, second round 10 to 1). 4) Older players rated 5 will be drafted first, then the 4s, 3s, 2s, 1s. After all of the older aged players have been drafted the younger aged players will be chosen in the same format. The draft order does not change. 5) A team manager may, at any time, draft a player who is rated one category lower within the same age so long as the manager does not have an exemption with in that category. 6) A team manager enters a category of the draft where one or both of their exemptions are, then that manager MUST take that exemption as their first draft pick within that category of the draft. 7) There will be no hat draw. 8) If a player does not tryout a rating will be derived from a consensus of the coaches. 9) Shetland league will use a modified blind draft. 10) Pinto league player will not try out but will be rated as follows: 1 (new player), 3 (experienced player), 5 ( A team All-Star from the previous year). 11) There will be NO ride shares allowed including cousins, nieces, nephews, etc. Un- less prior approval has been obtained from the Board of Directors or by a unanimous vote of the team managers with in the division that request was made. 12) Unless there are only 2 teams in a league, each player is entitled to indicate on their sign-up form the name of 1 coach they do not want to play for. That coach may NOT draft that player. 13) The ten top vote getters for all leagues from the previous seasonʼs A team All-Star will be rated as 5. Exemptions 1) Each team in slow pitch league play will be allowed to exempt 4 players. 2) If a manager has a child playing in the division that they are coaching in that child MUST be one of the exemptions. 3) Exemptions MUST be submitted in writing, signed by the coach and the playerʼs parent, prior to the beginning of that leagueʼs draft. 3 4) Exemptions MUST be exercised with the first pick of a coach in the age bracket that the exemption is rated in. 5) Managers must take sisters unless a waiver has been requested by the parent. 6) If one of the sisters is an exemption they both MUST be exemptions. Under no circumstances will a manager be able to lock up more players that allow by the exemption rule for their league. Ground Rules New manager taking over a team after the draft When a new manger comes into the league and his or her child has previously been drafted on another team, the new manager may obtain his of her child for their team under the following circumstances: 1) That the position of the manager of his or her childʼs team is already filled. The new manager MUST surrender an equally rated player to the team his or her child came off of. Replacement or a Permanently Lost Player When a team manager permanently loses a player off of their team the manager MUST immediately inform the Player Agent and or the Vice President of Softball. The Vice President will meet with the Softball Committee to review the reason(s) for the lost player. 1) If there is a waiting list the replacement player MUST come from that list and MUST be as an equal or less rating as the player who was lost. If no players of equal or less rating are on the waiting list, but a player of higher rating is on the waiting list, that person will be placed on the team. If no one is on the waiting list, no one can be added until a player submits an application and will then be added to the waiting list. At this point the player can be assigned. Tryout Rules The Vice President of Softball and or their designate will conduct the rating tryouts for recreational league according to the posted schedule. 1) ALL Players, for Mustang, Bronco and Pony leagues including those expecting to be an exemption, are encouraged to tryout. 2) Each manager will be given a complete list of eligible players and age of the player for a given league they are managing in. 3) Each player will be given the chance to hit and field at least 5 balls. 4) A playersʼ rating for the sake of drafting teams derived from this tryout. 5) Ratings will be from 1 to 5. (With a 5 being the strongest player.) Practice Schedules 1) NO more than 3 scheduled or unscheduled practices and or games in a given week. 4 2) A week is defined as 7 days Sunday through the following Saturday. 3) A gathering of more than 1/3 of the team for the purpose of batting, performing skills drills, soft toss, or other activities normally associated with practice for greater than 30 minutes will be considered a practice. 4) Each practice will be limited to a maximum of 2 hours. 