1 The Loma Vista Architecture Review Committee February 20, 2013 Thank you for considering improving your property. Your effort will boost Loma Vista property values and benefit us all. The Architecture Committee (ARC) is made up of three volunteers who are LV homeowners. ARC reviews applications to ensure: Aesthetic and safety issues are addressed Improvements conform to our CC&Rs Changes do not negatively impact neighbors All changes to the exterior of your home and yard require application and ARC approval before scheduling any work. Your first step is to contact KPPM at (949) They will provide you with application forms and respond to all questions you may have regarding your project throughout the application process. Once ARC receives your application it is likely they will contact you to review your project. ARC s goal is to assist you in achieving the best possible result for your effort and expense. We encourage you to express your individuality as your new ideas on design, color, and materials help to enhance our community and create a resource ARC can relay to other residents. ARC sincerely values your desire to improve your property. We do not promise 100% approval but we do promise friendly support and fair consideration. 2 Attachment A Examples of Improvements that Require an Application Below are some examples of house and yard changes that require you to submit an Application. The list is not all inclusive it is simply intended to be used as a guideline. If you are not sure if your planned changes require an application, please error on the side of caution and call Total Property Management: Changes to gates, fences, outside lamps, gazebos, and pet enclosures Re-painting house surfaces, trim, garage doors, gates, lamps, & roof features Building additions Retrofitting or replacing windows, doors, skylights Replacing garage doors Creation or Removal of windows, doors, skylights Installation of Solar panels and placement of Satellite dishes Landscaping back yard, irrigation, drainage, tree removal or planting Landscaping front yard, between your front gate and the HOA sidewalk Alterations to sidewalk, driveway any concrete surface Installation of permanent or non-permanent patios, patio covers, decks, hot tubs, storage sheds

3 Attachment B GUIDELINES FOLLOWED WHEN REVIEWING APPLICATIONS House or yard changes /improvements will not be allowed if they: - Block neighbors views, obstruct easements or encroach on neighbors property. - Adversely effect neighbors or the community at large. - Are made to slopes, berms or common areas - Cause drainage problems for neighbors or common areas. All renovations and additions must use similar materials (e.g. stucco, wood, brick ) to that used in the original construction and to other homes in the community. Home exteriors and fixtures must be painted in colors and styles that are consistent to the community and approved by ARC. Sprinklers must NOT spray directly on homes, HOA walls and fences, or berms. For proper drainage, slabs need a 1+ degree slope to drains. Turf needs a 2+ degree slope to drains. Homeowners are strongly encouraged to discuss planned modifications with neighbors and obtain their agreement prior to submitting an Application and scheduling work.

Neighbor Notification - The Architectural Committee may contact neighbors to evaluate the impact of your improvement on neighboring property. 2. ARC approval does not constitute waiver of any requirements required by applicable governmental agencies. 3. All geological, technical and engineering matters are the responsibility of the home owner. 4. Scheduling work prior to ARC written approval is at the home owners risk. ITEMS TO INCLUDE WITH APPLICATION: ATTACH drawings as close to scale as possible. INCLUDE the following information on a drawing or in a separate description. Please be as detailed as possible Applications that are unclear or missing information can delay approval. a) Description of proposed improvement with Start Date and Completion Date b) Make, model, style of materials used (e.g. Milgard Tuscany Vinyl Replacement Windows in white with side to side operation, Dunn- Edwards outdoor concrete stain--harvest Wheat, Quikrete fast-set concrete #2) c) Colors for all improvements including trim, accents, patio covers, concrete, fences, arbors, etc. d) Location on property and visibility from common areas, neighbor s property, distance from property lines. e) All types of construction for patios, patio covers, fences, arbors, spa, windows, drainage, and foundation repairs, etc. f) Dimensions including height, width, length, depth, distance from neighbor s homes and association walls, etc. g) Identify all types of plants, trees, shrubs to be included in landscape. HOMEOWNER COMMITMENT: I hereby agree not to cause any damage to the common area or other s property during this modification. Further, I understand: 1. I cannot in any way change the grading or interfere with the drains already installed. I cannot in any way remove or change the berm at the top of the slope, which was built to insure against slope failure. 2. I must install drains within my property to prevent water run-off into my neighbor s property or the common areas. 3. I am responsible for meeting all city, county and state codes including set-back distances, electrical, etc. and providing evidence of such to the architectural committee prior to work commencing. (NOTE: City requires Association approval for a City Permit Application.) 4. This application is only valid for six (6) months from the date of approval. ARCHITECTURAL APPROVAL: The approval granted by the Association s Architectural Committee is subject to the following conditions: 1. At least thirty (30) days prior to the commencement of any of the work herein approved, Owner shall submit to the Association the name of the licensed contractor. 2. The licensed contractor shall name the homeowner association as an additional insured and provide Association with a Certificate of Insurance naming the Association as an additional insured. 3. The foregoing two conditions only apply if the Owner or his or her contractor are going to stage and/or store any items in the Common Area. Decisions made by ARC can be appealed to the board. 5 Attachment D Guidelines for Painting your Loma Vista Home Arrange a meeting with members of the architectural committee to obtain the approved color book, discuss the application, placement of paint colors, and items listed below. 1) Use of Dunn Edwards paint medium grade or higher is required. It is recommended to purchase samples of your chosen colors to test on an inconspicuous place on your home 2) When access by painters to neighboring yard is required, neighbor approval is required in advance of start date. 3) When choosing your colors any ornamental bricks and replacement windows should be considered 4) Approval is required to paint exterior HOA stucco walls. 5) Using Association property for staging supplies and materials is prohibited 6) Utility doors and door casing must be painted the same color of the body of the house. 7) Chimney and chimney cap are to be painted the color of stucco. 8) Wrought iron gates and fences are to be painted Dunn Edwards Chocolate Chunk (DE 6070) or Wood Lake (DE 6075) 9) Wooden garage doors must be painted. ARC strongly recommends but does not require painting metal garage doors. Check with the manufacturer of your metal door for best painting methods and if any warranty will be affected. IF PAINTING the garage door and casing must be ONE of the following: a) The same color as the fascia and eaves b) The same color as the body of the house ---If NOT Painting Garage Door, its casing must be painted the same color as the body of the house. 10) If painting the garage Pedestrian door, the door and casing must be ONE of the following: a) The same color as the fascia and eaves b) The same color as the body of the house All roof vents, existing skylight accents, and flashing are to be painted in Dunn Edwards brand using Chocolate Chunk color (DE 6070)

6 Attachment E EXTERIOR LIGHT GUIDELINES Architectural Committee application and approval is required before changing your outdoor lights. Based on the following guidelines ARC will consider any fixture that you find appealing: --- Color is dark brown or an aged- or oiled- dark metallic finish --- Glass is clear or seeded --- Design is traditional or transitional with a scroll/curling element on the supports. Lamp must NOT be an upward, torch-style. --- Height must be at least 15 inches --- Rating must be for outdoor use --- Must be energy efficient ARC is trying to maintain a coherent Loma Vista style; not uniformity. We are confident you agree with us. You may still select from the current approved fixtures (except the gold finish) if you prefer. Also, several residents have refinished their fixtures with great results and modest cost. An application and approval is still required and, via KPPM, ARC can provide you how to help.
