3 Introduction Access - Safety Various incidents have arisen in the past due partly to poor knowledge and incorrect application of the safety regulations. Clearly, therefore, there is a need to ake these regulations better known. A for regarding the safety rules fro the Joint Coittee for Prevention and Protection at the Port of Antwerp will be presented to the aster to be signed for acknowledgent. This folder is issued on behalf of Antwerp Port Authority, the local Safety Coittee, the Pilotage and stevedores. It is aied at ship s asters, inforing the about the local safety regulations regarding safe access and ooring. It also gives the general layout of the tidal berths. Below is a detailed gangway/accoodation ladder checklist for vessels. Although it ight see that this inforation concerns the tidal berths only, the regulations are applicable in the whole port area. Ship owners, ship operators, asters and their respective representatives are reinded of their responsibility under international and local regulations to provide safe access to and fro the ship If no safe access no access! 1 Rope guardrails tight Stanchions free of distortion and all in place 3 Safety net positioned between ladder and ship 4 Hoisting arrangeents clear of head height 5 Steps free of oil, grease and ice 6 Botto platfor level (where fitted) 7 Lighting arrangeents positioned effectively 8 Base clear of obstructions 9 Lifebuoy with light / line with float available 3

5 Mooring at Scheldt River Berths and DEURGANCK DOCK Nuber of shiplines: iniu iposed VESSEL LENGTH Headlines FWD Spring Aft Spring STERN LINES 4 4 Prohibition of ooring on autoatic winches solely > The attention of asters is drawn to the fact that on several occasions in the past, ships oored at river terinals and in the Deurganck dock with all ooring lines on autoatic tension winches, have shifted over a distance of ore then 0 etres along the quay, due to the wake and suction of passing vessels cobined with current. This has resulted in broken lines, daage to gangways and extreely dangerous situations in relation to gantry cranes < For this reason ooring on autoatic tension winches solely is not allowed according art. 48 of the Antwerp Port Police Regulations and inforation Note to Port Custoers N Ships over 50 in length fore : 4 headlines and springs, aft 4 sternlines and springs Ships between 180 and 50 fore: 3 headlines and springs, aft 3 sternlines and springs Ships between 140 and 180 fore: headlines and springs, aft sternlines and springs Ships saller than 140 fore: headlines and 1 spring, aft sternlines and 1 spring Mooring recoendations Sufficient lines to keep the vessel properly oored should be belayed on bollards at all ties, or, when fitted on drus, with the brake on and the winch disengaged. Additional lines ay be put on autoatic tension control only if there is already the iniu nuber of other lines. Miniu requireents CONSTANT STAND-BY AND SUPERVISION IS REQUIRED, IN ORDER FOR SLACK TO BE GIVEN OUT OR TAKEN IN, SO AS TO KEEP THE LINES PROPERLY TENSIONED Ships ust be safely oored alongside according to the rules of good seaanship. Slack lines ust be avoided. In case of noncopliance the aster ay be suoned and fined. (A coplete version of this regulation ay be obtained fro the dockaster or stevedore.) The following iniu requireents ust be respected regarding the nuber of ooring lines in relation to the ship s length. Additional lines ust be used whenever the conditions require (these additional lines ay be put on autoatic tension control). 6 7
