2 Dear Partner, Safety is an integral part of the quality of air services both for civilian or military organisations and for airlines, industries, services providers, etc. For all of them, safety is the primary concern. In order to address this constant concern, the FRENCH INSTITUTE FOR AVIATION SAFETY (), a major player in the field of prevention and aviation accident and incident investigations, is offering training courses which are constantly being updated and which are part of SMS (Safety Management Systems). The quality of our training courses on prevention, accident investigations, human factor, communication techniques and risk management is acknowledged by experts in aeronautics like ICAO, the Flight Safety Foundation (FSF) and the International Society of Air Safety Investigators (ISASI). What s new for 2016 Fatigue Risk Management System (FRMS) course developed in 2014 is updated to face regulatory changes. To address the risk of loss of control in flight induced by upsets and unknown situations, in accordance with Safety Management Systems, we now propose a new course: Upset Prevention And Recovery Training - Loss of Control in Flight (LOC-I). Two courses are now also available in : the Safety Commanders Course, which is intended for high military officers, and is aiming at developing prevention policies, and the Senior Investigator Training, intended for investigators, which provides training in crisis management of air accidents. We have enhance our Operational Risk Management course to Safety Risk Management to develop a more realistic approach for safety management within operations. 5 AVIATION ACCIDENT INVESTIGATOR CODE: AAI Completion of this course qualifies for expert on Aircraft Accident Investigation. This 4 week training course covers classroom lectures, workshops, technical visits and a qualification test. To be knowledgeable about all aspects of the professional practice, both in a national and international context, of an aircraft accident investigator, covering civil as well as military, light and heavy weighted, fixed and rotary winged aircraft. "Aircraft Accident Investigation Expert" Basics on accident prevention: the accident mechanism, systemic causation, safety investigation. Regulatory aspects: International, European organization, jurisdictional and litigation aspects. Planning and readiness: accident response plan, preservation of evidences. 7 FLIGHT SAFETY OFFICER CODE: FSO Combining the five modules: ISMS + HF + IDCP + PS + SRM, FSO offers a comprehensive training. Participants are qualified as advisors to their management to implement and to run/administrate aviation Safety Management Systems and to participate in or to conduct incident investigations. FSO may be complemented by the 2 week course Accident Investigation Techniques (AIT or RWIT) to qualify as expert in Aircraft Accident Investigation. 8 INTRODUCTION AND IMPLEMENTATION OF SAFETY MANAGEMENT SYSTEMS CODE: ISMS This introductory course provides the mandatory basic knowledge to implement an aircraft incident and accident prevention programme within the scope of Safety Management Systems. ISMS covers the fundamentals, and, with the four additional modules HF, IDCP, PS and SRM, forms the series to qualify as an expert on SMS. 9 HUMAN FACTORS IN THE PREVENTION AND INVESTIGATION PROCESS CODE: HF As a complement to the course Introduction and Implementation of Safety Management Systems, this course highlights the many aspects of the aviation safety dealing with human factors. This course is one of the 5 modules of the series to qualify as an expert on SMS. To be familiarized with human sciences applicable to the aviation activities. 10 INVESTIGATION DATA COLLECTION AND PROCESSING CODE: IDCP This course proposes practical technics to enhance information collection and processing in the scope of Safety Management Systems. IDCP is one of the 5 modules of the series to qualify as an expert in SMS and one of the 4 modules of the series to qualify as an expert in Aircraft Accident Investigation. To use the appropriate techniques when interviewing aviation accident or incident witnesses, and - when leading working groups or meetings within the scope of prevention or investigation. "Investigation Data Collection and Processing" Introduction to witness hearings: limitations of witnesses statements, inter-individual communication, adaptive communication styles, obstacles to communication, concordance and discordance, territories and zones, nonverbal communication, body and facial languages, installing and maintaining a witness motivation, managing an interview session, active listening and facilitation, coping with silences and transactions, discussion and questioning techniques. This training is one of the 5 modules of the series to qualify as an expert in SMS and one of the 4 modules of the series to qualify as an expert on Aircraft Accident Investigation. To use appropriate problem solving and decision making techniques, adapted to the context of preventing or investigating aviation accidents and incidents. "Problem Solving and Decision making Techniques" Problem solving: what the problem is and is not, how to find out facts and opinions, defining the problem causes, working out possible solutions, and selecting the most appropriate. 