3 2. Need (Statement of Problem) PLEASE LIMIT TO FOUR PAGES In a narrative format, concisely and clearly describe the need for the baccalaureate program that includes the elements listed below. a. Brief description of the proposed baccalaureate program The proposed B.S. degree in Real Estate Appraisal, is designed to address the growing need of real estate appraisal personnel. Based on a recent article in the Real Estate Weekly ( this profession now faces a drop in the total number of appraisers in the country due to the advancing age of current appraisers; regulatory changes as a result of the mortgage crisis; and more stringent requirements to become a state licensed real estate appraiser. "The Appraisal Foundation" ( a body authorized by the Congress as the source of Appraisal Standards and Appraiser Qualifications therefore encourages Bachelor's and Master's degrees such that the graduates immediately become eligible to receive credit toward a state appraiser credential under the AQB s Real Property Appraiser Qualification Criteria. Our proposed degree will provide the credit for the credential. As of January 1, 2015, all newly certified appraisers are required to possess a Bachelor s Degree. Our adding the proposed B.S. degree program in Real Estate Appraisal to our already approved and successful A.S. Degree Program in Real Estate Appraisal, will certainly be a positive response to this societal demand. In order to do so we will be adding such Appraisal Foundation mandated upper division courses as (1) General Appraiser Market Analysis and Sales Comparison, (2) General Appraiser Market Analysis and Highest and Best Use and Report Writing/Case Studies, (3) General Appraisal Income Approach and (4) Green Building Analysis and Case Studies. In meeting the required course studies from the Appraisal Foundation as well as the high standards of a four-year college by requiring 120 semester units overall and a minimum of 40 upper division units, our proposed degree is prepared to meet all the necessary requirements for a Bachelor s Degree in Real Estate Appraisal. b. Description of the college and district including demographics, regional characteristics, and enrollment data. The mission of Glendale Community College is to serve "a diverse population of students by providing the opportunities and support to achieve their educational and career goals dedicated to the importance of higher education in an evolving urban environment ". 3
4 Glendale Community College is the primary source of adult education for the City of Glendale and the surrounding communities, ranks higher than its peer group averages and also higher than the state averages for all the Statewide Student Success Indicators. We rank third in our peer group of 38 colleges, and sixth in the state, for the percent of students earning at least 30 units. For basic skills improvement, which has been one focus of the college s attention, Glendale ranks third out of 15 in its peer group. On the other indicators with peer groups (student progress and achievement, persistence, vocational success, basic skills success, and ESL improvement), Glendale Community College s indicators exceed the peer group averages by between one and nine percentage points. On career development and college preparation progress and achievement, Glendale ranks seventh out of 41 colleges reporting data. Age group of Credit students are 40% under 21, 26% from 21-25, 10% from 26-30, 18% from 31-50, 6% over 50 with median age of 22. The race/ethnicity of credit students are 18% Caucasian/Anglo, 33% Caucasian/Armenian, 22% Latino/Hispanic, 9% Asian/Pacific Islander, 5% Filipino, 3% Black/African American, American Indian 1%. Population estimates of area cities as of 2014 include 195,799 for Glendale, 140,879 in Pasadena, and 105,543 in Burbank. It should be stated that our program, being unique to community college systems is also expected to draw from Los Angeles County, Orange County Ventura County, Riverside County, and San Bernardino County. L.A. County population projections by ethnicity as of 2050 include 57% Hispanic, 19% White/Armenian, 15% Asian/Pacific Islander, 6% Black/African American, and 3% Other/Multiple Races. The percentage of residents born outside of the U.S. as of 2013 was 56.6% in Glendale, 34.9% in 4
5 L.A. County and 27.1% in California. The median household income as of 2012 was $51,897 in Glendale, $53,001 in L.A. County, $58,328 in California and $51,324 in the U.S. The annual unemployment rate (not seasonally adjusted for Glendale in 2013) was 8.6%, 8.0% in Burbank, 7.5% in Pasadena, L.A. County 9.9%, 8.9% in California and 7.4% in the U.S. It should be noted that the dates of these figures were at the depths of the recession and these unemployment rates will have dropped by now. It is widely reported in the news media that the current national employment figures are the highest since c. Evaluation of student interest, community support, and regional/statewide demand for the proposed program, including a statement supporting the necessity of a four-year degree for the program that is identified. Glendale Community College students often ask how they can gain an edge in the job market. We advise that relevant education will be one of the necessary factors to acquire that edge. Lenders and government agencies that utilize appraisers have brought this very point forward to the Appraisal Foundation over a period of years. This professional