TERMINAL HANDLING CHARGES (THC): CATEGORY OF HANDLING PUBLIC TARIFF (In Rupees) EXPORT CYCLES (a) ICD STUFFING: Transferring empty container from empty Stack in ICD or CONCOR empty park to stuffing point; unloading break-bulk export cargo (handled by labour/3 tonne forklifts only) from shipper s transport and stacking it either directly in nominated container under Customs supervision or in ICD s CFS; arranging Customs examination; weighing on weighscale of CFS, whenever required; lifting of loaded Customs sealed containers; transportation and stacking at export pre-stack or load on truck for onwards dispatch to gateway port by road, lifting of loaded containers from pre-stack and transportation of loaded containers to rail siding and loading of loaded containers on Rail flat /wagon for dispatch to nominated Gateway port. (b) Factory stuffing: Unloading excise sealed factory stuffed Container from private road trailer, stacking in pre-stack area, lifting, Transportation and loading it on rail Wagon after Customs sealing. OR Loading factory stuffed containers directly on rail wagons after customs Sealing at ICD/TKD

IMPORT CYCLES (a) ICD De-stuffing:- Unloading loaded import container from Rail flat/wagon; transportation and grounding it in import stack; lifting and transporting it to import CFS or any other location (within ICD) for Customs examination; seal cutting; arranging customs examination; loading Customs cleared cargo in shipper s 0arranged road vehicles (to be handled by Labour/3 tonne forklifts only). b) Factory destuffing: Unloading import loaded container from Rail flat; transportation and grounding in Import stack; lifting, transportation and unloading it in import inspection area for Customs examination; arranging Customs examination; loading customs cleared container on shipper s arranged Road trailer for dispatch outside ICD Unloading of empty container from road trailer to stack or any of CONCOR empty park after factory de-stuffing. 2

(Rate per vehicle) (iii) Weighment of loaded container on Contractor Weighbridge in NHMS area (iv) Weighment of loaded ODC container (f) Transportation of empty container from Stack to warehouse or vice-versa

5 The Terminal Handling charges (THCs) for all 20 containers with gross weight between tonnes will be pegged at 1.25 times of the normal THC for all categories of work involved in handling of 20 loaded containers. For 20 containers with gross weight exceeding 30 tonnes, THCs will be charged double the normal rate. 40 containers: The THCs for 40 containers will be double the normal rate. Hazardous cargo: The THCs for handling containers carrying hazardous cargo shall be double for respective categories of handling charges and sizes of containers. Reefer / Tank containers: 20% extra over normal THC will be charged. ODC consignments: In addition to normal THC, crane handling surcharge for ODC consignments (over dimensional consignments projecting beyond the standard ISO dimensions either in height or breadth or length) would be Rs.5000/- per TEU or the actual charges incurred by CONCOR for handling such consignments whichever is higher. TERMINAL SERVICE CHARGES 1. TERMINAL SERVICE CHARGES ON CONTAINERS: The Terminal Service Charges schedule for detention of loaded/empty containers shall be as under:- (a) Import loaded containers:- i) Import loaded containers leaving ICD/TKD for other CFS s/icd s, 2 working days excluding the date of arrival at ICD/TKD will be free. ii) Import loaded containers for which customs clearance is effected at ICD/TKD (ICD/Factory de-stuffing), 3 working days (Two days for shipping line and one day for importer) excluding the date of arrival at ICD/TKD will be free. It may be noted that the shipping lines are required to take book delivery within the free time of 2 working days excluding the date of unloading. In case failure to do so, loaded TSC beyond free time of two working days upto the date of book delivery will be payable by the S/line. In such cases, the third working day will be given to the importer for custom clearance /delivery after affecting the book delivery by the S/line. 5
