(ITI) provides industry-leading services for surface finishing clients to systematically and cost-effectively transform processes and plants towards highest performance, quality, efficiency, and profitability at minimal risk. Jeffrey R. Lord, MSF has more than 22 years of consulting, process engineering, EH&S management, manufacturing engineering and industrial R&D experience. He has worked for wide variety of private industry clients in aerospace, automotive, chemical manufacture and other manufacturing industries and for US and foreign government agencies. Jeff Lord s areas of expertise include process design and development, construction, startup and commissioning of processes/facilities for manufacturing, resource recovery, and waste treatment. He also has extensive experience relating facility environmental processes providing design, permitting and compliance assistance for air pollution control, wastewater treatment, solid waste management, storm water control, pollution prevention, site closure and site remediation. His laboratory experience includes novel technology R&D, pilot/prototype development and testing, and the set up, testing, and operation of laboratories to provide process control and physical testing. Jeff Lord s broad experience allows him to design, setup, and validate the operation of process systems, and to effectively troubleshoot problems in existing systems. He has provided assistance in the areas of manufacturing flow, chemical processing and the gamut of metal fabrication and finishing processes including anodizing, cleaning, electroplating, electro less plating, phosphating, painting, polishing and buffing, thermal spray, various surface treatments and vacuum coating. He has designed, set up, tested, and operated recovery processes, water systems, wastewater treatment and recovery systems, process ventilation, air handling and air pollution control systems. He has developed and provided training for management, foreman, operators and regulators on the requirements, theory and operation of each of these systems. Jeffrey R. Lord, MSF is a regular instructor for professional development courses, has been a university adjunct professor and high school teacher. He has developed and taught courses in chemistry, electro chemistry, electro optics, OSHA compliance, plating science pollution prevention, regulatory compliance, and industrial wastewater treatment. Lord, MSF was previously employed with The Black Company as Principal Consultant specializing in pollution prevention through process design. He was also employed by the BF Goodrich Company as Corporate Manager of Environmental Health and Safety, Environmental Coordinator, Manufacturing Engineer and Research Scientist during his career there. He has also been employed at CAMP, Inc., Aster Corp., Geocenters, Inc., and Contract Research as a Research Scientist, and has taught chemistry at the junior and senior high school levels. Professional Organizations American Electroplaters and Surface Finishers Society (AESF) American Society of Materials (ASM) Selected Project Experience Senior process consultant for design and specifications of a new Paint Line for CP Tech, Division of Technimeca International Corp., an aerospace component manufacturer, in Montreal, Quebec. The Paint Line consisted of a work staging area, primer and topcoat paint booths, two flash off areas, three cure ovens, and paint kitchen support equipment. The client deliverable included a performance based specification which included production parameters, including varying process times and sequences for present and future conditions. The specification provided a base design for a conveyorized transport system for semi-automatic operation and outlined options to attain higher level of automation including indexing, automatic switching, and power and free modes of operation. A proposed layout drawing and process description was provided for the new system which is designed to increase production volume by 5-10 times. Senior consultant for ITI for implementation of TrueChem software for laboratory sampling and analysis and process improvement for the metal finishing shop at Hill AFB, Ogden, UT. The TrueChem software provides: schedule management for sampling, analysis, maintenance activities, and corrective actions; automatic result computation, statistical analyses and trending; rule and notification capability (based on specific results or statistical trends); notes and documentation links; chemical inventory management; and dashboard graphical status overview. A software implementation plan was developed, a TrueChem database was populated with Hill AFB process tank and chemistry information, a SQL version of the software was installed on the Hill AFB network and software training was provided, a follow-up training and support trip was completed and three HTML-based status dashboards were developed and deployed to provide broad based, graphic overview and detail result parameter and schedule status. Senior process consultant for design of Advanced Metal Finishing Facility (AMFF) for
3 Robins AFB in Warner Robins, Georgia. As part of an integrated team he participated in the design of a captive metal finishing shop for the maintenance and overhaul of aircraft components. Activities included process design, process equipment design, dry process design, wastewater treatment design, and ventilation design of new metal finishing shop for Robins AFB. Current processes were evaluated and additional processes were specified to expand the metal finishing capability of the shop. At the same time, the design updated processing techniques and is designed to minimize exposure to hazardous materials and minimize environmental impacts from operation of the shop. Senior process consultant for Electroplating Facility Commissioning for USAF Egyptian Depot Program Air Force. Activities included process control laboratory commissioning, process commissioning and process optimization for a captive metal finishing shop for the overhaul of aircraft components. As