Each project is unique and additional requirements may be enforced as deemed appropriate. Please be advised o Failure to complete items below prior to inspection may result in a re-inspection fee. Required City of Palo Alto Building Permit Inspections Pre-gunite Pre-pool deck Pre-plaster: (Prior to the placement of water in the pool/spa/fountain at least one of the following shall be installed: 1) The pool shall be isolated from access to a home by an enclosure that meets the requirements of CA H&S Code section ) The pool shall incorporate removable mesh pool fencing that meets American Society for Testing and Materials (ASTM) Specifications F 2286 standards in conjunction with a gate that is self-closing and self-latching and can accommodate a key lockable device. 3) The pool shall be equipped with an approved safety pool cover that meets all requirements of the ASTM Specifications F ) The residence shall be equipped with exit alarms on those doors providing direct access to the pool.

2 CPA Pool, Spa and Fountains Guidelines Page 2 of 15 Required City of Palo Alto Building Permit Inspections Pre-plaster: (Prior to the placement of water in the pool/spa/fountain at least one of the following shall be installed. (continued) 5) All doors providing direct access from the home to the swimming pool shall be equipped with a self-closing, self-latching device with a release mechanism placed no lower than 54 inches above the floor. 6) Swimming pool alarms that, when placed in pools, will sound upon detection of accidental or unauthorized entrance into the water. These pool alarms shall meet and be independently certified to the ASTM Standard F 2208 "Standards Specification for Pool Alarms" which includes surface motion, pressure, sonar, laser, and infrared type alarms. For purposes of this code, "swimming pool alarms" shall not include swimming protection alarm devices designed for individual use, such as an alarm attached to a child that sounds when the child exceeds a certain distance or becomes submerged in water. 7) Other means of protection, if the degree of protection afforded is equal to or greater than that afforded by any of the devices set forth above, and have been independently verified by an approved testing laboratory as meeting standards for those devices established by the ASTM or the American Society of Mechanical Engineers (ASME). Final Inspection: Whole house gas test, City of Palo Alto Building Inspection Division Anti-entrapment certificate PRE GUNITE o Diving boards-if installed, the pool shape and water envelope shall comply with ANSI/NSPI-5 o Verify accessible sewer clean out at pool equipment within 10-0 for backwashing filters and draining of pools/spas Pipes carrying wastewater from swimming or wading pools, including pool drainage and backwash from filters, shall be installed as an indirect waste. Where a pump is used to discharge waste pool water to the drainage system, the pump discharge shall be installed as and indirect waste. (PAMC b.15 and CPC section 813.0) Clearance to conductors o Underground Wiring Location Underground wiring shall not be permitted under the pool or within the area extending 5 feet horizontally from the inside wall of the pool unless this wiring is necessary to supply pool equipment permitted by this article. Where space limitations prevent wiring from being routed a distance 5 feet or more from the pool, such wiring shall be permitted where installed in complete raceway systems of rigid metal conduit, intermediate metal conduit, or a nonmetallic raceway system. All metal conduit shall be corrosion resistant and suitable for the location. The minimum cover depth shall be as given in Table (CEC )

3 CPA Pool, Spa and Fountains Guidelines Page 3 of 15 Clearance to conductors Underground Wiring Location (continued) o Overhead Conductor Clearances(A) Power-Overhead conductors shall meet the clearance requirements in this section. Where a minimum clearance from the water level is given, the measurement shall be taken from the maximum water level of the specified body of water. With respect to service drop conductors and open overhead wiring, swimming pool and similar installations shall comply with the minimum clearances given in Table and illustrated in Figure FPN: Open overhead wiring as used in this article typically refers to conductor(s) not in an enclosed raceway.

