4 4 is responsible for the county's: health and medical care including dental care and public transport as well as regional planning. The County Council also helps support cultural activities in the county.
5 5 Governance The County Council is a politically gouverned organisation which is funded for the most part by county council taxes. The 149 members of the County Council are elected at the time of the General Election every four years. The most important governing document the politicians have is the budget. The budget describes objectives, investments and budgetary constraints and provides direction as to what the county council is to achieve.
6 6 Corporate governance The major investments planned for health and medical care and public transport call for cohesive governance. The County Council Director has a supervisory role in relation to the heads of administration and heads of companies in strategic and county-wide affairs. The heads of administration are responsible for their respective areas of work in their contact with the boards, and the heads of the companies likewise with regard to their own respective boards.

9 9 Budget process for 2016 The County Council will determine next year's budget in June The budget will be followed up by monthly, tertiary and interim reports, annual accounts and discussion.
10 Budget The budget covers SEK 86 billion. The County Council's finances are facing significant challenges over the coming years. With major investments taking place in health and medical care and public transport, it is more important than ever to keep to the budget decided on. The great challenge in 2015 to bring down cost increases, above all in healthcare.
11 11 Financial prerequisites The County Council's finances are determined to a large extent by tax revenue. Total tax revenue will increase in 2015 to SEK 67 billion, and is estimated to increase by 4.6 percent during the year. The county council tax will remain at percent during Government funding: 3% Leasing of premises and vehicles: 3% Passenger charges: 8% Patient and out-of-county revenue: 4% Other revenue: 4% Total tax revenue: 78%
12 12 The County Council's activities are largely funded by county council subsidies. These cover SEK 65.6 billion which is SEK 3 billion more than in the 2014 budget. 13 13 Costs are estimated to increase by SEK 2.4 billion compared to the 2014 forecast, which amounts to 3.1 percent. Excl. change-over costs The staffing costs (SEK 28 billion) are estimated to increase by 1.3 percent. The costs of purchased health and medical care services (SEK 18 billion) are estimated to increase by 6.1 percent. The costs of purchased transport services (just under SEK 13 billion) are estimated to increase by 3.7 percent. 14 14 Investment in the future is investing nearly SEK 74 billion over the coming five years, which will include just over SEK 15 billion during Investment in public transport is intended for the expansion of the Metro, Citybanan commuter rail and Light Rail, new tramways and investment in existing local lines. The areas of priority in health and medical care are the completion of New Karolinska Solna and the extensive new construction and reconstruction of Södersjukhuset (Stockholm South General Hospital), Danderyd Hospital and Södertälje Hospital.

16 16 The Future Plan for health and medical care The Future Plan is one of the biggest investments ever made in health and medical care. It covers the entire healthcare sector in all parts of the county. Healthcare is being extended by way of new care choices, new types of care, broader tasks and more care places. Care in networks up-to-date resources och greater cooperation. A network built around the patient.
17 17 Vision for 2025 The county population is healthier and has greater confidence in its health and medical care services. The patient's care needs are met in an unbroken care chain. The well-informed patient is able to navigate an easily accessible healthcare system which offers good choices on equal terms. The patient has access to open and secure information about his or her care and well-being. Goal-oriented care providers deliver health and medical care which is highly effective and makes patient safety its area of focus. With the patient's integrity in mind, all government-funded healthcare is provided within a cohesive structure which also offers e-health services. 18 18 Health and medical care in 2015 The implementation of the Future Plan is being intensified: Investment in expanding and renovating emergency hospitals. Expansion and development of care outside of emergency hospitals. Focus on e-health services. A reinforced role for general practitioner (GP) services. Research and development a more integral part of healthcare.
19 19 Health and medical care in 2015 New Karolinska Solna will be a hospital providing highly specialised healthcare for the most seriously ill and injured. The hospital will be opened in 2016 and fully operational by 2018.
20 20 Greater availability Short waiting times for appointments and treatment. Introduction of a model for the follow-up of return visits in specialist care. Further development of the role of the GP in emergency situations and in the care of the chronically ill. New clinics for young adults in the area of psychiatry. Overall development of emergency care as a whole. Increased share of direct admissions in geriatric wards and other wards in emergency hospitals. Standard tasks for local emergency units. Introduce care choices in more areas.
21 21 Improve patient safety: Reduce the prescription of antibiotics. Research and development in collaboration with the healthcare sector. Reduce healthcare-related injuries and infections. Greater sharing of information between care providers.
22 22 Promoting health and preventing illness: Further development of healthcare involving active health management with care coaches. Support for changing unhealthy living habits. Increased focus on patients who are at greater risk of relapse and complications. Maintain and increase the level of vaccination among residents.

