The proposed exchange will support one of three pillars of the Afghanistan Interim Strategy Note (FY12-14), which is inclusive growth and jobs, and the cross-cutting theme of gender. As aid driven growth decreases with the draw-down of the international military, it is critical the Bank assistance help promote domestic sources of growth and jobs and increase employability of populations, including young women. Analysis undertaken by the Bank suggests that Afghanistan#s economy, which has been growing strongly at 9% per annum on the back of extremely high military and donor spending, may slow to some 5-6% as international assistance decreases. The proposed exchange is to improve the training and employment program design and implementation of the Afghanistan Female Youth Employment Initiative (FYEI) project, by drawing lessons learned and good practices from the Nepal Adolescent Girls Initiative (AGI) project. At a total cost of US$ 2 million, FYEI is to provide 1,300 female high school graduates aged 18 and 30 in Balkh province with job and life skills training and job placement. Both FYEI and the Nepal AGI are financed by the AGI MDTF, but the Nepal AGI is more advanced in implementation and has made substantial achievements. Its good practices and lessons learned have been incorporated into the IDA-financed Enhanced Vocational Education and Training Project (EVENT) in Nepal, which is scaling up AGI#s training and employment program to women and youth. Both AGI and EVENT are implemented by the Nepal Employment Fund. 3 Comments/Requests by TTL The proposed exchange program between Afghanistan and Nepal is to improve the training and employment program design and implementation in Afghanistan by drawing lessons learned and good practices from the similar project in Nepal. The program is composed of four activities, including (a) three video conferences via GDLN, (b) study tour to Nepal by the Afghan team, (c) expert visit to Kabul from Nepal, and (d) dissemination workshop in Kabul, targeted to relevant ministries, donors, and NGOs in the job creation sector. The program, thus, will not only ensure maximum learning between the two groups but also raise awareness in the community of practice in Afghanistan. The program would include: (a) planning and follow-up video conferences between Afghanistan FYEI and Nepal AGI teams, (b) study tour by Afghan team, composed of FYEI, NGO service provider, and ASDP, (c) expert visit to Afghanistan, and (d) dissemination workshop. In addition, the program would also facilitate stakeholder engagement and wider learning by producing a short film of the Nepal visit, which would be shared at the dissemination workshop with the national stakeholders and at various awareness raising and training events with provincial and district stakeholders and FYEI beneficiaries. The recipient executed TF has little training or communication budget, and the program as comprehensive as this cannot be financed. 7. If the experience exchange is directly linked to an ongoing activity (AAA, SPN, LEN, Other) indicate why Bank Administrative Budget (BB) or other Bank Executed Trust Funds cannot finance the proposed experience exchange initiative There is Bank-executed portion of the AGI TF, but this is fully committed to implementation support. Unfortunately, there is no budget for learning from international best practices with the AGI TF. 8. Describe the institutional capacity challenge(s) that the requesting country(ies) would like the just-in-time exchange to address. The capacity challenges are based on weak performance of the implementing agency in creating jobs for young Report to Donor Page 4 of 11

5 women. FYEI is implemented by the Ministry of Education (MoE), with FM and procurement support from the IDA-financed Education Quality Improvement Program (EQUIP). FYEI has three components, which are (a) social mobilization, (b) training and employment, and (c) project management. The project is implemented in Mazar City and four neighboring districts in Balkh province. The implementation arrangement through EQUIP was made to capitalize on their strength in social mobilization through School Management Shuras (SMS#s, equivalent of School Management Committees) to reach out to female high school graduates. In designing FYEI, there was a concern if families would be willing to let young women participate in training and, particularly in rural areas, approve their work outside of home. Despite of the difficulty in reaching out to young Afghan women, the FYEI team successfully mobilized 2,822 applications with family approval. There, however, is an institutional capacity challenge in designing and implementing a training and employment program, in which neither EQUIP nor MoE is specialized. Social marketing should identify socially and culturally appropriate job sectors for young Afghan women, and this will be the biggest challenge, in particular, in rural districts. Besides, FYEI is one of a few projects in Afghanistan, which provides both training and placement services. While training and employment will be outsourced to a NGO service provider, such providers in Afghanistan in general are more experienced in training and little in placement. Both the FYEI team and a service provider should learn from regional experiences in implementing an AGI project. 