1 One pagers Dutch local LGBT policies Per municipality
2 Summary of Dutch LGBT policies and services - per municipality, in alphabetical order In 2007 the Dutch Ministry of Education, Culture and Science invited 25 municipalities to become frontrunners in the field of LGBT emancipation. Eighteen municipalities committed themselves to developing or implementing LGBT emancipation policies at the local level. The experiences involving the eighteen frontrunner communities from 2008 until 2011 show that intensifying the focus on this target group in local policies bears fruit. In line with international developments, local governments also focused explicitly on the LGBT (lesbian, gay, bisexual and transgender) community. This is partly the reason why the Local LGBT Programme has been in effect since Due to the desire for national coverage the 50 largest municipalities in the Netherlands and the three large Zealand municipalities were invited to join the programme. The programme was eventually expanded by an additional 22 municipalities. Ultimately, the focus on LGBT emancipation in these 40 municipalities must be anchored in local policy. In addition to social acceptance, the government also lists safety and security as another key focus area for LGBT policy. This overview contains, per municipality, a description of the type of policy, the key focus areas for the period , the municipal sectors and/or services involved and the collaboration partners for implementation. The officials responsible for Local LGBT have completed this overview and all of their contact details are listed, should you have any questions about the approach and/or contents of their local LGBT emancipation policy. 9 Municipality of Amsterdam Specific policy letter on Lesbian, Gay, Bisexual and Transgender (LGBT) emancipation for / embedded and mainstreamed LGBT emancipation into general local policy. There is also a number of city districts that have an LGBT policy. While the acceptance of the Lesbian, Gay, Bisexual and Transgender community is a personal matter, failure to accept this community affects their freedom and that is when the government must act 1982 Combating violence and discrimination and Promoting LGBT emancipation and social acceptance of the LGBT community. 10 Municipality of Arnhem Specific memorandum on LGBT emancipation (sexual diversity policy) The Municipality of Arnhem favours an inclusive policy. Sexual diversity policy must be explicitly implemented in the mainstream policy programmes. This means that specific principles must be formulated within the various areas of policy referred to here. 13 Municipality of Delft Its "LGBT policy" started out as a specific target group policy. However, instead of remaining an independent theme, the municipality of Delft now aims at increasing consideration for LGBT issues in overall municipal policy. Gradually, more attention is being given to the target group within fields such as education, care for senior citizens and safety. To promote safety, assertiveness and social acceptance. 14 Municipality of The Hague Specific memorandum on LBGT community. The purpose of The Hague's LGBT emancipation policy is to enable lesbian, gay, bisexual and transgendered persons to be themselves in a self-confident and visible manner. LGBT emancipation is different from female and male emancipation in the sense that in this case, the emphasis is on equality, social acceptance and safety. The basic principles of the LGBT policy can be found in the The Hague memorandum on LGBT emancipation entitled, Simply Different. In 2011 this specific LGBT emancipation policy was continued, strengthened and made more specific. 18 Municipality of Enschede Incorporating social acceptance of sexual diversity into all policy areas of Enschede Enschede wants all of its residents to feel safe and at home in the city and for them to have a fair chance to participate in society. Involvement to promoting a tolerant and open-minded society for a diversity of residents. 29 Municipality of Lelystad The fundamental principle for the municipality of Lelystad is to encourage the self-reliance and personal responsibility of its residents. This is achieved by creating natural networks around people. While the municipality does not create separate policies for target groups, there are focus groups for which attention is requested within the existing areas of municipal policy. The LGBT group experiences problems with social acceptance and often deals with the loss of their social networks.
