1 As of 24 July 2015 CAPACITY ASSESSMENT TOOL USER GUIDE INTRODUCTION 1. Before signing a grant agreement, the Global Fund needs to ensure that the proposed implementation arrangements, systems and capacities of key grant implementers are adequate for effective financial and programmatic management of the grant funds with the aim of achieving maximum impact against the three diseases. The assessment of these systems and capacities is done in the following functional areas using the Capacity Assessment Tool (CAT) 1 : Monitoring and Evaluation Procurement and Supply Management Financial Management and Systems Governance and Program Management (including Sub-Recipient Management) The capacity assessment supports the process of establishing whether minimum standards for Principal Recipients are met, and addressing any questions the Country Team may have in verifying the information presented by the CCM in the Concept Note on the PR s compliance with minimum standards. 2. What has changed? Previous assessment process New assessment process 1. Assessment focused on PR only 1. Possibility to extend scope of assessment to other key implementers (below the PR) 2. Objectives of Capacity Assessment The capacity assessment aims to: Describe and assess the proposed implementation arrangements and systems to be used for grant implementation (e.g. procurement and supply management, monitoring and evaluation); Determine if the nominated key implementers have adequate capacity and systems in place to fulfill the role assigned to them in the program; and Identify critical capacity gaps and determine capacity building measures to address these in the short and/or long term to enhance the efficiency and effectiveness of the implementation of the grant. 4. Timing of the Capacity Assessment The capacity assessment (especially for new PRs), should be initiated as soon as the PR has been identified and prioritized and completed as early as possible in the grant making stage. For countries deemed very high risk where the proposed PR is known sufficiently in advance (e.g. where the Global Fund applies additional safeguard policy and selects a new PR), the capacity assessment should be substantially completed prior to the submission of the Concept Note to the TRP. 5. Tailoring of the scope of the assessment The assessment covers both new and repeat implementers. The depth and scope of the assessment and requested information is tailored by the Country Team, guided by Functional Hubs and Regional Managers 2, based on already existing information. The following factors drive the tailoring of the capacity assessment. The Functional Hubs has developed further guidance to the Country Teams for tailoring the functional assessments taking into consideration these parameters: Type of implementer i) For repeat implementers that will continue to implement a program without major changes to the implementation arrangements and scope it is likely that the Country Team can largely finalize the assessment with no or limited input (focusing only on areas where issues may have occurred in the past) from the implementer and/or LFA. If, however, the scope and scale of the new program are significantly different/larger, then the Country Team may require more input from the implementer and/or the LFA before it can finalize the assessment and provide the final rating. ii) New implementers will require a more complete assessment of the relevant functional areas. In such cases the required inputs from the assessed implementer and the LFA is expected to be significantly greater than for repeat implementers. Role of the implementer in the program as identified through the implementation arrangements map. For example, if the assessed implementer will not conduct any procurement, the Country Team would select the rating not applicable for the relevant sections of the PSM assessment that do not require an assessment. Existing risk, capacity and related assessments may limit the need and scope of the detailed assessment including information requirements from assessed implementer and/or LFA. i) Recent QUART: If the implementer(s) is the same, a recently completed QUART and an on-going action plan addressing identified risks associated with the implementation of a grant by the assessed implementer can be used for tailoring the Capacity Assessment Tool. The Country Team may decide not to conduct a detailed capacity assessment if the QUART 2 Regional Department Heads for high impact countries 2

