INTRODUCTION The Highways Agency ( the Employer ) has awarded the early contractor involvement (ECI) contract for the A46 Newark to Widmerpool Improvements (the Project) to Balfour Beatty Civil Engineering Limited ( the Contractor ), who has appointed Scott Wilson Kirkpatrick and Co Limited as their designer ( the Designer ). The works specified in this document shall be let by competitive tender by the Contractor to an (archaeological) Consultant. This Archaeological Evaluation Design has been prepared by the Designers Archaeologist to provide information for the Environmental Statement on the proposed route of the Project. This has been undertaken on behalf of the Employer, in consultation with Nottinghamshire County Council and English Heritage. A significant amount of non-intrusive, and limited intrusive archaeological investigation has previously been undertaken to assess the impact of the Scheme and to inform the Design Brief. The results of these investigations have been reviewed by the Designers Archaeologist and utilised in the production of this Archaeological Evaluation Design. This scheme specific Archaeological Evaluation Design details the method for an archaeological evaluation in advance of the Preferred Route Announcement (PRA), to provide adequate information for the Environmental Statement. This evaluation will assess the reliability of results from previous assessment works through the excavation of 32 targeted evaluation trenches within the preferred route alignment in the Margidunum area. The total combined size of the investigated areas is 2660m2. The Contractor may instruct the Consultant to investigate additional areas (trench extensions and or widening of trenches) during the course of the fieldwork if required to establish details of importance to the evaluation objectives. The archaeological fieldwork, post-excavation assessment, archiving, analysis and preparation of the evaluation report text will be undertaken by the Consultant, unless specified otherwise in this Archaeological Evaluation Design. ARCHAEOLOGICAL BACKGROUND 2.1 Previous Investigations A number of previous investigations have been undertaken including several commissioned by English Heritage, the Highways Agency and the Highways Agency s agents, KBR, for this scheme Margidunum Observations and excavations in and surrounding the Scheduled Ancient Monument at Margidunum have been carried out since the early 1900s. These have been undertaken sporadically throughout the 20 th century, with particular concentrations of work from by Oswald and from by Todd (Leary and Baker 2004). Since the early 1990s, large-scale surveys of the entire area have been undertaken, in the main by Trent and Peak Archaeological Unit and Wessex Archaeology (summarised by Knight and Kinsley 1992 and Leary and Baker 2004: tender Enclosures 1 and 2). These surveys have included fieldwalking, geophysical surveys, aerial photographic enhancement and analysis as well as a number of watching briefs and small-scale evaluations. 2.2 Summary of Previous Results Margidunum Background The extensive surveys, both intrusive and non-intrusive, carried out in and surrounding Margidunum have revealed a complex archaeological landscape. This work has been exhaustively reviewed by Appleton et al (2004) and Leary and Baker (2004). Occupation in the area appears to begin in the Mesolithic period, and worked flint, of Mesolithic to Early Bronze Age date, has been recovered across much of the area surveyed (Appleton et al 2004 Tender Enclosure 3). Only two clusters of worked flint have been discovered in the area of the proposed Project s route, to the southwest of Margidunum (see Appleton et al 2004, fig.8, field 4437b) and to the west (see Appleton et al 2004, fig.8, fields 0018 and 7111/7600). To the west of Margidunum is a series of features located by aerial photographic enhancement and geophysical survey. This has been interpreted as either an Iron Age occupation area with associated field systems, a tenant farmer associated with the Roman villa to the south, or Anglo-Saxon settlement. Roman occupation is focussed within a probable mid-1 st century Roman fort, and a later 1 st century Roman town. The town was occupied from the 1 st to 4 th centuries and was fortified several times from the late 2 nd to 4 th century. Urban ribbon development flanks the Fosse Way to the south and north of Margidunum Junction and beyond this may be zones where Roman burials or cemeteries existed. Urban development also appears to spread further from the Fosse Way to the northwest of the Roman town. A Roman villa is also situated within a field and enclosure system to the southwest of the Roman town. A second putative Roman road has been postulated running in a north-westerly direction from the Roman town. This road alignment lies just to the north and parallel to the present A6097 and is indicated by a line of enclosed paddocks. In the medieval period the land appears to have reverted to arable use, and was enclosed after Many of these post-medieval enclosures have been removed in the modern period. In the mid- to late 1960s the Margidunum Junction and the A46 was improved. D105795/5/023 2 January 2005