9. What is the capacity development objective that each requesting country would like this exchange to support? The capacity development objective is to improve the capacity of both the FYEI team and the NGO servicer provider to effectively design and implement a training and employment program for young women, including social marketing, training program design and delivery, placement management, and monitoring and evaluation. 10. What is the profile of the participants that you are targeting in each knowledge-requesting country or what is the process by which the participants will be selected? The eight participants will be the following: # Project Manager, FYEI (responsible for overall FYEI implementation, including oversight of the NGO service provider in designing and implementing the training and placement program and obtaining approval from MoE on the FYEI training package. He also manages communication and knowledge management to reach out to the project stakeholders. He is also in charge of an innovative mobile-based communication and monitoring pilot with a local IT firm) # M&E Officer, FYEI (responsible for the overall project#s M&E. He will collect data from the service provider and manage two female social mobilization/monitoring officers to physically cross-check the data) # Curriculum Development Officer, Ministry of Education (The FYEI training and employment program will have to be cleared by MoE. Having him on board will ensure MoE buy-in and ownership in the FYEI program) # Project Director, NGO service provider (manages NGO#s development and implementation of the training and employment program by closely working with the FYEI project manager and M&E officer. The service provider procurement is on-going and will be finalized by early-march 2013) # Social Marketing Specialist, NGO service provider (in charge of identifying potential job sectors and other opportunities such as internship and mentorship for FYEI beneficiaries in consultation with potential NGO, public and private sector partners. S/he will also identify existing training institutions and centers, which FYEI could collaborate in training delivery and curriculum development) # Training Module Specialist, NGO service provider (based on the result of social marketing, s/he will design and develop training modules and train trainers) # Two ASDP officers (Not yet identified. However, they will most likely be the project manager and the the head of M&E. The project manager is responsible for overall project implementation, and the head of M&E is tasked to set up MIS and data collection) 11. 6 The FYEI team and the NGO service provider are directly involved in designing and implementing the FYEI training and employment program. The service provider will undertake social marketing and draft the training and employment program. The FYEI team provides overall management and monitor design and implementation. The MoE participant will support the program design and facilitate MoE buy-in and prompt clearance. These participants will also collaborate with the ASDP participants in seeking potential opportunities for scaling up FYEI activities through ASDP II. 12. Explain who are the knowledge provider(s) and why the experience of the specific knowledge provider(s) is relevant for the knowledge-requesting country(ies). The knowledge provider is the Employment Fund in Nepal, the implementing agency of the Nepal AGI project and IDA-financed EVENT. The Employment Fund (EF) was established in 2008 and is currently being operated by HELVETAS Swiss Intercooperation Nepal under the agreement signed in 2011 between the Government of Nepal (GoN) and the Swiss Agency for Development & Cooperation (SDC). Like FYEI, the Nepal AGI project is to increase employment and incomes of young women aged years by strengthening an existing model for training and job placement in Nepal. The project has two components: (i) skills provision and job training and (ii) institutional strengthening, monitoring and evaluation. It has completed skills training to nearly 2,500 young women in 36 job skills, and nearly 90 percent of these women have taken an independent skills test carried out by the National Skills Testing Board and completed successfully. These women not only received business and enterprise skills training but also optional life skills training on psychosocial training and awareness on reproductive health. They were also provided with links to prospective employers and credit schemes. Moreover, the project has supported the development of a social marketing tool (standard rapid assessment), new monitoring guidelines and a web-based monitoring and information system (MIS) for TVET providers, which is now being used by the Ministry of Education for the IDA-financed EVENT. 14. Briefly explain how knowledge providers can support the achievement of the capacity development objective(s) within the proposed timeframe and whether the grant will be used to enable the knowledge provider to do this. In enhancing knowledge and skills, the Nepali team#s experiences in designing and implementing a training and employment program for young women, in particular, in Muslim communities will help the Afghanistan FYEI team in finalizing the design of their own program. The Nepal team will also support strengthening coalition between the regional practitioners through continuous engagement with the Afghan team by video conferences and visits. Moreover, it will enhance network of national stakeholders of job creation in Afghanistan by participating and sharing their lessons learned with Afghan job creation stakeholders at large in the dissemination workshop. The Nepal team will support the Afghan team in increasing in implementation know-how through the expert visit, as they will assist in fine tuning the training and employment program. 