3 Strategic Planning Developing Goals and Objectives to Advance the Profession APTA s Strategic Plan was reviewed and updated during the July 2012 Board meeting identifying revised strategic priorities to inform 2013 work and budget Goal 1: Effectiveness of care to improve quality of life Goal 2: Patient- and client-centered care across the lifespan Goal 3: Professional growth and development Goal 4: Value and accountability
4 Strategic Planning Developing Goals and Objectives to Advance the Profession Proposed initiatives include: Goal 1: Effectiveness of Care to Improve Quality of Life Develop diagnostic decision support systems (PTNow is an example) to enhance utilization of clinical practice guidelines Increase the number of peer-reviewed clinical practice guidelines Increase practitioner utilization of and adherence to best practice guidelines and reduce unwarranted variation in care Develop and integrate available patient data registries, including quality of life measures Explore alternative and innovative models of care delivery Promote use of valid outcome measures
5 Strategic Planning Developing Goals and Objectives to Advance the Profession Proposed initiatives include: Goal 2: Patient and Client Centered Care Across the Lifespan Increase the prevalence of physical therapists providing prevention and wellness services Promote implementation of innovative models of practice that target patient centered care Develop mechanisms to identify, prioritize, and address existing and emerging population-based health needs that will impact physical therapy Identify and address physical therapy supply and demand workforce needs
6 Strategic Planning Developing Goals and Objectives to Advance the Profession Proposed initiatives include: Goal 3: Professional Growth and Development Review, define, prioritize, and promote key values and behaviors that embrace professionalism Develop innovative active learning opportunities that will enhance individual and collective abilities to provide optimal, collaborative patient and client centered care Investigate the appropriate educational level for the PTA Demonstrate and promote inter- and intraprofessional collaboration
7 Strategic Planning Developing Goals and Objectives to Advance the Profession Proposed initiatives include: Goal 4: Value and Accountability Advocate for appropriate administrative and regulatory requirements that demonstrate value, ensure safe and effective delivery, enhance access, and protect the integrity of the health care system Improve compliance with regulations, laws, and professional standards Advance payment systems that recognize the severity of patient condition and the intensity of interventions required, reflect the clinical reasoning, judgment and decisionmaking of the physical therapist, and appropriately pay for the value of the services Ensure that adequate measurement tools and data are available and accessible, and promote their utilization by physical therapists, to benchmark for quality improvement, support clinical practice, and demonstrate the value of physical therapy to the health care delivery system
8 Payment and Practice Management Ensuring Fairness for Physical Therapy Worked to refine the proposed alternative payment system for outpatient physical therapy services. Currently in modeling phase of the model and incorporating feedback from member and external stakeholders Presented alternative payment model to multiple external and internal stakeholder groups including other health professional organizations Secured changes to relative values that increase payment for physical therapy services by 4% in 2012 Pushed for improved payment policies from Medicare by issuing a comprehensive summary of and providing extensive comments to the Centers for Medicare and Medicaid Services in response to the 2013 Physician Fee Schedule Proposed Rule Worked closely with MedPAC to ensure their report regarding outpatient therapy payment reforms reflects the value of physical therapy and sets forth appropriate policy recommendations
9 Payment and Practice Management Ensuring Fairness for Physical Therapy Secured language in legislation to extend therapy cap exceptions process and update outpatient payment under Medicare to avert an approximate 27% cut until December 31, 2012 Worked to improve insurance policies through our Annual Insurance Forum for payers and case managers held September 2012 in Hartford CT. 73 insurance company representatives attended this annual event Advancing quality initiatives, including registry reporting and the use of appropriate quality measures in payment programs for PTs through federal policies and agencies Secured appointments of physical therapists to represent APTA on national quality panels Promoted new model benefit plan to advocate for coverage of physical therapist services
10 Payment and Practice Management Ensuring Fairness for Physical Therapy Regional payment pilot program currently underway in New England area. Its purpose is to : Set standards nationally through policy development and advocacy Build the infrastructure to implement regionally and locally, empowering Components and members through member education and outreach Improve economic opportunity for physical therapists based on best practices Enhance relationships with payers, legislators, and employers
11 Payment and Practice Management Ensuring Fairness for Physical Therapy Developed and adopted definition for medically necessary physical therapist services Developed resources to support the use of direct access in various practice settings Advocated for coverage of PTA delivered services by private payers and self insured employers Worked to improve PT awareness of and compliance with workers compensation regulations Revised CPT codes for billing electro diagnostic procedures, effective January 1, 2012 Courses on documentation, coding and compliance are available through live, audio and online opportunities on APTA s Learning Center
