2 BACKGROUND TO DRIVER CPC Introduced across European Union Drivers must hold a Driver CPC in addition to their vocational driving licence Drivers must complete periodic training Drivers must be able to evidence they hold Driver CPC Those affected New PCV and LGV drivers post Sept 2008/09 who wish to drive professionally, including categories C1 and D1 Existing drivers will be deemed to hold Driver CPC by acquired rights

4 THOSE AFFECTED New lorry, bus and coach drivers Existing lorry, bus and coach drivers This also includes C1 licence holders and those who gained C1 by virtue of passing Category B pre 1997 Not everyone will need a Driver CPC

38 INITIAL QUALIFICATION & NVT National Vocational Training must be vocationally relevant and last least 6 months Exemption from Driver CPC will last for 12 months only and can only be used once NVT participation will have to be formally evidenced Driver can drive professionally in UK without CPC for up to the 1 year period, Modules 2 and 4 have to be passed in that time Documentation issued to cover the driver for the period of the concession
39 PERIODIC TRAINING Five-year cycle 35 hours approved training in each cycle Blocks of not less than seven hours Enhance basic knowledge Flexible training to suit individual driver s requirements and benefit the employer NO TEST REQUIRED
40 ARRANGEMENTS IN THE UK Lead responsibility for approving periodic training Sector Skills Councils Established a Joint Approvals Unit for Periodic Training (JAUPT) DVA retains regulatory role Training organisations & courses must be approved Central record of approved centres and courses Flexibility in types of training to meet all learning styles Training industry need to be fully involved to ensure sufficient approved training available
41 THE APPROVED CENTRE S ROLE Training Organisations/employers need to apply to JAUPT to have their centres approved for delivering periodic training Training Organisations/employers need to apply to JAUPT to have their courses approved for periodic training JAUPT will have systems to record approved centres and approved courses Approved centres responsible for keeping drivers training records and updating a central database
42 EVIDENCING PERIODIC TRAINING The Driver s s personal record Driver CPC Management System developed and held by DSA/DVA Will record a driver s progress towards 35 hours Removes burden of keeping records from driver Developed at request of industry stakeholders Trainers to register training completed by drivers Driver Qualification Card automatically issued to photocard licence holders when 35 hours completed Manual application process for paper licence holders
43 ACQUIRED RIGHTS All drivers who hold C or D licences at the implementation date are considered to hold Driver CPC for the next five years until: PCV September 2013 LGV September 2014 But they will have to undertake: 35 hours periodic training during that period to drive professionally beyond that date
44 ENFORCEMENT Mandatory carriage of evidence of Driver CPC for all drivers UK & other Nationals Offences: Driving without holding a valid Driver CPC Cause or permitting Not carrying Driver CPC evidence in the vehicle in which they are driving Forging or altering evidence of Driver CPC Lending with intent to deceive Resembling documentation with intent to deceive
45 DRIVER QUALIFICATION CARD Drivers will be issued with a Driver Qualification Card upon completion of initial qualification to evidence they hold Driver CPC Acquired rights drivers will be issued with a DQC when they complete periodic training DQC will be similar to the photo card driving licence Mandatory carriage of evidence of Driver CPC Fee for DQC included within cost of module 4 and periodic training