15. What factors point to an efficient use of resources to achieve targeted results? The following factors will enable an efficient use of resources in achieving targeted results: # Demand driven. The Afghanistan and Nepal teams had an initial interaction during the AGI technical workshop in Liberia in August These are the only AGI projects in the South Asia Region, and because the Nepal project is substantially advanced in its implementation and experienced in working in socially as well as culturally conservative communities, the Afghan team learned tremendously through a brief interaction. The two teams agreed in principle to undertake knowledge exchange. # Timeliness of the exchange. The Afghanistan project is expected to contract a NGO service provider in Report to Donor Page 6 of 11

7 mid-march 2013, and key project activities, such as social marketing and training program development, will start in early-april By conducting a study tour around early-may, the service provider will have a preliminary draft program, including potential job sectors, preliminary design of internship and mentorship programs, etc., which they could present to the Afghan and Nepal teams. Because the FYEI targets to finalize the training program by end-may 2013, first-hand peer advice could be incorporated into the program design. # Film production. The study tour will produce a small film of the Nepal project, focusing on the project design and implementation in the Muslim communities. This will be translated into local language and facilitate learning among not only FYEI stakeholders but also wider job creation group of practice in Afghanistan. # Follow-up visit by the Nepal project. The follow-up visit will give opportunities to not only the Afghan team to finetune the training and employment program but also the Nepal team to learn from the Afghan project, such as an innovative mobile communication/monitoring pilot and also from ASDP II implementation. # Dissemination workshop in Kabul. The workshop will directly contribute to the country-driven development goal, by providing learning opportunities for key stakeholders in jobs in Afghanistan, including MoE, ASDP, and MoLSAMD. 16. What factors will help to ensure that this just-in-time exchange will be effective in contributing to the desired longer-term impact? There are the following three factors: # Programmatic approach to knowledge exchange. This interactive knowledge exchange program goes beyond a one-off event. The programmatic learning design, which is reinforced by follow-up activities (video conferences and expert visit), will ensure that activities will follow through on initially identified approaches. # Learning activities as inputs to a Bank project. The learning program will improve the design of FYEI#s training and employment program prior to the implementation and help fine tune it during the implementation. # Involvement of job creation stakeholders at large. The dissemination workshop would contribute to other projects in job creation, in particular, for young women. This would include the proposed ASDP II in promoting employment among young women. 8 More than three decades of war and civil conflict have left Afghanistan with immense damages. NESCO estimates a maximum 20% literacy rate for adolescents and young adults between the ages of The educational needs of illiterate youth, both male and female, are great in Afghanistan, but the situation of Afghan girls is of particular concern. Ministry of Education#s (MoE) School Survey for 2007 shows that overall, the student population is approximately two-thirds male. Youth literacy rates are low; 50% for boys and 18% for girls. Faced with these challenges, Afghan youth are at a major risk of oppression, unemployment, and low wages and therefore to induction into the narcotics industry and illegally armed groups. It is estimated that Afghanistan has a total of 15 million labor forces, 40% of which are unemployed and 70% do not have vocational skills to be self sufficient and make their living.nationwide, the Technical and Vocational Education students is comprised of 89.92% male and only 10.08% female. If Afghan girls are to have equitable access to technical, professional, and managerial positions in the workplace, the gender-equity reforms already in progress needs to empower adolescent girls and provide them with alternative opportunities for skills training as well as employment in the formal sector. With US$3million expected from the Danish Government, the project (currently under development) will promote the economic empowerment of adolescent girls. The project is expected to focus on: 1. Skills training for wage employment and entrepreneurship training for girls age (15-24); 2. Institutional strengthening of government partners and implementing agencies; 3. monitoring impact evaluation. The proposed project builds on the Bank#s comparative advantage in designing demand-driven approaches to skills and entrepreneurship and is expected to strengthen ongoing interventions in Afghanistan in the area of skills training and women empowerment. The project is financed by a US $3million grant from Danish Government. The grant will be incorporated into the Multi-Donor Trust Fund that supports the execution of the AGI.