5) Pre-game warm ups are limited to no more than 30 minutes prior to game time. 6) NO practice and or batting practice are allowed on game day. 7) If 3 games are scheduled in one week, the manager has the option to hold 1 practice in that same week. 8) Tournaments games DO NOT count as games or practices as for the maximum number of games or practices a team can have in a week. 9) No batting sticks, soft toss, bats of any kind, allowed as part of warming up before games for slow pitch. 10) Teams must meet at least 2 times a week for practice before games begin, for at least an hour each meeting and at least one time a week in weeks where the team does have games, unless prohibited due to weather. Playing Time 1) Each player MUST be a starter in every other game. 2) Players must play defense at least an equal amount of defense innings as offense at bats. (Examples; play defense every other inning, or play defense 1st and 2nd innings sit 3rd and 4th starters 5th and 6th substitutes 7th.) Under no circumstances should a player sit more then 2 consecutive innings. Failure for a manager/coach to follow minimum rule can be cause for disciplinary action. (Except for illness, injury or disciplinary actions.) 3) It is the BYA policy to try to limit teams to 12 players when ever possible. 4) Only players listed on a teamʼs roster will be allowed to play for that team. This includes tournaments. 5) Players playing under the BYA umbrella can only be on one teamʼs roster. (Regardless of age division in League play) Tournament Play for League Teams 1) If a team is going to be short a player(s) (less than 10), and still wishes to play in a tournament, that manager MUST pick up players who are playing in the BYA league. And only then if the tournament allows pick up players. 1.1) Pick Up players MUST be approved in writing by the Vice President of Softball or his/her designees. 1.2) Pick up players should not take away playing time from any player who is on the teamʼs league roster. 2) All pick up players for tournaments must be eligible under the tournament guidelines. 5 3) A player will only be allowed to play on one league team regardless of age bracket. (Except as noted for tournament play.) 4) Tournament playing time is at the discretion of the Manager. Player Disciplinary Action(s) 1) A player MAY be excluded from a game for continual unexcused absents from practices or games, profanity and or violent behavior. 2) The manager must provide the Vice President of Softball evidence that such behavior is persistent prior to any game suspension penalty. 3) If a player is called out and or ejected for crashing into a fielder an incident report should be completed and forwarded to the Vice President of Softball and or designate for review and possible additional disciplinary action. 4) Any player who is ejected from a game for any action except for throwing the bat may have their actions reviewed for possible additional disciplinary actions by the Vice President of Softball and or his designate. Protests 1) A protest fee of $25.00 must be paid by the manager at the time of the protest to the Board Member or Softball Committee member in charge. The Protest Committee will consist of a member of the Softball Committee or any other Board Member and the Head Umpire. They will confer with the managers of the teams and the Umpire(s) involved. The rule being protested must be shown in the rule book with in 5 minutes of the protest. If the rule violation can not be validated, the protest will be denied, the protest fee retained and the game will be continued from the point of protest. Time IS NOT sus- pended during the protest. 2) NO PROTEST WILL BE ALLOWED IN SHETLAND AND PINTO LEAGUES. Uniforms 1) For the Spring League the BYA will provide each player a uniform that consist of shorts, shirt and visor. 2) For the Fall League the BYA will provide each player a uniform that consist of a shirt and visor. 3) No enhancements will be allowed with the exception of socks, belts, playerʼs name or the Sponsorʼs name on the back of the shirt. Game Rules 1) All games will be played by PONY rules. If there is a difference between a PONY rule and the BYA rule the BYA rule will supersede the PONY rule. 2) Teams that can only field eight players WILL be allowed to play without forfeiting. Only ONE automatic out will be assessed. (Spring ONLY) 1. In the fall, teams will be allowed to play with 8 players in slow pitch or fastpitch and not have any penalty. 3) No metal cleats will be allowed. 4) All safety equipment identified in the PONY rules book MUST be worn during Revised 1/1/09 Burleson Youth Association Softball Rules Page 5

