2 HISTORY OF STORM WATER PROGRAMS 1970 Congress and President Nixon formed the Environmental Protection Agency (EPA) President Jimmy Carter signed into law the Federal Clean Water Act President George H. Bush signed the Pollution Prevention Act OKC Storm Water Quality initiated program to comply with the unfunded federal mandate EPA delegated the responsibility for storm water discharges in the state of Oklahoma to the ODEQ.
