1 IPTS and INFSO/F4 present 4 "Major Findings" Sessions on: The Economics of ICT for Health: 1. Mainstreaming integrated Tele-Health and Care services in Europe 2. Internet use for Health services: a demand analysis 3. ICT and digital competence for employability 4. a. How big is the ICT economy: a global ICT supply chain analysis? and b. How do consumers use internet: Nielsen Clickstream Dataset evidence Brussels, 12 and 13 November 2012 BU25 LT02 in VC with EUFO 0/280 The 4 Sessions are held in the context of the collaboration between JRC/IPTS and DG CONNECT on techno-economic research and analyses. The collaboration entails research carried out by JCR-IPTS which supports the strategic policy work of DG CONNECT, the result of which is disseminated through these seminars. 1. Mainstreaming integrated Tele-Health and Care services in Europe By Maria Lluch - IPTS November 12 (14:00 15:30). The objective of the session is to present and discuss the main findings of the cross-country comparisons of factors to facilitate mainstreaming of integrated Tele-health and Care services based on evidence from the second phase of the "Strategic Intelligence Monitor on Personal Health Systems" SIMPHS project. Following a regional approach across eight EU Member States (i.e.: Denmark, Estonia, Germany, France, Italy, Netherlands, Spain, UK), thirty-one experiences with Integrated Personal Health System (IPHS) deployment were studied in-depth so as to identify drivers and barriers on the path to mainstreaming IPHS applications and the role that IPHS play in the delivery of integrated care. In each setting, the research involved a demand side approach, focusing on needs, demands and experiences made with IPHS by healthcare producing units (e.g. hospitals, primary care centres), healthcare professionals, insurers, healthcare authorities and patients amongst others. Experiences in most of the countries targeted, reflect a trend moving away from pilot projects towards IPHS large scale-deployment at regional level aiming at potentially widespread diffusion at national level. The evidence gathered has been analysed using a three-axis framework: Innovation, Governance and Impact. Although IPHS deployment remains limited, evidence shows that the IPHS sector is gaining momentum in Europe. The presentation will include identified drivers, barriers and push and pull factors. Drawing on the findings, lessons learnt and policy interventions will be discussed. 2. Internet use for Health services: a demand analysis by Elena Villalba, IPTS November 12 th (15:45 17:15) The objective of the session is to present and discuss the main findings of a Citizens Panel survey of Internet users from 14 Member States on ehealth demand. The survey which took place in the summer of was an integral part of the SIMPHS Project phase II
2 aiming at analysing what internet users in the EU actually expect from ICT for health and the factors that can enhance or inhibit the role and use of ICT for Health from a citizen's perspective. The insights gathered on EU citizens' demand are the results this Citizen Panel survey. Citizens mainly use Internet for health for individual information searches, rather than for sharing information, communicating or interacting about health. For example, 79% of individuals who are Internet users have never made an online consultation through videoconference with healthcare professionals and 75% have never received medical or clinical tests online. Regarding the motivation of usage, more than a third of the sampled European population, use ICTs for health to better understand a health problem or disease (39%) and develop knowledge and personal satisfaction (35%). To a lesser extent, but still significant, ICTs for health are perceived as very useful to help a family member or a friend who is ill (31%) and prevent illnesses or adopt a more healthy lifestyle (28%). Many more interesting statistics in relation to respondents' views on the benefit of ICT for health and thus the potential of ICT for Health to promote active and healthy individuals and increase patient empowerment will be presented. Such metrics, enable the development of more effective policy related to ICT for Health, especially for elderly individuals or ones with low socio-economic status and more health problems. Background SIMPHS2 is an 18-month research initiative, completed in March 2012, developed and funded by the DG CONNECT in cooperation with JRC-J03. SIMPHS2 explored the developments and trends related to "Integrated Personal Health/Social care Services" (IPHS) which involve remote monitoring and treatment (RMT), telehealth, telecare mobile Health (mhealth) and fitness/ wellness applications. All SIMPHS reports are available at 3. ICT and digital competence for employability by C. Centeno, Y. Punie, IPTS - November 13 th (09:15 10:45). The objective of this session is to present evidence on the role of ICT in general and digital competence more specifically on finding and maintaining employment and discuss related policy challenges. Previous research on how ICT can support socio-economic inclusion processes for groups at risk of exclusion, namely migrants and youth at risk, provides evidence of the relationships between ICT and employability. For example, access and ability to use technology affect employability and also increase wage levels. Likewise, the rise of the internet has brought about major changes in how individuals look for jobs and the factors that shape their success, such as their (online) social networks. A more systematic review of the Literature on how ICT contribute to employability give a set of interesting insights on the role played by ICT for enhancing individual factors for employability, for transforming the service offer of labour market intermediaries as well a the way their services are delivered. It also provides a new light on how ICT affects employers practices for selection and recruitment, affects retirement decisions of employees, enables new forms of work improving access to labour to people with specific constraints and enables new form of labour. Finally, a set of policy challenges and opportunities and the identification of research gaps relevant for policy will be debated. Digital competence is a key competence for all in a digital society. The concept has been proposed amongst seven other key competences for lifelong learning in 2006 (Council Recommendation). IPTS has been studying, under an agreement with DG EAC A2, how to further define and detail what it means to be digitally competent. The main output of the study consists in a model providing an overview of digital competence needs by all citizens, through the development of several areas. Each area is divided into several competences that have a set of proficiency levels, plus examples of the knowledge, attitudes and skills related to that