3 sufficiently identifies all issues and the action plan addresses these points. ii) Other Global Fund-related documents: Relevant reports (e.g. recent audit reports, PUDRs, PUs, OSDVs, etc.) inform the Country Team on the existing capacity and systems issues and risks. Where significant issues were brought to light, the Country Team may decide to document them in the assessment tool and propose related mitigating measures; or it may decide to use the assessment to dig deeper into the issue and request the LFA to complete certain sections of the assessment tool relevant to the issues (e.g. assessed implementer with significant issues identified by recent audit reports may need to undergo a thorough capacity assessment in the area of financial management and systems). iii) Partner assessments: As much as possible and feasible, the Country Team should draw on relevant donor or partner reports and recent capacity assessments to complete the assessment. Value of funding request - if it is low (e.g. less than USD 5 million annual budget; low PSM value up to USD 500,000) then the Country Team may not require a detailed capacity assessment in certain functional areas and complete the assessment without the input from the assessed implementer and/or LFA. 6. Outputs of the Capacity Assessment i) Rating Based on its existing knowledge and analysis of implementers and systems capacities in country and supported by information available within the Secretariat, information provided by partners, the assessed implementer as well as the LFA s assessment findings (as relevant), the Country Team determines: A rating for each of the functional areas and rationale (this is the minimum requirement see paragraph 8); and/or A rating for each section in each of the functional areas (including justification for ratings of minor or major issues). ii) Action plan Rating Methodology No Issues: Adequate capacities and systems are in place to implement the grant. Minor Issues: Required capacity and systems are generally in place. Capacity gaps pose minor risks that can be managed and/or strengthening measures can be implemented prior to grant signing or in less than 6 months. Major Issues: There are significant gaps in capacities and systems that pose major risks to a successful grant implementation. Addressing these gaps requires longer-term (more than six months) technical assistance and/or capacity building and/or a temporary outsourcing of the function (e.g. fiduciary agent, procurement agent, etc.) Unknown: Not enough information to assess the capacities and systems and to provide a rating. Not applicable: The requirement is not relevant to the scope of responsibilities of an implementer in the program. If there are identified key capacity gaps or system issues, the Country Team determines measures to address and details them in the action plan for each functional area. 7. Responsibilities Country Team: leads and finalizes the assessment using information provided by the assessed implementer and analysis from the LFA, as relevant. FPM manages and coordinates the process and submits the final assessment. 3

4 FPM (with support from the Legal Officer as required) is responsible for the Governance & Program Management section. It is the FPM s responsibility to coordinate and submit the final assessment. Functional specialists in the Country Team (i.e. M&E, PSM and Finance) are responsible for i) the tailoring; and ii) completion of those parts of the assessment tool relevant to their expertise. Functional Hub Managers and Regional Managers/Department Heads 3 direct the Country Team in the process of tailoring the scope of the assessment and the required input from the assessed implementers and LFAs; and sign off on the final Country Team assessment and Action Plan as part of the review and approval of the finalized grant agreement prior to the second GAC meeting. Implementer: The implementer that is being assessed completes sections of the Capacity Assessment Tool that have been selected and requested by the Country Team and provide other supporting documentation as relevant. The assessed implementer has to ensure that it provides complete and accurate information to inform the assessment process. Local Fund Agent (LFA) The LFA provides inputs on specific sections of the assessment that the Country Team has requested. The LFA has to ensure that it provides complete and accurate information to inform the assessment process. The required outputs from the LFA review are described in the section on Conducting the Capacity Assessment (Step 5 below) The roles and responsibilities of each stakeholder in the assessment process Country Team, implementer and LFA are depicted below. 3 Departments Heads of High Impact Asia, Africa I and Africa II countries 4

5 CAPACITY ASSESSMENT TOOL USING INFOPATH 8. Overview of the Capacity Assessment Tool (CAT) The CAT is developed using the InfoPath tool. The tool can be found here and has the following components: Cover Page: Contains information about the implementer being assessed and the Country Team doing the assessment. Dashboard and Tailoring Page: Page where the Country Team provides an initial rating and indicates sections that would require implementers and/or LFA inputs. If no inputs are required from the implementer and LFA, the assessment can be finalized using the dashboard. 4 Functional Assessments - M&E, PSM, Finance and Governance: This is the page where implementers provide the requested information for the assessment, the LFA inputs (as required), and the Country Team completes and finalizes the detailed assessment. This section also contains a section on action plan where measures to address identified capacity gaps are captured. Summary Page: This page summarizes the Country Team s overall rating for each functional area, and individual ratings for all sections under each functional area, if relevant. This page cannot be edited and automatically copies Country Team ratings from the 4 functional assessments. Consolidated Action Plan: This page consolidates the Country Team s recommendation on required measures to address identified capacity gaps and systems issues. 9. Administering the CAT The Admin Page (see Figure 1) shows each step of the assessment tool completion process once the Country Team has decided which implementer(s) to assess based on the implementation mapping arrangements. The Admin page depicts at which stage the assessment process is. Only FPMs/POs can access and navigate on the Admin page. This means they can re-set the status of the process, as needed, by clicking any of the status buttons. For example, if the status of the tool is on 5-Implementer submitted for CT approval and the Country Team needs to correct some information on the Cover page of the tool, it can click on status 2-CT general information and make the necessary edits on the Cover page. Without re-setting the process to this status, the information on the Cover would not be editable. The FPM/PO s navigation on the Admin page is critical also for allowing edit access to the implementer and LFA. If, for example, the Country Team requires additional information from the implementer after the latter had already submitted its input, the Country Team could revert the tool to the implementer for further input by changing the status back to 4-Implementer input and sending the link to the tool in an to the implementer. 5

