At the Lake Padgett Estates Stables Meeting Room, located at 3614 Stable Ridge Lane, Land O Lakes, FL District Board of Supervisors Paul Wells Chairman Clare Kaminski Vice Chairman Ed Schultz Asst. District Engineer Gordon Onderdonk All cellular phones and pagers must be turned off during the meeting. The District Agenda is comprised of six different sections: The meeting will begin promptly at 7:00 p.m. with the first section which is called Public Comments on Agenda Items is an opportunity for individuals to comment on agenda items only. Each individual is limited to three (3) minutes for such comment. The Board of Supervisors or Staff is not obligated to provide a response until sufficient time for research or action is warranted. IF THE COMMENT CONCERNS A MAINTENANCE RELATED ITEM, THE ITEM WILL NEED TO BE ADDRESSED BY THE DISTRICT MANAGER OUTSIDE THE CONTEXT OF THIS MEETING. The second section is Business Administration. The Business Administration section contains items that require the review and approval of the District Board of Supervisors as a normal course of business. The third section is called Business Items. The business items section contains items for approval by the District Board of Supervisors that may require discussion, motion and votes on an item-by-item basis. If any member of the audience would like to speak on one of the business items, they will need to register with the District Manager prior to the presentation of that agenda item. Occasionally, certain items for decision within this section are required by Florida Statute to be held as a Public Hearing. During the Public Hearing portion of the agenda item, each member of the public will be permitted to provide one comment on the issue, prior to the Board of Supervisors discussion, motion and vote. Agendas can be reviewed by contacting the Manager s office at (813) at least seven days in advance of the scheduled meeting. Requests to place items on the agenda must be submitted in writing with an explanation to the District Manager at least fourteen (14) days prior to the date of the meeting. The fourth section is called Staff Reports. This section allows the District Manager, Engineer, and Attorney to update the Board of Supervisors on any pending issues that are being researched for Board action. The fifth section which is called Audience Comments on Other Items provides members of the Audience the opportunity to comment on matters of concern to them that were not addressed during the meeting. The same guidelines used during the first audience comment section will apply here as well. The final section is called Supervisor Requests. This is the section in which the Supervisors may request Staff to prepare certain items in an effort to meet residential needs. Public workshops sessions may be advertised and held in an effort to provide informational services. These sessions allow staff or consultants to discuss a policy or business matter in a more informal manner and allow for lengthy presentations prior to scheduling the item for approval. Typically no motions or votes are made during these sessions. Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this meeting is asked to advise the District Office at (813) , at least 48 hours before the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service at 1 (800) , who can aid you in contacting the District Office. Any person who decides to appeal any decision made by the Board with respect to any matter considered at the meeting is advised that this same person will need a record of the proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which the appeal is to be based.

Gordon Onderdonk District Engineer Rick Clemmons G4S Security Audience FIRST ORDER OF BUSINESS Call to Order Chairman Wells called the meeting to order and Mrs. Montagna completed the roll call confirming a quorum for the meeting. Chairman Wells asked all those in attendance to stand and join him in reciting the Pledge of Allegiance. SECOND ORDER OF BUSINESS Public Comments on Agenda Items No Audience Comments THIRD ORDER OF BUSINESS Consideration of Minutes of the Board of Supervisors Regular Meeting held on April 19, 2016 Chairman Wells presented the minutes to the Board for their review.