6 The Free time will be counted in terms of working days excluding the day of unloading from rail flat / wagon only. (No free time is admissible in case of import loaded containers arrived at ICD TKD by road.) Thereafter, Terminal Service Charges will be charged for the entire detention period (inclusive of all Sundays and CONCOR holidays) at the following slab rates: Terminal Service Charges for General Purpose Containers: Slab Rate 1 st to 3 rd day Rs.150/- per day per TEU or part thereof 4 th to 7 th day Rs.300/- per day per TEU or part thereof 8 th to 14 th day Rs.600/- per day per TEU or part thereof 15 th day onwards Rs.1000/- per day per TEU or part thereof The TSC for 40 containers will be double the normal rate. The TSC for ODC containers will be three times the normal rate. The TSC for hazardous cargo will be 50% higher than the normal rate. NOTES:- i) In the case of Import loaded containers, the importer/ CHA may seek issue of Examination Job Order (EJO) on arrival of containers, subject to submission of N.O.C / Delivery Order by the shipping line and Bill of Entry duly endorsed by the Customs, irrespective of whether book delivery has been effected by the concerned shipping line. However, gate pass for delivery of cargo / container will be issued only after book delivery has been completed; i.e, the Inland Way Bills have been surrendered by the line either in original or against Indemnity Bond. ii) The import loaded containers shall be moved for de-stuffing after all Customs and other formalities have been completed and Customs examination arranged by Shipper/agent. CONCOR would reserve the right to decide which import containers and what kind of import commodities are to be destuffed in the ICD warehouse or in the nominated open space. For rest, the cargo will be left in the containers itself till final delivery is taken by the shippers or Customs/CONCOR disposes off the goods following procedures laid down by CONCOR and as specified in Indian Customs Act. iii) Placement of import containers after issue of examination job order will be done on next working day upto hours. Any delay in shifting the import container beyond said period will be treated as dies non. iv) The following slab- wise penal TSC will also be leviable, in addition to normal TSC mentioned in para I a (ii), on all such import containers which have been placed for Customs examination but the contents of which have not been removed (either in container itself or in 6
7 break-bulk) within 3 working days including the date of shifting at the examination area. Within 3 working days (Including date of shifting) : NIL 4 5 th working Day : Rs.300/-per day per TEU 6-8 th working Day : Rs. 600/- per day per TEU 9 th working Day onwards : Rs. 900/-per day per TEU v) In case of Factory-de-stuffing/CFS de-stuffing containers, validity of CONCOR Gate Pass will be next day upto 1300 hrs. In case of ICD (direct) destuffed containers, validity of the gate pass will be upto 0300 hrs of the next day. Validity of gate pass in case of cargo destuffed in import / bonded warehouse will be upto 2400 hrs of same day. vi) Penal charges of Rs. 3000/- per TEU & Rs. 6000/- for FEU would be charged for the containers which are shifted to examination area but not cleared within 10 days excluding the date of shifting. vii) An additional TSC of Rs.150/- per day per TEU or part thereof (from the date of arrival) on all oil containers without giving free time. viii) In case importer comes forward to take delivery of cargo / container after expiry of 60 days of its arrival, an additional amount of Rs.3,000/- per TEU and Rs.1500/-for LCL is to be collected towards valuation and auction expenses over and above the normal terminal charges. For any reason, if the cargo is to be delivered to the original importer/consignee after auction 10% of the bid price will also be recovered towards auction expenses in addition to all other charges payable. (b)export Loaded Containers: ICD stuffing:- Free time of 2 working day is given to the exporter for booking / hand over of the export loaded container (excluding the day of issue of stuffing job order). However no TSC will be leviable in case the party has taken the stuffing job order but stuffing is delayed on CONCOR account. Thereafter, same slab rates as in 1(a) above shall be applicable. Factory Stuffing:- For Factory stuffed containers, only the date of gate in of such containers will be the free time. But the arrival date for factory stuffed containers received after hours will be the next working day. Thereafter, the same slab rates of Terminal Service Charges as in above (para I a(ii)) case would be applicable. In case 3 to 15 factory stuffed containers are booked under, one shipping bill, free time of one working day & more than 15 containers, free time pf two working days, excluding the date of gate-in will be granted. The date of gatein will be the date of arrival of the first container in that lot. In case containers 7