7 There have only been limited intrusive investigations undertaken previously within the proposed evaluation site boundary and therefore information on depths of topsoils and likely presence of colluvial and or alluvial sequences and predicted stratigraphic complexity is limited to information and predictive analysis presented in Leary and Baker 2004 and Knight and Kinsley1992 (see Tender Enclosures 2 and 1). In general the upper archaeological horizon has been identified directly below c.300mm of topsoil or in some areas a post Roman plough soil has been identified. D105795/5/023 3 January 2005

PROJECT OBJECTIVES 3.1 General Objectives to determine the location, nature, extent, date, condition, preservation, significance and stratigraphic complexity of archaeological deposits and determine the general distribution of prehistoric, Roman and post-roman evidence within the proposed scheme alignment. to provide sufficient supporting evidence for the Project s impact assessment and Environmental Statement. to determine the level of risk that the archaeological resource would present to the road construction programme at this location and aid the determination of a suitable mitigation work specification and programme. 3.2 Specific Objectives A scheme specific Archaeological Research Framework has been prepared for the A46 Newark to Widmerpool Improvements (Knight 2004). This report highlights key research priorities and questions for the scheme within a national and regional framework. It is an essential part of this archaeological evaluation design to test how much the archaeological resource can answer these research priorities as well as gauging the risk and predictability of the archaeological resource to the construction programme. The following specific objectives focus on the Margidunum area and target key research priorities highlighted by the scheme specific Archaeological Research Framework (Knight 2004, Tender Enclosure 4): Margidunum to define the extent of any early prehistoric occupation and foci and to identify, where possible, features associated with this occupation and their extent (Knight 2004, 10 and 19); to define the extent, date and complexity of the Iron Age, Romano-British or Anglo- Saxon field systems, enclosures and possible occupation to the north of the Roman villa and to locate areas of occupation within these, where possible. To focus especially on the identification of areas where faunal remains may be recovered (Knight 2004, 22), and where dateable material may be recovered in relation to alluvial or colluvial deposits (Knight 2004, 23), and to field systems/enclosures/structural elements (Knight 2004, 23-24); to evaluate the layout of the landscape to the east and northeast of the Roman villa, to identify Roman field systems (Knight 2004, 32) and continuity, if any, from the late Iron Age into the Roman period (Knight 2004, 30) and from the Roman into the Anglo- Saxon period (Knight 2004, 35); to evaluate and elucidate the inter-relationship between the Roman villa and the Roman town and fort of Margidunum and their relationship with their immediate hinterland (Knight 2004, 30); to evaluate the urban ribbon development to the south of Margidunum Roman town where it may be affected by the scheme; to evaluate the potential for areas of Roman burials or cemeteries to the south or west of the Roman town where they will be affected by the scheme; to evaluate blank areas within the fieldwalking and magnetic susceptibility survey areas; to evaluate the evidence for a putative Roman road to the north of the A6097 specifically to look at evidence for roadside occupation; D105795/5/023 4 January 2005

9 to evaluate the area to the northwest of Margidunum to ascertain whether the spread of Roman field walking finds relates to residual finds from agricultural activity or to occupation; to evaluate areas of high magnetic susceptibility and ascertain whether they relate to areas of occupation. 10 4. THE EVALUATION STRATEGY Table 1 below identifies the key evaluation objective(s) for each trench (numbered 1-32; Drawing D105795/AR/002). Table 1. 12 5. METHODOLOGY All archaeological works will be carried out in accordance with this Archaeological Evaluation Design (and any Further Archaeological Designs). This design takes account of assessment guidance in DMRB (Vol. 11), Standard and Guidance for Archaeological Evaluation prepared by the Institute of Field Archaeologists (IFA), the IFA Code of Conduct and other current and relevant best practice and standards and guidance (Appendix 1). The Consultant shall prepare and submit a Method Statement for the works prior to commencement of fieldwork for approval by the Designers Archaeologist. 