1 BUREAU OF INDIAN STANDARDS CENTRAL MARKS DEPARTMENT-III Our Ref: CMD-III/16: March 2007 Subject: Implementation of revised Standard IS 2062: 2006 Hot Rolled Low, Medium and High Tensile Structural Steel and revised STIs ( Doc : STI/2062/PP/9 June 2007, Doc:STI/2062/SP/4 June 2007 and Doc: STI/2062/R-1/8 June 2007) IS 2062 : 1999 has been revised as IS 2062:2006. Following modifications have been made in this revision: 1) Title of this standard has been modified. 2) Amendment no. 1,2,3 and 4 have been incorporated. 3) Number of Grades have been increased to nine. 4) A new clause on references has been incorporated. 5) International grades designation system based on yield stress has been adopted simultaneously old designations have also been given in parentheses. 6) Provisions of normalizing rolling/controlled cooling have been incorporated. 7) Requirements of IS 1977 and IS 8500 have been incorporated. The revised standard shall supersede the following standards: a) IS 1977:1996 Low Tensile structural steel b) IS 8500:1991Structural steel Microalloyed (medium and high strength qualities) The revised draft STI was circulated vide CMD Note of even number dated 10 January, 2007 for seeking comments of ROs/BOs. However, no comments were received. Accordingly draft revised Scheme of Testing and Inspection has been finalized as under: Doc: STI/2062/PP/9 June Doc: STI/2062/SP/4 June Doc: STI/2062/R-1/8 June (copy of STI available on BIS Intranet) In order to implement, revised standard and Scheme of Testing and Inspection following procedure shall be adopted: For existing licensees: 1. Since Revised Standard shall supersede IS 1977:1996 and IS 8500:1999 licensees holding licence as per above standards are required to changeover to IS 2062:2006 w.e.f 1 st June In case firm is holding more than one licence i.e IS 2062:2006, IS 1977:1996 and/or IS 8500:1999 licence as per IS 2062:2006 to be retained and other licenses to be cancelled w.e.f 1 st June 2007.In case firm is operating licence for IS 1977:1996 and/or IS 8500:1999 only,same to be changed to IS:2062:2006 w.e.f 1 st June 2007 incorporating grade/size /sections covered in the existing licenses.

Endorsement in the license as per revised standard shall be made after obtaining Acceptance of revised STI as per IS 2062:2006.No additional tests have been specified in the revised STI, therefore no verification visit required, grade designation to be endorsed as per Table 1 of IS:2062: Action shall be taken as per OMPC 2004, if the licensee fails to submit the acceptance of STI in stipulated time. For Applicants: 1. All new applications may be recorded and processed as per revised IS:2062: New licences shall be granted during this period as per existing standards however, ROs/BOs shall ensure that new licensees shall implement to revised standard and STI within the stipulated period. PRIMARY PRODUCERS SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF HOT ROLLED LOW, MEDIUM, AND HIGH TENSILE STRUCTURAL STEEL ACCORDING TO IS 2062:2006 (Sixth Revision) 1. LABORATORY A laboratory shall be maintained which shall be suitably equipped and staffed where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 2. TEST RECORDS - All records of tests, inspection and calibration shall be kept in suitable forms approved by the Bureau. 2.1 All testing apparatus/measuring instruments shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. Tensile testing machine shall be calibrated at least once in a year. 2.2 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time on request. 3. QUALITY CONTROL It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part I):2003, to IS 397(Part 4):2003]. 3.1 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO STANDARD MARK The Standard Mark, as given in Column (1) of the First Schedule of the licence, is specified for Hot rolled low, medium and high tensile structural steel specified in IS 2062: TEST CERTIFICATE - For each consignment of BIS certified material conforming to IS 2062:2006 there shall be a test certificate which shall contain the Standard Mark, the cast numbers, the grade designations and the corresponding test results (as given in Annex I). 4.2 MARKING - The cast numbers and name or trade mark of the manufacturer shall also be indicated in the following manner : a) Each product, with the exception of round, square and hexagonal bars and flats, shall carry a tag or be marked with the manufacturer's name or trade-mark. Bars
4 STI/2062/PP/9 June2007 and flats shall carry a tag bearing the manufacturer's name or trade-mark. Designation of steel should also be similarly marked on the product or tag. b) Each heavy, medium structural mill and plate mill product shall be marked with the cast number. Plates produced from strip in coil form shall be marked with cast/heat number on top plate of each pile/packet. 4.3 The ends of the rolled products shall be painted with colour code, as agreed to between the purchaser and the manufacturer/supplier. 4.4 Subject to prior agreement between the purchaser and the manufacturer/supplier, suitable protective treatment may be given to the material after rolling. 5.0 LEVELS OF CONTROL - The tests, as indicated in Table 1 attached and at the levels of control specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2.0 above. All the production which conforms to the Indian Standards and covered by the licence shall be marked with certification mark of the Bureau. 5.1 In respect of all other clauses of the specification the factory will maintain appropriate control and checks to ensure that their product conforms to the various requirements of this specification. 6.0 REJECTIONS A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no circumstances be stored together with that conforming to the specification. 7.0 SAMPLES The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended, from the factory or godowns. The Bureau shall pay for the samples taken by it from the open market. 8.0 REPLACEMENT Whenever a complaint is received soon after the goods with Standard Marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm shall have own complaint investigation system as per IS/ISO10002.
5 STI/2062/PP/9 June In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 9.0 STOP MARKING The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. 9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau PRODUCTION DATA The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence. Stricter tolerances may be followed if agreed to between the purchaser and the manufacturer. Note :- 1. RETEST : Should any one of test pieces first selected fail to pass any of tests specified in this standard, two further samples shall be selected for testing in respect of each failure. Should the test pieces from both these additional samples pass, the material represented by the test samples shall be deemed to comply with the requirements of that particular test. Should the test pieces from either of these additional samples fail, the material represented by the test samples shall be considered as not having complied with this standard. 2. Calculation of Mass : The mass of steel shall be calculated on the basis that steel weights 7.85g/cm 3

(Tested steel means BIS certified steel for the purpose of operation of BIS certification marks scheme.) 5.2 Care shall be taken to segregate tested billet ingots, billets, blooms & slabs castwise/gradewise on the arrival of the wagons to the consignee's destination In case the quantity of billet ingots, billets, blooms and slabs in a cast is small and it is difficult to roll such material castwise or it is not possible to segregate the material castwise, the same may be segregated gradewise into lots for rolling into finished steel. 5.3 If the tested billet ingots, billets, blooms & slabs received do not carry the cast number or any other identification mark, they shall be marked for identification In case of mix up three samples for every 50 tonnes or part thereof in a consignment of unidentified tested material shall be tested for chemical analysis. 5.4 A record shall be maintained showing the quantity of tested billet ingots, billets, blooms and slabs received and the products rolled from each consignment. 5.5 In respect of all other clauses of the specification the factory will maintain appropriate control and checks to ensure that their product conforms to the various requirements of this specification.
17 STI/2062/R-1/8 June REJECTIONS A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no circumstances be stored together with that conforming to the specification. 7.0 SAMPLES The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended, from the factory or godowns. The Bureau shall pay for the samples taken by it from the open market. 8.0 REPLACEMENT Whenever a complaint is received soon after the goods with Standard Marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm shall have our complaint investigation system as per IS/ISO In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 9.0 STOP MARKING The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. 9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau PRODUCTION DATA The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence.