8 under one lot are received beyond the free period, TSC will be leviable from the date of arrival of each such container. (b) Empty Containers: Free time of 1 day excluding the day of unloading from rail flat/wagon only. In case of containers received after ICD/De-stuffing, the de-stuffing date will be free. In case of containers received by road, gate- in date will be free. Thereafter, ground rent charges as per under mentioned rate slabs shall be leviable: 1. Ground rent on empty containers inside ICD/TKD. Slab Rate 1 st to 10 th day Rs.50/- per day per TEU or part thereof 11 th to 20 th day Rs.60/- per day per TEU or part thereof 21 st to 30 th day Rs.100/- per day per TEU or part thereof 31 st day onwards Rs.150/- per day per TEU or part thereof 2. Ground rent on empty containers outside ICD (at Satellite empty parks) 1 st to 20 th day Rs.50/- per TEU per day or part thereof 21 st day onwards Rs.80/- per TEU per day or part thereof 40 containers: The TSC for 40 containers will be double the normal rate. Reefer /Tank empties: The TSC will be 20% higher than the normal rate. The validity of all exit permits issued for removal of empty containers is hours of the next day. The validity of entry permits for acceptance of empty containers after factory de-stuffing at CONCOR s empty yards is 14 days. CONCOR reserves the right to restrict entry and allocate / nominate the empty yard, depending upon the space availability for unloading of the empty container by the line after factory de-stuffing. Service tax will be levied as applicable. 2. WHARFAGE CHARGES ON CARGO: a) Import Cargo:- Wharfage is leviable from the mid night of the date of destuffing till the cargo is removed from the ICD (inclusive of all Sundays and CONCOR holidays) as under: 8
9 SLAB First 3 days Next 4 days From 8 th day onwards RATE Rs.40/- per tonne or part thereof (Subject to maximum of Rs. 600/-per TEU per day & maximum of Rs.900/- per FEU per day) Rs.60/- per tonne or part thereof (Subject to maximum of Rs. 900/-per TEU per day & maximum of Rs.1200/- per FEU per day) Rs.80/- per tonne or part thereof (Subject to maximum of Rs.1000/-per TEU per day & maximum of Rs.1500/- per FEU per day) b) Wharfage charges for storage of cargo in the Bonded Warehouse:- i) FCL Cargo:- Rs.25/- per tonne per day or part thereof, (with minimum booking for a period of 15 days and minimum deposit of Rs.5000/- per TEU). ii) LCL Cargo:- Rs.25/- per tonne per day or part thereof (with minimum booking for 5 tonne and in multiples of 5 tonnes or part thereof and with minimum booking for a period of 15 days. Note: In case of part delivery of FCL cargo after initial two (2) week s time, the balance bonded cargo will be treated as LCL cargo and will be charged as per LCL cargo rates. c) Terminal Handling Charges for bonded consignments:- i) For containers arriving by rail : Rs.3,000/- per TEU ii) For containers arriving from other CFS : Rs.1,900/- per TEU iii) Shifting of container from IWH to Bonded warehouse for de-stuffing of Container at bonded warehouse: -on party owned trailers : Rs.800/- per TEU - on CONCOR trailer : Rs.1200/- per TEU iv) De-stuffing cargo arriving for bonding In trucks from outside :Rs.30/- MT or part thereof Subject to a minimum of Rs.100/- v) Delivery from Bonded Warehouse :Rs.30/- per MT or part thereof. Subject to a minimum of Rs.100/- 9
