1 Rural Directorate ~ The Scottish Government THE DISEASE CONTROL (INTERIM MEASURES) (SCOTLAND) ORDER 2002 THE DISEASE CONTROL (ENGLAND) ORDER 2003 (AS AMENDED) DIGEST JANUARY 2008 LIVESTOCK MOVEMENTS DIGEST Scotland England Movement of livestock - cattle sheep/goats - pigs - deer All movement subject to general licensing arrangements with animal identification and notification of movement to BCMS, or LAs (as appropriate within 3 days of movement). Actual movement must comply with 13 day rule (or 20 day rule in the case of pigs - PRIMO requirement) taking into account separation facilities and exemptions. On-movements of pigs will trigger a 20 day standstill on the entire premises unless they are kept in separate facilities under an approved separation agreement. 1 Most movements of cattle, pigs, deer, sheep and goats are covered by general licences. Pigs moving from markets and movements of livestock where the owner/keeper has been banned from moving animals under a General Licence, require application for and issuing of an Individual Movement Licence. All movements of cattle, sheep, goats, deer and pigs require animal identification and notification of movement to BCMS, DEFRA or Local Authorities (LAs) (as appropriate, within 3 days of movement). Movement of pigs onto a premises triggers a 20 day standstill on any pigs but only a 6 day standstill on any cattle, sheep or goats. The movement of cattle, sheep or goats triggers a 6 day standstill on cattle, sheep, goats or pigs on the premises of destination. Movement of deer onto a premises does not trigger any standstill on any animal on that premises. Similarly any movement onto a premises where deer are resident does not trigger any standstill period on those deer. Deer movements get
2 reported to LAs by the completion of an AML 24 form. 3 Cross-Border Movements All cross-border movements for cattle, pigs, sheep, goats and deer can be carried out under General Licence. Movements into Scotland will be under a General licence or Individual Movement Licence as appropriate. Movements made under a General Licence will be accompanied by a movement document (AML 1 form). The recipient of the animals must send the movement document to SAMU. Cross border moves under a Sole Occupancy Authority (SOA), that link a premise in England with one in Scotland are only allowed in special circumstances. The local DVM must be consulted in each case. Cross Border Movement Reporting Sheep and goats moving out of Scotland must be accompanied by a Scottish Movement document. Multiple pick-ups and drop-offs Unlimited pick-ups and drop-ofts permitted. Multiple pick-ups and drop-ofts permitted: The main conditions applying to movements of cattle, sheep, goats and pigs where multiple pick-ups or dropofts are involved are: There can only be one delivery point for multiple pickups, except where all of the animals are being delivered to more than one slaughterhouse. A market can be the starting point for a trip involving multiple drop-ofts at farms or slaughterhouses, but a market cannot be one of a chain of multiple drop-oft points. Multiple pick-ups and multiple drop-ofts cannot be combined in the same trip, except where all of the animals are being delivered to slaughterhouses. 3 Any multiple pick-ups involving markets or slaughter collecting centres can only drop-off at a
4 slaughterhouse. Markets and slaughter collecting centres must be the final pick-up points in a sequence (e.g. farm - farm - farm - market - slaughterhouse). All multiple pick-ups and drop-ofts must take place at premises that have prior approval from Defra to operate as a multiple pick up! drop oft site. Thereafter they may move from show to show without triggering a standstill. They may return to their farm of origin between shows and move to a further show within 6 days (20 days for pigs) provided that they are kept in approved isolation facilities on the farm.

Cattle, sheep goats and pigs going to shows from a premises where no suitable isolation facilities exist will have to: Obs.erve a 6 day whole farm standstill (20 days for pigs) before they go to the first show. Trigger a 6 day standstill (20 days for pigs) on the whole farm when they return from any show. They may return to their farm of origin between shows and move to a further show after 6 days (20 days for pigs) provided that there are no other movements onto the holding concerned. For all cattle, sheep and goats that are sold at a show the 6 day standstill (20 days for pigs) will apply at the premises of destination. No other animal will be able to move from those premises for 6 days (20 days for pigs). Movements to and from shows will have to be reported in line with the requirements of the Disease Control (England) Order 2003 (as amended) and the Sheep and Goats (Records, Identification and Movement) (England) Order 2005 (as amended). A 27 day period must elapse between shows that are held on grass. 7
8 Sheep dog trials Sheep moving to a sheep dog trial are not subject to a 13 day standstill. The sheep move under the same conditions which apply to agricultural shows/exhibitions. Sheep moving to a holding for a sheep dog trial will incur a standstill on that holding for 6 days. Sheep returning to the farm of orgin will also incur a 6 day standstill. Emergency Veterinary Treatment I Research Artificial Insemination Animals must be isolated from all other animals when treatment is being carried out and, other than pigs, do not trigger a 13 day standstill on their return home; these animals are exempt from 13 day standstill. After treatment pigs on return to home farm must be detained there and be kept separate from all other pigs for a period of 20 days - PRIMO requirement. Pigs, cattle, sheep and goats moving to and from an artificial insemination centre are exempt from 13 day (20 days for pigs - PRIMO requirement) standstill. Movements to: Animals may move to a place for veterinary treatment irrespective of any standstill. Once at the veterinary centre all animals must be kept in complete physical isolation from all other animals present at the holding. Movements from: Animals (except pigs) returning to the holding of origin are exempt from a standstill provide they have been isolated from other animals whilst undergoing veterinary treatment. Movement of pigs returning to premises of origin will not trigger a standstill provided they are isolated from other animals for 20 days following their return. Movements to: Sheep and goats may move to an artificial insemination centre (AIC) irrespective of any standstill providing they have been isolated for 6 days before departure. Cattle and pigs may move to an AIC irrespective of any standstill. Movements from: No standstill is imposed when cattle return to the 8
9 farm of origin. No standstill is imposed for pigs returning to the farm of origin providing that they are isolated from all other animals after their return. No standstill is imposed when sheep and goats return to the farm of origin providing that that they are isolated from all other animals after their return and that they were isolated from all other animals whilst at the AIC. Diagnostic tests at a laboratory Movements of animals to a laboratory for diagnostic tests to be carried out to ascertain whether the animal is affected by, or has been exposed to, disease need not respect any standstill on the holding of departure and will not trigger a standstill on arrival at the laboratory. All animals must be kept physically isolated from all others present at the premises. 9