4 CPA Pool, Spa and Fountains Guidelines Page 4 of 15 Clearance to conductors Overhead Conductor Clearances (continued) o Overhead Conductor Clearances(B) Communications Systems-Communication, radio, and television coaxial cables within the scope of Articles 800 through 820 shall be permitted at a height of not less 10 feet above swimming and wading pools, diving structures, and observation stands, towers, or platforms. o Overhead Conductor Clearances(C) Network-Powered Broadband Communications Systems-The minimum clearances for overhead network powered broadband communications systems conductors from pools or fountains shall comply with the provisions in Table for conductors operating at 0 to 750 volts to ground. Equipotential Bonding (CEC Article ) o Bonding clamps shall be listed/marked for direct burial and burial in concrete.(cec 250.8) o Equipotential Bonding(A) Performance-The equipotential bonding required by this section shall be installed to reduce voltage gradients in the pool area. o Equipotential Bonding(B) Bonded Parts. The parts specified in (B)(1) through (B)(7) shall be bonded together using solid copper conductors, insulated covered, or bare, not smaller than 8 AWG or with rigid metal conduit of brass or other identified corrosion-resistant metal. Connections to bonded parts shall be made in accordance with An 8 AWG or larger solid copper bonding conductor provided to reduce voltage gradients in the pool area shall not be required to be extended or attached to remote panelboards, service equipment, or electrodes. o Conductive Pool Shells-Bonding to conductive pool shells shall be provided as specified in (B)(1)(a) or (B)(1)(b). Poured concrete, pneumatically applied or sprayed concrete, and concrete block with painted or plastered coatings shall all be considered conductive materials due to water permeability and porosity. Vinyl liners and fiberglass composite shells shall be considered to be nonconductive materials. a) Structural Reinforcing Steel-Unencapsulated structural reinforcing steel shall be bonded together by steel tie wires or the equivalent. Where structural reinforcing steel is encapsulated in a nonconductive compound, a copper conductor grid shall be installed in accordance with (B)(1)(b).

5 CPA Pool, Spa and Fountains Guidelines Page 5 of 15 Bonding (continued) b) Copper Conductor Grid-A copper conductor grid shall be provided and shall comply with (b)(1) through (b)(4). 1) Be constructed of minimum 8 AWG bare solid copper conductors bonded to each other at all points of crossing 2) Conform to the contour of the pool and the pool deck 3) Be arranged in a 12-inches by 12-inches network of conductors in a uniformly spaced perpendicular grid pattern with a tolerance of 4 inches. 4) Be secured within or under the pool no more than 6 inches from the outer contour of the pool shell o Perimeter Surfaces-The perimeter surface shall extend 3 feet horizontally beyond the inside walls of the pool and shall include unpaved surfaces as well as poured concrete and other types of paving. Bonding to perimeter surfaces shall be provided as specified in (B)(2)(a) or (2)(b) and shall be attached to the pool reinforcing steel or copper conductor grid at a minimum of four (4) points uniformly spaced around the perimeter of the pool. For nonconductive pool shells, bonding at four points shall not be required. a) Structural Reinforcing Steel-Structural reinforcing steel shall be bonded in accordance with (B)(1)(a). b) Alternate Means-Where structural reinforcing steel is not available or is encapsulated in a nonconductive compound, a copper conductor(s) shall be utilized where the following requirements are met: 1) At least one minimum 8 AWG bare solid copper conductor shall be provided. 2) The conductors shall follow the contour of the perimeter surface. 3) Only listed splices shall be permitted. 4) The required conductor shall be 18 to 24 inches from the inside walls of the pool. 5) The required conductor shall be secured within or under the perimeter surface 4 to 6 inches below subgrade. o Metallic Components-All metallic parts of the pool structure, including reinforcing metal not addressed in (B)(1)(a), shall be bonded. Where reinforcing steel is encapsulated with a nonconductive compound, the reinforcing steel shall not be required to be bonded. o Underwater Lighting-All metal forming shells and mounting brackets of no-niche luminaires shall be bonded. Exception: Listed low-voltage lighting systems with nonmetallic forming shells shall not require bonding. o Metal Fittings. All metal fittings within or attached to the pool structure shall be bonded. Isolated parts that are not over 4 inches in any dimension and do not penetrate into the pool structure more than 1 inch shall not require bonding. o Electrical Equipment. Metal parts of electrical equipment associated with the pool water circulating system, including pump motors and metal parts of equipment associated with pool covers, including electric motors, shall be bonded. Exception: Metal parts of listed equipment incorporating an approved system of double insulation shall not be bonded.