6 CONDUCTING THE CAPACITY ASSESSMENT Step 1. Country Team identifies key implementer(s) to be assessed 10. All PRs will need to be assessed. The Country Team may decide that certain implementers, besides the PR, require a capacity review. This may be required because: they manage significant portions of the grant funds posing substantial fiduciary risks (e.g. SRs handling more than 50% of grant funds); and/or they are critical from a programmatic standpoint posing substantial programmatic risks (e.g. SRs implementing risky activities such as trainings; covering a large geographical area, etc.); and /or they have a track record of weak/unreliable implementation; and/or the Country Team has insufficient information on the capacity and track record of an implementer that is judged critical for program success and achieving impact. 11. The aim is for Country Teams to understand as early as possible in the process (ideally during Concept Note development) which entities will be responsible for a significant part of implementation, both from a programmatic and fiduciary standpoints, and which systems and implementation arrangements the program will be using. Key implementers (other than the PR) should be identified based on the implementation arrangements map to be prepared by the CCM under the guidance of the Country Team. This map is mandatory for all new grants to be done before grant signing (see Implementation Mapping Guidelines). 12. The identification of key implementers to be assessed (besides the PR) is based on the judgment of the Country Team and the availability of reliable and sufficiently detailed information relating to the proposed implementation arrangements during the time of Concept Note development and/or 6

7 early Grant Making. 13. The PR, by default, is responsible for evaluating SRs. In cases when, the PR is a pass-through PR, is managing a Regional grant, or has known capacity issues or is not deemed sufficiently independent to conduct a thorough assessment of key implementers, the Country Team may: Use certain sections of the Capacity Assessment Tool to assess key implementers or Incorporate this into future LFA oversight assurance. 14. Given the PR s program management role and its overall responsibility for grant implementers capacities and performance, it is critical that before finalizing the assessment of any implementer that is not a PR (such as an SR) the Country Team shares and discusses the assessed implementer s input in the tool, as well as the Country Team s proposed capacity strengthening measures (as relevant) with the PR. This is to ensure adequate buy-in by the PR and a shared understanding between the PR and the Country Team of the capacity constraints of the implementer and the actions that need to be implemented in order to overcome them. Please refer to FAQs on how the Country Team can share the implementers inputs with the PR. 15. How to Initiate a CAT: Once the implementer to be assessed has been identified, the Country Team can already initiate the CAT. The capacity assessment tool is completed per implementer, i.e. if the Country Team decides to assess two key implementers, then two assessment tools need to be completed. The CAT can be initiated as follows: i) Open link to the Capacity Assessment tool and click on New to create a CAT: ii) Enter the required information in Cover page, i.e. name of country and disease Click Next 1 complete required fields on assessed implementer and assessment information (for date of assessment: please enter the start date of the assessment, i.e. the date the Country Team completes the Cover page) Click Next 2 to move onto the tailoring step. 7

