1 Pesticide Applicator OR Pesticide Dispenser Course Registration Information Package Background information relating to pesticide applicator courses and a description of each licence category is outlined in the enclosed Pesticide Applicator brochure. If uncertain about category of pesticide related training that you need, please contact Saskatchewan Polytechnic Regina Campus for clarification. (306) Pesticide applicator and dispenser(retailer/vendor) training may be taken by: 1. Home study (print correspondence): complete and submit the attached registration form and exam request form to Registration Services, Saskatchewan Polytechnic Regina Campus. reginbox.regina@saskpolytech.ca or Fax: (306) Classroom instruction: courses range in length from 2 5 days. To register for courses offered through a Regional College, contact the Regional College for further information. To register for a classroom session offered at a Saskatchewan Polytechnic location, complete and submit the attached registration form to Registration Services, Saskatchewan Polytechnic Regina Campus. Fees: The Home study registration fee is $275.00* for all categories. (* - price subject to change) Pesticide Applicator Registration Process for Home study (print correspondence) Step 1: Fill out the Continuing Education Course Registration Form and Exam request form and send to Saskatchewan Polytechnic Regina Campus: reginbox.regina@saskpolytech.ca Fax: (306) a) Fill out the registration form indicating the license category that you are certifying in. The pesticide license category descriptions are included as a reference. b) Complete the exam request form indicating where you wish to write the exam. The pesticide exam can be written at a Saskatchewan Polytechnic Test Center or at an approved Regional College site (see attached list of sites). c) Send the registration form and the exam request form to Saskatchewan Polytechnic Regina Campus by fax (306) or by mail with a cheque. Be sure to include the $ registration fee. This fee can be paid by Visa/MasterCard, phone (306) with card #. Step 2: If you require course manuals, they may be purchased by calling the bookstore processing center at All categories, other than Dispenser include both the Safety and Legislation (Core) manual and a category-specific manual. Step 3: When you are ready to write the certification exam, please contact the appropriate Saskatchewan Polytechnic Test Center or Regional College location to make an appointment to write the exam. Please allow ten business days after your registration is processed for the exam to arrive at the designated location. Step 4: Once you have written and passed your certification exam, you will receive a Statement of Achievement in the mail. In order to receive your pesticide applicator license, you will be required to send a photocopy of the Statement of Achievement along with your pesticide applicator license application to the Saskatchewan Ministry of Agriculture. An unofficial copy of your results obtained online from MySaskPolytech will not be accepted by the Ministry of Agriculture.
2 Other Important Information 2 Confirmation of Sponsorship Form The Confirmation of Sponsorship form is to be filled out only if a business or government department is paying the course manual fee and/or the registration fee for the student or group of students and would like to receive an invoice for the total amount. Important* - if you are registering for a pesticide course using a Confirmation of Sponsorship form and you require a course manual, you must also contact the Bookstore processing center ( ) to receive your course manual. Note registrations are not transferable between company employees. The Confirmation of Sponsorship form is not required if the business or government department is paying the registration fees at the time of registration with a cheque or credit card. The Confirmation of Sponsorship form is not required for a student registering for a pesticide applicator course and is paying his/her own registration fees, with a credit card or cheque. Examinations Prior to writing an exam, you are responsible to arrange with the test center you have chosen for a suitable time to write your exam. Normally, this should be done at least one week prior to writing the exam. Regional colleges charge an exam supervision fee. You have 12 months from the date of registration to complete the course, including writing the exam and any re-writes if required. Students exceeding their 12 month registration period including any re-writes will be required to re-register. The exam format is closed book and the exam has a time limit of 3 hours. Completed exams are sent to Saskatchewan Polytechnic Regina Campus for marking. The results will be mailed directly to the student. If necessary, two re-write exams are permitted. The re-write fee is $85.00 per exam. You must achieve 75% on the exam to successfully complete the course. Grades are confidential and will not be released over the phone, students are expected to log onto their Saskatchewan Polytechnic account to check their grades. Refunds and Receipts In compliance with Saskatchewan Polytechnic Registration Services policy, requests for refunds are only available up to 14 calendar days after the registration is processed. Registration refunds are subject to a $ administration fee. Official receipts for fees paid will only be issued to the registered student in compliance with Saskatchewan Polytechnic Registration Services policy. 6 6 Pesticide Applicator Certification - Overview Pesticide Use in Saskatchewan Pest control products are used to protect: human health and safety crops and forests food and other stored products trees & ornamentals in urban space structures and facilities In Canada, the manufacture, use and handling of pest control products is regulated by federal, provincial/territorial and sometimes municipal legislation. Commercial applicators must hold a provincial applicator licence to apply pest control products. Commercial applicators are persons who apply pest control products as part of their job or by means of a fee for service. There are some exceptions for farmers and their employees and people employed at research institutions. Vendor licences are required for retailers selling Commercial, Agricultural, Industrial or similar pest control products. To obtain a vendor licence each retail outlet must have a Certified Dispenser, or appropriately licensed Commercial Applicator, on staff. In Canada, there are 10 standard applicator licence categories. Training for 9 is available in Saskatchewan as well as 4 special provincial categories. Dispenser certification training is also provided. The following describes all of these categories. Main Applicator Categories Aerial The application of pest control products to forest lands, rights of way, water bodies, agricultural and non-agricultural lands. Agriculture The application of primary agricultural production for the control of weeds, insects, diseases. Also includes basic on-farm seed treatment, rodent control and weed control in farm ponds and shelterbelts. E.g. Custom applicators spraying crops. Aquatic Vegetation The use of herbicides for vegetation control in standing or running water or areas left exposed during periods of low water. E.g. Weed control in irrigation canals. Forestry Pest control in forest management operations. Training for this category is not available in Saskatchewan. Contact Saskatchewan Polytechnic for more information.
