1 Mauritius Police Force Invitation for Expression of Interest (EOI) Setting up of Driving Schools for auto/motorcycles in Mauritius Introduction The Road Safety situation in Mauritius is found to be alarming and one of the contributory factors may be attributed to inadequate training and skill of drivers and riders for admittance into our road traffic system. The situation is still worse as far as the auto/motorcyclists are concerned and this is reflected in their prevalence in the number of fatal and serious road crashes in Mauritius. Many of these riders involved in road crashes are riding with a Learner licence. The Government of Mauritius through the Mauritius Police Force (MPF) intends to introduce Driving School for motorised two wheelers (Moto-école) in Mauritius, and to regulate the training and licensing of auto/motorcyclists, thus permitting appropriately trained and skilled riders in our road traffic system. In this context the MPF is inviting an Expression of Interest (EOI) for the setting up of fully equipped driving schools to provide appropriate training comparable with the best practices in the world. The main objective of this project is to bring down the number of road crashes involving two wheelers through proper training and approved testing standards of applicants for a driving licence for auto/motorcycles. Driving Schools are going to be regulated under the Road Traffic Act and licences will be granted by the Commissioner of Police after inspection and subject to compliance with the regulations. Purpose of the EOI The purpose of the EOI is: (i) to earmark prospective applicants for the Driving School for auto/motorcyclists on the basis of which Driving School Licence would be granted by the Commissioner of Police in compliance with the Regulations to be made under the Road Traffic Act; (ii) to enable the Mauritius Police Force (MPF) to assess the number of driving schools that may be made operational in Mauritius and situate their geographical locations; and (iii) also to plan for the training and licensing of learners for auto/motorcyclists. 1

2 Basic requirements of the auto/motorcycle Driving School The basic requirements for the operation of a DRIVING SCHOOL FOR AUTO/MOTORCYCLES in term of Infrastructure and logistics are as follows: 1) Building A building of at least 40 square metres with facilities for 30desks,30 chairs, a video projector, a DVD player, office furniture, office space for secretariat, telephone and internet facilities. 2) Road circuit A bituminous concrete track of a length of 100 metres and width of 6m, flat and in a straight alignment, equipped with 40 heavy duty traffic cones with a safety zone at the end. 3) Theoretical Training Provide prior to training on track at least 25 hours of theoretical training to cover all the modules as may be required under the Road Traffic regulations for at least 600 learners yearly. 4) Training on Track The school should have a capacity to provide practical training for a minimum of 600 auto/motorcyclists riding learners yearly. A minimum of 15 hours practical training per student on track prior to training in live traffic. 5) Training in live traffic (i) to provide practical training in live road traffic for at least 12 hrs for each auto/ motorcyclist riding learner; and (ii) to provide adequate safety provisions for each auto/motorcyclist riding learner for practical training both on track and in live road traffic. 6) Provide of teaching materials for Theoretical Training: 7) Types of Driving Licence: There will be 4 categories of driving licence depending on the engine capacity of the auto/motorcycles as follows: less than 50cc, 50 to 125 cc, 125 to 300 cc and above 300cc. 2

3 8) Equipment to be provided for Practical Training: (a) (b) A fully equipped auto/motorcycle in each category for demonstration and instruction purposes. The auto/motorcycles should be in good running conditions and shall be less than 5 years old. Each motorcycle should be equipped with a radio communication equipment and accessories (earpiece, radio chargers and Fluorescent jackets) for instructional and testing purposes 9) Insurance cover (a) (b) General Insurance cover should be provided for the Learner riders being trained at the driving school. Insurance cover for the auto/motorcycles to be used for training purposes and Registration Certificates in the registered name of the Driving School. 10) Each driving school shall be required to provide training for all four categories of motorcycles. Part A Rules governing this Invitation (EOI) Participation in the EOI Process is subject to compliance with the undermentioned rules. All persons (whether or not they submit an EOI) having obtained or received this Invitation may only use it, and the information contained therein, in compliance with the rules set out in Part A. All Applicants are deemed to accept the rules contained in this part. The rules contained in Part A of the Invitation apply to: (a) (b) (c) the Invitation and any other information given, received or made available in connection with the Invitation including any additional materials specified and any revisions or addenda; the EOI Process; and any communications (including any briefings, presentations or meetings) relating to the Invitation or the EOI Process. 3

The EOI shall be submitted in English in 3 copies, in sealed envelope marked EOI- Driving School for auto/motorcycle and deposited by Wednesday 25 May up to hours (Mauritian time) in the Tender box of Mauritius Police Force at the following address: Mauritius Police Force Police Head Quarters Line Barracks Port Louis Mauritius 2. All clarifications/queries sought by the person/firm in respect of the EOI shall be addressed, in writing, to the Commissioner of Police at the above address, at least 14 days before the deadline set for the submission of EOI. 3. The applicant should fill in table 2 and to show compliance of their proposal with the basic requirements. Part B Evaluation Process Following the Closing date and time, the Mauritius Police Force (MPF) would evaluate the EOIs received according to the Evaluation Criteria specified in the Invitation. An EOI will not be deemed to be unsuccessful until such time as the Applicant is formally notified of that fact by the MPF. If, in the opinion of the MPF, an EOI is unclear in any respect, the MPF may, in its absolute discretion, seek clarifications from the Applicant. Failure to supply clarification to the satisfaction of the Commissioner of Police may render the EOI liable to disqualification. After evaluation of all EOIs, the MPF may, without limiting other options available to it, do any of the following: decide not to proceed further with the EOI process; or commence a new process for calling for EOIs on a similar or different basis to that outlined in this Invitation. Required information All individual parties/firms and each partner of a joint venture/consortium applying for the Expression of Interest are requested to submit the following: 1. 5 g) Experience in the field of driving school ( individual or any partner), if any h) A copy of the land survey plan of the site and a location plan of the site indicating access roads and proximity to public transport facilities. i) Plan of Operation of the driving school-driver training schedule, number of trainees per session, opening hours and days. 2. Information on Personnel capabilities a) Title of positions b) Number of Driving instructors to be employed c) Capacity of the driving school in terms of number of learner riders intended to be trained yearly 3. Documents establishing ownership of land and premises to be used for the driving school for auto/motorcycles. Where the land and premises of the driving school is leased, copy of the lease agreement must be submitted. Non-submission of the above details will entail disqualification of the applicant in the process of granting driving school licence for auto/motorcycles. Evaluation Criteria Initially not more than 10 licences will be granted, one in each district of the country, including one in Rodrigues. Depending on the number of applications selected the Commissioner of Police may consider the allocation of up to a maximum of two driving schools per applicant in two different districts. A marking scheme as per table 1, will be used for the selection exercise based criteria follows: a) Compliance with the above requirements of a driving school for auto/motorcycles. b) Suitability of site for a Driving School with respect to accessibility to public transport, health and safety requirements, impact on traffic and environment. c) Capacity of the driving school to train more than 600 auto/motorcycle learners on a yearly basis. d) Applicants offering to carry out training for all four categories of auto/motorcycle driving licences would be advantaged. e) The Driving school should employ a minimum of two administrative staff (one at managerial level and one at clerical level) to run the driving school for auto/motorcyclists. f) The applicant shall employ at least 3 registered driving instructors of auto/motorcycles and holding a licence issued by the Commissioner of Police (A training course will be organised by the Ministry of Public Infrastructure and Land Transport for that purpose). Following the evaluation only the substantially responsive candidates would be considered for the granting of a Driving School licence for auto/motorcycle upon submission of their application in the prescribed form. 12 April