3 competence. The presentation will provide the draft framework of digital competence and will discuss possible applications of it, for instance as a self-assessment grid for people to include in their European Skills Passport. 4a. How big is the ICT economy? A global ICT supply chain analysis by Bertin Martens, IPTS - November 13 th (11:00 11:45). Over the last years, several private companies (incl McKinsey, Boston Consulting Group and Vodafone) have published studies that aim to measure the size of the ICT economy and its contribution to GDP. They focused on individual countries, use a variety of methods and datasets that cover only part of the economy. In an effort to bring more coherence in this measurement, this innovative IPTS research project uses a new worldwide industry supply chain dataset from an FP7-funded World Input-Output Database project ( to investigate the ICT supply chain across 59 product sectors in 40 countries (accounting for 85 percent of world GDP), including EU27, over the period of 1995 to Our approach takes into account the complex production linkages among sectors and economies to quantify the contribution of the ICT sector in the generation of gross output and value-added in the whole system. Our findings show a wide degree of variation across countries in the economic footprint of the ICT sectors. This has implications for the role that the ICT economy can play in stimulating economic growth. The objective of this session is to present this new IPTS research work and your feedback will be very valuable to us for the finalisation of this study. 4b. How do consumers use internet? Evidence from the Nielsen Clickstream Dataset by Smaranda Pantea, IPTS - November 13 th (11:45 12:45). The IPTS acquired a new dataset with internet clickstream for internet users in the five largest EU economies (DE? FR, UK, IT and ES). It contains data on all websites that these users clicked on during 2011, plus some basic socio-economic profiles of the users (age/gender/family composition/ education/ income/ occupation/ location). We present some preliminary results from ongoing research including the main features of the dataset. By way of examples of how this dataset can be used, we will present some preliminary evidence on how much time internet users spend online, what type of websites they visit, how much time they spend on these websites and how these patterns vary by country and by demographic characteristics of the internet users. Based on this mainly descriptive evidence, we will propose and explain the research questions we intend to study, including the economic value of the internet for consumers. This database has many potential uses for DG CNECT policy makers. Participants are invited to reflect with us on potential policy applications.
4 Speakers brief CVs Maria Lluch MPharm, UB; MBA, IESE Business School; MSc International Health Policy - Health Economics and PhD reader, LSE. After working as a journalist in developing countries for three years for different media (BusinessWeek, Fortune magazine and The Economist), from 2004 onwards, Maria shifted to EU-funded projects in health policy at IESE Business School and at LSE Health where she combined both management and research, focusing on cost-effectiveness studies, health systems regulatory frameworks, cross-border care, the pharmaceutical sector and ICT for Health being the latter her PhD topic. In 2010, she joined the IS Unit at IPTS JRC DG to carry out research on ICT for Health. Elena Villalba Mora holds a Masters Degree in Telecommunications Engineering and a PhD in Biomedical Engineering. She works at the Information Society Unit of IPTS on the study of the impact of integrated health and social care services in Europe, with a focus of the technological and socio-economic evaluation and modelling of Personal Health Systems and Integrated Care. Bertin Martens is a senior economist at the Institute for Prospective Technological Studies (IPTS), a research centre of the European Commission in Sevilla (Spain). As team leader for the Digital Economy Research Programme at the IPTS, his current research projects revolve around the economics of online trade, copyrights in digital media and privacy issues. Prior to that, he was deputy Chief Economist for Trade in the European Commission in Brussels and carried out various other assignments in the European Commission, working extensively on international economic issues. He holds a PhD in economics from the Free University of Brussels. His research interests focus on institutional economics and the role of technological and cognitive change in economic development. Smaranda Pantea has a PhD in Economics from the University of Nottingham (UK) and her PhD thesis examined the relationships between firms' participation in international activities and their productivity and workforce skills. Smaranda worked as a teaching assistant at the University of Bristol (UK), where she taught tutorials for different courses in Macroeconomics, Microeconomics and Econometrics at undergraduate and postgraduate level and at University of Nottingham, where she taught tutorials for European Integration courses. She joined the IS Unit in June 2012, and her research examines patterns of internet usage and consumer demand for different types of internet services in the EU using Nielsen clickstream data. Yves Punie, senior scientist at the European Commission JRC-IPTS is currently leading the IPTS research and policy activities on "ICT for Learning and Inclusion". Before joining the IPTS in 2001, he was interim Assistant Professor at the Free University of Brussels (VUB) and senior researcher at SMIT (Studies on Media, Information and Telecommunications). He holds a Ph.D. in Social Sciences from the VUB on the use and acceptance of ICT in everyday life also coined as "domestication". Clara Centeno, is senior scientist at the European Commission JRC-IPTS in the Information Society Unit, where she has been leading from 2005 to 2011 the research activities of the Socio-Economic Analysis of ICT for Learning and Inclusion Action to support the European policies that aim at applying Information and Communication Technologies (ICT) to increase socio-economic inclusion of groups at risk, address the key challenges of education and training in a Lifelong learning context and enhance public services in the EU. Recently she is
5 focusing her work on how ICT can support the development and implementation of social inclusion, employability and long term care policies. She has degrees on Telecommunication Engineering and Business Administration, and prior to joining IPTS in 2001, she worked 13 years on the banking business services sector.
