3 WHAT IS A CRA? Public Agency - Dependent, Special District created pursuant to Florida Statute (F.S. Chapter 163, Part III) Support the prevention and elimination of slum and blight in order to spur redevelopment (by private enterprise). Support the preservation and/or enhancement of the tax base.

4 WHAT CAN CRAs DO? ACQUIRE / SELL / DEVELOP PROPERTIES ISSUE BONDS TO FUND DEVELOPMENT INSTALL, CONSTRUCT, AND REPAIR streets parks utilities playgrounds other public improvements PROVIDE INCENTIVES MARKET / PROMOTE AREAS ENCOURAGE PRIVATE ENTERPRISE IN HOUSING, COMMERCIAL and/or RETAIL DEVELOPMENT (Private enterprise or Public/Private partnerships)

5 Tax Increment Financing Tax Increment Financing ( TIF ) is used to leverage public funds to promote private sector activity in the targeted area. Ad valorem tax is a tax based on the value of real estate or personal property. TIF is calculated by taking 95% of the difference of the ad valorem taxes on real taxable property located within the geographic area of development (minus) the amount of ad valorem taxes which would have been produced by the levied tax rate upon the total assessment value of the taxable property in the redevelopment area.

31 WHAT IS A DDA? Independent, Special District created pursuant to Florida Statute (F.S. Chapter 189) Special district created for use by the private and public sectors to manage, own, operate, construct, maintain and finance basic capital infrastructure, facilities, and services DDAs have governing boards with policy-making powers, provide essential governmental services and facilities, and operate in a limited geographical area

32 Independent Special Districts can assess millage to pay for providing additional services, facilities, and infrastructure - only those who benefit from the special district's services actually pay can provide services when growth and development issues transcend the boundaries, responsibilities, and authority of individual municipalities and counties can sell tax-exempt bonds (to provide financing), purchasing essential goods and services tax-free, and participating in state programs and initiatives, such as state-term contracting provide highly specialized local governmental services - often in response to citizen demand - that a municipality or county is unable or unwilling to provide. can be governed by a board of appointed or elected members who have the expertise to focus on the specialized function of the special district. This allows municipalities and counties to focus on general governmental issues. provide opportunities for citizens to get involved in government at the neighborhood/community level since it is often possible for them to serve on the district's governing board ensure accountability of public resources because special districts and their governing boards are held to the same high standards as municipalities and counties and their governing boards. Examples of accountability standards include requirements to comply with financial reporting, Government-in-the-Sunshine, and ethics laws
