7 SYSTEM OF LOCAL ELECTION G Since the municipal constitutional law is a task of the countries, there is in the definition and refinement of the organs of differences, so that will be played at this point is frequently encountered situations. They represent around 33% of the municipal income. Netherlands There are financial measures to make hiring disabled people more attractive for employers or to keep an employee on board when he/she becomes disabled (subsidies for altering workplace). The course-competition foresees in general, the following phases: selection based on qualifications, competition for admission, period of training and final exam. ITALY: In 2000 the Italian government adopted the national action plan on e-government. Its aim was support the innovation process of the public administration promoting the use of information and communication technologies. The action plan is still on-going. Currently, the action of the administration is concentrated to strengthen the communication and the management of financial control and human resources. A full education system in a lifelong perspective for the upper level of the local administration has been developed, in order to widespread knowledge, innovation and to stimulate the reform processes. The High School for the Public Local Administration was founded to provide the training and educational service for the whole system of the local Autonomies: for Municipalities, Provinces, City Managers, Administrators and City and Province Secretaries. The report ( HRM and job satisfaction in the Dutch public sector by Steijn) shows that job satisfaction of Dutch public sector workers is on the decline. overall job satisfaction of Dutch public workers seems to be not particularly high. Workers seem especially dissatisfied with management of the organisation, their workload, and their pay. The results of HRM give some clues how management can influence the job satisfaction of public sector workers. According to Ralph Pans, chairman of the Association of Netherlands municipalities VNG, Dutch municipalities will be facing a massive out flux of older civil servants. These vacancies will need to be filled to maintain quantitative capacity. The Association of Netherlands municipalities VNG has launched the Local Employers project. The aim of the project is to promote municipalities as employers of choice. Municipal bodies should take note of the different work methods future staff will be employing, e.g. flexible work schedules, flexible work locations and alternative work processes. Besides ministered training, there are two training organisms: Administration National Institute (INA) for Direct and Indirect State Administration and Center of Studies and Autonomous Training (CEFA) for Autonomous Administration.
