Purpose. To establish the organizational relationships, mission and tasks of DIRFAC COMNAVSURFRESFOR Northeast (NE) located at Naval Reserve Readiness Command (REDCOM) Region Four, DIRFAC COMNAVSURFRESFOR Southeast (SE) located at REDCOM Seven, DIRFAC COMNAVSURFRESFOR South Central (SC) located at REDCOM Ten, DIRFAC COMNAVSURFRESFOR Midwest (MW) located at REDCOM Thirteen and DIRFAC COMNAVSURFRESFOR West (W) located at REDCOM Nineteen. These REDCOMs will be referred to as host commands throughout the remainder of this instruction.

2 2. Mission. The mission of DIRFAC COMNAVSURFRESFORS NE, SE, SC, MW, and W, as discussed in references (a) through (aa) and other applicable instructions, is to coordinate, plan and administer the COMNAVSURFRESFOR facilities and environmental programs in assigned geographical areas providing advice and assistance to supported readiness commanders and Reserve Center commanding officers. DIRFACs COMNAVSURFRESFOR ensure prudent land and facilities planning and management by providing facilities engineering assistance and advice to readiness commanders and commanding officers. DIRFACs COMNAVSURFRESFOR also participate in assessing and improving the material condition, safety and appearance of assigned land and facilities and developing and monitoring plans for the proper and economic use of plant property, class I and II. DIRFACs COMNAVSURFRESFOR administer the environmental compliance programs for their assigned REDCOMs to include pollution prevention, environmental compliance evaluations, spill response, hazardous waste management, installation restoration and natural resources management. Additionally, DIRFACs COMNAVSURFRESFOR provide professional advice and assistance to supported readiness commanders regarding engineering and environmental matters and assist with project development in support of Facilities Maintenance and Repair, Energy Conservation and Naval Occupational Safety and Health (NAVOSH) Programs. 3. Discussion. DIRFACs COMNAVSURFRESFOR NE, SE, SC, MW, and W are field activities of COMNAVSURFRESFOR under component Unit Identification Codes (UIC) of COMNAVSURFRESFOR New Orleans. The positioning of DIRFACs COMNAVSURFRESFOR as component UICs streamlines the chain of command and accountability between COMNAVSURFRESFOR and his facilities Field Offices. 4. Organizational Relationships a. DIRFACs COMNAVSURFRESFOR NE, SE, SC, MW, and W are included in the COMNAVSURFRESFOR staff organizational structure, reference (t), and report directly to the Deputy Commander (NOOB). b. The Construction Battalion (CB) enlisted members and civilian personnel assigned to DIRFAC Field Offices report to the DIRFAC. c. Commander, Naval Reserve Force (COMNAVRESFOR) Deputy Chief of Staff for Facilities Management (N9) is the technical advisor to COMNAVSURFRESFOR and his DIRFAC field offices for facility management, planning, programming and maintenance of real property. COMNAVRESFOR (N9) also serves as the senior Civil Engineering Corps (CEC) officer in the COMNAVRESFOR claimancy and provides career guidance to CEC officers assigned to COMNAVSURFRESFOR, as appropriate. COMNAVRESFOR (N9), in coordination with Deputy COMNAVSURFRESFOR (N00B), advises and assists with CEC officer and CB enlisted personnel assignments to DIRFAC Field Offices. COMNAVRESFOR Special Assistant for 2