8 Step 2: Country Team tailors the assessment and information requirements in the tool 16. The Country team tailors the scope of the assessment, based on the parameters set in paragraph 5. As part of this step, the Country Team may assign initial ratings and determines for all sections in each of the functional assessment areas whether: Sufficient and reliable information is already available and no additional information/assessment is required from either the assessed implementer or the LFA; or Information gaps and/or capacity concerns exist that require additional information and analysis from either the implementer or the LFA or both. Country Team members are responsible for ensuring that they know and understand the questions in each of the sections within their functional area. 17. If the Country Team requires additional information or validation of certain aspects to determine its final assessment for a functional area, it is not obliged, at this initial stage, to provide an overall rating and assessment conclusion for each of the functional areas. 18. Finalizing Assessment through the Dashboard and Tailoring Page: If based on the consideration of the factors above, the Country Team (with guidance from Functional Hubs and Regional Managers) decides that it can complete the assessment without any information input from the implementer or LFA or there is no need for detailed assessment because of low risks related to the PR, it can finalize the assessment by providing its assessment ratings in the Dashboard and Tailoring page of the tool. The Country Team should ensure that at least the overall ratings (and justification) for each functional assessment area is completed. If risk mitigating measures are required, this can be captured in the action plan section in the detailed functional assessment pages (and consolidated in the Action Plan page). This could typically occur in low risk settings where, for instance, the same implementer will continue to implement a grant with a very similar scope (funding, geographical coverage, interventions, etc.), where there are recent assessments or reports that can be drawn upon, and where the value of the funding request is low (see Section 5 above). 8

9 How to Tailor the CAT: i) Click on the Dashboard and Tailoring Page if not there already. ii) As per the above guidance the Country Team determines for each of the 36 sections of the functional assessment areas, selecting whether implementer or LFA input is required for each section. If the Country Team has all the information needed or there has been agreement not to conduct detailed assessment for a PR because of low risk factors, the Country Team can finalize the assessment through the Dashboard Tailoring Page. iii) Upon completion of the tailoring click Next 3. This moves the status of the tool onto 4 - Implementer input, which you can check in the Admin page refer to Section 9 (Administering the CAT). iv) Once it is ensured that the status is set at Implementer input, send a direct link to the assessment tool document to the implementer (if their input is required). You can obtain the direct link to the document in 2 ways: 1. Copy the form link from the Admin page 2. Right-click the document and select copy shortcut from the Extranet folder. 9

10 Step 3: Assessed implementer (as required) completes the tool 19. The link to the Capacity Assessment Tool is sent to the assessed implementer by the Country Team with a request to complete the relevant sections in the functional areas that have been selected by the Country Team. 20. The assessed implementer can only view the cover page as well as the four functional assessment tabs in the tool. In each functional area, the implementer can only see those sections which the Country Team selected for the implementer s input. 21. Implementers should ensure that they have completely responded to all required sections before submitting inputs to the Country Team. Additional documents may be uploaded to support responses to specific sections. Upon completion of the relevant sections of the tool, the assessed implementer: i) checks and confirms that all sections have been duly completed (even if not required) by clicking the four completeness check boxes at the top of the functional pages; ii) iii) clicks the button Mark CAT as final (for secretariat review) 4 ; and sends an notification to the Country Team confirming the completion of the tool. 22. With the submission of the completed sections the assessed implementer confirms that the information provided in the tool is complete and accurate. The implementer cannot make changes to the provided information once it has been submitted. 23. The Country Team upon its review of the implementer s input may revert with requests for additional information or clarifications. Only when the Country Team sends back the tool to the implementer with such requests will the implementer be able to make edits in the tool. 4 All four boxes (including for functional area(s) that did not need to be completed by the implementer) need to be clicked before the assessment can be submitted 10

