1 CRA Wiz and Fair Lending Wiz 6.8 Release Notes Overview Who should install this update? All users of CRA Wiz and Fair Lending Wiz 6.7 are strongly encouraged to upgrade to Version 6.8. V6.8 is a full release that can be installed without any previous installations, or it can be installed as an update to V6.7. It contains updates for both the client and the server portion of CRA Wiz and Fair Lending Wiz. What s in This Update: CRA Wiz Replatformed Map Module Premium Mapping Modules 2012 FFIEC Edits Updates/Fixes Fair Lending Wiz Updates/Fixes New Focal Point Report Race Proxy Updates SQL Server Notes If your Wiz environment is currently not on 6.7, please upgrade to 6.7 before upgrading to Version 6.8. If you have further questions, please contact WKFS Technical Support at (800) If you are using SQL Server 2005 Express Edition within your Wiz 6.7 environment, follow the installation instructions linked to in the section at the end of this document (SQL Server 2005 Notes). You must have installed the collation of SQL_Latin1_General_CP1_CI_AS (dictionary order, case insensitive, for use with 1252 Character Set) within your SQL Server 2005 & 2008 environment prior to installing V6.8. For more information, please refer to your SQL Server Database Administrator or call WKFS Technical Support. Also refer to SQL Server 2005 Notes section at the end of this document. 1

2 CRA Wiz and Fair Lending Wiz 6.7 Notes Within your SQL Server 2005 & 2008 installation, you must enable a setting for the TCP/IP Network Configuration settings to be able to use CRA Wiz and Fair Lending Wiz. For more information, please refer to the files linked to below (SQL Server 2005 Notes). Important! This the new Version 6.8 Map Module and Fair Lending Wiz Focal Point report requires the installation of Microsoft 3.5 SP1.NET Framework. If you do not already have this software, please go to Microsoft s Download Center site to obtain the.net software: Important! A new version of Map Data will be delivered with this update, Version Mapping Data. This version of Mapping Data must be installed with this update in order for the Map module to function correctly.all files included in this install are considered required. If you plan to install CRA Wiz and Fair Lending Wiz 6.8 as a new install within your environment, please the WKFS Technical Support team at support@pciwiz.com to obtain a new license file. CRA Wiz Release Notes Replatformed Map Module CRA & Fair Lending Wiz Version 6.8 includes a replatformed Map module. The intent when redesigning the Map module was to increase the usability of the module while maintaining familiarity for existing users. The vast majority of functionality previously available remains unchanged; however, accessibility to these options and preferences has been streamlined to encourage a more intuitive user experience. Noteworthy Enhancements: Independent Map Window When launched, the Map module will open in a separate window allowing users to multi-task between the core CRA & Fair Lending Wiz application and their Map Module. A new Refresh button has been added to the Map module to synch important elements such as Current File, Filter, Activity Year and Census Year between the core application and the Map. Assessment Area Selection When creating maps for Assessment Areas, users can simply select their desired Assessment Area from a list of saved areas within the Map module itself. Users no longer need to establish an Assessment Area filter prior to creating their desired Map. Custom Coordinate Files This workflow has been significantly improved to allow users to create and add Custom Coordinate Files within the Map Module. 2

3 Note: The option to Save as a Coordinate File has been removed from the File Management section. Plot an Address This new option available in the Map header allows users to geocode an individual address and plot it on the map. Add Selection to Assessment Area This new option available in the Tools drop down menu allows users to select a desired geography on the map and automatically create a new Assessment Area in the Create Areas section. Updated Help The Mapping section of CRA Wiz Help has received a comprehensive update to include step-by-step guidance for the features and functionality included in the new Map module. Noteworthy Bug Fixes: User Defined Outline on Saved Maps The issue where User Defined Outlines were not restored when opening saved maps has been resolved. Outlines applied on maps saved in Version 6.8 will be retained when launching the saved map. Exporting Maps with Legend Applied to Map Resolved issue in which the legend was not correctly displayed when the map was exported as an image file. Important Notes: Saved Maps When replatforming the new Map module, every effort was made to ensure that saved maps created in the legacy version of the Map module would be restored correctly in the new version. The vast majority of saved maps will restore properly; however, in isolated instances, you may find that not all features of saved maps restore properly. Due to bugs in the legacy Map module, maps that use themes based on the Current File (with or without a filter) are most often affected. In instances where the new Map module is unable to restore a particular theme on a saved map, the user will receive prompts indicating which features could not be restored. Advanced Mapper Retired - With the release of Version 6.8, Wolters Kluwer Financial Services has retired its legacy Advanced Mapper. Saved maps created in the legacy Advanced Mapper will not migrate to the new version. 3

