2 1. INTRODUCTION Background The City of Fargo has a population of approximately 115,000 and encompasses almost 72 square miles in Cass County North Dakota. A mayor-commissioner form of government administers the City with four elected Commission members and an elected Mayor. The City s approximately 800 regular full-time employees and 200 part-time employees provide an array of services including police, fire protection, emergency medical services, water distribution, sewage collection and treatment, street construction and maintenance, and Municipal Court. City Hall s address is rd St. N., Fargo ND, The City has 17 central departments: Airport, Administration, Commission, Engineering, Finance, Fire, Health, Human Resources, Information Services, Inspections, Library, Municipal Court, Planning, Police, Public Works, Solid Waste, and the Utility Enterprise. For more information about the City of Fargo, visit RFP Purpose The purpose of the RFP is for a vendor/contractor who will work with the City of Fargo Information Services Department to create the design and navigation build for the City of Fargo s website. The vendor will be responsible for designing templates and navigation and the City of Fargo Information Services Department will be responsible for the content information architecture, content management system (CMS), and updated content. The last major redesign of the City s website took place in Since then, much has changed in the architecture of CMS, as well as the level of expectations of services provided by local government websites and the technology to support online services. RFP INSTRUCTIONS AND INFORMATION I. Projected Timetable The City reserves the right to modify the timeline if necessary. RFP Available for Viewing February 17, 2014 Questions Due February 28, 2014 Answers Due March 4, 2014 Proposals Due March 6, 2014 Interviews March
3 2. SUBMISSION REQUIREMENTS All Proposals must follow the format outlined below. Failure to do so may result in disqualification. 1. Submission will be delivered in electronic format to: Sharon Plecity at 2. Description and history of company, including year established. 3. Type of ownership and parent company, if any. 4. A one page narrative describing the firm s interest, particular abilities, and qualifications related to the work outlined in the Scope of Work. 5. Qualifications and experience with projects of similar type. 6. Implementation process, timing and team. 7. Cost proposals- include identification phases of deliverables. Proposals need to submit Figure 1 table for cost proposal. 8. Timelines and schedules for performance of each task and proposed acceptance criteria. 9. At least three references of clients the firm has completed similar implementations for within the last five years, preferably municipalities. Please include contact information for each reference (name address, phone and ). 10. A sample of the work product from a similar project. This could include screen shots of interface pages. Fig. 1 Deliverable Cost Look & Feel $ Navigation $ Other $ II. Evaluation Proposals will be evaluated and scored by an evaluation committee. Vendor/contractor with the highest combined scores of the technical and cost categories will be invited for an interview and product demonstration. A score will be assigned to the interview and product demonstration, then combined for the summary score and ranking. The scoring will be based on a 100 point scale and weighted as follows: Technical 40 points. Includes ability to meet the criteria outlined in the scope of work, past experience providing similar solutions to comparable clients, and input from references. Cost 20 points. Includes pricing for purchase/licensing, support, training, and maintenance. Interview and product demonstration 40 points. Includes recommended installation, ease of use (intuitiveness), and functionality for end-users, input from references (thorough), and perceived ability to deliver services. The City reserves the right to reject any/all proposal(s) or accept what is, in its judgment, the Proposal which is in the City's best interest. The City further reserves the right, in the best interests of the City, to waive any technical defects or irregularities in any/all proposal(s) submitted.
4 Discussion may be conducted with responsible offerors who submit proposals determined to be reasonably susceptible of being selected for award for purpose of classification and to assure full understanding of, and responsiveness of the proposal to the solicitation requirements. III. Questions and Answers All questions related to this Request for Proposal must be submitted in writing and submitted via to The question period shall end on February 28, 2014.
5 3. SCOPE OF SERVICES Project Objectives 1. Design templates for the City of Fargo CMS system being built in-house 2. Redesign the look and feel of the website with the design templates. Scope of Work The City reserves the right to award the entire project to a single vendor or split the award to separate vendors for specific work. A. The vendor(s) will be responsible for the following: 1) Redesign the City website look and feel that will support the City s CMS-content management system as well as the marketing needs of specific departments/services.* o o Provide a project plan for the design phase of the website replacement project. Determine a consistent look and feel for the website, including color schemes, graphic elements, and navigation tools that provide straightforward navigation within a unifying graphic theme as well as flexibility for the branding of different City departments/services. Create templates for website homepage, department homepages and child pages. The look and feel should be consistent with the City s current branding initiative. o Provide design mock ups of primary website sections: Business, City Services, City Government, Departments, Your City. 2) Apply website redesign mockups to website in compliance with City s CMS software and framework. o Consult with City staff to determine how the website CMS navigation will support the City template requirements. Does not require HTML website mockup. o Vendor must be fluent with ADA compliance and creating design templates that are compliant. B. The successful vendor(s) will deliver the following: 1) Look and Feel Design o The vendor shall provide a minimum of three (3) designs of the proposed website that adhere to the branding style and standards (to be provided by the City). o The vendor will work with the City Information Services Department to work within the CMS and framework in developing the architecture navigation framework to support the technology and easy navigation during the phases of the project. o The vendor may be required to work with the City branding project team and assist in design analysis and style integration fit/gap. 2) In Accordance with the Requirements in APPENDIX A

The City of Fargo will be responsible for: 1) New CMS system website build. 2) Actual creation of public facing website and construction of the HTML for public facing and the website 3) Collaborate with the website design vendor in determining key services for inclusion in the updated information architecture that will support easy navigation of the site to key City services. 4) Content migration from the old website to the new website. 5) Website governance.
7 APPENDIX A- General Website Design & Navigation Requirements: Our goal is to implement a user friendly website for both content owners and citizens. The site will be template driven so that content owners can simply drop in their content. We would like a responsive design to facilitate many devices and screen sizes without separate mobile styles. 1. General a. Site must display correctly in all major browsers, platforms and screens sizes-mac, PC, ios, Android, Windows, Kindle, mobile first responsive. (Fig. 2) b. Site themes and/or style sheets that maintain common look and feel throughout website. c. Department/service marketability ability to apply customized look and feel within different departments/services while maintaining global navigation and website common look and feel. 2. Navigation a. Flatter navigation (less nesting) b. Subdomain organization c. Consistent user experience across depts. i. But with unique identity d. Quickly navigate among depts./functions e. Touch friendly (no hover flyouts) 3. Content Pages a. Examples (including, but not limited to ) i. Photo gallery ii. Forms 1. Standard contact forms 2. Ability to easily add custom forms to site pages and manage content produced by the forms 3. Surveys and ad hoc reporting iii. Text content iv. Maps (full width?) v. Embedded HTML5 video vi. News and events/calendar vii. Headline/hero image rotator viii. Full width (no navigation) widget pages (not in reference to the header and footer area, all else in general) 1. For big maps, etc. 2. iframed services ix. Templates integrated with City of Fargo Custom built Application/programs x. Templates integrated with third-party Vendor software 4. Open to proposed alternatives for design and creation features under discussion & direction of the Client (City of Fargo).