5.1 Archaeological Evaluation Trial Trenches Trial trenches will be excavated by the Consultant in the locations proposed by the Designers Archaeologist in consultation with the Employers Archaeologist, Nottinghamshire County Council (NCC) and English Heritage (EH), as shown on Drawing D105795/AR/002. The trenches should be positioned using electronic survey equipment to an accuracy of ± 500mm. The trenches will be opened using an appropriate mechanical excavator fitted with a toothless ditching bucket. The extent of the trial trenches will be clearly demarcated by the Consultant to ensure that persons or plant cannot inadvertently traverse across the area of investigation whilst archaeological works are in progress. The fencing/bunds will be regularly inspected and maintained by the Consultant until works in the area have been completed, inspected and approved by the Designers Archaeologist. The excavation areas will be subject to a rapid metal detector scan in advance of excavation, in order to identify and recover metal artefacts within the topsoil/subsoil. The excavation will proceed under direct archaeological supervision by the Consultant, in level spits, until either the top of the first archaeological horizon or undisturbed natural deposits are encountered. Particular attention should be paid to achieving a clean and welldefined horizon with the machine. It is not anticipated that entire trenches will require hand cleaning. Under no circumstances should the machine be used to cut arbitrary trenches down to natural deposits. The surface achieved through machine excavation will be inspected for archaeological remains. The mechanical excavator will not traverse any stripped areas. The machined surface will be hand cleaned by the Consultant, where required, for the acceptable definition of archaeological remains. Following cleaning, all archaeological deposits and remains will be planned (see paragraph 5.1.3), to enable the selection of features and deposits for sample excavation. If high concentrations of worked flint, suggestive of prehistoric activity are noted during the machining of the topsoil or subsequent subsoil layers, these should be left in situ in the first instance. Significant flint scatters shall be sampled in accordance with the evaluation objectives Hand Excavation Sample excavation shall be minimised to that required to meet the key objectives of the evaluation. 13 Archaeological deposits/features identified for sample excavation will be hand excavated by the Consultant in an archaeologically controlled and stratigraphic manner in order to meet the aims and objectives of the evaluation. Machine-assisted excavation may be permissible if large deposits are encountered but only after consultation with the Designers Archaeologist and NCC. A sufficient sample of deposits/features will be investigated through sample excavation in each trench to record horizontal and vertical extent of the stratigraphic sequence to the level of undisturbed natural deposits. No archaeological deposit should be entirely removed unless this is unavoidable. The following sampling strategies will be employed. Linear features: A minimum of 10% along the length (each section not less than 1m wide). Key intersections will be investigated to determine the relationship between the component features. Discrete features: Pits, post-holes and other isolated features will normally be half-sectioned. A minimum requirement to meet the project objectives will be agreed in consultation with the Designers and Employers archaeologists. It is not anticipated that all of these features will be half-sectioned. If large pits or deposits (over 1.5m diameter) are encountered then the sample excavated should be sufficient to define the extent and maximum depth of the feature and to achieve the objectives of the evaluation, but should not be less than 25%. Structures: To be sampled sufficiently to define the extent, stratigraphic complexity and depth of the feature and associated deposits to achieve the objectives of the evaluation Recording Following machine excavation, the extent of the evaluation trench will be accurately recorded by the Consultant using electronic survey equipment. The data will be overlaid by the Consultant at a scale of 1:500 onto the Ordnance Survey National Grid (using digital map data). All archaeological remains will be recorded by the Consultant in plan using electronic survey equipment. The resultant digital dataset will be utilised by The Consultant to compare the position of the identified archaeological remains with the geophysical survey and fieldwalking data and presented in the evaluation report. A full written, drawn and photographic record will be made by the Consultant of each trench even where no archaeological features are identified. Hand drawn plans and sections of features will be produced at an appropriate scale (normally 1:20 for plans and 1:10 for sections). One long section of each trench will be drawn at a scale of not less than 1:50. All plans and sections will include spot heights relative to Ordnance Datum in metres, correct to two decimal places. Colour transparency and monochrome negative photographs will be taken by the Consultant using a minimum format of 35mm. All primary