7 Fumigation The use of fumigants for soil fumigation or to control pests of stored products in buildings, grain bins and elevators, rail cars, trucks and containers. E.g. Fumigation of flour mills or grain storage facilities. Greenhouse The use of pest control products for control of weeds, insects, diseases and some other pests in or immediately around greenhouses during crop production, display or storage. Pest control on plants in occupied buildings is included. Industrial Vegetation Using herbicides for vegetation control in industrial areas, rights of way, parking lots, well sites, and equipment yards. 7 Landscape Pest control for protection of ornamental plants and turf on residential, commercial and public lands, in plant nurseries and for Dutch Elm Disease control. E.g. Yard care service, park or golf course maintenance. Mosquito & Biting Fly Using insecticides for the control of larvae and adults of mosquitos and other biting flies. E.g. Mosquito or black fly control programs. Structural The control of pests in and around structures such as homes, businesses, public buildings and storage facilities. Rodent control on public and private land is included. E.g. Commercial and municipal Pest Control Officers. Special Applicator Categories Commercial Seed Treatment The use of seed treatment products in commercial seed treatment operations. E.g. Seed cleaning plants, commercial seed treatment plants. On-Farm Fumigation The use of fumigants by farmers for the control of insects in grain stored on their own farm and the control of ground squirrels on their own farm. Not for commercial use. Intended for on-farm use only. Rat Control The use of rodenticides as part of an integrated program for the control of rats and mice. E.g. Municipal Pest Control Officers Parks Management You will learn how to use pesticides for controlling nuisance pest in public recreational parks such as national parks, provincial parks and regional parks including nuisance insects, rodents and weeds. This course is not intended for pest control in urban parks e.g.city park locations. Dispenser Certification Pesticide Dispenser Dispenser certification prepares employees at retail outlets to safely handle and facilitate the sale of pest control products. E.g. Staff at a farm supply business.
8 8 Pesticide Applicator Certification Saskatchewan Polytechnic Regina Campus provides the required certification for applicators in Saskatchewan by means of classes delivered on demand throughout the province or through home study (print correspondence) courses. Classroom delivery consists of 1-5 day classroom sessions, depending on licence category. Home study courses may be taken at any time. Course content for Pesticide Applicator courses includes: personal protection and safety pesticide characteristics label interpretation legislation pest biology principles of pest control Pesticide Dispenser Certification Saskatchewan Polytechnic Regina Campus provides the required certification for dispensers in Saskatchewan through a home study course or classroom sessions delivered on demand throughout the province. Course content for Pesticide Dispenser includes: personal protection and safety pesticide characteristics label interpretation environmental safety assisting the client emergency response legislation Re-certification In Saskatchewan, applicators and dispensers must be re-certified every five years to ensure currency. Re-certification may be obtained in three ways, depending on licence category. 1. One day classroom sessions are provided if there is demand. 2. Applicants may write a re-certification exam. 3. Continuing Education Credits (CEC s) may be accumulated, at present, by holders of Aerial, Greenhouse, Industrial Vegetation, Rat Control and Structural licence categories. Act provides for the licencing of pesticide applicators and vendors. Applicator and vendor licences may be obtained from Saskatchewan Ministry of Agriculture phone (306) Persons applying for an applicator licence must provide a copy of the certificate of training with their application. Vendors applying for a licence must identify the certified individual who is on staff at the retail outlet to be licenced.
