3 Montana National Guard Missions Federal To serve as the primary federal reserve force in support of National security objectives, when called upon by the President. State Protection of life and property, preservation of peace, order, and Public safety for Montana s citizens, when called upon by the Governor. Community Participate in local, state and national programs That add value to America.
4 No-Val Pay No-Val = 1.5% Too High. We need to be below 1% NGB Standards getting tighter. We can t afford to waste positions. New Soldier s are waiting for positions to join. At 2 Months Non-Val > Soldiers will be moved to ING pending Discharge. Discharge packet should already be at Battalion. We do need to identify Soldier s who have deployed and ensure, to the best of our abilities, that they are not suffering from PTSD or mtbi, prior to discharge. Process in Place. Command s need to work the Potential Non-Val List to recover Soldier s. When they hit the No-Val list it s time to work the discharge packet.

19 MONTANA STATE PARTNERSHIP PROGRAM 2009 is the 14th year of the Montana-Kyrgyzstan, State Partnership Program. Missions Aviation Medical NCODP Emergency Management FY-07 Missions: Planned 19, Executed 14 FY-08 Missions: Planned 21, Executed 18 FY-09 Missions: Planned 22, Montana begins assumption of the Counter Narcotics mission in Kyrgyzstan in 2008.
20 MTNG Counter Drug Program Provides support to law enforcement and border patrol to reduce the transport, sale, and production of illicit drugs. 153 missions Supported 180 Law Enforcement Agents Flew 730 hrs in direct support. Assisted in Seizures of $24,500, Marijuana grow Marijuana Plant MTNG Drug Demand Reduction Program Provides support to schools and communities to reduce the use and abuse of illicit drugs. Population Served 1. Elementary: 11, Middle School: 14, High School: 2, College students: Adults: 2, Military: 402 Total 31,087
21 MONTANA YOUTH CHALLENGE PROGRAM Assisting at-risk Montana youth in developing skills and abilities to become productive citizens Program started - September classes and 1,280 graduates to date. 18 Month Total Program (6 Month In-residence/1 Year Mentoring). Pre-ChalleNGePhase Fort Harrison. Residential Phase University of MT campus at Dillon, MT. Post Residential Phase runs for one full year following graduation. 2 Courses conducted each year in January and July. MT has the only program housed on a college campus University of Montana - Western in Dillon. Accredited in Graduates have Joined the National Guard. JFHQ Cadets 2007have performed 69,167 hours of Community Service.
22 Dreams + Action = Reality MONTANA STARBASE Program Raising the interest and improving the knowledge and skills of Montana youth in Science, Technology, Engineering & Math Program began in April Students Taught During School Year Students Completed so Far in School Year Students reached during summer program. 5-day Course focused on 5 th Grade Elementary Students STARBASE covers 13 areas in Science, Technology, Engineering & Math 6 School Districts around the Helena: Helena, East Helena, Lincoln, Montana City, St. Andrew Catholic School, & Augusta Elementary are in the program Teachers are School District employees which helps build ownership and partnership with Helena School District
23 Limestone Hills Withdrawal Limestone Hills is the only MTNG maneuver and large caliber gunnery area in MT Under Right-Of-Way Agreement w/blm (expires 2014) MTNG pursuing Withdrawal Action Waiver of Land Acquisition Moratorium granted in 2002 LEIS Process Complete Forwarded to BLM - National Projected Congressional Action Issue: Continue UXO Remediation
24 Western Regional Biathlon Facility Environmental Assessment (EA) completed. Final EA approved by Forest Service September License being Issued. Clearing of Trails and Initial Road Development to begin December MTARNG partnered with U.S. Forest Service to develop range. Proposed location would be on MacDonald Pass, approximately 14 miles from Helena. Trail system connects with current X- C ski trails. MTARNG would add 2.2 miles of new ski trails. Consists of a 30-lane range and supporting facilities MTARNG would host the Western Regional Race every year and the NGB Championship Race every 3 years. Estimated cost $1.5 million.