6 practice and games. League Standings SPRING 1) League standing will be determined by win loss record. 2) If two or more teams are tied for a position were a trophy is at stake at the end of the season, head to head record will be the first tie breaker. If a tie still exists a playoff game(s) will determine the final standings. 3) The tiebreaker game will have NO time limit. League Standings FALL 1) Team numbers will be kept as low as possible in order to allow maximum playing time for all participants. 2) Teams may be allowed to pick up players from other BYA teams in order to have 10 girls in the line up for slow pitch and 9 in the line up for fastpitch. 3) Pickup players must play in the outfield and bat at the end of the lineup. 4) If the number of pickup players should exceed the number of outfield positions, pickup players will be allowed in the infield but will not be allowed to pitch for slowpitch and will not be allowed to pitch or play the catcher position for fastpitch. 5) Scores will be kept for all games, however standings will not be kept in any leagues where the possibility of using pickup players exists. (Teams that have drafted less than 11 players for slowpitch and 10 for fastpitch) Equipment 1) All required catcherʼs equipment is available through the BYA. 2) The BYA equipment Manager will post dates, times and a place when equipment can be picked up AND when it MUST be returned. 3) Managers will be required to put down a $ deposit. If a manager fails to return equipment on time their check may be cashed and the manager will not to be in good standing with the BYA. This may affect a manager/coach to be given a team in the future. Other Coaches Responsibilities 1) The Home Team will furnish the official scorekeeper. The Visiting Team is encouraged have a representative sit along side the Official scorekeeper. 2) The Home Team of the last scheduled game on each field will be responsible for putting up the bases, score box and score book. Concessions Stand 1) Spring league concession stand buy-out is $ and must be paid before a Manager will be issued uniforms. Revised 1/1/09 Burleson Youth Association Softball Rules Page 6

7 2) Fall league concession stand buy-out is $75.00 (so long as all games are played on Saturday) and must be paid before a Manager will be issued uniforms. 3) If a team decides to work the concession stand, they will be assigned one full Saturday during fall, or 2 full nightly sessions for Spring (approximately from 5:30 pm-10:00 pm). The concession stand is to be manned with no fewer than 5 persons at all times (more people will make the job easier). A member representing each player must work the concession stand during their assigned time. All teams working the concession stand will be required to have all working participants attend a training session to be scheduled by the concession stand manager. All-Star Selection 1) The Vice President of Softball or designate will notify managers when All-Star nominations from his/her team are due. 2) All-Star players will be determined by each manager voting for ten players from the list of nominees. 3) If a manager feels a player from another team should have been nominated that manager can nominate that player. 4) The top ten vote getters will be on the A All-Star team. 5) Managers will continue to vote on the same list of players until 10 are chosen. 6) The A team manager will contact the 10 A team players. If a player who is elected to the All-Star or is selected by the Manager of the All-Star team refuses to play for the Team that player will NOT be eligible for ANY other All-Star team under the BYA umbrella. 7) If a player refuses to play the manager will contact the Vice President or designate to determine the next highest vote getters. The coach will then contact these players until 10 have agreed to play. 8) After 10 players have agreed to play, the manager will be free to add any nominated player(s) to complete the A team. 9) If there are B and C teams they will be chosen in the same manner. 10) The A team manager will be the first place league manager if the manager refuses it will be offered to the second place manager and so on until a manager takes the team. 12) B and C teams will be offered in the same manner. 13) If a player declines to play all stars, the replacement player shall come from the remaining all star draft pool. If no one is left in the draft pool, then a new nominee may be approved by the softball committee. 14) Any girl declining their election to an all star team forfeits their ability to play for any other all star team for that all star season. 15) Once teams are set, and players committed, players may not change to another all star team. 16) Assistant coaches must come from active spring coaches other candidates must be approved by the Vice president of Softball. 17) Only the Manager or his/her designate will be allowed to attend the All-Star Revised 1/1/09 Burleson Youth Association Softball Rules Page 7