10 c)wharfage charges for vehicles warehoused in the warehouse will be as under:- B) Export Cargo: 4 Wheelers 1 st to 3 rd day Rs.300/- per day per vehicle 4 th to 7 th day Rs.500/- per day per vehicle 8 th day Rs.600/- per day per vehicle onwards 2 Wheelers - Ist to 3 rd day Rs.200/- per day per vehicle 4 th to 7 th day Rs.300/-per day per vehicle 8 th day RS.400/-per day per vehicle onwards Free time: A free time of working hours from the midnight of the day cargo is brought to ICD is given. Wharfage will be leviable after expiry of free time till stuffing job-order is issued (inclusive of all Sundays and CONCOR holidays). SLAB RATE 1. First 3 days Rs.40/- per tonne or part thereof 2. Next 4 days Rs.60/- per tonne or part thereof 3. From 8 th day onwards Rs.80/- per tonne or part thereof SHUTOUT CARGO:- Free time: NIL Wharfage charges as applicable to export cargo will be leviable from the date of booking till the shut out cargo is removed (inclusive of all Sundays and CONCOR holidays) on the actual cargo weight declared in the shutout notice. EXCESS CARGO: Free time: NIL Wharfage charges as applicable to export cargo will be leviable from the date of unloading of cargo till excess cargo is removed from ICD (Inclusive of all Sundays and CONCOR holidays) on the basis of actual cargo weight. 10
11 PART CARGO:- Free time: NIL Wharfage in case of part cargo is leviable on full cargo from the date of unloading of first part of the cargo to date of consolidation of full cargo. After arrival of full cargo, all normal rules will be applicable. SHIPMENT CANCELLATION:- Free time : NIL In case of shipment cancellation the wharfage charges are to be collected from the date of unloading of export cargo to its physical removal from ICD/TKD without giving any free time and benefit of holidays. EXPORT:- 1. RESERVED SPACE:- III. LCL CARGO HANDLING RATES Reserved space for LCL cargo will be Rs.150/- per sq.mtr per month. subject to minimum 50Sq.mtr. 2. LCL SURCHARGE IN GENERAL SPACE:- A LCL surcharge of Rs.1000/- per TEU per slot or part thereof will be leviable on all LCL containers stuffed in ICD/TKD in general space in addition to normal terminal handling charges of FCL container i.e. Rs.2500/- per TEU. 3. FREE TIME FOR CONSOLIDATION OF CARGO IN GENERAL SPACE:- A free time of seven days (inclusive all Sundays and Holidays) from the receipt of first part of the cargo will be given for consolidation of cargo and obtaining the stuffing job order failing which a wharfage charge of Rs.200/- per day per slot or part thereof will be leviable upto the date of issue of stuffing job order. 4. FREE TIME FOR BOOKING OF CONTAINER IN RESERVE SPACE / GENERAL SPACE:- A free time of 48:00 hours from the mid-night of the date of issue of stuffing job order will be given for completion of customs formalities and handing over the documents for booking of export container. Thereafter, the terminal service charges will be leviable as under:- 11
12 Slab Ist to 3 rd day Rates Rs.150/- per day per TEU or part thereof. 4 th to 7 th day Rs.300/- per day per TEU or part thereof. 8 th to 14 th day Rs.600/- per day per TEU or part thereof. 15 th day onwards Rs.1000/- per day per TEU or part thereof. 5. SHUT OUT CARGO/EXCEESS CARGO/SHIPMENT CANCELLATION IN GENERAL SPACE;- Shut out/excess cargo will be kept in the space earmarked in the export warehouse and the wharfage charges will be leviable as in case of FCL cargo as under:- Rs.80/- per tonne per day or part thereof subject to a maximum of Rs.200/- per day or part thereof. i) In case of shut out cargo, the above wharfage will be leviable from the date of booking till the shut out cargo is merged with some other cargo/removed from ICD/TKD (inclusive of all Sundays and CONCOR holidays). ii) iii) iv) In case of excess cargo, the above wharfage charges will be leviable from the date of unloading of cargo till excess cargo is merged with some other cargo/removed from ICD/TKD (inclusive of all Sundays and CONCOR holidays). If the shut out/excess cargo remain in the same slot on the request of the party, the wharfage charges will be leviable at the rate of Rs.200/- per day per slot or part thereof. In case of full grid shipment cancellation, the wharfage charges of Rs.200/- per day per slot or part thereof will be leviable from the date of first part of the cargo receipt upto the removal of cargo on the entire cargo. v) In case of part grid shipment cancellation, the handling charges for cargo handling will be leviable as per para 6 given below. 6. CARGO HANDLING CHARGES FOR SHUT OUT/EXCESS/SHIPMENT CANCELLATION IN GENERAL/RESERVE SPACE:- Loading charges: Rs.100/- Rs.60/- per tonne or part thereof subject to minimum of Unloading charges: Rs.60/- per tonne or part thereof subject to minimum of Rs.100/- 12