body which sets educational and best practices standards for appraisers has determined that the profession needs practitioners with a four-year degree as well as profession-specific course work within the field. In addition to the professional demand for better educated real estate appraisers, the Appraisal Foundation s mandate has become part of the requirements of all state regulatory and federal regulatory agencies as of January 1, Rather than wait to take real estate appraisal licensing classes from Glendale Community College or a private school after achieving a four-year degree, our students would save years and thousands of dollars by acquiring a Bachelor s in Real Estate Appraisal from Glendale Community College, thereby starting down the path to a successful career earlier and at less cost. Including the college staff itself, our support system includes a wide diversity of respected professionals in the education and appraisal world. For example, Mr. John Brenan of the Appraisal Foundation has stated that he is personally very supportive and if we are chosen to participate in the pilot program he will ask the Appraiser Qualifications Board of the Appraisal Foundation to help us develop appropriate curriculum. Elena Corral, Director of Education of the California Bureau of Real Estate Appraisal also is enthusiastic about this program and as one of the agencies that will have to approve our program, has expressed her excitement and support. Additionally, Carol Jensen Director of the California Community College Real Estate Education Center is also lending her support to the program. 5
6 Locally, it was recently announced that Google will be moving to L.A. County. This has been widely reported in the media. It is estimated that this will provide well over 6,000 new jobs in high tech in this county. This bodes well for the real estate industry and finance industry, both of which require extensive use of real estate appraisers. The Manpower Group reported an increase in appraisal jobs nationally of 15% overall. These 2014 numbers show the strongest increase in more than six years. Good news for the economy equals an increase in work for real estate appraisers. d. Summary of regional and/or statewide labor market and employer demand that documents the unmet workforce needs specifically related to the proposed baccalaureate degree pilot program. According to the 2010 U.S. Department of Labor Statistics, employment numbers are expected to grow nationally by six percent. The Appraisal Institute has noted that the appraisal population has declined sharply due to age attrition at the rate of 3% a year for the past five years. Figures from the State of California Bureau of Real Estate Appraisers indicate that the number of licensed real estate appraisers has decreased by 4,000, and need to be replaced just to meet current demand, let alone future increased needs. As cited in a recent article in the Real Estate Weekly ( the problems confronting Appraisers include the decrease in total number of appraisers in the country, the advancing age of current appraisers, regulatory changes as a result of the mortgage crisis, and more stringent requirements to become a state licensed real estate appraiser. In meeting the high standards of a four-year college by requiring 120 semester units overall and a minimum of 40 upper division units, our proposed BS degree seeks to address exactly this problem. e. Further evidence of need (quantitative and/or qualitative) drawn from experiences, statistics, authoritative sources, and/or research. It is now mandatory to attain a Bachelor s Degree before taking the Certified Appraisal Licensing Exams. According to Allen Grover, President Obama s Economic Advisor students are not prepared to take their required licensing when they graduate. According to Grover, on December 5, 2014 on the Nightly Business Report, in 1950 only 5% of graduates needed to get licensed to get jobs in their profession; whereas now an astounding 33% require licensing. In addition, salaries are an average of 18% higher for professions that require licensing. 6
7 3. Response to the Need PLEASE LIMIT TO FOUR PAGES In a narrative format, address the response to the need for the baccalaureate degree pilot program in the district/region. Ensure that the following components are covered. a. Description of the size, scope, and success of existing associate degree programs within the discipline of the proposed baccalaureate degree program at the college and within the region. Numerous other California Community Colleges offer A.S. degrees in Real Estate, many of which offer some appraisal classes. But Glendale Community College is one of the few with Certificate and A.S. degree in the specific field of Real Estate Appraisal. Real Estate Appraisal licensing requires specific courses mandated by the Appraisal Foundation. These schools do not offer the full spectrum of required courses. As the comparison tabulated below clearly shows, Real Estate courses do enjoy a significantly greater popularity at Glendale Community College than across the California Community Colleges system in general and enrollments are strong in the real estate courses offered at Glendale Community College. Outline of how the proposed program will build upon existing programs and how it will include access for prospective students within the community. Our long and successful experience in educating real estate and real estate appraisal personnel, by way of our associate degree programs in both these 7