8 draft. Shetland League Rules 1) Bat your entire line up. 2) You may have 10, 11 or 12 players on defense. If a manager plays 10 then 4 infielders and 4 outfielders. If a manager plays 11 then 4 infielder and 5 outfielders. If a manager plays 12 then 5 infielders and 5 outfielders. (The pitcher and catcher are considered as infielders.) 2a )Infield is considered inside the baseline forward and outfield is at least 10 feet behind the baseline. 3) Maximum of 4 coaches per team. 4) Time limit will be in effect. 5) A game may be called if a team can not catch up. 6a)SPRING: After time has expired and the inning is completed, if the game is tied, International tie breaker rules will be in affect until a winner is declared. 6b) FALL: Ties will stand 7) Time outs as noted in the PONY rules. 8) A fielder holding up the ball DOES NOT constitute a dead ball; runners may continue to run until the Umpire calls time. 9) The batter gets 3 swings at the ball (unlimited fouls). Measuring up after the ball is placed on the tee could result in a strike being called by the umpire. (It will called a strike in All-Star play.) 10) One offensive coach behind the plate. This coach can adjust the tee and remove it after the ball is hit. The coach may NOT manually position the batters at the plate. 11) One defensive coach is allowed in the outfield. If the ball touches the coach it will be declared dead and the umpire will award bases according. 12) Four runs per half inning. 13) NO infield fly rule. 14) NO intentional walks. 15) Six innings 16) The BYA encourages coaches to teach their players to throw the ball in the air in order the get players out. Coaches failing to do this may result in disciplinary actions being taken against the manager and or coaches. 17) No intentional bunting. 18) No intentional chopping. For Fall Only: 1) Each player must play a minimum of 1 inning in the infield every other game (Inning is defined as 3 complete outs or 4 run rule enforced. Innings that end due to Time, Rain, or any other reason, would not qualify as a complete inning for this rule) Revised 1/1/09 Burleson Youth Association Softball Rules Page 8

9 2) No Player shall play any position in the infield, Pitcher or Catcher more than 2 innings consecutively or more than 3 innings total in the infield, Pitcher, or Catcher in any one game. Pinto Rules 1) Bat your entire line up. 2) Ten players on defense, rover MUST be in the outfield (at least 10 feet behind the baseline). 3) Maximum of 4 coaches per team. 4) Time limit will be in effect. 5) A game may be called if a team cannot catch up. 6a)SPRING: After time has expired and the inning is completed, if the game is tied, International tie breaker rules will be in affect until a winner is declared. 6b) FALL: Ties will stand 7) Time outs as noted in the PONY rules. 8) A fielder holding up the ball DOES NOT constitute a dead ball; runners may continue to run until the Umpire calls time. 9) A Coach pitches to his/her own team. 10) Pitching coach may NOT communicate with any player or coach unless time has been called. 11) The batter gets 3 swings or 4 pitches whichever comes first and unlimited foul balls. 12) Four runs per half inning. 13) NO infield fly rule. 14) NO intentional walks. 15) NO Intentional bunts. 15) Six innings Mustang League 1) Bat your entire line up. 2) Maximum of 4 coaches per team. 3) Time limit will be in effect. 4) A game may be called if a team can not catch up. 5a)SPRING: After time has expired and the inning is completed, if the game is tied, International tie breaker rules will be in affect until a winner is declared. 5b) FALL: Ties will stand 6) Time outs as noted in the PONY rules. 7) Six runs per half inning. 8) Six innings Revised 1/1/09 Burleson Youth Association Softball Rules Page 9

10 Bronco League 1) Bat your entire line up. 2) Maximum of 4 coaches per team. 3) Time limit will be in effect. 4) A game may be called if a team can not catch up. 5a)SPRING: After time has expired and the inning is completed, if the game is tied, International tie breaker rules will be in affect until a winner is declared. 5b) FALL: Ties will stand 6) Time outs as noted in the PONY rules. 7) Six runs per half inning. 8) Seven innings Pony League (Recreational) 1) Bat your entire line up. 2) Maximum of 4 coaches per team. 3) Time limit will be in effect. 4) A game may be called if a team can not catch up. 5a)SPRING: After time has expired and the inning is completed, if the game is tied, International tie breaker rules will be in affect until a winner is declared. 5b) FALL: Ties will stand 6) Time outs as noted in the PONY rules. 7) Six runs per half inning. 8) Seven innings Pony/Colt/Palomino (Select) 1) Bat your entire line up 3) Maximum of 4 coaches per team. 4) Time limit will be in effect. 5) A game may be called if a team can not catch up. 6a)SPRING: After time has expired and the inning is completed, if the game is tied, International tie breaker rules will be in affect until a winner is declared. 6b) FALL: Ties will stand 7) Time outs as noted in the PONY rules. 8) Six runs per half inning. 9) Seven innings Revised 1/1/09 Burleson Youth Association Softball Rules Page 10