4 Premium Mapping Modules In addition to a newly replatformed Map module, CRA & Fair Lending Wiz Version 6.8 includes new advanced mapping functionality contained in three new Premium Map Modules. Available with the purchase of an add-on license, the Premium Mapping Modules were designed to automate a variety of time intensive mapping tasks most commonly performed by our customers. Premium Mapping Modules Available in Version 6.8: Location Maps - This module was designed to automate the process of determining the service area around your institution s branch locations. Within the module, a user selects a custom coordinate file (for example, a branch file) of their choosing, along with a desired radius (in miles) around their location. With the click of a button, the system will calculate the distance to the nearest Low and Moderate Income census tract and provide valuable reporting describing the LMI tracts within the location s user-defined service area. Assessment Area Maps - The Assessment Area Maps module provides institutions the ability to create one base Assessment Area map with the themes, layers, and preference of their choosing. The settings are then applied to any number of the institution s Assessment Areas with batch print and export functionality. Web Map - A web-based alternative map utility for performing valuable spatial analysis on desired geography. Utilizes over 100 demographics and third-party data sets including--but not limited to--foreclosures, LIHTC, bank failures, peer lending, and CRA eligibility. For more information about this functionality, please contact your Wolters Kluwer Financial Services Account Manager at FFIEC Edits The CRA Wiz & Fair Lending Wiz software now uses the 2012 FFIEC Edit list. CRA/HMDA Related Updates General When selecting Census Year 2010, all messages around the availability of Census 2010 demographic information have removed year support added. Data All census tracts were removed from existing Assessment Areas as these tracts are considered an invalid by the FFIEC. US Census database updated to correct values for Armed Forces data Civil Unemployed, Civil Not in Workforce and Total Group Quarters. 4

5 Edit Implemented a fix to allow users with existing geocoding information present (State, County, MSA, and Census Tract) to perform a global replace of the mmwstat column to set it to 99. When manually updating geocoding fields (State, County, MSA and Census Tract), the mmwstat field will now update correctly with a value of 99 to prevent the geocoding data from being overwritten when batch geocoding with Match All. Updated to clear geocoding fields (State, County, MSA and Census Tract), when user modifies address information. Corrected the definition/parameters of HMDA edit V355. Interactive Geocoder Logic updated in the Interactive Geocoder to resolve an issue where users received a pgetsegmatch-> error received when clicking on specific street segments. Updated Map tab so that all street segments are now listed with an appropriate ZIP Code. 6.8 Updates Previously Released as Hotfixes When utilizing push pin geocoding option in the Interactive Geocoder, the push pin is returning Census 2000 tract information when the Census Year for the application is set to Census All 2010 US Census and ACS data is included as part of the Version 6.8 installation. 5

6 Fair Lending Wiz Release Notes Fair Lending Related Updates A New Focal Point Report has been added for licensed Focal Point Report users. Please refer to the details about this new report below. Race Proxy: Resolved issue in which some users would receive few or no race proxy results when the geography setting is set to Block. Race Proxy: The Race Proxy has been updated to use 2010 Census data instead of 2000 Census Data. Enhanced Focal Point Report Description This report presents a single view of fair lending risk. It allows you to target your fair lending search to those areas that deserve scrutiny and help increase the strength of a fair lending program. Groups and columns in this report will help to identify potential areas of concern around marketing, underwriting, pricing, and redlining. This enhanced version of the Focal Point Report is simplified from the original in some respects for example, columns around Regression Analysis and the Risk section are not present. However, this version also adds the ability to perform statistical testing around underwriting and pricing columns. The original version of the Focal Point Report remains in the application for continued use as well. Procedures To generate this report, do the following: 1. In the Fair Lending Wiz vertical menu bar, click Focal Point Report. 2. Click the New Focal Point Report link. 6

Select the following report parameters using either a spinner box or drop-down menu: Rate 1 & Rate 2 You can select the following rates, assuming your file has the available data: o APR (field name is APR) o Note Rate (field name is NoteRate) o Buy Rate (field name is BuyRate) o Closing Costs (field name is CloseCost) o Fees (field name is Fees) o Rate Difference (field name is RateDiff1) o Rate Spread (field name is Rate_Spread) Declination Ratio Highlight If the denial ratio for any protected class groups is at least the value specified here, the value will be highlighted in the report. For example, the default value is If the denial ratio of Black or African American applicants is at least 2.00, then this value will be highlighted on the report. Above Threshold Highlight If the above threshold ratio for any protected class groups is at least the value specified here, the value will be highlighted in the report. For example, the default value is If the above threshold ratio of Black or African American applicants is at least 2.00, then this value will be highlighted on the report. Highlight Rate 1 Above Control Group If the Rate 1 vs. Target ratio for any protected class groups is at least the value specified here, the value will be highlighted in the report. For example, the default value is If the Rate 1 vs. Target ratio of Black or African American applicants is at least 0.25, then this value will be highlighted on the report. Highlight Rate 2 Above Control Group If the Rate 2 vs. Target ratio for any protected class groups is at least the value specified here, the value will be highlighted in the report. For example, the default value is If the Rate 2 vs. Target ratio of Black or African American applicants is at least 0.25, then this value will be highlighted on the report. Highlight Rate 1 Rate 2 Above Control Group - If the Rate 1 Rate 2 vs. Target ratio for any protected class groups is at least the value specified here, the value will be highlighted in the report. For example, the default value is If the Rate 1 Rate 2 vs. Target ratio of Black or African American applicants is at least 0.10, then this value will be highlighted on the report. 8