8 areas, makes us ideally suited, equipped and experienced to start the proposed B.S. degree in Real Estate Appraisal. Specifically, Glendale Community College has been running Appraisal licensing courses successfully under our A.S. degree in Real Estate Appraisal. These courses at the Glendale Community College can be taken for the OREA (Office of Real Estate Appraisal) requirements. The proposed B.S. degree in Real Estate Appraisal will thus be a sequel to the existing A.S. degree program in Real Estate Appraisal. We plan to synchronize all activities in this program with those recommended and approved by The Appraisal Foundation. As such, the Appraiser Qualifications Board (AQB) of the Foundation analyzes the graduate and undergraduate degrees in Real Estate to determine how the education required to obtain a degree can be applied to the Required Core Curriculum California has established four levels of Real Estate Appraisers licensure. Trainee License Licensed Appraiser Certified Residential Appraiser Certified General Appraiser Current core classes offered at GCC for the Real Estate awards include: Real Estate Principles Basic Real Estate Principles and Procedures Basic Residential Real Estate Appraisal Residential Applications and Residential Report Writing Commercial Report Writing Uniform Standards of Professional Appraisal Practice (USPAP) Legal Aspects of Real Estate Real Estate Finance In addition a minimum of three units must be chosen from the following list to complete a total of 29 units required for the Real Estate Appraisal Certificate: Accounting 101 or 110 Business Law I Mortgage Law Brokering Property Management Common Interest Developments (Homeowners Association Management) Escrow I This level includes certain real estate courses that have partial subject matter approval by the Bureau of Real Estate Appraisal to make up the required hours. The scope of GCC s Appraisal Program is far greater, therefore, than any other Community College in California. 8
9 Real Estate classes provided by Glendale Community College have been approved for distance education. The combination of traditional classes, hybrid and online methodologies ensures access for students both locally and distant. c. Five-year enrollment projections for the proposed baccalaureate program and the number of anticipated graduates. The estimated/expected enrollment for this 5-year Appraisal Program is: New students each semester Year 1: 20 Year 2: 25 Year 3: 30 New students each semester Year 4: 30 + Year 5: 30 + (if pilot extended) d. Evidence of lack of program duplication with the UC or the CSU statewide. When we searched assist.org for Real Estate Appraisal, the search returned 0 results. This is reproduced below. The Appraisal Foundation the congressionally appointed body to govern appraisers has developed a required course matrix of appraisal courses and according to a recent press release from The Appraisal Foundation, nationwide only the following institutions offer Baccalaureate degrees that meet the required appraisal course matrix: Indiana University Kelley School of Business Bachelor of Science in Business Real Estate Degree Lehigh University Murray H. Goodman Center for Real Estate Studies Bachelor of Science Business & Economics Major in Finance Integrated Real Estate Minor Degree University of Denver Daniels College of Business: Bachelor of Science Degree in Real Estate and Construction Management 9
10 University of Northern Iowa College of Business Administration Bachelor of Arts Degree in Real Estate Virginia Commonwealth University VCU School of Business Bachelor of Science Degree in Real Estate. e. Analysis of the proposed curriculum for this degree including an example of the upper division discipline work that may be required. A review of Glendale Community College s A.S. Degree in Appraisal, based on The Appraisal Foundation matrix and the California Office of Real Estate Appraisal identified courses for licensure, demonstrates a need for only few additional mandated courses in order to fulfill the Bachelor s Degree curriculum: General Appraiser Market Analysis and Sales Comparison General Appraiser Market Highest and Best Use Report Writing/Case Studies General Appraisal Income Approach Green Building Analysis and Case Studies Typically, a Baccalaureate program in Real Estate Appraisal would require electives from the following selection of upper division courses. Glendale Community College will determine which of the following would best serve a Bachelor s degree in Real Estate Appraisal. Business and Real Estate Taxation Business Law (Obligations and Contracts with Real Property Laws) Legal Aspects of Real Estate Fundamentals of Real Estate Consulting Real Estate Planning and Development Real Estate Appraisal and Property Management Real Estate Consulting and Investment Analysis Appraisal and Assessment in the Government Sector Property Management System Real Estate Finance International Real Estate Human Resource Management f. Illustrations of the upper division general education course work that may be appropriate for the proposed degree. Statewide policies for the determination of upper level general education course work have not been developed. At this time, Glendale Community College cannot define whether additional upper level general education courses will be required. g. Timeline for program planning, implementation, requisite accreditation approval, and degree completion. Based on our successful A.S. Degree program, we expect to satisfy all of the necessary timeline expectations for program implementation fall
