1 HAZARDOUS WASTE / MATERIALS GIS DATASETS and OTHER DATABASES GIS DATASETS 1.1 CONTAMINATED SITES General Description: This folder is perhaps the most important because it pertains to sites where the surface and/or the subsurface is or has been contaminated. Some sites may have been remediated or have appropriate environmental controls (physical or administrative) to prevent human contact to site contaminants Coalgas (Coal Gas Sites, Manufactured Gas Plants, or MGPs) Description and Comments: Some known sites of former MGPs (Most of the data that we have pertain to NY Electric and Gas sites). We are not aware of a comprehensive dataset listing all the coal gas sites. There are other sites related to other utility companies (e.g., Niagara Mohawk, Central Hudson,...) which are not included in this dataset. Some other coal gas sites are listed in the Haz_subst or Haz_substgeocd datasets; items and below). Data Location and File Name(s): \environ\state\hazard\contaminated sites\coalgas.shp Created: July, 1999 Update Cycle: As information becomes available Haz_subst (DEC Inventory of Hazardous Substance Waste Disposal Sites) Description and Comments: Sites where hazardous substances have been disposed but which do not meet the definition of a Hazardous Waste Disposal Site. Some sites do not appear in the correct location. This dataset represents sites that contained coordinate data. There are no regional subsets of this file. Data Location and File Name(s): \environ\state\hazard\contaminated sites\ Haz_subst.shp. Created: June, 1999 Update Cycle: None Data Source: Floppy disk from DEC, May Other: NAD27 format Haz_substgeocd (NYSDEC Inventory of Hazardous Substance Waste Disposal Sites) Description and Comments: As above (item 1.1.2), but this dataset represents sites that contained no coordinate data and were geocoded based on address data. There are no regional subsets of this file.
2 Data Location and File Name(s): \environ\state\hazard\contaminated sites\ haz_substgeocd.shp Inactive_hw99 (NYSDEC Inactive Hazardous Waste Disposal Sites; Rev. 1999) Description and Comments: Sites listed in the State Inactive Hazardous Waste Disposal Site Registry (Registry). The Registry contain sites where the disposal of characteristic or listed hazardous waste (as defined in 6NYCRR Part 371) has been confirmed, whether the waste represents a significant health or environmental threat or not.. The registry also lists NPL sites (item 1.1.6). Data Location and File Name(s): \environ\state\hazard\contaminated sites\other\inactive_hw\inactive_hw99.shp. Also, regional files at \environ\region*\hazard\contaminated sites\inactive_hw\*_haz99.shp. Created: 1999 Update Cycle: Annually Metadata: \environ\state\hazard\contaminated sites\other\inactive_hw\inactive_hw99.wpd Data Source:Export file downloaded from CUGIR (36hza) NY_cerclis (Federal Superfund Facilities; CERCLIS) Description and Comments: This dataset shows the location of facilities regulated under the Comprehensive Environmental Resource Conservation and Liability Act (CERCLA; commonly known as the Superfund). A CERCLA facility is broadly defined to include any area where a hazardous substance release has "come to be located". The database contains information on hazardous waste sites including an inventory of sites, planned and actual site activities, and financial information. These sites have an EPA I.D. number and contain some State (NYSDEC) Inactive Hazardous Waste- and Hazardous Substance- Sites. CERCLIS vs. Registry (item 1.1.4) Sites. In general, EPA does not list Registry sites (except NPL Sites; item 1.1.6) because DEC does it. A Registry site could be listed in CERCLIS if DEC submits a form to EPA requesting a Registry site to be included in CERCLIS. DEC rarely submits such forms because if a Registry site gets delisted it can still remain in CERCLIS for sometime. Sites listed in CERCLIS, but not in the Registry, include: a) sites found very early in the process where the contaminant source was not known, and b) sites with a known contaminant source where hazardous substances (and not hazardous waste, as defined in 6NYCRR Part 371) were released into the environment. 3 1.1.6 NY_npl (National Priority List, NPL, Facilities or Sites) Description and Comments: NPL sites reprsent the most serious CERCLIS sites, which EPA has targeted for cleanup under the Superfund. The NPL dataset shows the contaminated area and associated areas of concern. All NPL sites are listed in the State Registry of Inactive Hazardous Waste Sites, whether hazardous waste (as defined in 6NYCRR Part 371) has been disposed or not. NPL sites can include hazardous waste, hazardous substance, and radiation disposal sites. Polygon Data Location and File Name(s): \environ\state\hazard\contaminated sites\ny_npl.shp. Also, regional files at \environ\region*\hazard\contaminated sites\r*_ny_npl.shp. Metadata: \environ\state\hazard\contaminated sites\ny_npl.htm. Created: Update Cycle: OilGas_wells** (Oil and Gas wells) Description and Comments: DEC - Division of mineral resources. Locations of oil and gas wells. Many old wells are not in the database. Sometimes well locations are not accurate. Data Location and File Name(s): \environ\state\hazard\contaminated sites\ other\oilgas_wells\ OilGas_wells**.shp, where ** represents the year the data was created. Also, regional files at \environ\region*\hazard\contaminated sites\oilgas_wells\r*_wells.shp. Data Source: Text file downloaded from DEC website. Metadata: \environ\state\hazard\contaminated sites\ other\oilgas_wells\ well_metadat.wpd and well_metadata.pdf. Created: Summer 1996 and Spring Update Cycle: TBD 1.2 FACILITIES General Description: This folder is about facilities that operate with some kind of a permit to store, release, or manage chemicals, contaminants, or waste materials. Facilities may include clean (e.g., an elementary school) or contaminated (e.g., a landfill) sites. Therefore, facility databases or datasets may alert us of the potential of encountering contaminated materials or sites Facility (DEC - Permitted Facilities) Description and Comments: This dataset represents all facilities across the State that have been permitted by DEC for various reasons including SPDES (State Pollutant Discharge Elimination
