By-Law, Article III 1.1 Each seat will select one representative and one alternate to the Board of Directors. Each seat will be permitted one representative with one vote. Alternates July vote in the absence of the regular representative. All members of the Board of Directors shall be selected prior to the annual meeting for the coming year.

One of the alternates was voting at this meeting, as the representative was not present. 2. Guests: Kim Bersing, YVMH, Joel Byam, FD#5, Barbara Clarke, South Central Region, Dennis Hoover, YVMH, Stormye Presnell, Yakima Regional, and Ellen Swan, White Swan Ambulance. 3. A motion was made by Bill Lover and seconded by Kevin Frazier to approve the July minutes as sent. Motion passed. TREASURER S REPORT: Wayne Wantland The current petty cash balance is $ CORRESPONDENCE None. COMMITTEE REPORTS: Medical Control: Juan Acosta, DO None. Regional Council: Barbara Clarke 1. The next Regional Council meeting is on September 22 nd, 10 am at the Prosser Fire Department. The Training and Education Committee will meet prior to the full council to review the 2011/2012 county training and education work plans. 2. Currently there is no bio-terrorism contract with DOH. There are budget cuts happening. 3. Both Barbara Clarke and Terry Thrall are learning the bars method of accounting. 4. The Regional Council budget for FY2011/2012 has been approved. 5. The contracts for Injury Prevention are approved.

4 Page 3 EMS & Trauma Care Council Meeting Minutes September 14, The contract between Yakima County EMS & Trauma Care Council and the South Central Region EMS & Trauma Care Council needs Council approval. The Yakima County Department of Emergency Medical Services will continue to provide the services to fulfill the contract per agreement between the Yakima County EMS & Trauma Care Council and DEMS. Bill Woodcock moved to approve the contract, seconded by Wayne Wantland. Motion carried. SunCom 911: Wayne Wantland There was a combined Operation and Administrative Board meeting. A proposal to make SunCom 911 an independent government entity was adopted. A notification will be sent to the Yakima County Board of Commissioners. It is hoped that this will cause the commissioners to move on approving an increase in the 911 tax on phone lines. A letter has already been sent to the Yakima County Board of Commissioners from the Yakima County Department of EMS and Operations Board that DEMS is willing to share a location with SunCom 911. Department of EMS: Candace Hamilton 1. A request and approval for DEMS to conduct an EMT course for Grant County Fire District #8 in Mattawa was presented. Bill Woodcock moved to approve the course, seconded by Bill Lover. Motion carried. 2. The Training Report for July and August 2011 was distributed. The grand totals were 240 students and 75 hours of training. 3. A PHTLS course is being held next week for at the Yakima Training Center Air Detachment (formally MAST) group. 4. The Triage and Transport County Operating Procedure has been updated and changed per the recommendations from the July council meeting. Dr. Acosta has approved the COP, which now needs Council signature. The COP will then be forwarded to the South Central Region EMS & Trauma Care Council. 5. A MCI Airport Table Top Drill was held at Yakima Fire Department today. Candace would like to work at Medical Control next year when the full drill is done.

5 Page 4 EMS & Trauma Care Council Meeting Minutes September 14, The contract with Evergreen Nurse Healthline is in place. Currently they are building the system for Yakima County. Calls will be transferred starting January 1, A discussion was held on adding a COPS/COGS Comments from the Field item to the agenda and allowing providers to give input about how these are working in the field, as the end users are seeing the problems. Discussion followed on having this on the DEMS website. HIPPA concerns were raised about inviting people to attend the Council meeting and discussing incidents as the Council meeting minutes are discoverable. The group decided that an item would be added to the agenda Comments from the Field and comments would be funneled through departments, to the Council representatives, and then brought to the Council as a whole. OLD BUSINESS: A. White Swan Ambulance Closures Ellen Swan White Swan Ambulance operates with volunteers, who work full-time jobs. Those volunteers let Ellen know when they are available to work shifts. The two certified providers who work full-time at White Swan Ambulance are plan B and available to go on calls. Crews will also be called in as needed. There are dispatchers on duty 24/7. The dispatchers know to call Ellen and/or Don when needed. If the first ambulance is already on a call, then AMR or ALS will take the call. The fiscal year ends September 30 th and on October 1 st Ellen will be allowed to advertise for more staff. The advertisements will be in the Yakama Nation Review and Ellen plans on requesting advertising in other papers including Yakima, Tri-Cities and Wenatchee. Both DEMS and the Council will help with recruiting staff, if needed. NEW BUSINESS: A. A Nomination Committee needs to be selected. The Committee will bring nominations to be voted on during the November council meeting. The positions up for election are: 2012 Vice-Chair (this person will be Chair during 2013), 2012 Treasurer and 2012 Secretary. Dave Lynde and Kevin Frazier volunteered to be on the Committee. Nominations should be sent to either or both Dave and Kevin, who will also solicit nominations.