11 4. Program Management/ Institutional Commitment PLEASE LIMIT TO TWO PAGES Address the following in a narrative format. a. Summary of current and historical college/district accreditation status; and accreditation for the proposed program (if applicable). GLENDALE COMMUNITY COLLEGE itself is accredited by the Accrediting Commission for Community and Junior Colleges ( an institutional accrediting body recognized by the Council for Higher Education and the U.S. Department of Education. b. Identification of experienced and appropriate program administration and support staff with sufficient time allocated to ensure program success for the pilot baccalaureate program. The program is expected to be supported by our full-time faculty. Faculty members are highly qualified to develop and teach in the Bachelor s degree program. One full time faculty has over 40 years of experience as a professor at GCC. He is a licensed Real Estate professional, and has authored numerous Appraisal and Real Estate Appraisal-related textbooks. Adjunct faculty have authored several appraisal and finance related textbooks. One adjunct is a Certified General Appraiser in California and is a nationally designated appraisal consultant, and formerly served on the Issues Resource Panel of the Appraisal Standards Board of the Appraisal Foundation. Faculty have co-authored Real Estate Appraisal (Principles and Procedures 4 th Edition) as well as Residential Real Estate Appraisal; coauthored the college textbook Real Estate Finance (currently in its 7 th edition), and Real Estate Economics 5 th Edition. Another adjunct faculty is a certified and highly experienced appraiser and courtroom expert. c. Examples of programs that the college and/or district have successfully implemented which are similar to the proposed baccalaureate degree program. The College has an enviable record of initiating and successfully running innovative programs. The following are a few examples. Our Professional Development Center (PDC) founded in 1985 has trained 34,000 employees from 4,600 companies over the past 29 years. The GCC Field Station (Estación del Mar Cortés) in Bahía de Los Angeles (Baja California, Mexico) has been running programs since 1974 where GCC students learn about marine life and the natural environment. The GCC Science Center provides state of the art science and math education serving as a resource center in science & math education for K-12 schools, and raises public interest and understanding about science and scientific issues at the college and in the community. 11
12 d. Provide an organizational chart for the pilot program. Much like the other academic programs at the College, the organization chart that we expect to have for the proposed B.S. degree in Real Estate Appraisal is shown alongside. This is only for the pilot stage, however. 12
13 5. Identified Resources PLEASE LIMIT TO TWO PAGES Concisely describe the college s capacity to provide necessary and appropriate resources in support of the baccalaureate degree pilot program. a. Summary of funding and other resources, including professional development and curriculum development that will be provided to support the planning and implementation of the program. Glendale Community College has allocated an additional full time faculty hire to support this pilot project. Additionally, the administration is committed to providing all reasonable resources necessary for the successful implementation of this program. Curriculum development for upper division courses in the major and/or upper division general education courses may be funded internally through released time or stipends, to the extent this is deemed necessary to complete the work in a timely manner. b. Evidence of the availability of discipline prepared instructional faculty and appropriate student support services and personnel. Glendale Community College is committed to ensuring discipline experts to serve as faculty for this program. In addition to the current full time and adjunct faculty, the college has allocated the hiring of a second full time instructor. c. Description of facilities, instructional equipment, and supplies available for the program and/or plans for securing these essential resources. The only supplies needed are already provided for our A.S. program in Appraisal including classrooms with Wi-Fi and computer access. These are available and currently in use. We also have the ability to offer online and hybrid classes that would draw more students, including from outside of the greater Los Angeles area. d. Analysis showing that the proposed baccalaureate degree can be successfully achieved with identified resources. Analysis of the support historically provided Glendale Community College s successful real estate program, the fiscal stability of the college, the facilities presently available for the program, the action of the college s governance groups to authorize an additional full-time faculty position for the real estate program, and the leadership support for this proposed baccalaureate degree pilot of the governing board, academic senate, faculty and staff unions and board of trustee support provides evidence this effort will be achieved successfully. 13
