Mission and Structure The Department of Criminal Justice generates and disseminates knowledge and information that is theoretically driven and policy relevant for the fields of criminal justice and criminology. Our faculty accomplishes this by: (1) engaging in research and scholarly activities to address issues of crime and justice affecting diverse populations in urban settings; (2) producing students who are critical and ethical thinkers, knowledgeable about the issues of crime and justice, and prepared for leadership positions in public and private sector agencies that address crime and justice problems; (3) collaborating with public and private agencies through education, training, and research ventures that enhance our understanding of, and response to, issues associated with crime and the administration of justice. We maintain a focus on issues related to communities and crime/violence reflected in the research that our faculty conduct, as well as in the types of electives that we offer to students that distinguishes our program from others. We meet the demands of students by providing coursework that is theoretically driven but responsive to their needs. Readings, lectures, and research assignments are supplemented with field trips and with guest speakers who are recognized professionals in the field. These efforts are enhanced by a demanding, yet rewarding, internship program. The Department offers Bachelor of Science and Master of Science degrees in criminal justice and a doctoral (Ph.D.) program in criminal justice and criminology. We welcomed our first cohort of doctoral students in Fall The Department's research activities further exemplify the commitment to integrating theory and practice of our interdisciplinary field. Some of that research addresses specific needs of criminal justice agencies, while some is more theoretical in nature. Further proof of the Department's commitment to scholarship can be found in two respected peer-reviewed journals published in the Department: Criminal Justice Review and the International Criminal Justice Review. In 2009, the Department approved the creation of the Center for Crime and Violence Prevention Policy. As a step towards developing this center, the Crime and Violence Prevention Policy Initiative has been created as joint effort with the Department of Economics. Another 1

2 dimension of the Department's research activity is the Statistical Analysis Bureau (SAB) which analyzes Georgia criminal justice data. The Department also houses the Georgia International Law Enforcement Exchange Program (GILEE) for law enforcement executive development in Georgia and several other countries, and the International Law Enforcement Enterprise (ILEE); several faculty members regularly engage in international research and assistance projects. The Department maintains close professional ties with the criminal justice community through a host of agency-based internship placements, through various public committees and projects, and at various public events. As part of broader College restructuring, in October 2010, it was decided that the Department of Criminal Justice would be moved to the Andrew Young School of Policy Studies effective July 1, Transition planning and activities have been ongoing since that decision was made. 2. Students Current students and graduates of the program are found in all components of the criminal and juvenile justice systems and at all professional levels within these 2