4 System), freshwater wetland, solid waste management facility,..., and other types of permits. You need to add the facility.shp, owner.dbf, and permit.dbf to your ArcView GIS project. Then link the facility, owner, and permits databases ( dbf files) using the District_i field. The facility_metadata file shows the legend for the permit types. Data Location and File Name(s): \environ\state\hazard\facilites\ facility.shp. Auxiliary DEC files included are owner.dbf, and permits.dbf. There are no Regional subsets of this file (see readme file in above-mentioned folder). Metadata: \environ\state\hazard\facilities\facility_metadata.htm. Data Source: Export file downloaded from CUGIR (36pfa). Created: Fall, 1999 Update Cycle: N/A NY_RCR (EPA Resource Conservation and Recovery Act, -RCRA- Facilities) Description and Comments: RCRA-regulated active facilities. Examples include landfills, solid waste and hazardous waste facilities, DOT facilities such as bridges where we handle or manage waste generated during bridge rehabilitiation work, facilities with underground storage tanks holding chemicals or petroleum products, etc. Portions or RCRA facilities are sometimes contaminated and could be listed in some of the Contaminated Sites datasets, such as the Registry (item 1.1.4) Data Location and File Name(s): \environ\state\hazard\facilities\ny_rcr.shp. Also, regional files at \environ\region*\hazard\facilities\r*_ny_rcr.shp. Metadata: \environ\state\hazard\facilities\ny_rcr_metadata.htm. Created: Update Cycle: NY_TRI (EPA Toxic Release Inventory; TRI) Description and Comments: Facilities that use, store and/or release chemicals to the environment and need to report these activities to the EPA. Data Location and File Name(s): \environ\state\hazard\facilities\ ny_tri.shp. Also, regional files at \environ\region*\hazard\facilities\r*_ny_tri.shp. Metadata: \environ\state\hazard\facilities\ny_tri_metadata.htm. Created: January, 2000 Update Cycle: Annually
5 1.2.4 TRI (DEC Toxic Release Inventory) Description and Comments: Facilities that use, store and/or release chemicals to the environment and report these activities to the DEC. DEC TRI vs. EPA TRI (item 1.2.3). The DEC & EPA reporting requirements are the same, but the timing for reporting is different. If a facility does not submit a report to DEC, DEC assumes that contaminant thresholds are met. Data Location and File Name(s): \environ\state\hazard\facilities\tri.shp. Also, regional files at \environ\region*\hazard\facilities\r*_tri.shp. Created: January, 1996 Update Cycle: N/A USEFUL DATABASE FILES (While these files are not GIS files, they do contain an address field and have the potential for geocoding. In addition, the join and link functions in ArcView make these files very easy to work with.) 1.3 NYSDEC DATABASES (DEC CD: CONTAMINATED SITES & FACILITIES) General Description: We listed these databases as a separate category because the CD contains both, contaminated sites (Spills) and facilities (CBS, MOSF, and PBS). Items 1.1 and 1.2 show the general description of contaminated site and facility databases or datasets Spills Description and Comments: DEC-database petroleum and chemical spills. Data Location and File Name(s): \environ\state\hazard\spills_pbs_cbs_mosf\month_year\spills\. Files named in the format spls*_## where * represents month and ## represents year. For example, spls7_00.dbf represents the DEC spills database released in July, The DEC spills database is in the same folder and named spills.dbf. (Beware! 128 MB in size!) Auxiliary DEC databases included are material.dbf and tanktest.dbf. Created: April, CBS (Facilities: Chemical Bulk Storage) Description and Comments: DEC-database chemical bulk storage facilities. Includes facilities storing hazardous substances in above ground storage tanks with capacities of 185 gallons or more, and/or in underground tanks of any size.
6 Data Location and File Name(s): \environ\state\hazard\dec_cd\month_year\cbs\. (See Spills for file naming convention). DEC CBS database is in the same folder and named cbsfac.dbf. Created: April, Major Oil Storage Facilities (MOSF) Description and Comments: DEC-database major oil storage facilities. These may be onshore facilities or vessels, with petroleum storage capacities of 400,000 gallons or more. Data Location and File Name(s): \environ\state\hazard\spills_pbs_cbs_mosf\month_year\mosf\. (See Spills for file naming convention). The auxiliary DEC databases are in the same folder and named mosffac.dbf, mosfown.dbf, and mosftank.dbf. Created: April, Petroleum Bulk Storage (PBS) Description and Comments: DEC-database petroleum bulk storage facilities. Includes facilities (above ground and/or underground tanks) with petroleum storage capacity in excess of 1,100 gallons and less than 400,000 gallons. Data Location and File Name(s): \environ\state\hazard\spills_pbs_cbs_mosf\month_year\pbs\. (See Spills for file naming convention). There are no regional subsets of this file. The DEC databases are in the same folder and named pbsfac.dbf, pbsfisc.dbf, and pbstank.dbf. Created: April, DEC Mined Lands Description and Comments: DEC - Division of Mineral Resources. Facilities where minerals or earth materials, except oil and gas, are or have been mined. About 85% of these facilities are sand and gravel pits. Data Location and File Name(s): \environ\state\misc\geology\mines\ Mines**.shp, where ** represents the year the data was created. Also, regional files at \environ\region*\misc\geology\mines\r*_mines.shp. Data Source: text file downloaded from DEC website.
