2 Hull City Branch 14 th September 2009 Branch Secretary Hull City Council Shop Stewards Bulletin Issue No.1 Welcome to what will hopefully be the first of many shop steward bulletins. The aim of the bulletin is to keep shop stewards updated on current and forthcoming issues that the Branch is dealing with. If you require any further details of the matters commented in this issue please do not hesitate to contact me either by at or telephone Local Government Pay Claim 2009/10 The result of the national consultative ballot indicated that members were in favour of accepting the employers final offer of 1.25% from SCP 4 to 10 and 1% from SCP 11 to 49. See attached for breakdown for Hull Grades 1 to 11. I have also asked the authority regarding when the increase will be implemented, along with any back pay. Due to Grades 12 to 17 being a local grading no information of how they could be affected by the increase has yet been published. For your information the Branch Consultative Ballot result was as follows: Ballot papers sent out 2200 Ballot Papers returned 1154 (52.55%) To accept the offer 1049 (90.90%) To reject the offer 101 (8.75%) Spoilt ballot papers 4 (0.35%) 2. Hull City Council Senior Management Restructure There have been two meeting s held with the trade unions regarding the proposed new Senior Management restructure. It has been identified that the restructure will be in two phases with phase one dealing with the Assistant Chief Executive and Head of Service Level, and that phase two will deal with those post s identified as middle managers. See attached for details of current and proposed new structure. I have raised concern/questions regarding the proposed new Executive Support. It is also my intention to raise again the question regarding the Personal Assistant (PA) structure of what if any the Senior Management Restructure will have on it. 3. Customer Service Centre (CSC) Restructure
3 Consultation is still ongoing with management regarding the proposed new structure which has been identified will be done in phases with phase one dealing with the top tier of the structure. There have been a significant number of individual grievances that have been registered and heard mainly surrounding the issue of Saturday working including rotas. It is hoped that the outcome of the grievance hearings and any findings will be soon sent to those members concerned. It is my intention once the devil in the details are known to visit all the CSC s and hold members surgeries and consultation meeting to seek members views regarding management proposals. 4. Hull History Centre Consultation has begun regarding the proposals for the new Hull History Centre and so far it has identified a possible number of inconsistencies regarding terms and conditions. I am currently in the process of arranging a date and time to meet with those members concerned to seek their views and advise them of any terms and conditions anomalies. 5. Area Neighbourhood Management Restructure Consultation has just begun regarding the proposed restructure of the Area Neighbourhood Management Restructure. It has been identified that the restructure will be done in a number of phases with Phase One dealing with Area Managers and Neighbourhood Co-ordinators, Phase Two dealing with Street Care and Phase Three looking at the Housing element. Consultation meetings have been scheduled to meet every two weeks until at least the end of November I have raised UNISON s concerns regarding the impact the current proposed changes to terms and conditions could have on this and all other restructures, and that because of this trade union and management s hands are tied behind their backs when dealing with difficult if not all restructures. 6. Strategy and Partnership Development Review In light of the decision of the Head of Service to seek pastures new discussions are currently being held with the trade unions to identify proposed transfer of line management and a smooth transition of services. It is hoped that this can be completed by the end of September The proposed changes are as follows: Voluntary and Community Sector Team to ONE HULL; Partnership and Governance to ONE HULL; Corporate Equalities Unit to Community Safety; Asylum and Refugee, Interpretation and Translation, Gypsy and Traveller Service to new Customer Services; Corporate Policy and Research Team to new Executive Support; and Performance and Business Support yet to be confirmed. 7. Meals on Wheels
4 Separate meetings have been held with Paul Joesbury, Head of Procurement and the management of Passenger Transport regarding the tendering process of the Meals on Wheels Service, and following a meeting of UNISON members who raised concern regarding the lack of clarity surrounding the process I have wrote to the relevant manager within Adult Care Services to seek clarification to where the authority is regarding the process, but to also remind them of the correct consultation process with regards to any possible tendering out of services which will involve a TUPE transfer. 8. Quality Residential Care Services Consultation is still ongoing with management regarding the proposed restructure, and it is the intention that Adrian Kennett, Assistant Branch Secretary (Negotiations) and I will arrange workplace meetings and surgeries to consult and seek the views of all the members concerned. 9. Hull City Council Consultative Framework Letters have been sent to the authority informing them of UNISON s representation for the following consultative committee s: Authority Wide Joint Consultative Committee CEMPOL EDPOL WAMG Chief Executive & Deputy Chief Executive JCC Children & Young People Services JCC Education JCC Operational & Neighbourhood Services JCC 10. Waste Management Dispute Following a number of Waste Management Staff confusion regarding working of Saturdays during a Bank Holiday period to press 42 staff have been issued with Gross Misconduct Charges and are currently being investigated. Joe Gibbins, UNISON Regional Area Organiser along with the Branch Assistant Secretaries have held a number of meetings with the members, and Paul Crawley, Shop Steward has attended a number of Investigatory Interviews on behalf of those members concerned. 11. Civic One Restructure Following a clear difference of opinion between the trade unions and management and a total breakdown during the consultation process the trade unions were written to by management seeking details of previous conditions referred to in the consultation meetings, but if nothing forthcoming that management will be intending to implement the proposed changes and buyout etc. 12. Area Governance Restructure Consultation is still ongoing with regards to the proposed restructure and transfer of this service to Democratic Services.
