Introduction to Painting Systems Guide Mobile Paints, founded in 1921, has over 80 years experience in formulating top-quality architectural, industrial and marine coatings for tropical and subtropical climates. Alternate systems are offered wherever practical in order to give additional flexibility in matching finish and service required. Maintenance upgrade systems are included where applicable. These BLP Mobile Paint products are manufactured from quality raw materials to rigid quality standards and are recommended as performance equivalents to the listed government specifications under their intended conditions of use. Under some conditions of use, government specification coatings, while giving satisfactory performance, may not be the coating or coating system most ideally suited to the job. Technical assistance is available through the Mobile Paint Laboratory in developing a coating system which is ideally suited to your requirements. 13 SURFACE PREPARATION SPECIFICATIONS SOCIETY FOR PROTECTIVE COATINGS PROPER SURFACE PREPARATION is the key to maximum service from any paint system. The following is a brief summary of the standards published by the Society for Protective Coatings, formerly the Steel Structures Painting Council, 40 24th Street, 6th Floor, Pittsburgh, Pennsylvania Please refer to the full specification for further information. SSPC-SP 1: SOLVENT CLEANING Solvent Cleaning covers many methods of cleaning, some of which go beyond solvent action and utilize chemical cleaning to remove oil, grease, dirt, soil, drawing compounds and other similar matter. It includes the removal of old paints by the use of paint removers or alkaline paint strippers. Corrosive salts, such as chlorides and sulfates are not removed with hydrocarbons and must be removed with water prior to cleaning the surface with hydrocarbon solvents. This method of cleaning will not remove rust, rust scale, or mill scale. When rags are used for solvent cleaning, they should be changed frequently as they absorb grease and act as a transfer medium for contaminants. Any alkaline compounds should be removed carefully as they may form soap, which will inhibit good adhesion of future coating systems. As a final step for extra protection, the surface should be wiped clean with a weak phosphoric acid solution. Caution should always be taken when using solvent cleaning because of the danger of combustion. SSPC-SP 2: HAND TOOL CLEANING Hand Tool Cleaning is primarily a method for preparing metal surfaces for coating by removing loose mill scale, loose rust and loose paint by hand brushing, sanding, scraping or chipping. Other hand-impact tools or a combination of these methods can be used. This type of cleaning is normally used in preparing surfaces where corrosion is only a minor problem. Care should always be taken on weld seams or spots to remove flux as it promotes premature system failure. Hand cleaning is not recommended for the faster drying finishing systems, such as vinyls. SSPC-SP 3: POWER TOOL CLEANING Power Tool Cleaning is a method of preparing metal surfaces for coating by removing the loose mill scale, loose rust, and loose old paint with power wire brushes, impact tools, grinders, sanders or a combination of the tools. In employing this method, care should be taken that burnished mill scale is not mistaken for bright, clean metal. Primer coatings will not adhere to burnished areas of this type and premature failure results. This system does not intend that tight mill scale, tight rust, and tight paint be removed by this process. Loose mill scale, loose rust, and loose paint, and other detrimental foreign matter present, however, shall be removed. 1

14 SSPC-SP 5: WHITE METAL BLAST CLEANING White Metal Blast Cleaning is a method of preparing surfaces for coating by removing all mill scale, rust scale, paint, or other foreign matter by the use of abrasive propelled either through nozzles by compressed air or by centrifugal wheels. White Metal is defined as a surface with a gray-white uniform metallic color, slightly roughened to form a suitable anchor pattern for coatings. The surface shall be free of visible mill scale, rust, corrosion, oxide, paint or other foreign matter. The cost of this method is comparatively high and is generally used only when required for top performance of sophisticated coating systems. SSPC-SP 6: COMMERCIAL BLAST CLEANING Commercial Blast Cleaning is a method of preparing surfaces for coating by removing all mill scale, rust scale, paint, or other foreign matter by the use of abrasive propelled either through nozzles by compressed air or by centrifugal wheels. It requires the removal of all visible scale, rust, and other surface contaminants. Evenly dispersed very light shadows, streaks, and discoloration caused by stains of rust, stains of mill scales, and stains of previously applied paint may remain on no more than 33% of the surface. Slight residues of rust and paint may also be left in the craters or pits if the original surface is pitted. SSPC-SP 7: BRUSH-OFF BLAST CLEANING Brush-Off Blast Cleaning is a method of preparing surfaces for coating by removing loose mill scale, loose rust scale, loose paint, or other foreign matter by the use of abrasive propelled either through nozzles by compressed air or by centrifugal wheels. It is not intended that the surface be free of all scale, rust, and paint. The remaining scale, rust, and paint should be tight and the surface should be sufficiently abraded to provide good adhesion and bonding of paint. The low cost of this method may result in economical protection in mild environments. A blast-cleaned surface should be treated or primed before any rusting occurs or the benefit of blast cleaning is lost. The exposed bare metal will rust quickly under conditions of high humidity, when wet, or when in a corrosive atmosphere. It is best practice to prime or chemically treat within eight hours of blasting. SSPC-SP 10: NEAR-WHITE BLAST CLEANING Near-White Blast Cleaning is a method of preparing surfaces for coating by removing nearly all mill scale, rust scale, paint, or other foreign matter by the use of abrasive propelled either through nozzles by compressed air or by centrifugal wheels. A Near-White blast cleaned finish is defined as one from which all oil, grease, dirt, mill scale, rust, corrosion products, oxides, paint or other foreign matter have been completely removed from the surface except for very light shadows, very slight streaks, or slight discoloration caused by rust stain, mill scales oxides, or slight residue of paint or coating that may remain. At least 95% of each square inch of surface shall be free of all visible residues and the remainder shall be limited to the slight discoloration mentioned above. 2