archive photographs shall include correct orientation and content details. In addition to records of archaeological features, a number of general site photographs will also be taken to give an overview of the site. Particular attention should be paid to obtaining shots suitable for displays, exhibitions and other publicity. The Consultant shall ensure that photographs taken for this purpose demonstrate the correct use of PPE. The excavated trench limits will be accurately recorded by the Consultant using electronic survey equipment, fixed in relation to existing survey markers, and overlaid onto digital map data. 14 5.1.4 Artefact Recovery Previous fieldwork indicates that pottery, animal bone, human bone, clay pipe, ceramic building materials, other building materials (Op. sig., plaster, masonry), industrial residues, ferrous and non-ferrous metal objects and worked stone (including flint dating from the Mesolithic through to the Bronze Age), are likely to be the main categories of artefact present at the sites. All artefacts will be collected, stored and processed by the Consultant in accordance with standard methodologies and national guidelines (Appendix 1). All non-modern artefacts will be collected and retained. Each small find will be recorded three dimensionally. Bulk finds will be collected and recorded by context. Some initial processing of finds and samples will be concurrent with the fieldwork and immediately after completion of fieldwork the processing of the remaining finds and samples will be completed. Where necessary the artefacts will be stabilised, conserved and stored by the Consultant in accordance with national guidelines. All conservation work is to be carried out by a qualified conservator. Artefacts will be properly conserved after excavation and will be stabilised for storage. If necessary the Consultant shall arrange for a conservator to visit the site and undertake first aid conservation treatment in the field. Artefacts will be stored by the Consultant in appropriate materials and conditions, and monitored to minimise further deterioration Environmental Sampling The English Heritage Regional Advisor for Archaeological Science (EHRAAS) will be notified of the commencement of the project by the Designers Archaeologist. The Consultant shall prepare as part of his method statement a section on their proposed scientific sampling strategy. The EHRAAS will be asked to comment on the strategy by the Designers Archaeologist. Provision will be made by the Consultant in the strategy for the recovery of material suitable for absolute dating as appropriate and his proposed sampling design for the range of environmental and economic evidence as expected and in accordance with current best practise for archaeological evaluation Human Remains Should human remains be discovered during the course of the excavations the remains will be covered and protected and left in situ in the first instance. The removal of human remains will only take place in accordance with the appropriate Home Office and Environmental Health regulations and the Burial Act 1857, if required. In the event of the discovery of human remains the Consultant will notify the Contractor and Designers Archaeologist immediately Treasure Trove Any artefacts that fall within the scope of the Treasure Act (1996) will be reported by the Consultant to the Designers Archaeologist and Contractor within 1 working day of the find becoming apparent The Designers Archaeologist will contact H.M. Coroner; ensure that Treasure Act regulations are enforced; and ensure that all relevant parties are kept informed. D105795/5/ January 2005

MONITORING, PROGRESS REPORTS & MEETINGS 6.1 The archaeological evaluation will be subject to regular weekly monitoring visits by the Designers Archaeologist, who will have unrestricted access to the sites, site records or any other information. The work will be inspected to ensure that it is being carried out to the required standard and that it will achieve the desired aims and objectives. 6.2 Similar, unrestricted access to the sites, site records and any other information will be afforded to the Employer s Archaeologist. 6.3 Weekly written progress reports will be provided by the Consultant to the Designers Archaeologist during the fieldwork and reporting phases of the works. In addition, progress meetings between the Designers Archaeologist, the Employers Archaeologist and the Consultant will be held on site during the course of the evaluation. Nottinghamshire County Council s Senior Archaeological Officer and the English Heritage Regional Inspector will be invited to attend and monitor the works by the Designers Archaeologist. Meetings will be arranged and chaired by the Designers Archaeologist. 6.4 The Consultant will only accept instructions from the Contractor or his delegated representative. Such delegations will be in writing. 6.5 Regular progress and monitoring meetings will also be held during the post-excavation phase of the project; these will be determined once the post-excavation programme has been resolved. 16 7. COMPLETION OF ARCHAEOLOGICAL EVALUATION WORKS 7.1 The Designers Archaeologist will inform the Employers Archaeologist upon completion of all fieldwork. D105795/5/ January 2005

