During the dialog, most of the local residents conveyed the problems, such as water scarcity and roads, which is still poor conditions to the MPs. MP Maria Fatime, who is the deputy president of the Committee J, said this dialog was very important as it could help facilitate them to know the difficulties, which the communities experienced. Mr. Silva said the Government s policy on halting the exporting seeds was aimed to strengthen food sovereignty of the country and push more seed productions of the local farmers. Mr. Branco affirmed the Government was given more times as production of ballot papers would take time and said the village chief candidates picture would also be included in the ballot paper. The day of the election was altered few times, it is aimed to give more times to the Government to create conditions and make better preparations, so that all the citizens can vote in the election, he said. *Fundasaun Colores holds seminar to prevent illegal drugs Fundasaun Colores do Amor on Thursday (15/9) held one-day seminar aiming to prevent drug trafficking in the country.director for Fundasaun Colores do Amor said drug trafficking had been transnational issue and preventive action had to be made in order to make the young Timorese to stay away from engaging in it. We visited some universities to explain about the drug trafficking and its prevention, he said. *Young people attack each other leaving two people seriously wounded Young people attacked each other in Manleuana, Dili on Wednesday leaving two young men were seriously wounded, two houses were burnt down and four others were destroyed. The two young men were stabbed in Laulora Sub village of Manleuana during the conflict and currently getting medical treatment at Hospital national of Guido Valadares (HNGV). The chronology of the incident started when the two motorbikes were hitting each other in Laulora on Tuesday and the young people from Manleuana Lidun Sub village did not accept the incident and they people in Laulora on Wednesday. An eyewitness, Angelina Soares said young people from Manleuana Lidun and Ramelau attacked people in Laulora, burnt down houses and destroyed other houses. These young people came and said burnt their houses and if women and children tried to protect their men kill them all, Mrs. Soares said. *50 percent of Timorese children suffer malnutrition 50 percent of Timorese children under age of five suffer malnutrition, President of the Republic, Taur Matan Ruak says. He explained according to the data 60 percent of children in Ainaro were suffering from malnutrition, Covalima, Bobonaro, and Ermera were 50 percent, and Viqueque was 48,1 percent. The United Nations Assembly General has proclaimed September 16 as international day for preserving ozone layer. Mr. Cabral affirmed that the Government postponed the election as the process of presenting candidates for the village chiefs had not yet finished. According to the set schedule, the village chief election will be held on 30 of September, 2016, but the Government wants to give more times to the candidates to nominate themselves in the election. Meanwhile, the World Bank s Project Coordinator for the Second Chance Education, Marcal Maia do Rego said the referred program had been included in the country s national curriculum. *MAE postpones village chief election to October The Ministry of State Administration and Territorial Management (MAE) has postponed village chief election to October 29, 2016 instead of September 30 to let more people run for the election especially women candidates. Deputy Minister for MAE, Thomas Cabral said MAE postponed the election to October to give more times to encourage potential women to candidate themselves for village chief. I would like to congratulate women organizations which have trained and encouraged potential women to run for village chief election, Minister Cabral said. They have done great job. *ADTL concerned about people with disabilities become victims of sexual abuse Timor-Leste s People with Disabilities Association (ADTL) lamented with people committed sexual abuse against people with disabilities, but there was no justice at all. ADTL Spokesperson, Mafalda Gusmão said according to the data that they had, many people with mental problem experienced sexual abuse until they were pregnant and had babies, but fathers of these babies remained unknown. I consider this act as irresponsible, inhuman and discriminative against people with disabilities, Mafalda said at her office in Mascarinhas, Dili, yesterday. *Philippines offers scholarship to F-FDTL members in civil aviation area The Timorese Government continues strengthening its bilateral cooperation the Government of the Philippines to offer scholarship to the Timorese Defense Force (F-FDTL) members in the area of civil aviation. F-FDTL Commander, Major General Lere Anan Timur said Timor-Leste and the Philippines continued strengthening their military cooperation because F-FDTL planned to form aero component, so training of pilot was necessary. I will meet with Minister for Defense and then we will send official letter to the Government of the Philippines, Lere told journalists at F-FDTL Headquarter in Fatuhada, Dili yesterday. *NGOs condemnation widens rift with Australia *Independente, September 15, 2016 The message that Timorese people should be wary of its rich neighbor s political self-interest has widened an increasingly public divide between Timor-Leste and Australia, with a leading Timorese civil society figure the latest to join the condemnation. In an interview with the Independente on Tuesday, Arsenio Pereira da Silva, Director of FONGTIL, a national civil society umbrella organization, said Timorese politician were open to exploitation from Australia. We know that Australian Government has many interests, has money, and can pay people to do (some) things, Mr. Pereira said. The mounting criticism of Australia comes amid growing frustration over stalled maritime border talks. On Saturday the Head of Timor-Leste s Maritime Boundary Delegation lashed out at Australia, accusing its government of manipulating its poorer neighbor under pretense of assistance, as Australia continues to fend of attempts to implement a permanent equidistant maritime boundary between the two nations. September 14,2016 *Xanana calls on Timorese to continue fighting for sea border *Radio Timor-Leste, September 14, 2016 language source: Tetun Timor-Leste s Head of Negotiator for Maritime Border Issue, Xanana Gusmao has called on all the Timorese to continue fighting for their right to Timor Sea. Xanana made the call regarding legal proceedings for maritime boundary dispute between Timor-Leste and Australian in the International Court of Arbitration, the Hague of Holland. The ex-guerilla fighter commander said the Timorese people should not be afraid of Australia if it did not want to prioritize the definition of maritime border of the two countries. The process of negotiation takes time as Australia does not want to define the sea border between the two countries, he says.
4 *Parliament and civil society question process of capturing CRM members *Radio Timor-Leste, September 14, 2016 language source: Tetun Parliament and civil society organization have questioned the process of capturing the members of CRM [Maubere Revolutionary Council] who are still on the run as it has been about two years, but they have not yet been captured. Director for Judicial System Monitoring (JSMP), Luis Oliveira Sampaio said CRM members had not yet been captured as there was a different opinion by the decision maker in the country. Meanwhile, Director for NGO, MAHEIN, Nelson Belo called security force commands to view the warrant of arrest issued for CRM members who were still on the run. MP Cesar Valente from the Parliament said these CRM members should be captured as the Court had issued the arrest warrant.