15 SSPC-SP 11: POWER TOOL CLEANING TO BARE METAL Power Tool Cleaning to Bare Metal is a method of preparing metal surfaces for painting by removing all mill scale, rust scale, paint, or other foreign matter by the use of power tools to produce a bare metal surface and to retain or produce a surface profile. The surface shall be free of visible mill scale, rust, corrosion, oxide, paint or other foreign matter. Slight residues of rust and paint may be left in the lower portions of pits if the original surface is pitted. 3

16 RECOMMENDED PAINTING SPECIFICATIONS FOR FERROUS METALS For Non-Immersion Service at Ambient Temperatures This section covers ferrous metals, including structural steel, non-galvanized roof decking, exteriors of storage tanks and silos, tubing, pipe racks, platforms, ladders, siding, doors and door frames, both interior and exterior, for non-immersion service at ambient temperatures. Originally written for new industrial construction, the scope has been expanded to include coating systems for commercial, institutional, and residential construction and for maintenance painting, both for recoating original systems and for upgrading deteriorated industrial coating systems where removal of existing coatings is not feasible or practical but high performance is required. Proper surface preparation is essential to the life of any coating system. Abrasive blasting is the preferred method of removing rust and mill scale on new steel and old paint, rust and similar surface contaminants on previously painted steel prior to coating. In addition to cleaning the surface, abrasive blasting cuts the steel to provide an anchor pattern which assures good adhesion of the primer to the substrate. Solvent clean to remove grease, oil and similar contaminants which cannot be removed successfully with abrasive blasting. Wet blasting is becoming more common to control dust from abrasive blasting and comply with stringent EPA requirements, requiring new techniques and the use of additives to the blasting water to prevent immediate rust bloom. 17 Choice of the coating system will ultimately depend on the surface to be coated, condition of this substrate or of the existing coating and the degree of surface preparation possible, the skill of the applicator and the time available, desired service life of the paint system, and the economic and regulatory factors involved. When specifying coatings, one should always think of the substrate or surface to be painted, surface preparation, pretreatment, shop coat, primer, and intermediate and finish coats as the entire coating system. Please see the FERROUS METALS PRIMER GUIDE for additional primers and shop coats. In new construction, industry practice is to clean and prime structural steel prior to erection. The shop coat or primer selected depends on the finish paint chosen, which is again a function of the service required from the coating system. After erection, all nuts, bolts, scratches and abraded areas should be cleaned and spot-primed before additional coats of primer or finish are applied. Welds should be ground smooth to remove weld splatter before priming. Maintenance painting is the same as for new construction except for surface preparation and spot priming when complete removal of the existing coating system is not contemplated. Maintenance upgrading to high performance coatings is covered at the end of this section. The following sections are listed in order of increasing protection and are intended for non-immersion service at ambient temperatures. SECTION 01. ALKYD SYSTEMS - good protection against normal weathering. Least expensive, easiest surface preparation and application, but shortest service life. May be applied by brush, roller or spray. SECTION 02. ACRYLIC LATEX SYSTEMS - water thinned, may be applied over a variety of primers including alkyd, acrylic, galvanized steel and inorganic zinc. Offers superior resistance to weathering and ultraviolet, good resistance to mild chemical fumes and salt spray. May be applied by brush, roller or spray. SECTION 03. SILICONE ALKYD SYSTEMS - combine ease of surface preparation and application with excellent resistance to weathering and ultraviolet, good resistance to mild chemical fumes and salt spray. Has outstanding gloss and color retention. May be applied by brush, roller or spray over alkyd, silicone alkyd and acrylic primers. SECTION 04. CATALYZED EPOXY AND POLYURETHANES - superior resistance to chemicals, especially alkalis, moisture, and abrasion. Good resistance to most solvents, marine environments, acid splashes. Most epoxies will chalk on exposure to ultraviolet. Topcoat with acrylic epoxy or catalyzed polyurethane to prevent chalking in exterior service. Suitable for immersion service in fresh and salt water. Immersion service is covered separately in sections on Water Storage Tanks and Waste Water Treatment Plants. Recommended for use in industrial and marine service for factories, refineries, tank farms, pipelines, chemical and pharmaceutical plants, waste water treatment plants, and other institutional and commercial applications such as machine shops, schools, hospitals, laundries, kitchens and food processing areas, where a durable, easily-cleaned and attractive finish is desired. Recommended for Commercial, Light Industrial, heavy Industrial, and Marine Service at ambient temperatures. Excellent for interior use in chemical and pharmaceutical plants, schools, hospitals, kitchens and food processing areas, laundries, and other institutional, industrial and commercial installations where maximum protection and durability are required. Available in a wide range of colors for an easily cleaned and attractive finish. While most epoxies have excellent resistance to fresh and salt water, immersion service is covered in separate sections under Water Storage Tanks and Sewage Treatment Plants. Waterborne epoxies are offered but should not be used in immersion service. Epoxy mastics are generally surface tolerant and suitable both as primers for sandblasted steel and for application over ferrous metal surfaces where optimum surface preparation may not be feasible.