13 UPSET PREVENTION & RECOVERY TRAINING LOSS OF CONTROL IN-FLIGHT (LOC-I) GROUND COURSE CODE: UPRT en In accordance with regulations and Safety Management Systems, this training provides solutions to address the risk of loss of control in flight induced by upsets and unknown situations. To have a practical and updated training on drone accident investigation, regulations, preliminary measures, search for evidences and causes and safety recommendation. 16 FATIGUE RISK MANAGEMENT SYSTEM CODE: FRMS Fatigue is a determining factor in safety. Fatigue Management is a way to improve the operations' safety. This evolution is based on the implementation of a Fatigue Risk Management System. This course proposes a theoretical Knowledge on fatigue and the necessary steps to implement a Fatigue Risk Management System (FRMS). 25 GENERAL INFORMATION Training is delivered in French and (Spanish on request). Registration. Applicants will be registered upon reception of the registration form. Please use one form for each attendee. One single form may be used to register same initial attendee to different training courses. A personal letter containing all practical information is sent to each applicant prior to start the course. Location and timing. Unless otherwise specified, the courses are conducted at the facilities in 48 bis, rue de Monceau PARIS. Lectures or visits are normally scheduled every French working day from 9.00 am to 5.00 pm. or 4.30 pm. Documentation. Adequate documentation and a flash memory are provided to attendees in the language specified for each course. Attendees are expected to be fluent in the used language. Certificate of completion. A certificate of completion is issued at the end of the last lecture of every course session. Some courses are subject to an evaluation quiz. Certificate of Expert in Safety Management Systems. 27 GENERAL TERMS OF SALE October 2014 Definitions - These terms apply to training courses performed by DCI through its French Institute for Aviation Safety hereinafter referred to as «DCI» for civilian or military, French or foreign personnel (the Customer(s) ), within DCI premises or within specialized structure placed at DCI s disposal, in France or abroad. Purpose and Field of Application - Any order for training involves Customer's unconditional acceptance of and full adherence to these General Terms that shall prevail over all Customer's other documents, such as, but not limited to, general terms of purchase. No exception or dispensation to these General Terms is opposable to DCI unless expressly accepted by the latter in writing. Conditions of Training - Training course schedule - DCI determines training course dates and reserves the right to cancel scheduled training courses subject to the prior information of the Customer with reasonable notice. If DCI cancels a course that the Customer has paid in advance, such advance payment shall be reimbursed to the Customer in full and shall be exclusive of any other compensation. Precedent conditions - Acceptance of the training is subject to an order or formal approval sent by the Customer one (1) month before the beginning of the training. Payment of an advance by the Customer is a precedent condition for the beginning of training courses. DCI shall provide Customer with a training course description that summarizes course objectives. DCI shall not be responsible for the trainee's performance and results at the end of the training period. Where appropriate, training for companies, it will be sent to Customer, in duplicate, a continuing vocational training agreement as provided by law. The Customer undertakes to return as soon as possible a signed copy with the stamp of the company. Price, Invoicing and Payments - The participation fees are indicated on each training sheet. Unless otherwise agreed, they include training, documentation, visits and transportation to the tour sites planned. It includes also lunch during the training day in a restaurant designated by DCI. Accommodation shall be carried out at the expense of the trainee. For courses held outside the premises of DCI, the cost of travel and accommodation for speakers are charged extra. The cost of the DCI training courses are deductible of continuing vocational training: the invoice serves as convention for vocational training. Prices indicated do not include taxes. They are firm, final and not subject to revision, unless otherwise expressly agreed by DCI. These prices could be plus VAT applicable on the date of issuance of the invoice depending on the type of service provided by DCI. Any training or cycle started is due in full, unless otherwise expressly agreed by DCI. A first payment of an amount equal to 10% of the quotation excluding Tax (HT) must be made no later than one month before the course begins. The total amount of training course must be paid before the training course begins. Specific Provisions - Specific provisions such as financial provisions (price and payment deadline) shall be stipulated in the training offer and/or on the invoice. Certifications - A certificate of presence, as well as a training certificate, is issued to the Customer at the end of each training course, on the condition that the trainee has actually participated in the course. Refusal of Order - If a Customer places an order with DCI without having paid for previous orders, DCI reserves its right, with no further reason