3 Environment (NO1E) is the technical advisor to COMNAVSURFRESFOR and his DIRFAC Field Offices for environmental issues. 5. Deviations from this instruction between the DIRFAC COMNAVSURFRESFOR and host command may be made, provided such deviations are made in writing, approved by Deputy COMNAVSURFRESFOR (NOOB), reviewed annually and maintained on file. 6. Action. Carry out the provisions of this instruction and enclosures (1) through (4). Basic functions and tasks for the DIRFAC COMNAVSURFRESFOR and CB enlisted member are outlined in enclosures (2) and (3). Enclosure (4) discusses functions and tasks of the CB enlisted member assigned to nonhost REDCOMs. F. W. 4 COORDINATING INSTRUCTIONS COMNAVSURFRESFORINST Basic Facility Requirements. Host commands will provide a minimum of 1200 square feet for DIRFAC COMNAVSURFRESFOR office space. 2. Minor Property and Equipment.. Property and equipment, including Federal Information Processing (FIP) hardware and software, in the custody of the REDCOM DIRFAC prior to the establishment of the DIRFAC COMNAVSURFRESFOR Field Offices, will be transferred to the new UIC of the DIRFAC COMNAVSURFRESFOR. Minor property belonging to DIRFAC COMNAVSURFRESFOR is to be accounted for under the host command s Controlled Equipment Inventory System (CEIS) on subcustody to and under the UIC of DIRFAC COMNAVSURFRESFOR. Requests for additional FIP hardware and software will be submitted through COMNAVSURFRESFOR (NO1C) per reference (t). Funding will be provided by COMNAVSURFRESFOR as available. 3. Funding. The host command will be resourced by COMNAVSURFRESFOR for utilities, telephone service, administrative supplies and Temporary Additional Duty (TEMADD) travel for DIRFAC COMNAVSURFRESFOR staff. DIRFAC requests for items other than routine consumables should be submitted to COMNAVSURFRESFOR via the host command as part of the budget call or during midyear review. 4. Local Travel. DIRFACs COMNAVSURFRESFOR will use host command government vehicles, as available, for official business. 5. TEMASS Travel. COMANVSURFRESFOR will fund host commands for DIRFAC COMNAVSURFRESFOR staff travel. The travel budget for the DIRFAC COMNAVSURFRESFOR will be maintained as a fenced budget line. DIRFACs COMNAVSURFRESFOR will provide a tentative travel schedule for each fiscal year to COMNAVSURFRESFOR (NO1A) with a copy to the host command by 15 August each year and will update the schedule at the beginning of each quarter thereafter. The host command will issue TEMADD orders for the DIRFAC COMNAVSURFRESFOR staff member that conforms to the annual and quarterly plan. Deviations from the travel plan must be approved by COMNAVSURFRESFOR (N00B). DIRFACs CNSRF will plan at least one visit per quarter to the non-host REDCOM(s) to update the Readiness Commander on status of projects and plans in his/her region. DIRFACs will also plan travel for semi-annual conferences in New Orleans. 6. Sites Visits. DIRFACs COMNAVSURFRESFOR will schedule site visits to supported activities as necessary for familiarization, assistance and project development oversight. Echelon V commands may request assist visits by DIRFACs COMNAVSURFRESFOR informing their supporting REDCOM when these requests are made. REDCOMs may task the DIRFAC to make assist visits to their subordinate activities. DIRFACs COMNAVSURFRESFOR will schedule these assist Enclosure (1)

Plain Language Addresses (PLAs) have been established for each DIRFAC COMNAVSURFRESFOR Field Office. The DIRFAC is authorized to release messages using the DIRFAC Field Office PLA. DIRFACs COMNAVSURFRESFOR may prepare routine correspondence for their own signature using the title Director of Facilities West (Southeast, etc.) on COMNAVSURFRESFOR letterhead. Correspondence involving policy or making strong positive or negative recommendations, and all correspondence to higher authority will be forwarded to COMNAVSURFRESFOR (NOOB) for signature. DIRFACs COMNAVSURFRESFOR will prepare for Readiness Commander s signature, correspondence, endorsements, and messages on facility, environmental, or safety related issues for assigned REDCOMs. At the discretion of the Readiness Commander, Engineering Service Requests (ESR) may be signed by DIRFAC COMNAVSURFRESFOR. REDCOMs may give by direction authority to their supporting DIRFAC COMNAVSURFRESFOR as they desire. Routine written communications may be sent directly from Echelon V commands to DIRFACs COMNAVSURFRESFOR for facility and environmental related matters. A copy of the correspondence will be sent to the supporting REDCOM. In cases where an endorsement is required by the REDCOM, Echelon V commands may send an advance copy of the correspondence to the DIRFAC COMNAVSURFRESFOR. COMNAVSURFRESFOR (NO1A) will supply DIRFACs COMNAVSURFRESFOR with letterhead stock.. 8. Coordination. DIRFACs COMNAVSURFRESFOR are authorized to communicate directly with COMNAVRESFOR (N9 and NO1E) as the technical advisors for facility and environmental matters. DIRFACs COMNAVSURFRESFOR are encouraged to coordinate directly with supported Echelon V activities on routine matters. They will, however, keep the supported Readiness Commanders informed in written or verbal communications with Echelon V commands. 9. REDCOM Staff Civil Engineer DIRFACs COMNAVSURFRESFOR will coordinate with and support Staff Civil Engineer Corps Officers assigned to the REDCOM staff. 10. Command Inspections. COMNAVRESFOR (N9 and NO1E) will inspect preselected DIRFAC COMNAVSURFRESFOR offices during the triennial COMNAVSURFRESFOR inspection as scheduled in reference (x) Readiness Commanders will be queried about the support given them by assigned DIRFAC COMNAVSURFRESFOR during REDCOM triennial inspections conducted by COMNAVSURFRESFOR. At the discretion of the Readiness Commander, the staff CEC officer will assist with facility inspection of Echelon V commands when directed. 11. State Facilites Board Representative. Readiness Corianders will designate the senior active duty line officer in each state in the Region, as the Naval Reserve representative (except in the 2 Enclosure (1)