3 components at the metro, state, and national levels. Many of our undergraduates go on to law school our graduate school. Our graduate students participate in various research projects with students and some of them attended academic conferences including the annual meetings of the American Society of Criminology, the Academy of Criminal Justice Sciences, the Southern Criminal Justice Association, and the Criminal Justice Association of Georgia. The Department values the close relationships that are maintained among students, faculty, and alumni. This mutual support provides a dynamic environment which is enhanced even more by the proximity of municipal, county, state, and federal agencies as well as the private security sector. The Department had a total of 1,448 students enrolled during 2010, while in ,198 students enrolled. Of the students enrolled in Fall 2010, 66.0% were minorities and 61.4% were females. A total of 12,366 credit hours were produced by the faculty. This is up from 10,805 credit hours the year before (an increase of 14.4%), and 8,784 credit hours in 2007 (a 40.7% percent increase of 3,582 hours). The following two tables provide a summary of student enrollment and credit hour production by faculty. The Department has established internship relationships with more than 100 agencies (see Appendix for the agencies with whom the department currently has an internship partnership). The Department graduated 112 undergraduate and 9 graduate students in 2010 compared to 86 undergraduate and 8 graduate students in In Fall 2010, the Department had 617 declared majors, which was nearly a 21% increase from the Fall 2009 semester figure of 509, and approximately a 55% increase over the Fall 2005 semester figure of 397. CJSA provides a forum that facilitates interaction between students, faculty, program alumni, professionals employed in the field, and members of the broader community. CJSA is committed to developing networks with future criminal justice employers, the GSU Student Government Association, and faculty members in the Criminal Justice Department. 5 B. HIGHLIGHTS OF 2010 Faculty produced 55 publications: 1 book, 34 refereed articles, and 20 book chapters/encyclopedia entries/research reports/other publications. (We had 54 publications the prior year: 3 books, 32 refereed articles, 8 book chapters/encyclopedia entries, 1 book review, and 10 research reports.) The department secured ~$229,000 in funded research (as compared to ~$131,000 the prior year). First PhD cohort began program in Fall 2010 The Department hired a one-year non-tenure track instructor Ms. Sandra Blount. Faculty made presentations at numerous conferences including the Academy of Criminal Justice Sciences, the American Society of Criminology, the Southern Criminal Justice Association, and the International Conference on Terrorism s Global Impact. The Department sponsored receptions at the Academy of Criminal Justice Sciences meeting in March and the American Society of Criminology meeting in November. The Department distributed two newsletters to students, faculty, and alumni. Results of an alumni survey were published by members of the undergraduate committee. The Department held an internship fair where graduating students presented posters related to the senior seminar. The fair was held in April 2010, July 2010 and December The Criminal Justice Student Association co-sponsored a job fair with the Department in April Department renegotiated contract to publish Criminal Justice Review and International Criminal Justice Review Department joined the Association for Doctoral Programs in Criminology and Criminal Justice Department successfully completed academic program review Department secured approval and funding to offer courses at Alpharetta campus. 1. It was another productive year for the two peer-reviewed journals which are housed in the Department: Criminal Justice Review (CJR) and International Criminal Justice Review (ICJR). Dr. Dean Dabney concluded his third year as editor in The editor was assisted by two GRA s: Jennifer Cruze as managing editor (40% FTE appointment), Azra Muftic as book review editor (30% FTE appointment). The Criminal Justice Review is published four times a year through a lease agreement with Sage Publications. The CJR is a scholarly journal dedicated to presenting a broad perspective on criminal justice issues. It focuses on any aspect of crime and the justice system and can feature local, state, or national concerns. Both qualitative and quantitative pieces are encouraged, providing that they adhere to standards of quality scholarship. As a peer-reviewed journal, we encourage the submission of articles, research notes, and commentaries that focus on crime and broadly defined justice-related topics marked the third year of the James L. Maddex, Jr. Paper of the Year Award, an honor that was bestowed upon Drs. Chad Trulson, Matt DeLisi, Jonathan Caudill, Scott Belshaw, and James Marquart for their article entitled, "Delinquent Careers Behind Bars," that appeared in the second issue of volume 35. During this reporting period, the CJR processed a total of 100 manuscripts; 16 of which were previous years submissions and 84 of which were new submissions. Comparing the numbers from 2009 to 2010, we experienced an 11% decrease in the total number of manuscripts processed and 4% increase in the number of new manuscript submissions. A total of 4 of the 16 carry over manuscripts were published in the 2011 volumes, 10 were rejected, and 2 were given a decision of major revisions. This translates into an acceptance rate of 31.3% for these 16 carry over submissions. Of the 84 new submissions in 2010, 16 were accepted for publication, 36 rejected, 22 were given the decision of major revisions and 10 were pending decisions at the end of the calendar year. This translates into an acceptance rate of 20% for the manuscripts submitted and processed during the 2010 calendar year. 16

17 Of the 90 manuscripts that were processed by CJR staff in 2010 to the point of a final decision, 20 achieved an acceptance status (22%) and 36 were designated a rejection status (40%). Of those manuscripts that were received and acted upon by CJR staff in 2010, the average turnaround time for a first level decision letter was 52 days. This represents nearly a 6% increase in processing time over the 49 day average from Of the 20 manuscripts that were eventually accepted for publication in 2010, the average processing time to a final decision was 152 days. This above detailed activity resulted in the publication of 4 issues of the 2010 volume 35 of the CJR: issue one containing 5 articles, 1 commentary piece, and 11 book reviews; issue two containing 5 articles, 1 summary of recent legal developments, and 10 book reviews; issue three containing 4 articles, 1 summary of recent legal developments, and 10 book reviews; and issue four containing 7 articles, 1 summary of recent legal developments, and 10 book reviews. The International Criminal Justice Review is also published four times a year through a lease agreement with Sage Publications. The ICJR is a scholarly journal dedicated to presenting system wide trends and problems on crime and justice throughout the world. Articles may focus on a single country or compare issues affecting two or more countries. Both qualitative and quantitative pieces are encouraged, providing they adhere to standards of quality scholarship. Manuscripts may emphasize either contemporary or historical topics. As a peer-reviewed journal, we encourage the submission of articles, research notes, and commentaries that focus on crime and broadly defined justice-related topics in an international and/or comparative context marked the third year of the Richard J. Terrill Paper of the Year Award, an honor that was bestowed upon Dr. Rachel Stein for her article entitled, "The Utility of Country Structure: A Cross-National Multilevel Analysis of Property and Violent Victimization, that appeared in the first issue of volume 20. During 2010, the ICJR processed a total of 62 manuscripts; 11 of which were previous years submissions and 51 of which were new submissions. Comparing the numbers from 2009 to 2010, we experienced a 7.5% decrease in the total number of manuscripts processed and 31% increase in the number of new manuscript submissions. A total of 4 of the carry over manuscripts were published in the 2010 volume, 6 were rejected, and 1 received a decision of major revision at the end of the 2010 calendar year. This translates into an acceptance rate of 36.4% for these carry over submissions. Of the new submission in 2010, 11 were accepted for publication, 18 rejected, 13 received a decision of major revision, and 9 were pending decisions at the close of the calendar year. This translates into an acceptance rate of 21.2% for the manuscripts submitted and processed during the 2010 calendar year. Of the 62 manuscripts that were processed by ICJR staff in 2010 to the point of a final decision, 15 achieved an acceptance status (24.1%) and a total of 18 manuscripts were designated a rejection status (29%). 17

