Perris Judge Perris has been a united states Bankruptcy Judge for the district of Oregon since she has been an Adjunct Professor at Lewis & Clark College of Law ( , ) and Willamette university school of Law (1998). she was a member of the Bankruptcy Appellate Panel for the Ninth Circuit from and From she worked as a bankruptcy court law clerk, served as a bankruptcy trustee and was an attorney in private practice specializing in bankruptcy. Judge Perris has been a member of the Judicial Conference Advisory Committee on Bankruptcy rules since 2007 and is chairperson of the Bankruptcy Forms subcommittee. she has served as chairperson of the Bankruptcy Judges education Committee of the Federal Judicial Center (FJC), FJC board member, chairperson of the Bankruptcy section of the Federal Bar Association, chairperson of the Oregon state Bar (OsB) Continuing Legal education Committee, and chairperson of the OsB debtor-creditor section. she is a fellow of the American College of Bankruptcy. He joined rbc in 2008 and currently leads municipal banking efforts with large issuers throughout the united states. On september 30, 2014 he completed a term as Chairman of the Board of directors of the Municipal securities rulemaking Board (MsrB), the Congressionally created, self-regulatory organization charged with promulgating the rules of conduct for the us Municipal securities Market. during his tenure the MsrB expanded its scope with the introduction of rules of conduct for advisors to municipal issuers and significantly expanded pricing transparency and credit disclosure standards required for transactions in the municipal secondary market. Prior to his position with rbc Capital Markets, Mr. Heimowitz was a managing director in Lehman Brother's public finance group. He joined Lehman Brothers after a 19-year career with Moody's investors services, during which time he served as executive vice president and head of the public finance ratings group, while also chairing Moody's public finance ratings and ratings policy committees. Mr. Heimowitz is a member of the Municipal Analysts group of New York, the National Federation of Municipal Analysts and a past president of both the society of Municipal Analysts and the Municipal Forum of New York. He previously served as a member of the governmental Accounting standards Advisory Council and the government Finance Officers Association Advisory Committee. 6 Thursday, October 9 East Tower, Grand Ballroom 9:00 am 10:00 am A TAle of Two CiTies marc A. levinson Marc Levinson is a partner in Orrick, Herrington & sutcliffe LLP, resident in its sacramento office. since starting his career as an associate in shutan & Trost in Los Angeles in 1975, his practice has been limited to insolvency planning, bankruptcy cases and workouts and other out-of-court reorganizations. He was lead bankruptcy counsel for the City of Vallejo, California, whose chapter 9 plan of adjustment went effective in the fall of 2011, and currently is the lead bankruptcy counsel for City of stockton, California. Vallejo produced two published bankruptcy court decisions, one affirmed by the BAP and one by the district court, each in a published opinion. As of April 2014, stockton had produced six published bankruptcy court decisions. Mr. Levinson is a conferee of the National Bankruptcy Conference, and is the Chair of the Board of regents of the American College of Bankruptcy. He received his B.A. in english from ucla in 1970, and his J.d. from the u.c. davis school of Law in 1973, where he was the editor-in-chief of the Law review. He represents financial institutions, including loan servicers, mortgage lenders and asset based lenders, as well as bankruptcy trustees, creditors' committees, and rents and equity receivers. Mr. Oliner has served as a chapter 11 trustee in the Northern district of California Bankruptcy Court, and is a court-appointed mediator and examiner. He has testified in jury trials as a qualified expert witness on bankruptcy and commercial remedies, and is versed in all creditors' remedies in both state and federal courts. He has also defended appeals in bankruptcy appellate courts, district courts, and before the Ninth Circuit Court of Appeals. in recent years, Mr. Oliner served as counsel to creditors' committees in Health Plan of the Redwoods, one of the largest chapter 11s ever filed in santa rosa; Swift Instruments, Inc. in san Jose; sonicblue, inc. in san Jose and Cedar Funding, inc. in san Jose. He has represented trustees in several very large cases, including Cyberhome Entertainment, Inc. and 3DFX Interactive, Inc. in the Northern district of California. Mr. Oliner is currently representing the Vallejo Police Officers Association in the City of Vallejo chapter 9 bankruptcy case, pending in sacramento, as well as the san Bernardino Police Officers Association in the City of san Bernardino's chapter 9 case, pending in riverside. in addition to his bankruptcy practice, Mr. Oliner has extensive experience in receivership, foreclosure and workouts. Honorable William Houston Brown retired in 2006 as a united states Bankruptcy Judge for the Western district of Tennessee, and he had been designated to sit also in the Middle district of Tennessee, southern district of Florida, eastern district of Michigan and Western district of Kentucky. Judge Brown served a four-year term on the Bankruptcy Appellate Panel for the sixth Circuit from 1999 through He received his law degree from the university of Tennessee, College of Law, where he was Order of the Coif. Judge Brown is a member of the American Bankruptcy institute, having served on its Board and executive Committee, and is a Fellow in the American College of Bankruptcy. He is the author or co-author of several texts, including Bankruptcy exemption Manual, 2005 Bankruptcy reform Legislation with Analysis 1st and 2d editions, Bankruptcy and domestic relations Manual, The Law of debtors and Creditors (all published by Thomson West), and he is a principal contributing editor for Norton Bankruptcy Law and Practice 3rd. 9 Thursday, October 9 East Tower, Grand Ballroom AB 10:30 am 11:30 am Consumer