6 cases of California, Georgia, Pennsylvania and Louisiana where Reserve Naval Air Stations are located) on the State Service Reserve Component Facilities Board per reference (e). DIRFACs COMNAVSURFRESFOR may also attend Joint Service Reserve Component Facilities Board meetings as the alternate Naval Reserve member when available, When the DIRFAC COMNAVSURFRESFOR does not attend the board meetings, he/she will brief the Naval Reserve Board Representative prior to the meeting on Naval Reserve facilities plans and requirements in that state Watchstanding. Military members of the DIRFAC COMNAVSURFRESFOR office, including the director, may be included in the host command s watchstanding schedules or working parties as appropriate. Other host command collateral duties will not be assigned to members of the DIRFAC COMNAVSURFRESFOR staff. 13. CNO Directed Programs. The DIRFAC COMNAVSURFRESFOR military and civilian personnel are considered full participants in host command staff functions including social activities as appropriate, and Morale, Welfare and Recreation programs. DIRFACs COMNAVSURFRESFOR will participate in the urinalysis screening and Physical Readiness Training and Testing programs of the host command. 14. Nonjudicial Punishment. Nonjudicial punishment authority over the CB enlisted member of the DIRFAC COMNAVSURFRESFOR staff is delegated to the host commander or commanding officer. 15. Leave and Liberty. The DIRFAC COMNAVSURFRESFOR will conform to the working hours of the host command. Leave approval for DIRFACs COMNAVSURFRESFOR is assigned to the host commander or commanding officer. DIRFAC COMNAVSURFRESFOR will keep Deputy COMNAVSURFRESFOR informed of his/her leave plans. DIRFACs COMNAVSURFRESFOR will approve leave requests for other members of the DIRFAC staff. The host command approving officer will approve non-routine leave requests for civilians or CB enlisted personnel in the absence of the DIRFAC COMNAVSURFRESFOR. 16. Officer Fitness Reports. COMNAVSURFRESFOR will sign fitness reports for officers assigned to DIRFAC COMNAVSURFRESFOR Field Offices. Each supported Readiness Commander will provide COMNAVSURFRESFOR (N00B) a Performance Information Memorandum for inclusion in the DIRFAC COMNAVSURFRESFOR s fitness report per reference (u). 17. Enlisted Evaluations. COMNAVSURFRESFOR will sign all evaluations for the CB enlisted members assigned to DIRFAC COMNAVSURFRESFOR Field Offices in the paygrade of E6 and above employing the provisions of reference (v). Per reference (w), signature authority for enlisted evaluations for E5 and below personnel assigned to DIRFACs COMNAVSURFRESFOR (grade 04 and above) is delegated to DIRFACs COMNAVSURFRESFOR. 7 assigned to DIRFACs COMNAVSURFRESFOR (grade 03 and below) will be delegated to DIRFACs COMNAVSURFRESFOR on approval of a BUPERS minimum grade waiver. COMNAVSURFRESFOR (NO1A) will request any required grade waiver per reference (w). REDCOMs will continue as reporting senior for the CB enlisted member assigned to their own staff. DIRFACs COMNAVSURFRESFOR are encouraged to submit a Performance Information Memorandum (PIM) to Readiness Commanders for CB personnel assigned to REDCOM staffs. 18. Civilian Personnel DIRFAC COMNAVSURFRESFOR will be added as an amendment to the Intra-Service Support Agreements that the host command may have in effect with the servicing HRO for all civilian personnel matters. DIRFAC COMNAVSURFRESFOR civilian personnel are encouraged to communicate directly with their servicing HRO. Host commands will provide payroll services, under a separate accounting line, for DIRFAC COMNAVSURFRESFOR civilian personnel. DIRFAC COMNAVSURFRESFOR is the first line supervisor for the Environmental and General Engineers assigned to the DIRFAC COMNAVSURFRESFOR staff. Deputy COMNAVSURFRESFOR is the second line supervisor for the Environmental and General Engineers assigned to the DIRFAC COMNAVSURFRESFOR staff. The civilian personnel assigned. Evaluations for DIRFAC COMNAVSURFRESFOR civilian personnel will coincide with COMNAVSURFRESFOR s cycle which ends on 30 June. DIRFAC COMNAVSURFRESFOR civilian performance awards will be funded from the Manage-to-Payroll/Full Time Equivalent funding line established at each host command for the DIRFAC COMNAVSURFRESFOR UIC. Award recommendations will be initiated by the DIRFAC COMNAVSURFRESFOR or first line supervisor and forwarded to COMNAVSURFRESFOR (NO1A) for approval. 19. Equal Employment Opportunity Under the provisions of reference (z), DIRFACs COMNAVSURFRESFOR will manage the Equal Employment Opportunity (EEO) Program for their assigned staff. COMNAVSURFRESFOR (NOO) is the EEO officer. EEO services will be obtained through an Intra-Service Support Agreement with the HRO servicing the host command. Services must include mandatory training and EEO complaint and counseling processing. 20. Professional Development DIRFACs COMNAVSURFRESFOR will request professional training for themselves and their military and civilian staff members per reference (aa). CNO Directed Training for DIRFAC personnel will be provided by the host command. 4 Enclosure (1)