24 24 Public transport The County Council is the regional public transport authority in Stockholm County. Public transport planning is based on the regional transport provision programme, and is in part governed by the Public Transport Act. The County Council has responsibility for the socially funded public transport system, which is run with the help of transport service contractors under well-established names: SL (Stockholm Public Transport) Waxholmsbolaget Färdtjänsten (The mobility service) Private actors can apply for permission to run public transport services alongside the County Council's various operations.
25 25 Traffic systems for a growing region Every year, invests billions of Swedish kronor in improving existing transportation. The major investments that have been and will be made in the next few years involve expansion projects. Examples of current projects: the expansion of the Metro, Citybanan commuter rail and Light Rail, new tramways and investment in existing local lines.

29 29 Regional planning
30 30 Regional development and planning is responsible for the longterm planning of the region which aims to achieve: An open and accessible region A leading growth region A region with a good living environment A resource-efficient region The regional development plan for the Stockholm region, RUFS 2010, states the common desire for the region's development up to 2030, with a view to 2050.
31 31 During 2015, the County Council shall: implement and help achieve the objectives set out in the regional development plan, RUFS be in charge of the processes for the implementation of RUFS 2010 in the region. plan for and put forward a new regional development plan in cooperation with the region's actors, primarily the municipalities and the County Administrative Board.
32 32 The environment The County Council shall perform its undertaking in a way that is climateefficient and resource-efficient, and shall carry out health-promoting environmental work. There are three target areas that come under the environmental programme, Environmental Challenge This successful environmental work is based on clear and measurable targets which are integrated into its activities.
33 33 During 2015, the County Council shall: evaluate the technology for breaking down anaesthetic gases a further step in the work of reducing the County Council's climate impact. develop an overarching plan for sustainable energy consumption which includes a vision and long-term targets. produce an action plan for sustainable IT in healthcare. reduce food waste and increase the recycling of plastics. prepare for the next environmental policy programme.

35 35 Art and culture in the county The County Council supports the cultural life and club activities in the county, and funds the Stockholm Concert Hall and Royal Stockholm Philharmonic Orchestra. Art and culture enhance the attractiveness of the Stockholm region and are important in the creation of more healing healthcare environments. Two percent of the construction costs of each construction project is being set aside for artistic presentation, such as at New Karolinska Solna. The County Council heads six county-level cultural functions: Film Stockholm - Dance in the City and County of Stockholm Stockholm County Museum - The music of the county in Stockholm The County Handicraft Consultants - The Regional Library of Stockholm

38 38 Research and innovation The County Council funds education, research and innovation, primarily in health and medical care a new strategy for research, development, innovation and education should also include research in public transport and the environment. Research done in healthcare should be a more integral part of daily activities in order to: improve patient experience, enhance the level of quality of the work done, make more efficient use of resources and develop new ways of working. The County Council is in collaboration with several of the universities and colleges in the county.
39 39 Social responsibility The County Council has ethical guidelines for healthcare, a code of conduct for suppliers, and regulating collaboration between healthcare and the pharmaceuticals industry. Areas of priority: to combat discrimination and promote equality access for people with disabilities.
40 40 National minorities The County Council shall observe the law on national minorities and minority languages. This is a part of our work to uphold human rights. In the spring of 2014, a minority coordinator was appointed with the task of developing, coordinating and following up the work of the County Council with the national minorities: Sweden Finns, the Roma, Jews, the Sami and Tornedalians. During 2015: forms of consultation shall be developed measures in the areas of information and education shall be implemented.
41 41 Safe and secure processes It should be easy to get in touch with the County Council, and our e-services should be available for everyone. At the same time information must be handled in a safe and secure manner. Priorities during 2015: Ensure greater coordination in the area of IT Produce proposals for IT frameworks and guidelines Begin procurement of a new information system in healthcare.
42 42 as an employer is one of the country's biggest employers, with 44,000 employees. We have dedicated employees working within hundreds of skilled occupations and professions. County Council cooperation in healthcare training is extensive. Every year, the work carried out in health and medical care is the equivalent of approximately 87,000 student and pupil weeks.

Offer places for interns and trainees.
