11 What is ERP? unexpected event requiring prompt action which is beyond to normal day to day activity. the reaction to the actual or potential situation an organisation of knowledge which : - outlines how something should be done - or what actions to be taken - or a particular strategy to be followed. 11

12 Objectives of ERP PROVIDE: - Immediate resumption of normal operations PROVIDE: - a basis for training and increasing preparedness for all people involved in an emergency MINIMIZE: - Personal injury - Property damage - Environmental damage - Public damage MEET: - legislative requirements 12

13 Why need ERP? To deal with specific response to: Fire Explosion Toxic release Release/spill of hazardous substances Natural events; flood, cyclones Acts of sabotage or terrorism To provide a clear identification of the site, its location, location of hazardous materials stored and quantities on site. 13

14 Why need ERP? To co-ordinate the responses of off-site emergency services. To provide guidance on actions to be taken to organize personnel and resources in the event of an emergency. To ensure that all emergency equipment is maintained properly, ready for use and that personnel are trained in the use of the equipment and the emergency procedure. 14

15 Types of ERP ONSITE ERP Part IV: Reg. 18, 19, 20 a plan to deal with onsite emergency not pose a threat to the outside community can controlled by onsite emergency team minimum response from offsite emergency services a plan prepared by manufacturer OFFSITE ERP Part IV: Reg. 21 a plan to control major emergency pose a threat to the outside community require the use of offsite resources extensively ideally the plan prepared by local authority 15

16 Onsite ERP Reg. 18 (1): A manufacturer shall prepare, keep an up-to-date & adequate onsite ERP (after consulting a Major Hazard Competent Person) Reg. 18 (2): Onsite ERP is constantly updated and considered any material change made in the industrial activity 16

17 Onsite ERP Reg. 18 (3): Manufacturer shall prepare and submit to DOSH: a) < 3 months before commencement of the industrial activity b) or commenced before May 1, 1996 (3 months after CIMAH reg. came into force on Feb 1, 1996) c) or 3 months or more after classified as MHI (sub reg. 7(2)(a)) 17

18 Onsite ERP Reg. 19: Updating of onsite ERP as part of Industrial Activity Report (CIMAH report) once in 3 years Send a copy to DOSH Reg. 20: DOSH will review the onsite ERP. If the ERP is unsatisfactory, manufacturer will be asked to improve the onsite ERP 18

Plant Risk Evaluation Manufacturer must carry out Hazard & Risk Assessment; which considered: o the worst event o The route to those worst events o The time duration (lesser event lead the worst event) o The size of lesser events if their development is halted o The likelihood of events o The consequence of each event 20

21 2. Onsite Emergency Organization & Team Emergency Response Centre (ECC) i. First Line Response Centre (FLRC) o Close to emergency site (i.e.: dedicated room, Emergency Response Building Centre, etc.) o The centre set up for the ERT who combat the emergency ii. Management Strategic Response Centre (MSRC) o Away from the emergency site o Located in the company head office o The centre set up for the EMT o Set up to evaluate potential financial & long term impacts of the emengency to the company 21

Onsite Emergency Organization & Team Emergency Response Team (ERT) ERT Organization Emergency Commander (EC) * The most important person in the ERT Operations Controller Roles & Responsibilities o Control the emergency situation until relieved by BOMBA o Decide the necessary actions to combat emergency o Give an order for evacuations o Debrief once the incident is over o Support the role of the EC o Provide technical advice to EC Log keeper / historian o Record time of all events & actions taken o Keep tracks of missing persons o Keep tracks persons involved in search & rescue 24

Onsite Emergency Organization & Team Emergency Response Team (ERT) ERT Organization Intervention Team Leaders Logistic Coordinator Communication Operator Roles & Responsibilities o Lead the fire fighting team, first aid team, spillage control team, search & rescue team etc. o Mobilizes support vehicles, clean up equipment, storage vessels, as & when required for the emergency o Liaise with media/relatives o Call for assistance & notifies relevant agencies & people 25

27 4. Emergency Records Emergency records are part of the plan administration & maintenance Must be constantly being updated and reviewed Examples: o Emergency telephone list o Previous emergency event record o List of hazardous materials o Alarm system test records o Communication equipment 27

Emergency Equipment Examples: & Facilities o PPE o First aid & other medical emergency equipment o Fire fighting equipment (water curtain, foam, sprinkler, fire extinguisher etc.) o Communications equipment o Spill Kit o Rescue equipment (if needed ropes, stretchers, jaws of life, hammers, axes, etc.) 28

29 6. Regular Tests of Emergency Equipment and Facilities Objective of testing = to ensure all relevant equipment is: o in good condition o To ensure all relevant equipment is ready to use when emergency 29

Training & Drills Objective of training: o train personnel an the Emergency Plan o Familiarize personnel with the emergency equipment o Train specific personnel for specific duties which required special skills o Update personnel on any changes made to the existing ERP o Test the feasibility of the ERP o Maintain cooperation among ERT o Examine the performance of personnel & equipment 30

Plan Review & Updates Review & update of ERP is conducted to: o o o constantly keeps records of any changes or revisions that have been made Check availability the emergency equipment and other resources Circulate new information to personnel ** Review & revision should be done periodically ** Review & revision must be performed by experienced persons (have sufficient understanding of ERP) ** Mandatory: review after every incident 31

32 9. Audit Objective of Audit: To ensure the effectiveness of the ERP so that : o it is valid o It conforms to any new regulations 32

37 Offsite ERP Reg. 21(2): The manufacturer shall: o Inform Local/Port Authority within 3 months (classified as MHI under paragraph 7(2)(a)) o Provide Local/Port Authority with the related information of the industrial activity & any possible major accident o Afford to Local/Port Authority with all reasonable facilities for the preparation and implementation of offsite ERP 37