8 FUNCTIONS AND TASKS OF DIRFAC COMNAVSURFRESFOR 1. Basic function. Serves as the field representative of COMNAVSURFRESFOR for facilities management and environmental compliance. Conducts a Facilities Management Program (FMP). 2. Tasks a. Assist the Readiness Commander with prudent land and facilities planning. b. Identify to COMNAVRESFOR (N9 and NO1E) the facility and environmental related resource requirements to maintain and improve the material condition, safety, environmental compliance and appearance of assigned land and facilities. c. Assist the Readiness Commander in proper and economic use of class I and II plant property. d. Help the Readiness Commander prepare and execute an annual budget for real property maintenance and repair, minor construction requirements within purchase authority, utilities operation, environmental compliance and other engineering support. e. Ensure an accurate Annual Inspection Summary (AIS) is submitted by supported commands. Consolidate and forward submissions. f. Submit Special Project Summary List with Step I request for each deficiency. g. Submit Step II Special Project Request for any special project designated by COMNAVRESFOR (N9). h. Ensure supported activities maintain facilities records per MIL-HDBK i. Update and maintain Basic Facility Requirements (BFRs) for supported activities. Revise and submit the Military Construction Naval Reserve (MCNR) projects upon request. k. Submit project documentation for all construction/ alteration projects of Military Construction scope. Review facility related Intra-Service Support Agreements (ISSA), Host/Tenant Agreements, Permits, Memorandums of Understanding, Easements (In-grants, Out-grants), Leases (Ingrants, Out-grants), and all other real estate agreements for assigned activities. 9 m. Provide professional advice and assistance to the commanding officers of supported activities regarding engineering and environmental matters. n. Function as an engineering and environmental consultant and advisor in the overall management of assigned facilities. 0. Assist with project development for the Energy Conservation Program. p. Advise activity commanders on proper disposal of all hazardous waste and the minimization of hazardous materials and waste. q. Ensure potential for environmental impact is assessed on all construction and for any planned actions which could adversely impact the environment. r. Become familiar with assigned duties of the Regional Environmental Coordinator (REC) to provide support to assigned REDCOM assigned as Regional Environmental Coordinator (presently REDCOMs 20 and 13). s. Assist safety officer or Echelon V command with project development for Naval Occupational Safety and Health Program (NAVOSH). t. Coordinate with assigned Engineering Field Division/ Activity as needed for historical preservation compliance. u. Coordinate with assigned Engineering Field Division/ Activity on excessing real property. v. Submit A-106 documentation for environmental projects and expenses. w. Provide overall planning and technical support to Echelon V commands in managing the following environmental programs: (1) Pollution Prevention (P2): (a) Identify P2 equipment requirements. (b) Develop Echelon V command baseline P2 plans. (2) Compliance: (a) Monitor compliance status. (b) Recommend exemption from Evaluation (ECE). (c) Coordinate Echelon V ECE REDCOMs and Engineering Field Divisions. Environmental Compliance annual schedule with 2 Enclosure (2)