17 8. REPORTING 8.1 Upon completion of the archaeological works an interim statement will be prepared and submitted to the Contractor and the Designers Archaeologist. It will include: a brief summary of the results a draft or sketch plan of each trench a quantification of the primary archive including finds and samples 8.2 The finds and samples will be processed (cleaned and marked) as appropriate. Each category of find or environmental/industrial material will be examined by a suitably qualified archaeologist or specialist and their results incorporated into the report. 8.3 An evaluation report will be submitted within 4 weeks of the completion of fieldwork. The preparation of the site archive and post-excavation evaluation report will be undertaken in accordance with this Archaeological Design and relevant archaeological standards and national guidelines (Appendix 1). The report will include the following: a non-technical summary site location archaeological and historical background methodology aims and objectives results (to include full description, assessment of condition, quality and significance of the remains) statement of potential with recommendations a statement of the significance of the results in their local, regional and national context according to the Research Framework publication proposals if warranted archive storage and curation general and detailed plans showing the location of the trenches accurately positioned on an OS base map (to a known scale) detailed plans and sections as appropriate (to a known scale) a composite plan for each trench produced at a scale of 1:50 a complete matrix for each trench a cross-referenced index of the project archive 8.4 The report will specifically comment on the level of preservation at the sites, in particular the survival of prehistoric activity, Roman remains and Anglo-Saxon activity, with details of structures, burials, deposits and features. It will also comment on the potential for extrapolating the results onto adjacent areas. 8.5 Three copies of the draft report will be submitted to the Contractor who will forward two copies to the Designers Archaeologist as a draft for comment. The Designers Archaeologist will pass on the draft report to the Employers Archaeologist for comment. In finalising the report the comments of the Contractor, the Designers Archaeologist and the Employers Archaeologist will be taken into account. D105795/5/ January 2005

18 8.6 Six bound hard copies, one unbound master-copy and a digital version of the report and illustrations will be produced within one week of the receipt of comments on the draft report. The digital report shall comprise a CD containing a complete version of the report in PDF format and separate digital text (in Microsoft Word format) and evaluation CAD mapping (in AutoCAD format) and any other illustrations or plates (in PDF format). PUBLICATION 9.1 Given the archaeological potential of the landscape surrounding the Roman fort and town of Margidunum, it is likely that further work will be required following the evaluation programme. This will be decided by the Designers Archaeologist in consultation with the Employers Archaeologist, NCC, and EH. Depending on the significance of the findings, it is envisaged that a synthesis of excavations will be submitted, either individually or separately, once work is completed, to a suitable regional or national journal. 9.2 If significant results are obtained it is likely that further stages of archaeological work will be required. In these circumstances the results of the evaluation will be included in the publication requirements for subsequent stages of work. D105795/5/ January 2005

20 10. ARCHIVE PREPARATION AND DEPOSITION 10.1 The archive of finds and records generated during the fieldwork will be kept secure at all stages of the project. All records and materials produced will be quantified, ordered, indexed and internally consistent. The archive will be produced to the standards outlined by English Heritage (1991, Appendix 3). The archive will be removed from site each evening and will be kept in secure premises provided by the Consultant The Consultant will, prior to the start of fieldwork, liaise with a suitable Museum, such as the Brewhouse Yard, Museum, Nottingham to obtain agreement in principle to accept the artefactual, documentary, digital and photographic archive for long term storage and curation. The archaeological sub-contractor will be responsible for identifying any specific requirements or policies of the museum in respect of the archive, and for adhering to those requirements The Consultant will store the archive in a suitable secure location until it is deposited in the agreed museum The deposition of the archive forms the final stage of this project. The Consultant shall provide the Designers Archaeologist with copies of communication with the recipient museum and written confirmation of the deposition of the archive. The Designers Archaeologist will deal with the transfer of ownership and copyright issues. D105795/5/ January 2005

