1 May 2015 Flood Defence Asset Management The London Borough of Harrow is located in North West London and covers an area of 55km². There is approximately 80kms of rivers and watercourses, 2 reservoirs, 1 dry impounding reservoir, 67 flood defence structures and 13 flood storage areas. 6 LBH Asset Register Prior to FWMA requirements for Asset Registers Harrow had a well developed, digitally based system for managing drainage assets Key elements of the Harrow system which make it so useful were:- a concept review with the software developer and the Users to provide the specification and process related to specific operational requirements. Our database used well tried and trusted software packages such as Arcview and MSAccess. It integrated with our GIS platform. External IT costs were not expensive. Easy to use required minimal training. It recorded data provided by residents and our contractor on non performing assets, information on works and the preparation of maintenance routines all of which offer benefits in terms of efficiency in flood defence. Data Collection Convert hard copy to GiS map layers of rivers & watercourses, flood defences and any other assets you consider to be relevant Plot assets location-grid ref & postcode, specify the owner, provide maintenance information and contact details Provide FZ information - access to PFRA, SWMP, ref FRR, FWMA, EU Floods Directive Consult Planning Policy Team SFRA, Core Strategy, Open Space Strategy, green grid, development management policies, bylaws Consult other RMA s EA, TWUL, Boroughs etc Consult Emergency Planners both internal and external think about mutual aid and cooperation Michael Bradshaw Harrow Council 6

10 LBH Asset Register This system was developed over a number of years, the primary advantage, in the context of identifying a way forward for any new system for London, is that it is already being used successfully by drainage professionals delivering significant benefit in surface water management and flood defence. Some modifications might be required to enable the system to provide support for other uses further down the line but basically it already works use of tablets recording data and uploading using 4G provides live data The data on the surface water system that is being collected is already being used to assist in identification of risks associated with other aspects such as road gulley operations which led to further development of a highway drainage asset management tool enabling maintenance scheduling, cleaning history, defect reporting and repairs. Included was development of GiS layer for all highway drainage assets including GiS coordinate locations Floodstation Partnership between LODEG and FSW driven by Drain London & FWMA Asset Summary name, location, postcode, grid reference, unique number, type, year of construction, flood risk type, owner, maintaining authority, comments Asset Details inspection regime, power, telemetry, designated? dimensions, primary construction material, catchment, Photos Documents flood risk, concept, hydraulic modelling report, construction Buildability statements, water framework, GeoEnvironmental review, scoping study, ecology, habitat Drawing concept, Masterplan, landscape, construction Elements foundations, channels, inverts, parapets, RC retaining walls, cover slab, base slab, embankments, beams, services, plinths, construction joints, spillway, trash screen, brickwork Condition data collected on what cyclical inspections suit your needs possibly using Highways Act criteria or similar, develop your own Michael Bradshaw Harrow Council 10

12 Other Asset Management Systems EA commenced work in 2011 to develop Create Asset Management Capacity (CAMC) to replace NFCDD, AIMS & PAMS in an effort to bring together a common register of all fluvial and coastal flood risk management assets in England and Wales Easier to use system than NFCDD allowing linear watercourse features to be easily recorded on a database, alongside fixed point assets such as pumping stations, weirs, sluices and other flood defences. Previous systems suffered from inconsistent asset classification resulting in 167 types of culvert, 165 types of channel and 404 types of bridge CAMC will integrate with a geographic information system (GIS) to display the location of these assets on maps and such a system will be particularly valuable in supporting a partnership approach between LLFA. The EA have met with ADA and IDB s to discuss uploading their data, onto the Defra sponsored Asset Data integration System (ADIS). ADA is also working with the CAMC Team to develop a common glossary of FCERM asset terminology for use in defining structures in the new system. Michael Bradshaw Harrow Council 12
13 Harrow Council was the first Borough (with 4 legal test cases, won) to place Development Control (DC) conditions on developers to incorporate source control measures, such as storage and attenuation, duties for flood protection from ordinary watercourses, setting building drainage thresholds and encouraging the use of Sustainable Drainage Systems (SUDS). 14 Designation of Assets Main Points A form of legal protection reserved for key structures or features that are privately owned and maintained and that contribute to the management of flood and coastal erosion risks. Beneficiaries will be the owners and their neighbours. A designation is a legally binding notice served by the designating authority to the owner of the structure or feature and the notice is also a local land charge. Designation makes no physical change to the structure and is not allowed to be altered, removed or replaced without the consent of the responsible authority. Designation of Assets Main Points There are 4 Conditions Condition 1 - that the designating authority thinks the existence or location of the structure or feature affects a flood risk or coastal erosion risk. Condition 2 - that the designating authority has flood or coastal erosion risk management functions in respect of the risk which is affected. Condition 3 - that the structure or feature is not already designated by another authority. Condition 4 - that the owner of the structure or feature is not a designating authority.
