3 Welcome Captain Foley! Hello, I m Captain Brian Foley, the new commander of CMPD s University City Division. I was assigned to this position in September 2015, having completed a tour in the city-wide Watch Commanders Office. I am a current and native resident of Charlotte, graduate of Myers Park High School and have a BS in Political Science from the University of North Carolina at Chapel Hill. An officer since 1992, I have served with the Mecklenburg County Police Department and the consolidated Charlotte- Mecklenburg Police Department. I have had assignments in the former Adam 1 and Charlie 1 Districts; and have spent over 11 years assigned in the Northern part of Mecklenburg County, including the University area and most recently in the North Division. I am a recipient of the CMPD Police Community Relations award and Outstanding Employee of the Year award. I have a special interest in community and business relations and enjoy speaking to groups regarding growth and development in Charlotte-Mecklenburg and its effects on crime and policing. I am excited to be assigned back to this familiar territory and am looking forward to working with all of you to address the challenges of further growth and development in University City. 4 Traveling this holiday season? Follow these tips to make sure your home stays safe while you re away: Stop mail and newspaper delivery. You can stop and start US Mail online via Call or search online to stop your newspaper service Set interior lamps and/or a television on timers so that they will come on at various times when it s dark out Ask a neighbor to park in your driveway or have their out of town guests park in your driveway to make your home look occupied If you are expecting deliveries from UPS or Fed Ex, ask a neighbor to watch your front door and keep them at their house until you return Never post that you are out of town on Facebook or other social media sites Remove anything a burglar could climb on to gain entry or use to break out a window or door (i.e. ladders, tables, chairs, tools) All exterior doors should be solid rather than hollow core

5 During this time of year The Charlotte-Mecklenburg Police Department would like to remind you of some helpful Holiday Shopping Safety Tips so that you may have a happy and safe holiday season. Safety in the Parking Lots 1. Park and walk in well-lit areas. 2. Walk with confidence be aware of people around you, and know where you parked. 3. Always lock your car doors after leaving or entering your car. 4. Have your keys in your hand so that you don t have to linger before entering your car. Check the back seat before you get in. 5. Don t leave packages on the car seats. Keep packages out of sight in the trunk or under a covered rear cargo area. Safety While Shopping 1. Pay with checks or credit cards when possible. Don t flash large amounts of cash. 2. Don t leave any purchases or your purse unattended while shopping or in a dressing room. 3. Try to carry as little as possible. Make multiple trips to your vehicle to store your purchases. 4. Never leave your children alone. 5. If your children get separated from you, teach them to find a cashier or a security officer and ask for help. 6. Report all suspicious activity. Call 911 with a description.

6 Delivery package prevention tips that we want to share with you: Pick your package up at a the retailer s actual store location Purchase insurance for your packages Require a signature upon delivery Always obtain a tracking number for your package Request a vacation hold (where service is available) Arrange your schedule to be home during the time of your delivery If you know that you are not going to be home, arrange to have your package delivered to a neighbor Arrange to have your package delivered to an alternate address where you can receive delivery Request to pick your package up at the Post Office or delivery service facility Have your package delivered to your workplace if your boss allows Call 911 if you see suspicious activity like cars that appear to be following or casing delivery trucks

7 The Address Confidentiality Program helps victims keep abusers from discovering their new address. We help protect survivors of domestic violence, sexual assault, stalking, and human trafficking. More than 990 people currently participate in the program. Keeping Your New Address Confidential: If you move to escape abuse, you can join the Address Confidentiality Program and have your first-class mail sent to a substitute address chosen by the Attorney General's office. We forward your mail to you and keep your new address secret. You can also use the substitute address to register to vote, get a driver license, or sign up for utilities like water and electricity. How To Sign Up: If you are a victim of domestic violence, sexual assault, stalking, or human trafficking, talk to an application assistant at a domestic violence or sexual assault center. To be eligible for the program you must move or be in the process of moving to a new address, and sign a statement that you fear for your safety or the safety of your children. For more information about the Address Confidentiality Program, read our brochure or contact the program manager by or by phone at (919) Become An Application Assistant: Our office has trained more than 280 individuals to help enroll victims in the Address Confidentiality Program. Last year more than 100 people from domestic violence and sexual assault centers across North Carolina attended training seminars. 8 The City s graffiti program emphasizes anti-graffiti education, ordinance enforcement and prevention. Since its inception in 2001, the program has assisted in the cleanup of more than 5,000 graffiti incidents. Read the Graffiti Ordinance at Municode.com (Chapter 10). See graffiti? Report it by ing graffiti@ci.charlotte.nc.us, using the Online Graffiti Reporting form or calling 311. Most graffiti on public property can be removed within 48 hours. Removal from private property may take longer due to notification of property owners. Gangs & Graffiti. Gangs often use graffiti to mark areas in which they operate. The City s Code Enforcement Division works very closely with the CMPD to identify gang related graffiti and map the area where specific gangs operate. This information keeps officers up to date on what gangs are operating in a particular area and what problems may arise.

10 The Narcotics section is responsible for collecting, archiving and disseminating narcotics-related intelligence for successful investigations and prosecutions. The goal is to reduce all criminal activity by effectively investigating, combating and interdicting the importation of illegal drugs into Mecklenburg County, thus enhancing the quality of life for the citizens in our community. This is accomplished by developing informant networks, working undercover, conducting surveillance, processing criminal intelligence data, arresting drug dealers and buyers who engage in illegal drug transactions. Detectives work closely with other units within CMPD, especially the Gang and Firearm Enforcement Division, the Intelligence Unit as well as their counterparts on the state and federal level.

We'll Protect Your Identity You don't have to worry about your name being revealed in the case. We never tell anyone the person's name who tipped us off. Not the judge. Not the jury. No one! What Kinds of Crimes? We want to know about burglaries, robberies, drug deals, vandalism, violent acts and threats of violence; any crime of a serious nature. And if you know of a crime that is about to be committed, we want to hear about that, too. Call in your Tip! You can help make our city and county a better place to live, and make some money at the same time. So make the call to our hotline at Submit A Tip Online! Tips can be submitted through our partner website TipSoft that keeps your identity confidential and anonymous. Your will be encrypted and immediately and securely transferred directly to the CMPD through our TipSoft - Tip Management application. After submitting your tip, you will be provided with your own unique ID number that you will use when checking the status of your tip or picking up your reward. Never submit an emergency tip here. 14 The Charlotte-Mecklenburg Police Department has launched a program intended to target felons carrying firearms in our community. We urge members of the community to call and forward anonymous information with the identity and whereabouts of a felon in the possession of a firearm. Anonymous callers are eligible for a $ reward if an arrest is made as a result of their anonymous tip. Additionally, anyone in the public who forwards information leading to the arrest of a person illegally carrying a firearm may be eligible for a cash reward. When calling, please provide the following information: Location Where is the felon located at this time? Where do the police need to respond to locate the felon? Felon s name What is the felon s name and how does the caller know they are a felon? Description Ask the caller for a complete description of the felon including clothing. Direction of Travel If the felon is on foot, what direction are they walking toward or from? Special Note - If the felon is in a moving car, enter a BOLO message with description of both the felon and vehicle including the direction of travel. Do not enter a call for service. Advise the caller that a broadcast has been entered but because the felon is in a moving vehicle a call for service will not be entered. Weapon Information What type weapon and a description of the weapon? What is the location of the weapon? If the felon is carrying the weapon, does the caller know where, on the person, the weapon is? Contact Information If the caller will leave call back information, enter the information into the call. If the caller refuses to give call back information, DO NOT enter any call back information in the call. ANI information should not be entered if the caller refused.
