1 1 NORTH WEST CARDIFF GROUP MONITORING FRAMEWORK: FEBRUARY The North West Cardiff Group (NWCG) considers that the LDP Framework proposed by Cardiff Council needs to be revised to be more effective. As well as the proposed 3 contextual indicators - the unemployment rate, % of population in the 100 most deprived wards, and number of reported crimes - the following 3 should be monitored annually: the total number employed plus those self employed; number of people on the housing register; and an age-adjusted index of the health of residents. 2. A traffic light system would be a more appropriate means of identifying actions and triggering Cardiff Council Cabinet involvement if LDP monitoring targets are not being met: GREEN AMBER RED All green indicators mean that LDP policies are being met and there is no case for review One or more amber indicators mean that there is a risk that LDP policies may not be met, triggering action with key stakeholders to address the issue(s), together with review of that (those) indicator(s) in 6 months time. One or more red indicators mean that that (those) aspect(s) of the LDP are not being met, triggering urgent action with key stakeholders, together with consideration of a partial or full review. 3. The NWCG revised LDP Framework does not include actions to prepare Supplementary Guidance (SPG), some of which exists already eg Conservation Areas Appraisals (CAA) which are not currently SPG but were prepared using the same procedures. The CAAs and the many extant SPG that are still fit for purpose and could be re-issued before the first Annual Review (AMR) as part of a new LDP series. 4. Nor does our revised table include a trigger for further training for Officers and Members. There will be a need for training resulting from the adoption of the LDP. A continuing programme is a fundamental requirement and should be timed to start as soon as possible after adoption of the LDP as part of the Council s normal work programme. 5. We have argued consistently that the LDP Key Policies and Proposals Map must include all the infrastructure - in particular to meet the aspiration of achieving 50/50 modal split - to deliver a sustainable Cardiff and region and to provide a firm foundation for monitoring. 6. Within our proposed Framework, each objective has 1 or more core indicators measuring matters which go to the heart of the LDP, and subsidiary indicators which measure important, but not mission critical, components of the Plan. In line with para 3 above the Framework does not contain a list and timetable for production of SPG, which we consider should be an issue for the LDP itself. 6. Using the indicators suggested by the NWCG in its Hearing Statement this would give a Revised Framework along the following lines: NB some wording and reference

The table is indicative and is not complete in relation to subsidiary indicators due to time constraints.