6 CPA Pool, Spa and Fountains Guidelines Page 6 of 15 Bonding (continued) a) Double-Insulated Water Pump Motors-Where a double-insulated water pump motor is installed under the provisions of this rule, a solid 8 AWG copper conductor of sufficient length to make a bonding connection to a replacement motor shall be extended from the bonding grid to an accessible point in the vicinity of the pool pump motor. Where there is no connection between the swimming pool bonding grid and the equipment grounding system for the premises, this bonding conductor shall be connected to the equipment grounding conductor of the motor circuit. b) Pool Water Heaters-For pool water heaters rated at more than 50 amperes and having specific instructions regarding bonding and grounding, only those parts designated to be bonded shall be bonded and only those parts designated to be grounded shall be grounded. o Metal Wiring Methods and Equipment. Metal-sheathed cables and raceways, metal piping, and all fixed metal parts shall be bonded. Exception No. 1: Those separated from the pool by a permanent barrier shall not be required to be bonded. Exception No. 2: Those greater than 5 feet horizontally of the inside walls of the pool shall not be required to be bonded. Exception No. 3: Those greater than 12 feet measured vertically above the maximum water level of the pool, or as measured vertically above any observation stands, towers, or platforms, or any diving structures, shall not be required to be bonded. o Pool Water. An intentional bond of a minimum conductive surface area of 9 inch 2 shall be installed in contact with the pool water. This bond shall be permitted to consist of parts that are required to be bonded in (B). Underground piping systems Gas Piping - Piping Underground (CPC section 1211) o Clearances-Underground gas piping shall be installed with sufficient clearance from any other underground structure to avoid contact therewith, to allow maintenance, and to protect against damage from proximity to other structures. In addition, underground plastic piping shall be installed with sufficient clearance or shall be installed with sufficient clearance or shall be insulated from any source of heat so as to prevent the heat from impairing the serviceability of the pipe. [NFPA 54:7.1.1] o Protection Against Damage/Cover Requirements - Underground piping systems shall be installed with a minimum of eighteen 18 inches of cover. Where external damage to the pipe is not likely to result, the cover shall be a minimum of twelve inches. Where a minimum of twelve inches of cover cannot be provided, the pipe shall be installed in conduit or bridged (shielded). [NFPA 54: ] o Protection Against Damage/Trenches - The trench shall be graded so that the pipe has a firm, substantially continuous bearing on the bottom of the trench. [NFPA 54: ] o Protection Against Damage/Backfilling - Where flooding of the trench is done to consolidate the backfill, care shall be exercised to see that the pipe is not floated from its firm bearing on the trench bottom. [NFPA 54: ]

7 CPA Pool, Spa and Fountains Guidelines Page 7 of 15 Protection Against Damage Gas Piping (continued) o Protection Against Corrosion - Gas piping in contact with earth or other material that could corrode the piping shall be protected against corrosion in an approved manner. When dissimilar metals are joined underground, an insulating coupling or fitting shall be used. Piping shall not be laid in contact with cinders. Uncoated threaded or socket-welded joints shall not be used in piping in contact with soil or where internal or external crevice corrosion is known to occur. [NFPA 54:7.1.3] o Piping Through Foundation Wall - Underground piping installed through the outer foundation or basement wall of a building, shall be encased in a protective sleeve or protected by an approved device or method. The space between the gas piping and the building or sleeve shall be sealed to prevent entry of gas and water. [NFPA 54:7.1.5] o Piping Underground Beneath Buildings - Where the installation of gas piping underground beneath buildings is unavoidable, the piping shall be encased in an approved conduit designed to withstand the superimposed loads. [NFPA 54:7.1.6] The conduit shall extend into a normally usable and accessible portion of the building and, at the point where the conduit terminates in the building, the space between the conduit and the gas piping shall be sealed to prevent the possible entrance of any gas leakage. Where the end sealing is of a type that will retain the full pressure of the pipe, the conduit shall be designed for the same pressure as the pipe. The conduit shall extend not less than 4 inches outside the building, be vented above grade to the outside, and be installed so as to prevent the entrance of water and insects. [NFPA 54: ] o Connection of Plastic Piping. Plastic pipe shall be installed outside, underground only. [NFPA 54: ] Exceptions: 1) Plastic pipe shall be permitted to terminate above ground where an anodeless riser is used. 2) Plastic pipe shall be permitted to terminate with a wall head adapter above ground in buildings, including basements, where the plastic pipe is inserted in a piping material permitted for use in buildings. o Connections Between Metallic and Plastic Piping Connections made between metallic and plastic piping shall be made only with fittings conforming to one of the following: 1) ASTM D 2513, Standard Specification for Thermoplastic Gas Pressure Pipe, Tubing, and Fittings, Category I transition fittings. 2) ASTM F 1973, Standard Specification for Factory Assembled Anodeless Risers and Transition Fittings in Polyethylene (PE) and Polyamide 11 (PA11) Fuel Gas Distribution Systems. 3) ASTM F 2509, Standard Specification for Field-Assembled Anodeless Riser Kits for Use on Outside Diameter Controlled Polyethylene Gas Distribution Pipe and Tubing. [NFPA 54-09: ]