18 Of those manuscripts that were received and acted upon by ICJR staff in 2010, the average turnaround time for a first level decision letter was 67 days. This number represents a 20% increase over the average processing time (56 days) experienced during Of the 2010 submissions that were eventually accepted for publication, the average processing time was 107 days. This above mentioned activity resulted in the publication of 4 issues of the 2010 volume 20 of the ICJR: issue one containing 4 articles and 11 book reviews; issue two containing 6 articles and 10 book reviews; issue three containing 5 articles and 15 book reviews; and issue four containing 5 articles, 1 summary of recent legal developments, and 14 book reviews. Georgia International Law Enforcement Exchange (GILEE) and International Law Enforcement Enterprise. Both GILEE and ILEE carried out 17 programs that included the 18th delegation of Canada, Georgia, Florida, and Tennessee, police officials visiting Israel. A total of 81 police officials participated in these programs. GILEE and the U.S. Attorney's Office for the Northen District of Georgia held a special briefing on "Global Terror and Soft Targets" with counter-terrorism experts. ASIS - Greater Atlanta Chapter, BOMA, GILEE and the U.S. Attorney for the Northern District of Georgia held the second summit on Law Enforcement and Business Continuity: Challenges and Solutions - Anticipating and Managing Local and Global Threats to Business and Our Community. Federal, state and local agencies as well as corporate representatives and subject matter experts briefed the summit and conducted workshops. A Commander from the Israel Police Division of Identification and Forensic Science visited the Georgia Bureau of Investigation's Division of Forensic Sciences. The two crime labs conduct annual cooperation programs. Senior Israel Police officers comprised the 15th delegation to Georgia. Representative from the Corporate Security Community and Dr. Robbie Friedmann, participated in the 10th World Summit on Counter Terrorism: "Terrorism's Global Impact," Herzliya, Israel. Dr. Friedmann chaired a panel and made a presentation on incitement and free speech. Other Public Service Faculty service their profession, the criminal justice community, and their local community in a number of ways. To illustrate, faculty serve on the editorial boards of the: American Journal of Criminal Justice, Crime Prevention and Community Safety, Criminal Justice Policy Review, Journal of Crime and Justice, Journal of Criminal Justice, Journal of Criminal Justice Education, Journal of Drug Issues, and Justice Quarterly. They have also reviewed manuscripts for a host of scholarly publications and grants for the National Science Foundation. Finally, they have been active in their professional associations, including the American Society of Criminology, the Academy of Criminal Justice Sciences, and the Southern Criminal Justice Association. 18

19 In reference to the criminal justice community, faculty are involved both as advisors and members of groups or committees such as: the Atlanta Mayor s Office on the Weed and Seed Program, the Atlanta Police Department, the Crime Victims Advocacy Council, Atlanta Crime Stoppers, Georgia Association of Chiefs of Police, Georgia Peace Officers Standards and Training Council, the Community Policing Committee of the International Association of Chiefs of Police, the Training and Education Committee for the Georgia Association of Chiefs of Police, the Police Foundation Board for the Atlanta Police Department, the Fulton County Courthouse Security Commission, the Advisory Board for the International Institute for Counterterrorism (in the Interdisciplinary Center, Herzliya, Israel), the Academic Committee on Harm Prioritization Scale, Royal Canadian Mounted Police, and the International Association of Chiefs of Police. Their involvement in the community includes performing various service activities for groups or organizations such as English Avenue Community Public Safety Committee, American Association of University Women, Central Atlanta Progress, Eagle s Nest Ministries, the Jewish Federation of Greater Atlanta, and the Turkish American Cultural Association of Georgia.
