3 EU situation on scaling up disruptive, marketcreating innovation On scaling up: US: 101 Unicorns China: 36 Unicorns EU: 19 Unicorns Source: Fortune, 'The Unicorn list 2016'; 'Unicorns' are start-ups with a market value > $1 billion On disruptive, market-creating innovation: s that create new markets and jobs - not just improving existing products and services, not just tech (also business model, user based) Major new markets led by non-eu companies: Google, Apple, Facebook, Amazon, Alibaba, Tesla, Netflix etc. 3

6 Possible functions of EIC Bring together and simplify access to current EU innovation support? Fill gaps in current EU support for innovation (e.g. more support for 'scale-ups', mentoring, bridging the 'valley of death')? Provide strategic advice to improve innovation environments (e.g. on regulation, policies, practices)? Provide investor/firm matchmaking function? Create synergies with other sources of EU funding (e.g. EIT, EIB/EIF, Structural Funds)? 6

7 Call for Ideas A different approach giving innovators a chance to help shape the EIC design Call for Ideas launched on 16 February ( Closing date of 29 April 2016 In parallel gathering advice from RISE group of experts 7

8 Preliminary data from Call for Ideas More than 500 responses and 5 position papers to Call for Ideas (as of 1 March) Strong interest in doing more at EU level for innovation and establishing a European Council EU innovation support schemes considered to lack coherence and hard to navigate Gaps in current support for disruptive innovation and scaling up Support for a strategic champion for innovation at EU level 8

9 Preliminary data from Call for Ideas Indicate that according to the first reactions there is a strong support for taking steps to: 1. improve access for innovators to EU programmes; 2. enhance support for disruptive market-creating businesses so that they scale up into world-beating businesses; and 3. improve strategic advice to the Commission on innovation 9

10 Next Steps Informal discussions like these continue in parallel with Call for Ideas DG RTD analyses the responses Debates take place in different fora (e.g. Council Working Party, ITRE Committee, ERAC committee ) DG RTD seeks buy-in from other DGs [Presentation of initial proposals to Competitiveness Council (27 May)] Inclusion of EIC in H2020 Strategic Programming process for Work Programme 10