10 (d) Assist Echelon V commands in conducting Tier I ECE self-assessment. (e) Provide liaison with regulatory agencies to obtain media permits. (3) Polychlorinated biphenyl (PCB): reports. (a) Consolidate and submit Echelon V PCB annual (b) Assist Echelon V commands in developing PCB elimination plans. (4) Underground Storage Tanks (UST): (a) Maintain accurate UST database for entire area of responsibility using Tank Management System software. (b) Coordinate UST upgrade/removal with Engineering Field Division and state regulators. (5) Hazardous Materials (HAZMAT): Plans. (a) Develop Echelon V command HAZMAT Minimization (b) Consolidate and submit HAZMAT annual reports. x. Provide facilities program management training to CB personnel assigned to nonhost REDCOMs. y. Work with assigned Engineering Field Division/Activity as needed for historical preservation compliance. z. Perform other duties as assigned. 3 Enclosure (2)

11 FUNCTIONS AND TASKS OF DIRFAC COMNAVSURFRESFOR CB STAFF MEMBER 1. Basic Function. Serve as an assistant to the DIRFAC COMNAVSURFRESFOR. Assist in conducting a Facilities Management Program (FMP). 2. Tasks a. Assist the DIRFAC COMNAVSURFRESFOR and Supervisory Engineer in facility planning, identifying facility-related resource requirements to maintain and improve the material condition, safety and appearance of assigned land and facilities. b. Prepare Facility Planning Documents (FPD) updates. c. Maintain real property record cards. d. Assist in preparing Military Construction Naval Reserve (MCNR) project documentation. e. Maintain original drawings for assigned Echelon V commands and the facility technical library. f. Prepare and maintain AutoCAD floor and site plan drawings for all assigned Echelon V commands. g. Maintain Basic Facility Planning Information (BFPI), Basic Facilities Requirement (BFR), Real Estate, and Military Construction Naval Reserve files. h. Work with the Environmental/General Engineer in maintaining the Defense Utilities Energy Reporting System (DUERS). i. Collate monthly data reports and prepare for submission to Naval Facilities Systems Office (FASCO). j. Develop and maintain databases and graphical displays for data analysis. k. Make site visits to assigned Echelon V commands to collect field data for project scope development of Special Projects. l. Provide facility management training to the collateral duty Facility Support Petty Officer at assigned Echelon V commands including: (1) Activity level construction, maintenance and repair contracting. (2) Quality assurance programs and procedures. Enclosure (3)

12 (3) Duties and responsibilities in overseeing local service contracts. (4) Preparation and submission of Annual Inspection Summary (AIS). (5) Funding sources and limitations. (6) Safety and environmental regulations and procedures. (7) Facility Team (FACTM) operations. m. Coordinate with Facility Support Petty Officers to ensure Bronze Hammer Award submissions are well documented and timely. n. Perform other duties as assigned. 2 Enclosure (3)

13 FUNCTIONS AND TASKS OF NON-HOST READINESS COMMAND CB STAFF MEMBER 1. Basic Function. Serve as the on-site assistant to the Readiness Commander on facility and environmental related issues. 2. Tasks a. Ensure locally contracted maintenance is conducted within Naval Facilities Engineering Field Division/Activity guidelines. b. After consulting with DIRFAC COMNAVSURFRESFOR, advise on contracting methods and means of accomplishment. c. Maintain a log and status of maintenance projects within region. d. Provide facility management training to the collateral duty Facility Support Petty Officer at assigned Echelon V commands including: (1) Activity level construction, maintenance and repair contracting. (2) Quality assurance programs and procedures. (3) Duties and responsibilities for overseeing local service contracts. (4) Preparation and submission of the Annual Inspection Summary (AIS). (5) Funding sources and limitations. (6) Environmental and safety regulations and procedures. (7) Facility Teams (FACTM) operations. e. Coordinate with Facility Support Petty Officers regarding controlled inspections, as outlined in MIL-HDBK-1151, in each assigned Echelon V command. f. Assist in the development of plans for self-help projects. Ensure sound engineering design and applicable codes are met. Ensure all drawings are updated to reflect any changes. Serve as construction inspector for self-help projects. g. Maintain Basic Facility Requirements (BFR), Basic Facility Planning Information (BFPI), Real Estate - and Military Construction Naval Reserve (MCNR) files. Enclosure (4)