and without incurring any liability, to refuse to honor the order and deliver the relevant training courses, without any compensation being due to Customer, for any reason whatsoever. Cancellation and Postponement Terms - Any cancellation or postponement by the Customer must be communicated in writing at least fifteen (15) days before the beginning of the training. Any cancellation or postponement by the Customer, even in a case of force majeure, notified or transmitted less than fifteen (15) days before the beginning of the training, shall give rise to the payment to DCI of an amount equivalent to 50% of the price of the training as compensation. Beyond fifteen (15) days, no penalty for cancellation shall be due, save for the reasonable expenditures already undertaken by DCI (such as hotel booking, train/planes tickets, location, ). DCI shall provide the relevant invoices. Obligations Of The Customer - The Customer accepts to: - pay the price of the training; - refrain from reproducing material or documents whose copyright belongs to DCI, without prior written consent from DCI; and - refrain from using audio or video recording equipment during training courses, without prior written consent from DCI. DCI Commitments And Liabilities - DCI agrees to provide training with good care and diligence. In consideration thereto, DCI s obligation is a reasonable efforts obligation. Therefore, DCI will be liable for direct damage resulting from the improper execution of its training services, excluding any indirect or consequential damage. In any case, DCI's overall liability, under the terms of and resulting from the training, shall be limited to the total price of the training. Payment by OPCA (ORGANISME PARITAIRE COLLECTEUR AGREE) - If the Customer wants the payment to be issued by the OPCA which it depends, it is up to him (i) to apply for support before the start of training course and to ensure the successful completion of the application; (ii) to explicitly indicate its registration form or on the order form; (iii) ensuring the successful completion of payment by the authority appointed. If OPCA supports part of the cost of training, the balance will be charged to the Customer. Confidentiality and Intellectual Property - It is expressly agreed that all information disclosed by DCI under the terms of and resulting from the training must be considered as confidential (hereafter «Information») and cannot be communicated to third parties or used for a different purpose than that of training, without the prior and written consent of DCI. Intellectual property rights over all Information disclosed by DCI, whatever the material, under the terms of and resulting from the training, in particular the course material and other documents provided for the performance or execution of the training, belong exclusively to DCI. In consideration thereto, the Customer shall keep the Information in strict confidence and shall protect the Information with the same degree of care as it uses with its own confidential information in order to prevent its disclosure (but in no event less than reasonable care). The Customer shall arrange the respect by the trainees of the aforementioned provision. The disclosure of Information by DCI shall not, under any circumstance, be construed as granting or conferring any rights by license or otherwise in any Information. The same applies as regards intellectual or industrial property rights royalties or other rights related to intellectual and industrial property, copyrights, brands or business secrets. Payment of the training price does not imply any transfer of intellectual property rights on Information. Notwithstanding the above, DCI grants the trainee, subject to third party rights, a non-exclusive, non-transferable and strictly personal license for the use of course material provided during the training, whatever the form. The trainee has the right to photocopy this material for his personal use for study purposes, on the condition that the indication of DCI's copyright or any other intellectual property rights are reproduced on each copy of the course material. The trainee and Customer do not have the right, without prior consent from DCI to: - use, copy, modify, create derivative work or distribute course material except as provided for in these General Terms; - disassemble, decompile or translate course material, unless legally provided for and without the possibility of a contractual renunciation; - sub license, rent or lend course material; - use training course material for purposes other than training. Data Processing and Liberties - Information communicated by the Customer to DCI for the application and the execution of training services may be, in particular, communicated to DCI's contractual partners for the needs of the said training courses. In compliance with the relevant French regulations, the Customer can write to DCI to oppose any communication and/or publication of information. It can also exercise its access and correction rights. Waiver - The fact that DCI does not avail itself at a given moment in time of any one of these General Terms cannot be interpreted as a waiver of its right to avail itself of any of these General Terms at a later date. Applicable Law - French law apply to these General Terms and to all relations between DCI and its Customers.