PoTPourri: what s sizzling, what s fizzling ConCurrenT A Professor KATHerine PorTer Professor Porter specializes in commercial and consumer law, including bankruptcy, mortgage foreclosure, and credit cards. Her research focuses on empirical studies of consumer bankruptcy and has been published in journals including the Texas Law Review, the Georgetown Law Journal, the American Bankruptcy Law Journal, and the Cornell Law Review. she is a co-author of textbook, The Law of Debtors and Creditors (Wolters Kluwer 2014), and the editor of Broke: How Debt Bankrupts the Middle Class (stanford Press 2012). in March 2012, Professor Porter was appointed by California Attorney general Kamala Harris to be the state's independent monitor of banks in a nationwide $25 billion mortgage settlement. As Monitor, she oversees the banks' implementation of the settlement reforms, conducts community outreach and education, and manages a program to assist homeowners. The Monitor Program, with a staff of a dozen professionals, has reviewed and responded to over 5,000 complaints and has intervened with the banks in hundreds of situations. Professor Porter founded a Consumer Protection Clinic at uci Law to involve students in the Monitor's work. Professor Porter has been a principal investigator in several original empirical projects, including the 2007 Consumer Bankruptcy Project and the Mortgage study. she recently launched an ongoing data collection with Professors Lawless and Thorne on families filing bankruptcy in 2013 and subsequent years. in 2012, Professor Porter served as a member of the Task Force Working group on Natural Persons insolvency for the World Bank insolvency and Creditor/debtor regime. Professor Porter has received awards for her academic and service work, including selection as one of the Top 100 Lawyers in California in 2012, receipt of the Champion of Consumer rights Award from the National Association of Consumer Bankruptcy Attorneys, and the award of the editors' Prize from the American Bankruptcy Law Journal for best article. Professor Porter previously was on the faculty at the university of iowa College of Law and has been a visiting professor at Harvard Law school, uc Berkeley Law, the university of illinois College of Law, and the unlv Boyd school of Law. she practiced bankruptcy law in Portland, Oregon, and clerked for the Honorable richard s. PATriCK BAXTer is a partner at Covington & Burling LLP in Washington, d.c. He advises creditors, official committees, and debtors in bankruptcy cases, advises on the structuring of transactions involving financially troubled companies, counsels companies in workouts and corporate restructurings, and serves as a Chapter 11 bankruptcy trustee, bankruptcy examiner, and consumer privacy ombudsman. Mr. Baxter was appointed the Chapter 11 Trustee of Money Centers of America in delaware. He successfully represented the creditors committee in the Ahern rentals Chapter 11 case in Nevada. Holt is a partner of Klee, Tuchin, Bogdanoff & stern LLP in Los Angeles, California. Mr. Holt has represented clients across the bankruptcy spectrum, including borrowers in and out of court, debtors subject to involuntary bankruptcy petitions, municipal debtors, official committees, secured creditors in and out of bankruptcy, hedge and distressed debt funds, equity sponsors, plaintiffs and defendants in bankruptcyrelated litigation, and purchasers of assets via chapter 11 plans and section 363 sales. Louis as a Wood Fellow and his BA from the university of Michigan. He is senior bankruptcy counsel for Land of Lincoln Legal Assistance Foundation, inc. in east saint Louis, illinois, where he oversees the consumer bankruptcy practice and also works in foreclosure defense. He regularly practices in the Central and southern districts of illinois and in the eastern district of Missouri for pro bono clients. Land of Lincoln is the only provider of a full range of civil legal services to low-income persons in 65 counties in central and southern illinois, a service area the size of indiana. Todd has served as chairman of the Planning Committee for both the university of Chicago Federal Tax Conference and the Chicago-Kent College of Law Federal Tax institute. He teaches bankruptcy taxation at Northwestern university school of Law, previously taught advanced income taxation at Chicago-Kent College of Law, and lectures regularly at the university of Michigan Law school. He is the only currently active tax attorney who is a member of the National Bankruptcy Conference. Holderman has served on the united states district Court for the Northern district of illinois since 1985, and was Chief Judge of that court from July 1, 2006 to July 1, As Chief Judge, in addition to handling his assigned caseload, he over saw the court s $27 million annual budget and 450 member staff. during his years on the court, Judge Holderman has presided in more than 10,000 cases in all areas of federal jurisdiction, and has served by designation on judicial panels of the united states Courts of Appeals for the Federal Circuit and seventh Circuit. Before his appointment to the federal bench by President ronald reagan, Judge Holderman was a partner in the international law firm now known as dentons, where he specialized in federal court litigation. Before his years in private practice, he was an assistant united states attorney in Chicago and received several united states department of Justice awards for distinguished service. Judge Holderman currently serves on the eight-member Board of the Federal Judicial Center, which is chaired by Chief Justice John g. roberts, Jr. Judge Holderman is the founding chair of the ongoing seventh Circuit electronic discovery Pilot Program, and a member of the Judicial Advisory Committee of the sedona Conference. Additionally, he has currently co-chaired the ABA Litigation section Trial Practice Committee and the ABA s Commission on the American Jury Project. He is also a past-president of the richard Linn American inn of Court. Judge Holderman is a recipient of the Justice John Paul stevens Award from the Chicago Bar Association, and the Mark T.