12 Government Affairs The Profession s Voice with Policymakers Advocated for the inclusion of PTs in Medicare Shared Savings Program (MSSP) and Pioneer ACOs by meeting with physicians and ACO administrators Developed proposals for federal innovation center to study direct access Helping PT students through increasing support for the House and Senate student loan relief legislation for PTs Protecting your scope of practice against threats to erode current state legislation that curbs referral for profit by physicians Secured language in year-end legislation promoting value of physical therapist loan reimbursement in Department of Defense
13 Government Affairs The Profession s Voice with Policymakers Advocated for legislation which makes key revisions to the 2012 Therapy Cap exceptions process. Became an active participant in the White House s Joining Forces Initiative Successfully created a work plan to help educate APTA members on identifying and treating mild traumatic brain injury Provided testimony at congressional briefing focused on Medicare Extenders and sponsored congressional briefing highlighting the role of therapy in TBI treatment Worked to remove PT as designated health service for inclusion in the in-office ancillary services exception Attend APTA s State Policy and Payment Forum (December 1-3 in Alexandria, VA) or Federal Advocacy Forum (April 14-16, 2013, in Washington, DC) and learn about representing physical therapists in the nation s capital or in the state house
14 Government Affairs The Profession s Voice with Policymakers Collaborated with South Dakota Chapter to enact fair co-pay legislation and supported other efforts in Missouri, New Hampshire, New York, Ohio, Pennsylvania, and West Virginia Supported direct access initiatives in Alabama, California, Illinois, Kansas, Michigan and Texas Protecting PT s role in concussion management by creating policies and strategies to support legislative efforts. Successfully supported the appointment of two physical therapists to the CDC s panel developing guidelines for youth concussions. Continuing to implement comprehensive strategy on health care reform, including member education initiatives, regulatory implementation plan, and advocating for needed policy changes
15 Clinical Practice Advancing High Quality Patient Care HOD passed new position in June that affirms PTs are responsible and accountable for care Aimed at meeting the needs of patients and clients, and will help support physical therapists practicing under new health care delivery and payment systems Working with Sections to develop clinically useful evidence based documents, including clinical practice guidelines, to support clinical decision making and decrease unwarranted variations in care Collaborating with stakeholders to support physical therapist practice in a variety of settings Developing resources aimed at the physical therapist s role in readmissions Joint collaborative underway with physical therapists representing health systems from a variety of patient care settings that are part of the same corporate structure.
16 Clinical Practice Advancing High Quality Patient Care Developed online resources to address new technologies and advances in medical care Safe patient lifting, telemedicine, robotics, regenerative medicine Created resources aimed at integrating evidence-based practice in various clinical settings Information related to the use of outcome measures in patient care Online module Evidence-based Practice in the Real World available on APTA s Learning Center Successful models for implementing evidence in the clinic Take advantage of online learning or attend a national, chapter, or section conference to meet like-minded colleagues, share knowledge, and learn from others
17 Public Relations Increasing Awareness of Physical Therapy Consumer portal launched at moveforwardpt.com with traffic growing exponentially since last year Visits have increased 107% from average of 235 per day to 487 per day Page views have increased 104% from average of 767 per day to 1,564 per day. Visits to the health care professionals section of the consumer portal have more than doubled since last year, from approximately 21 per day to 48 per day Rolling out next phases of Move Forward brand to consumers, other health care professionals Established national Media Corps of APTA spokespersons professionally trained to generate positive media coverage for the profession Continued success with national media coverage: CNN.com, Forbes.com, USA Today, Business Week, New York Times, Wall Street Journal, Los Angeles Times, Chicago Tribune, and Good Morning America

19 Education Advancing Careers and Clinical Practice Surpassed 12,000 board-certified clinical specialists in 8 areas of practice, and now have139 credentialed residency/fellowship programs Launched the Education Leadership Institute in collaboration with Education Section, Academic Council, and PTA Educator SIG for novice and emerging PT /PTA program directors Successfully managed a 27% increase in Physical Therapist Centralized Application Service (PTCAS) applications and 14% increase in applicants in the cycle Added acute care, aquatics, and oncology to the categories of Recognition of Advanced Proficiency for the PTA program Added a PTA Educators Resource web page containing peer-reviewed tools for teaching and program administration. 23 Your Association Preparing for a Successful Future APTA s electronic Volunteer Interest Pool (VIP) launched on September 5, 2012, allowing members to easily and efficiently create a volunteer profile to be considered for a variety of volunteer opportunities including service on committees, task forces, and work groups The Governance Proposal Board Work Group has been established to continue the work of governance review by moving the proposals through the appropriate processes for consideration and decision making. Opportunities for providing input about the various elements related to the House of Delegates proposals will be provided to members starting in early fall