CONFIDENTIALITY AND PUBLICITY 11.1 Detailed information regarding the development is not yet in the public domain and the archaeological works may attract interest All communication regarding this project is to be directed through the Designers Archaeologist. The Consultant will refer all inquiries to the Contractor and Designers Archaeologist without making any unauthorised statements or comments The Consultant will not disseminate information or images associated with the project for publicity or information purposes without the prior written consent of the Contractor. COPYRIGHT 12.1 The Consultant shall assign copyright in all reports and documentation/images produced as part of this project to the Contractor The Consultant retains the right to be identified as the author/originator of the material. This applies to all aspects of the project. It is the responsibility of the Consultant to obtain such rights from sub-contracted specialists The Consultant may apply in writing to use/disseminate any of the project archive or documentation (including images). Such permission will not be unreasonably withheld The results of the archaeological evaluation will be submitted to the Employers Archaeologist, NCC and EH by the Designers Archaeologist and will ultimately be made available for public access. 23 13. RESOURCES AND TIMETABLE 13.1 All archaeological personnel involved in the project should be suitably qualified and experienced professionals. The Consultant will provide the Contractor with staff details including CVs of the Project Manager, Site Supervisor and specialists, for review by the Designers Archaeologist.. Site assistants CVs will not be required, but all site assistants shall have a minimum of 6 months excavation experience The fieldwork is programmed to be implemented during the week commencing the 24th January 2005 (subject to order placement, land access agreements and Planning Supervisors approval of health and safety plan) and will be completed within 4 weeks. The Consultant will provide the Contractor with a programme for the works (recording and reporting) prior to commencement of work The timetable for completion of the reporting is 6 weeks after completion of fieldwork. An Interim statement of the results of the fieldwork will be provided within one week of the completion of on-site work Early warning shall be given to The Designers Archaeologist of all programme issues and potential delays. 24 14. ACCESS ARRANGEMENTS AND SITE INFORMATION 14.1 Access to the sites will be arranged by the Contractor. Contact details will be provided once the tender has been awarded The sites are within open farmland under various arable crops Trench locations have been designed to target known anomalies identified by previous assessment works and avoid any known obstructions or constraints. Should the Consultant require adjustment to the location of individual trenches due to local conditions this shall be agreed with the Contractor prior to implementation and a revised permit to dig requested prior to any revision (See Section 15). INSURANCES AND HEALTH AND SAFETY 15.1 The Consultant shall provide insurances details in the Conditions of Engagement The Consultant shall have their own Health and Safety policies compiled using national guidelines, which conform to all relevant Health and Safety legislation. A copy of the Consultants Health and Safety policy shall be submitted to the Contractor with their tender The works shall be carried out under CDM regulations with the Consultant undertaking the duties of Principal Contractor. The Principal Contractor shall not commence work until so instructed by the Planning Supervisor, who will be and employee of the Contractor The Consultant shall not commence any excavation works unless authorised to do so by the issue of a permit to dig by the Contractor (Balfour Beatty) The Consultant shall be responsible for identifying any buried or overhead services and taking the necessary precautions to avoid damage to such services, prior to excavation. See also Section The Consultant will undertake a generic and specific risk assessment for each investigation location and identify project specific Health and Safety requirements in a Health and Safety Plan to be submitted to the Contractor for approval by the Planning Supervisor prior to commencement of fieldwork. 26 16. GENERAL PROVISIONS 16.1 The Consultant shall excavate and reinstate, and store adjacent at a safe distance from the excavation, arisings from topsoil and subsoil separately. Arisings shall be reinstated in the exact reverse order in which they were excavated. The sub-contractor shall leave the site in a tidy and workmanlike condition and remove all materials bought onto the site The sub-contractor shall make the minimum of disturbance to the site and avoid driving any vehicles on the site.