8 CPA Pool, Spa and Fountains Guidelines Page 8 of 15 Protection Against Damage Gas Piping (continued) o An electrically continuous corrosion-resistant tracer wire (minimum AWG 14) or tape shall be buried with the plastic pipe to facilitate locating. One (1) end shall be brought above ground at a building wall or riser. [NFPA 54: ] Re circulation pool piping Water supply inlets to tanks, vats, sumps, swimming pools, and other receptors shall be protected by one of the following means: 1) An approved airgap. 2) A listed vacuum breaker installed on the discharge side of the last valve with the critical level not less than six (6) inches or in accordance with its listing. 3) A backflow preventer suitable for the contamination or pollution, installed in accordance with the requirements for that type of device or assembly as set forth in this chapter. (CPC ) Potable water supply to swimming pools, spas, and hot tubs shall be protected by an airgap or a reduced pressure principle backflow preventer in accordance with the following: 1) The unit is equipped with a submerged fill line; or 2) The potable water supply is directly connected to the unit circulation system. (CPC ) Pressure test. (CPC ) Burial depth-12 min. (CPC 720.0) Minimum schedule 40 PVC Bond wire should follow piping to equipment Pool cover vault Drain and cover to be installed per manufacturer s installation instructions manual required to be on site for inspections. o Design Criteria - An alternative engineered design shall conform to the intent of the provisions of this code and shall provide an equivalent level of quality, strength, effectiveness, fire resistance, durability, and safety. Material, equipment, or components shall be designed and installed in accordance with the manufacturer s installation instructions. (CPC ) PRE DECK INSPECTION When installing metal deck drains, they shall be suitable for pool installations and have an approved bonding method to attach a #8 solid copper bond wire Deck reinforcement when installed Verify clearance to earth (ACI 318) Verify bonding to pool shell rebar (CEC (b)(1) Verify rebar spacing and size per plan Bond all metal parts within 5 of water edge (CEC (b)(5) Include frames/grates, metal diving board, railing, downspouts, etc Provide adequate protection of pool piping For recalculating and electrical piping, at thickened edge, concrete shall not bear on piping systems.