11 Step 4: Country Team reviews assessed implementer s inputs 24. The Country Team reviews the information submitted by the implementer in the relevant sections to ensure that the information is of sufficient completeness and quality to either allow the Country Team to finalize the assessment or to share the implementer s input with the LFA for its assessment, as required. 25. Based on this review the Country Team may request additional information from the implementer in certain sections and tailors the forthcoming LFA assessment and information requirements. 26. If the Country Team requires additional information from the implementer, it can revert the tool to the latter for further input by: i) changing the status of the tool back to Implementer input - refer to Section 9 (Administering the CAT); and ii) Sending an notification to the implementer with the link to the tool and a request for additional information, as required. 27. Once the Country Team reviewed the sections completed by the implementer, it reviews and finalizes the tailoring of the LFA assessment on the Tailoring page. 28. Once finalized, the FPM/PO: i) checks on the Admin page that the status of the tool completion process is set at LFA input - refer to Section 9; and ii) shares the link to the assessment tool with the LFA with a request to complete the relevant sections. Step 5: LFA assessment of selected sections in the relevant functional areas 29. The link to the Capacity Assessment Tool is sent to the LFA by the Country Team with a request to complete the relevant sections in the functional areas that have been selected by the Country Team. 30. The LFA can only view the Cover page as well as the four functional assessment pages in the tool. In each functional area, the LFA can see: all the sections completed by the implementer (including those that the LFA is not requested to assess); and those sections which the Country Team selected for the LFA to assess. 31. The LFA is required to provide ratings and assessment conclusions as follows: 11

12 For each of the sections the Country Team selected for LFA assessment: i) a recommended rating; ii) responses to specific questions and an overall conclusion highlighting key issues and risks and recommended actions on how to mitigate them. If the Country Team requested the LFA to complete all sections in the relevant functional area, the LFA is expected to provide an overall rating for the functional area, including an executive summary of the LFA s assessment findings and recommendations. The LFA is required to complete the recommended action plan for each of the functional areas based on its assessment findings and conclusions. The completion of the action plan is required when at a minimum one section in the functional area was completed by the LFA. Example: If the LFA is requested to complete all 10 sections of the M&E assessment but only 5 in the finance assessment, the LFA in the area of M&E would be required to i) provide a rating and conclusions for each of the 10 sections; ii) provide an overall functional rating together with an executive summary; and iii) complete the action plan. In the area of finance the LFA would only provide the five section ratings including the conclusions of findings and complete the action plan relevant to the completed sections. 32. The LFA finalizes the assessment by completing the action plans in the relevant functional areas proposing measures to address identified capacity gaps and system weaknesses. The LFA has to ensure that the proposed measures are specific, relevant and realistically achievable in the implementation context. If critical to the program, long-term measures may also be recommended. Each proposed action should indicate (i) actor (responsible entity for implementing the action); (ii) timeline for implementation; (iii) estimated cost; and (iv) source of funding. 33. Upon completion of the relevant sections of the tool, the LFA: i) checks and confirms that all sections have been duly completed by clicking the four completeness check boxes at the top of the functional pages 5 ; ii) clicks the button Mark CAT as final (for secretariat review) ; and iii) sends an notification to the Country Team confirming the completion of the tool. 5 All four boxes (including for functional area(s) that did not need to be completed by the LFA) need to be clicked before the assessment can be submitted. 12

13 34. Once the LFA has submitted the tool no further edits can be made to the provided information. 35. The Country Team upon its review of the LFA s input may revert with requests for additional information or clarifications. Only when the Country Team sends back the tool to the LFA with such requests will the latter be able to make edits in the tool. Step 6: Country Team completes and finalizes the assessment 36. The Country Team reviews the information the LFA provided in the relevant sections to determine whether the information is of sufficient completeness and quality to allow the Country Team to finalize the assessment. 37. Based on this review the Country Team may request additional information/clarifications from the LFA in certain sections. If the Country Team requires additional information from the LFA, it can revert the tool to the latter for further input by: i) changing the status of the tool back to LFA input - refer to Section 9 (Administering the CAT); and ii) Sending an notification to the LFA with the link to the tool and a request for additional information/clarifications, as required. 38. In order to finalize the assessment, the Country Team analyses the information provided by the assessed implementer and/or LFA, as relevant, and: determines the final assessment ratings for each of the 36 assessment sections, including the rationale for the ratings (the Country Team needs to provide assessment conclusions and information on identified key issues/risks for ratings of Minor Issues and Major Issues ); provides an overall rating for each of the functional areas together with an executive summary of assessment conclusions and findings; completes and finalizes the action plans in each of the four functional assessment areas. The action plan captures the key measures that are needed to address identified issues and risks. i) Only those measures that are specific, relevant and realistically achievable in the implementation context should be included in the action plan. ii) Each proposed action should be linked to the assessment findings of the relevant section and should include information such as: (i) actor (responsible entity for implementing the action); (ii) timeline for implementation; (iii) estimated cost; and (iv) source of funding. 39. The Country Team completes the assessment in the functional pages of the assessment tool. Each section in the functional pages contains the Country Team s initial rating (copied automatically from the Tailoring page). The Country Team needs to review each rating and revise them, as required, based on the information obtained from the assessed implementer and/or LFA. 13

