8 Defined Benefit Retirement Plans A defined benefit retirement plan, or traditional pension plan, is designed to provide participants with a specific benefit amount at retirement. Defined benefit plans represent a significant commitment on the part of the employer, because investment decisions are the sole responsibility of the plan sponsor; no investment options are selected by the plan participant. Contributions for employees in a defined benefit plan are based on income requirements and actuarial variables such as years of service, life expectancy, and compensation. Cash Balance Plans A cash balance plan is a hybrid; it is an IRS-qualified defined benefit plan that operates similarly to a defined contribution plan. A cash balance plan can allow for additional retirement savings to be accrued over and above defined contribution limits. A cash balance plan defines a promised future benefit in terms of a stated hypothetical account balance that can be paid as a monthly pension benefit or as a lump sum payment at retirement. Each cash balance plan participant s account balance increases annually in two ways: A company contribution, or pay credit (a percentage of compensation or a flat dollar amount), which is determined by a formula specified in the plan document, and An interest credit with a guaranteed rate of return. The interest credit is not dependent on the plan s investment performance, but is instead either a fixed rate or a variable rate detailed within the plan document. Increases and decreases in the value of the plan s investments do not affect the benefit amounts in the participant s hypothetical account. Investment risks and rewards on plan assets are borne solely by the plan sponsor. Section 125/Flexible Spending Account (FSA) An FSA allows employees to set aside pre-tax payroll deductions to cover qualifying health care expenses. It can be a valuable tool for employers who strive to make every employee benefit dollar count. Health Savings Account (HSA) An HSA is a tax-exempt account used to pay for eligible IRC Section 213(d) medical expenses. The account is designed to help participants enjoy better control of their own health care expenditures. Funds are 100% tax deductible and employee-owned, and any unused balances can be rolled from year to year. Account funds can be placed into multiple investment options at the participant s discretion and used to pay for medical expenses, as well as supplement a participant s retirement income. DailyAccess has partnered with HSA Bank and TD AMERITRADE to enable HSA account funds to be invested in mutual funds. A qualified High Deductible Health Plan (HDHP) must be in place to cover the employee/ family before an HSA can be opened. An HDHP can provide health coverage for an individual/family for a lower premium than many traditional health plans. Health Reimbursement Arrangement (HRA) An HRA is an employer-funded, tax-sheltered account designed to reimburse allowable medical, dental, and vision expenses not covered by the employer s medical plan. The plan sponsor contributes money annually to the participant s HRA to help pay for qualified expenses, and plan sponsor contributions are not taxable to the employee. 19 Customized Solutions Passionately Delivered Powered by Technology Dependent Care Reimbursement Account (DCA) Employees can set aside pre-tax payroll deductions for daycare expenses of dependent children under age 13. Qualified expenses can include babysitters, housekeepers, and registration fees for daycare. The cost of pre-k or nursery school, before and after-school care, and day camp may also qualify. However, to qualify, daycare expenses must allow an employee or spouse (if married) to work or look for employment. Employees can make pre-tax payroll deductions for the expenses of a dependent adult who cannot physically or mentally care for him/herself. Qualified expenses include housekeeper and nursing fees for services provided inside the participant s home. Expenses are eligible only if they are attributable to adult care and incidental household services. Parking and Transportation Plans Through payroll deduction, employees are able to contribute to an account that may result in substantial savings on the cost of parking related to their employment. In addition, employees can reduce certain costs of travel to and from work through payroll contributions. Premium-Only Plans (POP) A Premium-Only Plan enables employers and employees to pay for group insurance premiums (such as medical, dental, and vision) with pre-tax dollars. Using pre-tax dollars helps reduce an employee s income taxes. Employers can also save FICA* taxes when employees make pre-tax contributions to a POP. *Federal Insurance Contributions Act 19

The debit card can be used wherever MasterCard is accepted. Approved health care expenses are automatically deducted from the participant s pre-tax benefits account. The Benefits Card helps participants quickly and easily access their funds for health-related expenses. The Benefits Card can help eliminate the frustration of claim forms and potential duplication of out-of-pocket payments associated with pre-tax benefits accounts. The card may only be used for eligible medical and dependent care expenses at qualified locations, including physician and dental offices, pharmacies, optometrists, home health services, and daycare providers. One card may be used to access all of a participant s accounts: the Flexible Spending Account, Health Savings Account, Health Reimbursement Arrangement, Dependent Care Reimbursement Accounts, and Parking and Transportation Accounts. Our system codes each qualified vendor, so when the card is used it automatically deducts funds from the correct account. Participants must save their healthcare-related receipts, but they do not have to wait for reimbursement.
