2 Statewide Online Education Program (SOEP) allows your students to complete 9-12 th grade courses with selected accredited online course providers that: Agree to accept students of a companion school* (*primary school of enrollment) for limited course-wise enrollment. SOEP courses replace courses that would otherwise have been offered to the student by the primary school of enrollment. *The Utah State Office of Education mediates this relationship by providing a secure interface (SEATS) for the transfer of student data. USOE also manages payment services. 2
3 A primary school or LEA of enrollment shall provide information about available online courses and programs: (a) in registration materials; (b) on the LEA's website; and (c) on the school's website. 3
4 With 24 credits required for high school graduation, the Statewide Online Education Program (SOEP) allows students online access of up to 6 credits, per each school year, as of A student does not need to physically attend courses at their primary school of enrollment to participate in SOEP courses. It is most likely a student will want to take advantage of academic and other offerings of their primary school of enrollment regardless of participation in SOEP courses. 4
5 Regardless of the level of online credits that the student chooses to engage in, the student maintains regular enrollment ONLY at the school which is NOT the online course provider Essential services are therefore uniquely available ONLY at the school where the student maintains regular enrollment: Graduation Services (i.e. a diploma) Counseling Services Co-curricular activities such as choir and band Extracurricular activities Sports participation Also, community and peer relationships built and maintained in the familiar environment of the neighborhood school or other school of choice can be continued even while the student studies online. 5
6 Your school s funding security depends on your staff s accurate perception of the student as remaining enrolled for all credit hours: Qualities of Accurate SIS Entries* In order to generate membership for funding through the Minimum School Program for any clock hour of instruction on any school day, an LEA shall ensure that a student being counted by the LEA in membership: has direct instructional contact with a licensed educator provided by an LEA Exceptions one period release time *R

13 A school which is not a SOEP online course provider has one type of student: Regularly Enrolled (Regularly Membered ) Students part or full time, taking: zero or more courses online, through SOEP zero or more courses at their Primary School of Enrollment (zero can conceivably occur) These students draw funding directly, through membership, which accrues to the primary school of enrollment by virtue of UTREx/Warehouse membership data collection. 13
14 If the LEA is a SOEP Provider it has 2 types of students 1. Regularly Enrolled (Regularly Membered ) Students part or full time: zero or more courses online, through SOEP zero or more courses at their Primary School of Enrollment (zero can conceivably occur) 2. External students enrolled through SOEP course-wise. These students are not regular members of this school s student body and cannot access ancillary services. These students are funded at their Primary LEA, through membership, and a course fee is 14 forwarded to the Provider LEA by USOE, as the student completes credit.
15 Either Funding Per Credit Hour or Expenditure Per Credit Hour may be weighed against SOEP course cost *SOEP courses cost, on average, at least 22% below average per credit instructional expenditure statewide saving a school money that can be redirected to other areas. 15
16 Weighted Average SOEP Course Cost Is the average cost of all courses requested through the Statewide Online Education Program. Individual courses vary in cost, depending upon the nature of the content. 16