6 LAKE PADGETT INDEPENDENT SPECIAL DISTRICT May 17, 2016 Minutes of Meeting Page On a Motion by Vice Chairman Kaminski, seconded by Supervisor Schultz, with all in favor, the Board of Supervisors approved the minutes of the Board of Supervisors regular meeting held on April 19, 2016 as presented for Lake Padgett Estates Independent Special District. FOURTH ORDER OF BUSINESS Consideration of Operation and Maintenance Expenditures for April 2016 Chairman Wells presented the expenditures to the Board. Supervisor Kaminski stated concerns regarding the Field Services charges. On a Motion by Supervisor Schultz, seconded by Vice Chairman Kaminski, with all in favor, the Board of Supervisors accepted the Operation and Maintenance expenditures for April 2016 ($27,871.52) as presented for Lake Padgett Estates Independent Special District. FIFTH ORDER OF BUSINESS Discussion of Park Reservations Chairman Wells introduced the first reservation request for a High School Family Reunion estimated at 100 people. Motion to approve by Supervisor Schultz, seconded by Vice Chairman Kaminski, after further discussion motion was tabled until further details could be obtained. Chairmen Wells introduced the second reservation request for an extension of time to 9:30 pm for 20 guests. On a Motion by Supervisor Schultz seconded by Vice Chairman Kaminski, with all in favor, the Board of Supervisors approved the request to extend hours to 9:30 with a $50.00 for the guard staying late. SIXTH ORDER OF BUSINESS A. District Counsel District Counsel not present. B. District Engineer Staff Reports Mr. Onderdonk gave an update on the Frank George Park bathrooms. Mr. Onderdonk provided updates on the playground installations for East Lake & Lake Padgett Parks. Mr. Onderdonk informed Board that the entrance road for Kaminski needs retention swales installed to comply with SWFWMD. SiteMasters estimated cost at $8,
7 LAKE PADGETT INDEPENDENT SPECIAL DISTRICT May 17, 2016 Minutes of Meeting Page On a Motion by Supervisor Schultz seconded by Chairman Wells, with two (2) in favor and Vice Chairman Kaminski against, the Board of Supervisors approved a not to exceed amount of $8, for swale work at Kaminski entrance for Lake Padgett Estates ISD. Vice Chairman Kaminski gave a statement regarding her dissatisfaction with the amount of money the Board has had to spend on this item and similar items in the past. C. Field Operations Manager 1. Review of Monthly Report 2. Review of Staff Reports Mr. Brown reviewed his inspection report. Mr. Brown informed the Board that the second vendor was nonresponsive in the request to bid the mistletoe project. On a Motion by Vice Chairman Kaminski seconded by Supervisor Schultz, with all in favor the Board of Supervisors approved the Lugo Landscaping bid for $ for Lake Padgett Estates ISD. Mr. Brown informed the Board that they received a price for the Super K chemical needed for treating the ponds. On a Motion by Supervisor Schultz seconded by Vice Chairman Kaminski, with all in favor, the Board of Supervisors approved the purchase of 200 lbs. of Super K for the price of $3, for Lake Padgett Estates ISD. Vice Chairman Kaminski asked about moving of the swing set and the fencing of the playground equipment. Mr. Brown stated that they were waiting until the final inspection was completed before moving the swing set and fencing in the playground. D. District Manager Mr. Huber informed the Board that the registered voter counts as of April 15, 2016 is The qualifying period for the upcoming election is June 20, 2016 through June 24, Mrs. Montagna informed the Board that the next meeting date is June 21, 2016 at 7:00pm. SEVENTH ORDER OF BUSINESS Discussion of Guard Duties Chairman Wells reviewed his meeting with the Caption for G4S. Mr. Clemmons reviewed the issues that the guards are facing with the parks and the Board addressed their concerns with the guard services.

EIGHTH ORDER OF BUSINESS Mr. Huber reviewed the Proposed Budget for the Board. Presentation of Proposed Budget NINTH ORDER OF BUSINESS Acceptance of Resolution Mrs. Montagna presented Resolution , Approving the Proposed Budget and Setting the Public Hearing. Mr. Huber stated that the Final Budget Hearing would be July 19, 2016 at 7:00pm. On a Motion by Vice Chairman Kaminski seconded by Supervisor Schultz, with all in favor, the Board of Supervisors approved Resolution , Approving the Proposed Budget and Setting the Public Hearing for Lake Padgett Estates ISD. TENTH ORDER OF BUSINESS Supervisor Requests and Audience Comments Supervisor Schultz inquired about resurfacing of the Laird Park parking lot. Resident inquired about permits for fish stocking. TWELFTH ORDER OF BUSINESS Adjournment On a Motion by Supervisor Schultz, seconded by Vice Chairman Kaminiski, with all in favor, the Board of Supervisors adjourned the meeting at 8:35 p.m. for Lake Padgett Estates Independent Special District.
