5 Changing times Until 2000 rural Twente was agricultural But stricter environmental rules and animal diseases (swine fever and foot and mouth disease) caused bad image farmers + Economic downfall farmers and tendency towards enlargement of scale Change of direction by rural development (renewal) - Governments, by incentives (LEADER+, other subsidies) - Agricultural sector, by change in mentality world market versus regional market - Citizens, by more involvement into their leisure zone

12 LEADER in Twente Within Region Twente 3 Leader areas (North East, South and West-Twente) All Leader areas have the same structure, a local action group with eldermen and stakeholders/keypersons of rural areas
13 Material results in South Twente projects 10 mln (EU 3,5 mln, private 3 mln) projects 7,5 mln (EU 2,2 mln, private 2,5 mln)
14 Immaterial results - Impulse for rural area - In cities better image of rural area - In cities more awareness of the quality of rural area - More social cohesion within small communities - Starting of cooperation between governments, educational institutes, citizens and companies via the Green Knowledge Portal Twente
15 One of the bases of the LEADER success -> Regional solidarity Common decisions on projects and common contributions to projects The local contribution to LEADER projects ( 30% of the total costs): 50% by the municipality of the project 50% by all municipalities, each municipality contributes at the rate of inhabitants of the rural area, Hof van Twente 35,9%, Haaksbergen 22,9%, Almelo 9,5%, Enschede 10,3%, Hengelo 2%, Borne 19,4% Very simple but very effective for involvement of cities and vilages!

23 What s next? Developing new LEADER relations into a lasting cooperation and discovery of new impulses for urban rural partnerships within a new common area (urban fringe) and interest Learn from others, good examples in EU projects like SURF and URMA and in the Netherlands, e.g. in Amsterdam: - Responsible Capital (demographic change) - Proeftuin Amsterdam Local Food change - Floriade 2022 candidacy (combining agribusiness and urban development
24 What s next? - Further development of Green Knowledge Portal Twente: commitment of students to their region - Development of new ideas to trigger cooperatives of rural communities, with involvement of citizens -> new ways of funding and financial involvement, based on responsibility and sustainability - Building up a common strategy for both urban and rural development, not separately - Regional food market will become more important