9 CPA Pool, Spa and Fountains Guidelines Page 9 of 15 PRE-PLASTER and Swimming Pool Safety Inspection Prior to plaster and filling: one of the seven safety measures required by the California Swimming Safety Act H&S code section (a) shall be installed and verified by inspection per the following: Commencing January 1, 2007, except as provided in section , whenever a building permit is issued for construction of a new swimming pool or spa, or any building permit is issued for remodeling of an existing pool or spa, at a private, singlefamily home, it shall be equipped with at least one of the following seven drowning prevention safety features: 1) The pool shall be isolated from access to a home by an enclosure that meets the requirements of Section H&S code section An enclosure shall have all of the following characteristics: a) Any access gates through the enclosure open away from the swimming pool, and are self-closing with a self-latching device placed no lower than 60 inches above the ground. b) A minimum height of 60 inches. c) A maximum vertical clearance from the ground to the bottom of the enclosure of two inches. d) Gaps or voids, if any, do not allow passage of a sphere equal to or greater than four inches in diameter. e) An outside surface free of protrusions, cavities, or other physical characteristics that would serve as handholds or footholds that could enable a child below the age of five years to climb over. 2) The pool shall incorporate removable mesh pool fencing that meets American Society for Testing and Materials (ASTM) Specifications F 2286 standards in conjunction with a gate that is self-closing, self-latching and can accommodate a key lockable device. 3) The pool shall be equipped with an approved safety pool cover that meets all requirements of the ASTM Specifications F ) The residence shall be equipped with exit alarms on those doors providing direct access to the pool. 5) All doors providing direct access from the home to the swimming pool shall be equipped with a self-closing, self-latching device with a release mechanism placed no lower than 54 inches above the floor. 6) Swimming pool alarms that, when placed in pools, will sound upon detection of accidental or unauthorized entrance into the water. 10 CPA Pool, Spa and Fountains Guidelines Page 10 of 15 PRE-PLASTER and Swimming Pool Safety Inspection (continued) H&S code section (b) - Prior to the issuance of any final approval for the completion of permitted construction or remodeling work, the local building code official shall inspect the drowning safety prevention devices required by this act and if no violations are found, shall give final approval. H&S code section (a) - Any person entering into an agreement to build a swimming pool or spa, or to engage in permitted work on a pool or spa covered by this article, shall give the consumer notice of the requirements of this article. Underwater lighting Luminaries shall be listed wet-niche and shall not be less than 18 below the normal water level (CEC (a)(5) Forming shells shall be bonded (CEC (b)(1) When non-metallic conduit is used, provide #8 AWG insulated solid or stranded copper bonding jumper (CEC (b)(1) The termination of the #8 bonding jumper shall be concealed by a listed potting compound (CEC (b)(1)(b) contractor should leave an empty container of potting compound in forming shell for inspection. FINAL INSPECTION Verify the minimum safety requirements of the California Swimming Pool Safety Act per listed Health and Safety Code listed below. Verify atmospheric vacuum breaker is installed at water supply inlet. (CPC (3) Verify gas meter is sized properly for the demand of the added pool equipment. Anti-entrapment certificate (provide copy for inspector) See attached form - Health and Safety Code Sec Whole house gas test: Provide a gauge with 1/10 pound increments at house meter location - 3 psi for 10 minutes. o Test gauges shall not be greater than twice the pressure applied. (CPC 319.1,.2,.4 CPC ) Lights and plugs Wall mounted lights, min.18 below water line unless listed for use at lesser depths (CEC (a)(5) Lights shall be GFCI protected (CEC a (3) (turn on lights and trip to check for GFCI) spa can be on a separate circuit. No lights or receptacles closer than 5 from edge of pool (CEC b (1) Lights and receptacles within 20 shall be GFCI. CBC a (5) Additional requirements At time of final, pool must be full of water. Inspect sub panel/control panel Secure liquid tight flexible nonmetallic conduit (CEC ) Secure and anchor all equipment (i.e. motors, heaters, filters) Use liquid tight flex conduit from panel to motor (for movement) maximum length typical at 6-0 per listing)