9 o Statistical Confidence Interval (%) This value determines the significance level that is used to calculate statistical significance in the report. The default value is 95%, which is the level accepted in case law. 4. After you have selected report options, click the Generate Report button: The system generates the report: 9

10 Report Breakdown Prerequisites For the Rate 1 and Rate 2 variables chosen (please refer to the variables mentioned above), your file must contain the fields. For example, if you select Buy Rate as Rate 1, your file must have the field BuyRate. Data Columns: The Enhanced Focal Point Report contains the following columns: Record Count Total number of applications for that particular row. Origination Count Total number of originated (action code of 1) applications for that particular row. Origination % Row Count of originated applications divided by the Record Count value for that particular row. Origination % Total Count of originated applications for that particular row divided by the total number of originated applications in the file. Denial Count Total number of denied (action code of 3) applications for that particular row. Denial % - Total number of denied applications divided by the Record Count value for that particular row. Denial Ratio The Denial % value for that particular row divided by the Denial % value for the control group. The Declination Ratio Highlight (mentioned in the report parameters above) occurs on this column. Above Threshold Count The count of originated loans above the rate spread threshold for that particular row. Above Threshold Ratio - The Above Threshold Count value for that particular row divided by the Above Threshold Count value for the control group. The Above Threshold Highlight (mentioned in the report parameters above) occurs on this column. Rate 1 Average The average of all Rate 1 values for all originated loans for that particular row. Rate 1 vs. Target The Rate 1 Average value for that particular row minus the Rate 1 Average value for the control group. The Highlight Rate 1 Above Control Group (mentioned in the report parameters above) occurs on this column. Rate 2 Average The average of all Rate 2 values for all originated loans for that particular row. Rate 2 vs. Target The Rate 2 Average value for that particular row minus the Rate 2 Average value for the control group. The Highlight Rate 2 Above Control Group (mentioned in the report parameters above) occurs on this column. Rate 1 minus Rate 2 Average - The Rate 1 Average value minus the Rate 2 Average value for that particular row. 10

11 Rate 1 minus Rate 2 vs. Target - The Rate 1 minus Rate 2 Average value for that particular row minus the Rate 1 minus Rate 2 Average value for the control group. The Highlight Rate 1 - Rate 2 Above Control Group (mentioned in the report parameters above) occurs on this column. Data Rows: The rows of the report contain the following Borrower Characteristics: Race Ethnicity Minority Status Gender Age Applicant Income Tract Minority Tract Income The Control Group row for each Borrower Characteristic is highlighted in green shading. The major sections within this report are broken out into the above mentioned Borrower Characteristics. Statistical Significance The report uses the binomial test to determine statistical significant differences in the following columns: Denial % Above Threshold Count T-Test The report uses the T-Test (one tail, two sample, equal variance) to determine statistical significant differences in the following columns: Rate 1 Average, Rate 2 Average, Rate 1 Rate 2 Average. Protected Classes and Control Groups for each classification: Race American Indian or Alaskan Asian Black or African American Native Hawaiian or other Pacific Islander Two or more Minority Races Joint Race Applicant race is American Indian or Alaskan and Co-applicant race is not White. Applicant race is Asian and Co-applicant race is not White. Applicant race is Black or African American and Coapplicant race is not White. Applicant race is Native Hawaiian or other Pacific Islander and Co-applicant race is not White. Applicant race is more than one non-white group, and Co-applicant race is not White. Applicant race is non-white and Co-Applicant race is White, or Applicant is White and Co-Applicant race 11

15 Race Proxy Updates The Race Proxy feature, added in the 6.7 release, has been updated with 2010 Census data. In order to use this feature, customers must have records geocoded with 2010 Census boundaries. As a reminder, the Race Proxy uses two components Geography and Last Name to arrive at a determination of Race for each application. Users have the ability to weight one over the other, or solely use one metric to make a determination, using the Settings page of System Maintenance. This 6.8 update only impacts the Geography component of the Race Proxy feature. The US Census did not perform any related Last Name studies as were performed in the 2000 Census. For this reason, the Race Proxy and Ethnicity Proxy do not have updated Last Name information. No First Name study was performed for Gender in the 2010 Census either, which means the Gender Proxy continues to use data provided from the 1990 Census. Additionally, a reported issue from the 6.7 release where some users received few or no Race Proxy results when Geography was set to Block has been resolved. Users who had fallen back to the Block Group level to receive results can change settings to Block if they wish to receive results at the Census Block level. 15

16 Display Settings for Mapping in Windows 7 & Vista Use of the new Mapper requires a specific setting for the Display option when using either the Windows 7 or Windows Vista operating systems. We recommend you confirm your settings in Windows Display before using the Mapping module. Users can follow these steps to confirm display settings: 1) Click the Windows Start button. 2) Launch the Control Panel. 3) Click Display. 4) Ensure the Smaller 100% option is selected.