14 40. The tool copies all ratings and overall conclusions from the functional pages into the Summary page of the tool which provides a consolidated view of all the ratings/conclusions. No changes to the input can be made in the Summary page. 41. The information provided in each action plan is copied and consolidated in the page Action Plan. 42. Based on its assessment and the severity of the identified capacity gaps, the Country Team decides on the final recommendation on the proposed implementer such as: Request a change in implementer if the capacity gaps are very significant and cannot be mitigated in the short-term; Accept the implementer but suggest technical assistance to build capacity or implement risk mitigating measures or fill identified systemic gaps and/or contracting of implementation support (e.g. fiduciary agent, procurement agent, etc.) 43. When the Country Team has finalized the assessment and has obtained approval from the Hub Managers and Regional Managers/Department Heads, the FPM clicks on Submit Final CAT on the Summary page. Regional Manager and Functional Hub Managers review will be conducted on a PDF file of the completed assessment done by the Country Team. 15 Annex 1. Frequently Asked Questions (FAQs) 1. Is it possible to work offline? - Yes When working on the tool online, current drafts can be saved by clicking on Save (Online). The Country Team has access rights to all parts of the assessment form and can view drafts (i.e. work in progress) that are being saved by the assessed implementer or LFA. The latter two parties, however, can only view their own sections. It is possible to work in an offline version of the tool by clicking on Save As and storing the xml file on one s own documents as long as you are using the InfoPath Filler software as opposed to a web browser. Where teams of people are inputting into the assessment e.g. PR team or LFA team, the input from the different team members in the different sections of the assessment needs to be consolidated into the final assessment before it is being submitted to the Country Team. It is possible to upload the final assessment tool by clicking on Mark CAT as final after confirming each section is complete in the smaller tick-boxes beneath the button. The user must be working online, otherwise the tool will not upload. 2. Can several people work in the tool at the same time? - No Only one person can edit the tool at a time. If several people need to work concurrently on the tool, then working offline as explained above is advisable. However, a lead person will need to consolidate responses/inputs done offline into the online tool and be responsible for final review of various sections and submission of inputs. 3. What access rights are provided to Country Team, Implementers and LFAs? Country Team: The entire Country Team, Regional Managers/Department Heads as well as the Functional Hub Managers have full edit access to all sections of the assessment tool. Only FPMs/POs can access and navigate on the Admin page. For more information on the Admin page please refer to Section 9 (Administering the CAT). Implementer: full edit access to the Implementer Section of the tool is provided to the designated focal point of the implementer. Implementers can only access their Section. LFA: LFA focal points will have full edit access to the LFA section of the tool and read access to the implementer section. 4. Who can submit the assessment? Country Team: The FPM is responsible for submitting the final assessment after having obtained the sign off and approval from the Regional Manager/Department head and the Functional Hub Managers. Implementer: A designated focal point in the implementer will be provided with the login and access to the tool. It is at the discretion of the implementer to assign responsibility for completing and submitting the final assessment within its team on behalf of the organization to the Global Fund. LFA: Each LFA has designated a limited number of team members (in most cases Team Leaders) who have full edit access rights to all sections of the tool. They are the only ones who can submit the final LFA assessment input to the Global Fund. 5. If the Country Team wishes to share the SR inputs with the PR, how is this done? The Country Team can do that by doing the following: Go to the Cover page In User Role Switcher, select Visitor 15

16 With this, only the Implementer sections will be visible and can be printed as PDF and shared with the PR (for the relevant SRs) To switch back to Admin role, go to the Cover page and press the Refresh User Role button at the bottom of the page. 6. How can I add questions for the PR or LFA into the tool?
