2 What is the Office of Emergency Communications (OEC)? OEC supports and promotes communications capabilities used by emergency responders and government officials to keep America safe, secure, and resilient.
3 Why Mobile Applications for Public Safety? Mobile applications are a necessary component of today s communications Apps enabled by high-bandwidth infrastructure provide the key to collecting, aggregating, and presenting information that is valuable and easily accessible to public safety personnel Mobile applications coordination has been directed by: The Digital Government Strategy Strategy Objective #2: procure and manage devices, applications, and data in smart, secure and affordable ways. The National Emergency Communications Plan (NECP) Responders are using more mobile data services and applications to share information and augment their mission critical voice capabilities Emphasizes the importance of planning and preparing for the adoption, integration, and use of broadband technologies with the emergency response community Encourages the cultivation of an innovative marketplace for applications and technologies through the use of public and private partnerships
4 Why Now? The operational environment of a first responder is changing because of mobile applications (e.g., Boston Marathon response) Applications can enhance responder safety, inform incident management, and improve productivity However, they can also introduce interoperability, function, performance, and security issues if not designed in conjunction with first responders In addition, the First Responder Network Authority (FirstNet) is building a nationwide broadband network for use by first responders that will create a unique market of an estimated 5.4 million users Applications may provide: E911/NG911/PSAP/CAD Information Emergency Management Information Fire Protection Information Law Enforcement Information Investigative Information and more. EMS and Telemedicine Information Geospatial and Location Specific Information Remote Access and Control of Facility-based Systems
5 What is the Mobile Applications for Public Safety (MAPS) program? The MAPS program is a coordination office for the lifecycle of public safety mobile apps Coordinates the lifecycle of public safety mobile apps development Collaborates with industry, public safety, academia and government Enables and streamlines the development, discovery and distribution of mobile applications for first responders Promotes the security, functionality and performance requirements of public safety
6 What kind of activities is MAPS leading? Activity Developer Community Outreach Policy Shaping Educational Materials for Public Safety Educational Materials for Developers Tools and Testing Identification Government Community Outreach Impact Developer and vendor relationships are key to establishing a lasting public safety apps ecosystem and capitalizing on the efficiencies of the existing market. MAPS can translate commercial app ecosystem elements (e.g., app store implementations, testing and evaluation, security techniques) to inform apps requirements processes for first responders. Understanding the benefits and challenges associated with mobile applications will assist public safety in incorporating them appropriately into their operations. Understanding and interacting with the public safety community can improve developers impact, and introduce public safety s unique operational environment challenges. Publicizing tools and testing opportunities keeps MAPS participants aware of the latest opportunities to refine app attributes. Having an public safety and/or FirstNet-focused apps process will assist end users in locating and recognizing trusted apps to support their missions.
7 What is the First Responder Mobile Application Development Best Practices Guide? The MAPS best practices guide provides assistance to developers in understanding the public safety market. The Guide was developed in conjunction with mobile application developers, public safety personnel, and commercially-available best practices. Educates developers on the operational environments of first responders Introduces developers to the challenges faced by personnel in each of the public safety disciplines Promotes the security, functionality and performance requirements of public safety Provides recommendations for enhancing apps specifically for public safety, including resources for further research
8 The MAPS Advantage Direct Benefits for Developers: Opens an underdeveloped next-generation public safety mobile applications market space with a desire for quality applications Identifies genuine needs to be addressed by mobile applications Provides access and insight into the requirements of first responders Direct Benefits for First Responders: Increases production of quality mobile applications tailored towards public safety Significantly reduces cost through early intervention. Early involvement of public safety personnel in the development lifecycle of a mobile applications allows them to articulate their needs and clearly define operational environments with first-hand experience, avoiding costly redevelopment Improves mobile application functionality, enhances cybersecurity, promotes appropriate information access, and encourages optimized network capacity use