Confirm neutral conductors are not bonded to equipment ground. Use only exterior listed bonding clamps. H&S code section (a) - Any person entering into an agreement to build a swimming pool or spa, or to engage in permitted work on a pool or spa covered by this article, shall give the consumer notice of the requirements of this article. H&S code section (b) - Pursuant to existing law, the Department of Health Services shall have available on the department's Web site, commencing January 1, 2007, approved pool safety information available for consumers to download. Pool contractors are encouraged to share this information with consumers regarding the potential dangers a pool or spa poses to toddlers. Additionally, pool contractors may provide the consumer with swimming pool safety materials produced from organizations such as the United States Consumer Product Safety Commission, Drowning Prevention Foundation, and California Coalition for Children's Safety & Health, Safe Kids Worldwide, Association of Pool and Spa Professionals, or the American Academy of Pediatrics. H&S code section The requirements of this article shall not apply to any of the following: a) Public swimming pools. b) Hot tubs or spas with locking safety covers that comply with the American Society for Testing Materials-Emergency Performance Specification (ASTM-ES 13-89). c) Any pool within the jurisdiction of any political subdivision that adopts an ordinance for swimming pool safety that includes requirements that are at least as stringent as this article. d) An apartment complex or any residential setting other than a single-family home. H&S code section This article does not apply to any facility regulated by the State Department of Social Services even if the facility is also used as the private residence of the operator. Pool safety in those facilities shall be regulated pursuant to regulations adopted therefor by the State Department of Social Services. H&S code section Notwithstanding any other provision of law, this article shall not be subject to further modification or interpretation by any regulatory agency of the state, this authority being reserved exclusively to local jurisdictions, as provided for in subdivision (e) of Section and subdivision (c) of Section H&S code section (a) - Whenever a building permit is issued for the construction of a new swimming pool or spa, the pool or spa shall meet all of the following requirements: 1) The suction outlets of the pool or spa for which the permit is issued shall be equipped to provide circulation throughout the pool or spa as prescribed in paragraphs (2) and (3). 2) The swimming pool or spa shall either have at least two circulation suction outlets per pump that shall be hydraulically balanced and symmetrically plumbed through one or more "T" fittings, and a) That are separated by a distance of at least three feet in any dimension between the suction outlets, or

13 CPA Pool, Spa and Fountains Guidelines Page 13 of 15 H&S code section (a) (continued) b) Be designed to use alternatives to suction outlets, including, but not limited to; Skimmers or perimeter overflow systems to conduct water to the recirculation pump. 3) The circulation system shall have the capacity to provide a complete turnover of pool water, as specified in Section 3124B of Chapter 31B of the California Building Standards Code (Title 24 of the California Code of Regulations). H&S code section (b) - Suction outlets shall be covered with anti-entrapment grates, as specified in the ANSI/APSP-16 performance standard or successor standard designated by the federal Consumer Product Safety Commission that cannot be removed except with the use of tools. Slots or openings in the grates or similar protective devices shall be of a shape, area, and arrangement that would prevent physical entrapment and would not pose any suction hazard to bathers. H&S code section (c) Any backup safety system that an owner of a new swimming pool or spa may choose to install in addition to the requirements set forth in subdivisions (a) and (b) shall meet the standards as published in the document, "Guidelines for Entrapment Hazards: Making Pools and Spas Safer," Publication Number 363, March 2005, United States Consumer Product Safety Commission. H&S code section Whenever a building permit is issued for the remodel or modification of an existing swimming pool, toddler pool, or spa, the permit shall require that the suction outlet or suction outlets of the existing swimming pool, toddler pool, or spa be upgraded so as to be equipped with anti-entrapment grates, as specified in the ANSI/APSP-16 performance standard or a successor standard designated by the federal Consumer Product Safety Commission. H&S code section (a) - The Legislature encourages a private entity, in consultation with the Epidemiology and Prevention for Injury Control Branch of the department, to produce an informative brochure or booklet, for consumer use, explaining the child drowning hazards of, possible safety measures for, and appropriate drowning hazard prevention measures for, home swimming pools and spas, and to donate the document to the department. H&S code section (b) - The Legislature encourages the private entity to use existing documents from the United States Consumer Product Safety Commission on pool safety. H&S code section (c) - If a private entity produces the document described in subdivisions (a) and (b) and donates it to the department, the department shall review and approve the brochure or booklet. H&S code section (d) - Upon approval of the document by the department, the document shall become the property of the state and a part of the public domain. The department shall place the document on its Web site in a format that is readily available for downloading and for publication. The department shall review the document in a timely and prudent fashion and shall complete the review within 18 months of receipt of the document from a private entity.

14 CPA Pool, Spa and Fountains Guidelines Page 14 of 15 NOTICE TO HOMEOWNERS AND CONTRACTORS Anti-entrapment protection is required to be installed on existing swimming pools, toddler pools, or spas for singlefamily remodel building or new construction permits effective January 1, 2007 The City of Palo Alto Building Inspection Division requires H&S code section (b) - Prior to the issuance of any final approval for the completion of permitted construction or remodeling work, the local building code official shall inspect the drowning safety prevention devices required by this act and if no violations are found, shall give final approval.