13 IMPORT: LCL SURCHARGE ON IMPORT IN GENERAL SPACE ONLY:- A LCL surcharge of Rs.1000/- per TEU will be leviable on all LCL containers/cargo destuffed in ICD/TKD in addition to normal terminal handling charges for FCL container i.e. Rs.3000/- per TEU. This surcharge is also leviable on all containers coming under clubbed bill of entries. FREE TIME:- i) A free time of two working days excluding the day of unloading will be given to the shipping line for book delivery and obtaining the de-stuffing job order. Thereafter, import loaded terminal service charges will be leviable as per above para 4 applicable in case of export container. ii) A free time of two working days (including the date of destuffing) will be given free for completion of customs formalities and physical removal of cargo from ICD/TKD. Thereafter, wharfage charges will be leviable as under:- Rs.80/- per tonne per day or part thereof, subject to maximum of Rs.500/- per day per B.L/BOE or part thereof. CRANE SURCHARGE:- IV. MISCELLANEOUS CHARGES For Break-bulk cargo:- The scheduled rates for handling do not include any charges for use of sling cranes for handling import/export break-bulk cargo at any stage. In case any consignment required handling by such cranes, CONCOR shall levy an additional charge of Rs.600/- per TEU as the crane surcharge. PENALTY FOR MISDECLARATION OF WEIGHT: Consignors should declare the weight correctly in forwarding notes at the time of booking of ISO containers. In case any difference in form of excess/overweight is detected later, it will be construed to be a case of misdeclaration and penal charges Rs.1000/- per tonne or part thereof for excess beyond the respective slab of weight tariff in addition to the recovery of due differential freight and handling (freight/handling payable minus paid at the time of booking as per declaration). CONCOR will continue to take 20 container s tare weight to be 2.3 tonnes and 40 containers tare weight to be 4.6 unless shipping line declares the actual tare weight of individual containers, otherwise, at the time of booking. 13
14 CHANGE OF GATEWAY PORT:- Any change in destination requested by shipping lines would be effected on payment of Rs.500/- per TEU and Rs.1000/- per FEU along with delayed payment surcharge, provided that no such payment shall be collected if CONCOR is not able to clear the booked containers within 3 days of booking, excluding the day of booking. In case shipping line/chas/exporters wants to hold an export container after arrival at ICD, normal TSC will be made applicable from the next day of booking upto the date of release of the container inclusive of all holidays and Sundays. DELAYED PAYMENT SURCHARGE: Delayed payment surcharge shall be leviable on total CONCOR payments due against the containers which are required to be collected from the final consignors of export/import containers for issue of Inland Way Bills. These will include rail/road freight; terminal handling charges; door delivery/collection charges, if any; empty/loaded terminal service charges due from consignors, if any; and any other charges as are due in respect of containers. Rules for levy of surcharges for delayed payments:- A free time of 2 working days (excluding the date of booking of containers) will be provided during which the consignors must pay all relevant dues in respect of their respective containers to CONCOR and obtain Inland Way Bills. The date of booking will be the date of hand over, i.e. the date of submission of CRN slip with endorsement by Customs (Customs Sealing Report) at the Export Counter. In case of their failure to do so, CONCOR will levy delayed payment surcharge on the total payments due against the containers at under noted rates depending on the actual day of receipt of payment. When payment is received during:- First 2 days (after expiry of free time): 2% of total outstanding dues. Next 3 days : 5% of total outstanding dues. Next 25 days : 10% of total outstanding dues. In case the due payment along with surcharge is not received upto 30 days after free time, CONCOR will also levy a penalty of Rs.100/- per TEU per day or part thereof for period exceeding 30 days.