11 10) Managers will be allowed to form their own teams. 11) All players who sign up through the BYA will be placed on teams. Player(s) who are placed on a team are not guaranteed a spot on an ALL-Star roster. 12) Once a player has signed up with a team they will NOT be eligible to play for ANY other team under the BYA umbrella or interlock team unless they are released by the Manager of the team they first sign up with. 13) Manager MUST notify the Vice President or designate in writing when a player has been released. 14) Once a player has been released they are free to play with any other team. (That they are qualified for) 15) Managers SHALL NOT recruit player(s) who are currently signed by another team. This will be in effect until a team that the player(s) is playing has been eliminated from tournament play (Nationals). Failure to follow this may result in a disciplinary action. 16) Teams will have open rosters. However a player MUST have a medical release completed prior to playing in any game. 17) Teams will furnish their own uniforms; the BYA will discount the cost of uniforms from the required player sign up fee. 18) Teams MUST pay all fees (player sign up, concession buy-out) before they will be scheduled any games. 19) Pony aged select teams will play in the Colt/Palomino league. 20) There will be a fee to add players to your roster. This fee will be set by the BYA Board of Directors. Fastpitch League Rules 1) A coach may bring any number of players up to ten into the rec division as exempted players so long as a) No more than 4 of the players have been exempted together for more than 1 year of playing time (i.e. fall to fall or spring to spring) b) No more than 5 of the players have been playing select level ball in the previous season (The All Star season is not considered select level). c) It is understood that even if a coach brings an entire team (i.e. 10 players or more) players that have signed up to play rec level ball will be drafted onto ALL teams until all drafted players are taken. i) If Team A has 6 exempted players and Team B has 10 exempted players, Team A would get the first 4 picks and then players would continue to be drafted based on the draft order. d) Coaches will be granted teams based on the current point method, regardless of the number of exemptions they intend to bring into the draft. e) Teams with 7 or more players that have been exempted together for more than 1 year of playing time will have the option of going into the select division or asking the softball committee to grant them an additional year in the rec division. Teams may continue to ask to remain together in the rec division in one year increments. The committee will grant 1 year extensions based on the teams previous year record, level of players in Revised 1/1/09 Burleson Youth Association Softball Rules Page 11

12 the league, and any other circumstances that may influence the ability of the team to remain a competitive part of the rec league. The softball committee s decision will be considered final. f) Teams who are not granted an extension but wish to remain in the rec league may keep 4 of their exemptions and redraft the remaining team 2) Fastpitch leagues will play 75 minutes finish the inning. 3) Teams will play with 9 players 4) Teams will bat their lineup 5) A game may be called if a team can not catch up 6) Six runs per half inning 7) Time outs as noted in the PONY rule book 8) Teams will be allowed to warm up between innings with innings beginning with the umpires decision 9) Play will be by PONY rules except in instances where we have to interlock with other associations in order to form a league, in which case ASA rules may be used if we are playing the majority of our games at their association. 10) Ties a) SPRING: After time has expire and the inning is completed, if the game is tied, International tie breaker rules will be in affect until a winner is declared. b) FALL: Ties will stand Machine Pitch 1) Machine is set at 35 mph 2) Machine pitch will receive 5 balls (with unlimited fouls) 3) 10 Fielders will be allowed with 4 in the outfield.
