4 1 INTRODUCTION 1.1 PURPOSE OF GRUTAS DEL PALACIO MANAGEMENT PLAN The purpose of the present Management Plan is to guide the short, medium and long term goals of the Grutas del Palacio Geopark. The intended audience of the Grutas del Palacio Management Plan is all project stakeholders including the Promotion Commitee, and the project team. 2 EECUTIVE SUMMARY The Grutas del Palacio Geopark Mission is to become the first Uruguayan Geopark, born as a community initiative of Flores Department, with the support of local and national authorities. Promotes the appropriation of the geological, archaeological and historical heritage, as a tool for economic and social development, managed in a sustainable way. The geotourism, education and cultural motivation based on local geodiversity, are opportunities and corn stones for local development. The management model applied to Grutas del Palacio Geopark is in accordance with the development vision for its territory and people. The particular area comprising the geopark is part of a greater extension area, whose development guidelines have been made before, in accordance with its Land Use Plan. From this perspective, the geopark management must be flexible, intelligent and synergetic with the existing complexity of the social, cultural, economic and political aspects. The applicant to Geopark requires as a prerequisite the existence of a management structure capable of stimulating and continually improve these factors. Following the details of its Principles and Values: Environment responsible, sustainability Respect for Bio and geodiversity Community participation Cooperation & Solidarity Promote education and geological research Promote visitors satisfaction The local and national government should participate democratically and tend to decentralization. Sites management cannot be arbitrary or depend on the individual willing. The policies and proposals should be implemented from the consensus of the community, and be a reflection of collective discussion involving those concerned. National and Local Government managed the Grutas del Palacio Geopark in a team work, recognizing the importance of geological heritage and sustainable development for the region. This will is supported by the existence of two Protective Areas inside the Geopark: Grutas del Palacio and Chamanga. 04 MANAGEMENT PLAN

6 3 GEOPARK LOCATION AND BORDERS 3.1 GRUTAS DEL PALACIO GEOPARK The location of the GPG is in the central area of Uruguay, at Flores Department in Uruguay and occupies a total surface of km2. The Geopark boarders are defined at north, east and west, by the Flores Department geographic and politic limits and the southern limit is defined by local roads that includes into the polygon the rural schools closest to geosites. 06 MANAGEMENT PLAN

11 It is planned that as soon as the Geopark generates financial resources, and contributions, the budget support will be shared with the other members of the Promotion Committee, as well as receiving collaborations, and generating incomes with tickets, geoproducts, etc. 5 ADMINISTRATIVE MANAGEMENT & STAFF 5.1 ORGANIZATION CHART AND STRUCTURE MANAGEMENT The Organization in charge of the management of the Applicant Geopark Grutas del Palacio is the Promotion Committee and it is integrated by the following institutions: MANAGEMENT PLAN 11
12 he Promotion Committee is the coordinator and the manager of the legal entity denominated Grutas del Palacio Geopark. The owners of the Geopark, are the local Government Intendencia Departamental de Flores, the National Ministries Education and Culture Ministry, Environment, Housing and Land Planning Ministry and Tourism and Sports Ministry; the National University Universidad de la Republica and local educational institutions and the local private sector, represented for many stakeholders as the Flores Tourism Chamber, Commerce Chamber, Social and Environmental NGOs, among others. 5.2 STAFF The Grutas del Palacio Geopark staff is integrated of personnel belonging to the institutions of the Promotion Committee as follows: Management - Lic. 14 6 GEOCONSERVATION Intendencia Departamental de Flores as manager of the Promotion Committee is responsible of managing and maintaining the main geological sites proposed in the applicant Geopark. This implies economic and financial resources of the five-year budget, and human resources both local and external. Although many sites are located in private lands, the Promotion Committee Manager will be responsible for the total sites, in order to procure a unique image of the Geopark sites. There is management plan that involves the participation of the total Promotion Committee and coordinates with national agencies (UDELAR Faculty, National Ministries, etc.) and private operators. For example, in the case of Chamangá pictographs these plans involve the National System of Protected Areas (SNAP), the Ministry of Housing, Land Planning and Environment. Geoconservation is focused on the geosite areas. In the rest of the area occupied by the Geopark, is suitable to develop any activity under responsible and sustainable technics. 14 MANAGEMENT PLAN
15 7 GEOEDUCATION Teaching scientific knowledge on the natural environment and geodiversity for all ages population. Recognize the non-neutrality of scientific knowledge and its connection with the construction of a systemic view of the world. Teach on scientific and human production activities Teach about the scientific method, knowledge production through the observation, the sequence of experimental models and representation in several materials. The most important goal for the Grutas del Palacio proposed Geopark is to transmit to the Community the concept of Geo-Heritage, to teach the geological heritage around the territory and then to preserve those sites that allow the humanity to preserve evidences of the history of the planet. Geo-heritage concept is very close to geo-education and geo-conservation ones, and will be managed as a whole so as in the Geopark management so as in its principles and values. 8 GEOTURISM Tourism events already programmed, attract more than 40,000 people annually, becoming a potential source of income and economic dynamism for the community to take advantage of the sustainable (and not uncontrolled) development policy. It is important to point out that cultural, sportive and religious events are added to this fixed events calendar every year, attracting tourists from outside the Geopark. The administration office is planning to hold the Geopark Week which will be a part of the Department s fixed calendar of annual events and will include several activities involving: departmental education centers (pre-school, primary school, high-school, technical school) by carrying out art, photography and writing competitions; non-formal educational institutions such as the Office of Culture of the Departmental Government of Flores, encouraging its students to produce crafts related to the geological sites, among others, cuisine of the restaurants, encouraging them to offer traditional dishes (made with hare, rabbit, lamb); visits to the geological sites for local people interested In participating, with the cooperation from local tourism agencies. 8.1 TOURISTIC FACILITIES AND ACCOMODATION The hotels capacity within the Geopark is of 373 beds, and in tourist ranches of 360 beds. There are also authorized camping sites which provide many alternatives to tourists. On the other hand, there are 5 travel agencies. MANAGEMENT PLAN 15
16 Services: Within the applicant Geopark, there are 24 trained tourist guides, although all of them are acquainted with the tourist attractions, each one of them has a very distinct profile considering their specialty and preferences: 10 are specialized in the geosite Chamangá, 5 in the geosites of Grutas del Palacio and the ones in the Lagos area, 7 of them are specialized in the geosite of the Flora and Fauna Reserve and 2 of them in heritage and preservation tourism.
