2 RESEARCH - NETWORK - DEBATE The Swedish Entrepreneurship Forum is the leading network organization for generating and transferring policy relevant research in the field of entrepreneurship, innovation and SMEs. In 2012 we published 26 studies, ranging from questions on how the digital cloud affects entrepreneurship to studies concerning the possibilities of an active and countercyclical entrepreneurship policy. The goal of economic policy should be to create generally good conditions for individuals to embark on new ideas and new businesses. By enriching the public debate with new and policy relevant research we believe that better conditions for dynamic and growth-friendly economic policies are created. We present research findings at seminars and conferences to our network of researchers, policy makers and practitioners. In this way we also act as a bridge encouraging interaction between these groups. Please visit our website, for updated information on our current activities. 3 POLICY RELEVANT RESEARCH FOR INCREASED KNOWLEDGE AND WELL-INFORMED POLICYMAKING Sweden emerged from the recent crisis among those countries with the strongest public finances. This should open up opportunities for supply side reforms, in particular reforms stimulating innovation, entrepreneurship and small business. The Swedish Entrepreneurship Forum has maintained an active role in the economic discourse by persistently pointing to the need for structural and industrial policies that complement macroeconomic efforts. Governmental action has often just resulted in heavier regulations. However, a greater regulatory burden hampers innovation and entrepreneurship, the very foundation of economic growth and prosperity. Knowledge efforts must be complemented by a governance that enables knowledge to be converted to public goods. Knowledge may be the fuel of economic growth, but the entrepreneur is undoubtedly the engine. A future key task for the Swedish Entrepreneurship Forum will therefore be based on high quality research to translate research findings into practical knowledge in those areas where uncertainty and ignorance are the greatest. The research is characterized by policy-relevancy and is conducted in such a way that the independence of research and quality cannot be questioned. As from 2009, three research fields are highlighted: Entrepreneurship and SMEs in the globalized economy Entrepreneurship and SMEs in the knowledge driven growth economy Entrepreneurship, SMEs, technology shifts and deregulation AN ORGANISATION IN CHANGE The Swedish Entrepreneurship Forum is constantly evolving. During fall 2012 three new Research Directors became part of the team. Johan Eklund, Associate Professor, is starting up a new research project in regulatory economics, a subject which relates to the ongoing international efforts to create more efficient and relevant regulations. Johanna Palmberg, PhD, has mainly focused her research on corporate governance and she will continue to study family business and governance issues at Swedish Entrepreneurship Forum. Maria Adenfelt, Associate Professor, will tackle a new research project at Swedish Entrepreneurship Forum, Mission Welfare, studying the future of welfare services in Sweden. In 2012, Swedish Entrepreneurship Forum also welcomed a new Chairman of the Board, Melker Schörling. He is also Chairman of the Board at Melker Schörling AB, Hexagon AB, Securitas AB and board member at Hennes & Mauritz AB. 3
4 SWEDISH ECONOMIC FORUM The Swedish Entrepreneurship Forum publishes annually Swedish Economic Forum Report, in conjunction with the conference Swedish Economic Forum. The aim is to contribute to an informed debate on current issues and to present viable policy recommendations based on entrepreneurship, small business and innovation research. 2012: Entrepreneurship norms and the business cycle The report is based on new empirical research on how entrepreneurship influences, and is influcenced by, different phases of the business cycle and unemployment levels. Three renowned international scholars are among the authors: Michael Fritsch, Friedrich Schiller University Jena, Simon Parker, Richard Ivey School of Business, Western University and Roy Thurik, Erasmus School of Economics, Erasmus University. In the picture to the left is the Minister for Finance, Anders Borg, who commented on the report, together with Pontus Braunerhjelm, CEO Swedish Entrepreneurship Forum and Professor Royal Institute of Technology. In the Swedish Economic Forum Report series: 2011: An Innovation Policy Framework One Step Further 2010: An Innovation Strategy for Sweden 2009: Entrepreneurship and Innovation for Sustainable Development GLOBAL ENTREPRENEURSHIP MONITOR Swedish Entrepreneurship Forum is the Swedish partner of the Global Entrepreneurship Monitor (GEM), the largest global research venture on entrepreneurial activity. Since 2010, Swedish Entrepreneurship Forum has published an annual Swedish report based on survey and interview data. The global project began in 1999 and has grown from including 10 countries to 69 in The survey covers 74 per cent of the world population. In the 2012 report it was highlighted that Swedes rank among the highest for intrapreneurship, i.e. entrepreneurial employee activity, among the surveyed countries. d NEW RESEARCH PROJECTS Several research projects have started due to the recruitment of new Research Directors. One is the project Mission Welfare conducted in partnership with Fores and Leading Health Care. The project aims to initiate, conduct and disseminate research on how to carry out, organize, govern and evaluate our future welfare services. The project, which is supported by an active expert panel, and so far has resulted in a number of reports and well attended seminars, along with garnering significant media coverage. The project Regulations, Entrepreneurship and Dynamic Markets, is made possible thanks to generous financial support from the Marianne and Marcus Wallenberg Foundation. The project was started in 2012 and will be ongoing for several years. The aim is to heighten the understanding of economic consequences of regulations and how they can be most effectively formulated. 4
