3 Introduction T-REDSPEED is an international patent pending technology for traffic violation detection and documentation. It detects many different violations like exceeding speed, red-light, forbidden turn and others. The device is an IP66 structure housing three cameras, arranged in a stereo configuration and connected to a computer unit running a real time algorithm for 3D range measurement and license plate recognition. There is no need of external sensors like radars, lasers or inductive loops. The stereo configuration allows to compute the speed and the trajectory of each passing vehicle. T-REDSPEED cameras are both the measuring and the documentation device and so the same images demonstrate system calibration and vehicle violation.

4 Specifications T-REDSPEED is an international patent pending technology for traffic violation detection and documentation. It is designed to detect many different violations like red-light, exceeding speed, forbidden left or right turn, overtaking, and others. The device is a patented rigid structure supporting three megapixel digital cameras (two monochrome and one color) and infrared lighting. The device is connected to a computer unit running a proprietary real time image processing algorithm for accurate vehicle 3D range measurement (<3cm error) and license plate recognition. There is no need of external sensors like radars, lasers or inductive loops. The two monochrome cameras are synchronized to capture video at 30 images per second. The use of stereo techniques allows evaluating the camera-vehicle distance with high precision and to compute the current speed and the trajectory of the vehicle. The color camera, positioned between the previous ones, provides a larger field of view. It ensures complete documentation. The LPR engine is already customized for reading different kind of plates and markers all over the world. The most innovative feature of T-REDSPEED is that camera images act jointly as measuring and as documentation device and there is no doubt about association between traffic data and violation images: the images themselves show the unquestionable evidence of the occurred violation. The violation document contains also the proof of the correctness of the stereo measure. Installation is simple and it does not require any civil work and on-site re-configuration. Stereo cameras are calibrated during production and any damage to the system affecting precision is immediately detected by a self-diagnostic procedure, shown in the following example.

6 Innovation T-REDSPEED represents a truly new concept in traffic violation detection. Entirely based on passive sensors and 3D stereo vision technology, it combines state-of-the-art hardware and software solutions in a single product aiming to cope with many different violations. During years of studies and tests, Kria main effort was to put such technology at work in complex outdoor scenes, where the use of 3D traffic data could give substantial benefits with respect to traditional products. Realization of the system involved technical skills in a wide range of disciplines: optics, mechanics, electronics, mathematics and computer science. The supporting and housing structure is made of more than 200 components in carbon fiber, alloy and polycarbonate. It ensures internal rigidity and external isolation in a wide range of temperatures and environmental forces. Perfect rigidity (torsion < 6,4 microrad) is a key factor in ensuring high precision measures (< 3cm error on distances). The stereo baseline is 100 cm, so T-REDSPEED housing is about 120 cm long. The external shell of transparent polycarbonate can be painted with any color or customized drawings in order to reduce the visual impact. T-REDSPEED is completely calibrated during production. However, being a precision measure system for enforcement and violation purposes, it is very important to guarantee a high degree of stability in performances and to provide unquestionable data. So T-REDSPEED adopts an internal checking procedure that is a distinctive feature of the system. Such procedure exploits the fact that all stereo cameras are subjected to a mutual geometrical constraint (the epipolar constraint). Then, for each violation, the procedure verifies if the internal structure is still calibrated, and automatically detects any modification affecting precision. The output of the self-check is part of the violation document and it is easily verified by the authorized users. Moreover, both the calibration check and the speed computation can be performed off-line for verification purposes. T-REDSPEED operates with vehicles running at high speed, due to the fast image acquisition rate (30 Hz). Extensive speed test have been performed in an automotive circuit by a recognized Certification Authority. They established an averaged error lower than 1% on speed in the Km/h range and an upper bound in detection higher than 300Km/h. A strong technology innovation is in the use of 3D vision methods in a hard real-time context like traffic monitoring of highly congested areas. Kria exploited its long term know-how in imaging and computer vision, leading to an optimized algorithm able to detect and track many vehicles in parallel, allowing the monitoring of multi-lanes highways in both directions. The available data are not limited to speed and license plate for each vehicle. In addition, the system provides the complete trajectory and a 3D reconstruction of the shape of the vehicle itself. The trajectory is used when violations depend on the vehicle spatial behaviour, and the shape is used when vehicle classification is required. Such amount of data allows T-REDSPEED to manage many violations in a single system. Besides red light and speed violations, other violations due to incorrect vehicle behaviour are detected (exceeded section speed, forbidden turn, overtaking, stop obligation). Some Police corps already use the system to detect other violations, so the T-REDSPEED term itself does not include all the potential applications. If needed, the system can be mounted even in horizontal position on top of police cars for static or dynamic speed enforcement. Finally, T-REDSPEED is not only an enforcement device for violations purposes, but it is used also for road surveillance. The embedded LPR engine allows detection of vehicles whose license plates

7 belong to a user-defined black-lists and, in the same way, vehicles carrying dangerous goods are detected and controlled. Every passing vehicle is independently detected and evaluated without affecting the others. Vehicle class definition. The size of the vehicle is provided as a spin-off of the processing, so different speed limits are applied to different sizes. Management of many types of violations. Besides red light and speed violations, other incorrect vehicle behaviours are detected by the same technology. Not invasive installation. The system operates without any external device, so installation effort is limited and there is no need to stop the traffic during the set-up.