part of an integrated team that brought this new facility online the project included the set up, evaluation of the process control and physical testing laboratory, the optimization and verification of each process line in the plating shop, support to the waste treatment commissioning team and training in all aspects of the facility operation for facility personnel. Both wet chemical and physical testing laboratory procedures were established to control the metal finishing processes. The test procedures were used to evaluate process sample parts verifying process performance to various US government specifications. Each processing step for a wide variety of plating processes and surface treatments was evaluated and optimized. Improvements were designed and implemented where necessary to the process equipment, the chemistries, or the processing procedures to establish process performance to the applicable specification. Process test loads were designed and processed to demonstrate performance to the specification. Laboratory tests were run on the process samples, data was evaluated, and regular testing schedules were established to demonstrate continued performance to the specifications. Impacts to the waste treatment system were evaluated and communicated to waste treatment commissioning team and assistance was provided on treatability waste loading and wastewater sampling. Facility personnel were trained in all aspects of the facility operation. Senior process consultant for Tobyhanna Army Depot, Tobyhanna PA. Electroplating facility process commissioning for a US Army overhaul depot as part of an integrated team that brought this new facility online the project included the optimization and verification of each process line in a captive plating shop, support to the waste treatment commissioning team and training in all aspects of the facility operation for facility personnel. Project included process design, shop design and environmental permitting activities. Senior process consultant for Smith Nephew, Memphis, TN. Conducted comprehensive process and wastewater assessment of a multi-facility medical device manufacturer to identify process and waste treatment improvements. Suggested improvements to reduce water usage, effluent loading and improve process operating efficiency. Senior process consultant for Tyco Electronics, Rochester, NY. Designed and installed a chromic acid recovery process for a plastic plater. Project included process modeling to determine the appropriate technology to close loop the process and the identification and selection of process equipment to closed loop the process recover spent chromic acid etch and remove particulates. The project also coordinated process installation and startup. Senior process consultant for M2G2, Columbus OH. Performed market and technology analyses for a start up company manufacturing abrasives from industrial wastes. Review included an analysis of raw material and product markets along with the estimated market penetration. The technical evaluation reviewed product properties and the manufacturing technique. The analysis assisted the company in obtaining investment bonds to build the facility. Senior process consultant for Akro-Mils, Akron OH. Designed vapor degreaser retrofit for a metal coater. A new unit would have increased the process size resulting in significant facility modification. The retrofit achieved process compliance with the solvent degreasing NESHAP and reduced material usage and air emissions by greater than 50%. Senior process consultant for Venture Lighting, Solon OH. Conceptualized, designed, and constructed a novel process for crushing and recycling high intensity discharge lamp arc tubes components. Valuable components are recovered and mercury is extracted from the recovered components. This process will provide a low cost alternative for mercury recovery, improve worker safety and operates closed loop. The resultant recovered mercury needs little refining for reuse. Senior process consultant for Acme Industrial Group, Alliance OH. Implemented comprehensive EH&S program for a small hard chrome plating shop. Updated and implemented procedures, designed process improvements, evaluated equipment designs, performed experimental evaluations of alternative recovery technologies. Investigated optimization opportunities in the plating operation. Included in this study were evaluations of the plating bath operation, bath maintenance technologies and the waste treatment
5 system operation and loading requirements. Senior process consultant for CAI Engineering, Oakton VA. Evaluated acid sorption as recovery technology for the Navy. Designed experiments and supervised their completion; evaluated data and compiled the final report. Senior process consultant for BFGoodrich Adhesive Division, Akron OH. Developed multifaceted air compliance waste minimization program for adhesive manufacturer. This program tracked over 150 different adhesive recipes and the emissions of approximately 30 different solvents. This project identified process improvements which, when implemented, saved the operating unit approximately $200K annually on $20M total sales. Senior process consultant for BFGoodrich Aerospace Instrument Systems Division, Vergennes, VT. Led the development and implementation of a comprehensive pollution prevention program for a medium sized aerospace firm. This project eliminated chlorinated solvents from the plant, reduced waste cutting fluids by >90 % and reduced non-hazardous solid waste generation by > 50%. A key facet of this project was leading the design and construction of a new $3M plating facility. The new Plating facility reduced raw material usage by ~50%, water usage >80% and hazardous waste generation by >90%. The facility included many source reduction, recycling measures and improved operating efficiency and worker safety. These efforts earned the company the 1993 Vermont Governor's Award for Environmental Excellence in Pollution Prevention and saved the company >$300K/yr. operating costs.
